Federal Funding
• Federal funding comes from the federal gas tax of 18.4 cents, last increased in 1993.
State Funding
• Thank the Governor and State Legislature for the increased funding for both oil and non-oil producing counties.
• Appreciate the work of the NDDOT in developing effective methods for project selection and funding approval.
• Upper Great Plains Transportation Institute Study with detailed cost analysis.

• $112 Million Allocated in SB2103 based on CMC Miles
• $112 Million Allocated in HB1176 based on 50% CMC & 50% “UGPTI Needs Study”
• Biennial Total = $224 million• To keep up with the needs from the UGPTI
Study we would need $600 million for the biennium.

Non-Oil Producing CountiesComparison of Requirements
SB2013 specific requirements:1. Roadways and bridges must provide continuity and
connectivity to efficiently integrate and improve major paved and unpaved corridors within the county and across county borders (i.e. CMC Routes).
HB1176 specific requirements:2. Roadways and bridges must meet one of the following:
a) Continuity and connectivity to efficiently integrate and improve major paved and unpaved corridors within the county and across county borders;
b) Connectivity to significant traffic generators; orc) Direct improvement in traffic safety.
Non-Oil Producing CountiesComparison of Requirements
Required for both SB2013 and HB1176:2. Projects consistent with UGPTI's needs study for the years
2015 to 2034.3. A major roadway construction or reconstruction project, the
legal load limit must be 105,500 pounds. 4. Design speed of at least 55 mph, unless the NDDOT provides
an exemption.5. Projects must comply with the AASHTO pavement design
procedures and standards developed by the NDDOT in conjunction with the local jurisdiction.
6. Bridges must be designed to meet an HL 93 loading.

When are funds available?
• SB2103: Reimbursements available now for all eligible costs after January 1st, 2015.
• HB1176: – Engineering and design costs are eligible as of July,
2015– Construction related costs are eligible as of
January 1, 2016– Reimbursements can take place on or after
February 1, 2016
Information for Funding Request • Design Speed: If less than 55 mph, you need a design exception• If project is replacing or constructing a new Bridge/Structure, list the
Design Loading of Structure (HL)• Legal load Limit of Road (before and after)• Is this a Major Corridor within your County or Corridor that crosses into
another County: (Y/N)• Explain why this is a Major Corridor• Explain the existing condition of this major corridor and any
improvements that have been made.• Will this project complete the planned Corridor improvements or is this
part of a phased approach? • If it is a phased approach, explain the phases involved and the time frame
to complete the phases on this Major Corridor• Attach a Map of the project location
What this Funding doesn’t Cover
• Non-CMC routes (SB2103) or Non-CMC routes that don’t have a major traffic generator (HB1176).
• Township Bridges or Structures• Maintenance projects (patching, etc.)
What’s Next
• NDDOT met with all Counties during regional meetings in March regarding SB2103.
• NDDOT is coordinating for future meetings for HB1176.
• Look ahead to the 2017-18 Biennium:– Counties need to be proactive in planning for future
one time funding.– Urge the Legislature to keep project requirements
consistent or loosen requirements so that we can more effectively plan future projects for 2017-18.
