Each Member of the Council having received a copy of the Minutes of the previous meeting,

it was resolved,"That the Minutes be taken as read,and confirmed,and signed as a true

record of the meeting held on 19th October,l937".

CORRESPONDENCE.

From Australia's 15gth Anniversary Celebrations Council not1fying that Mr •• J.Bradley,

K.C.will attend the Council Meeting on 2nd November,l937, for the purpose of addressing

the members in connection with the Celebrations in 1938. As Mr.Bradley,K.C.was unable

to attend owing to an urgent engagement,it was resolved,"That the letter be "Received".

From Municipality of Erskineville notifying that they do not desire their portion of

Union Street to be repaired by drag-coating at present. Resolved,"That the letter be

"Received" and this Council proceed with the work on its side of Union Street".

From Department of Public Health covering the analysis of twenty samples of milk,all

of which were found to be correct. "Received".

The Monthly Financial Statement of the General Fund was submitted and disclosed a. credit balance of £7425/14/9. ·

Recommendations were made as follows;-

(a.).Tha.t Mrs.E.Newell be informed that Council can accept no liability in connection with her claim for compensation for injury alleged to have been received in Missenden Road.

(b).That L.Rowley be informed that Council cannot accept any liability in connection with his claim for compensation for injury alleged to have been received in Wilford Lane.

(c).That V.Grirfiths be informed that Council can accept no liability in connection with his claim f~~ compensation for damage alleged to be sustained by his Motor Car in King Street •

. (d).That a donation of £5/5/- be made to the Newtown Branch of the Old Age & Invalid Pensioners Assn. to aSsist in providing 'Xmas ·cheer for their members.

Resolved,"That the Finance Committee's Report be "Received",and adopted the accounts confirmed and paid, the Monthly Financial Statement laid upon the table' and all recommendations contained therein be carried into effect" ~ '

Inspector's Report Book. Resolved,"That the Health Inspector's Roport be "Received" and adopted, the applications mentio~ed in paragraph 3 be granted; tho recommendation contained in paragraph 6 be givfn effect to; the matter of slot-locke on the lavatories be referred to the next meeting of the· orks Committee for attention ~nd report, ~nd the Closing Order in paragraph:4,certifying that premises,No.69 Auetr lia Street,ere unfi~ for human habitation or occupation,and recommending that the Council by en order in writing declare the said house unfit for human habitation or occup tion,end directing that it shQuld not be occupied by any person after the expiration of 30 days fro date of notice,unless the alterations end repairs specified in the Heelth Inspector's Certificate are carried into effect to the satisfaction of the Local Authority,be adopted, end this Council now declares that premises No.6g Australia Street,Newtown, are unfit for human habitation or occupation and shall not after the eTpiration or

At this juncture,His Worship the Mayor on behalf of the Council,congratulated Alderman T.Sheehen on his election to the House of Representatives for the Cook Electorate,end trusted that his Parliamentary Life would be as happy as his Municipal Life. This was supported by Alderman Solomon. Alderman Sheehan suitably responded and thanked the members of the Council for their good wishes.

His Worship the. Mayor intimated that he desired to present a pr·o to of the Aldermen constituting the present Council,with the Senior Executive Offi~ers, as a memento of his term of office, and asked the Aldermen to attend at the studios of Mrs.Paine in ~nmore Road, for the purpose of having their photos taken as soon as possible.

MOTION PURSUANT TO NOTICE.

Alderman Sheehan's motion,

"That Stanley Piper,an employee of this Council, be employed on this Council at the full rate of pay applicable and received by other employees since 5th October,and that he continue in the Council's employ whilst his services are satisfactory ,or until further notice••.

ORDEBS OF THE DAY~

As the candidates for the Board of Fire Commissioners Election were not present ,it wos resolved that the matters of aadresses by the candidates,and the casting of votes be deferred until the end of the meeting.

It was resolved that t~e metter of the supply of Street Name Plates be referred to the Works Committee for consideration and report, in conjunction with the Engineer's report on the number of street name plates in the depot which are suitable for use.

QUESTIONS WITHOUT NOTICE.

Alderman Solomon asked if any reply had yet been received from the Commissioner for Railways in connection with the deputation which suggested various improvements at Newtown Railway Station. No reply having been received it was resolved that a furthei' letter be sent to the Commissioner,asking him for a reply in the matter .

Alderman Solomon drew attention to the fact that ae the last meeting of the Council would fall on ~~~t!Oth November,only a few days prior to the Triennial Elections,and moved

. that , this7~e ~andoned and the last meeting be held on the 16th November. Seconded by Alderman Collyer,and lost,

Alderman Ryan asked if the lavatory being placed in the back of the lock-up shop at the corner of King & Church Streets,where alterations are being carried out was in order.? The Engineer replied that the Lavatory was not in order,but that he had the matter under supervision. Alderman Ryan then asked that the matter be put in order,and the Mayor intimated he would place it before the next meeting of the Works Committee.

Alderman Collyer drew attention to the inadequate lighting in the cubicles of the Public Privies,and the Mayor promised to place the matter before the nezt Works Committee.

Alderman Porter drew attention to the fact that the lock- bars directed to be placed on the grates over stormwater drains had not yet been done. The Mayor promised the attent~on of the Works Committee to the matter.

Alderman Collyer drew attention to the eyesore and danger on St.Peters Railway Bridge caused by the woodblocks surrounding the light standard being raised much higher than the level of ~he road. Resolved,"That the matter be left in the hands of the Mayor and Engineer to make apw.Jc.!ht,j.,Q~ tcga'W Main Roads Department for a grant o place the road in repair ,and failin§r~t~e ma~ter be referred to the Dep tmen f Road Transport & Tramways,with·a view to securing immediate attention".

Aldermen Sheehan mentioned that Simmons Street,off Enmore Road,was still e Conditional Tram Stop,although most inward and outward bound trams stopped there,and moved,that the Department or Road Transport & Tramways be asked to give the matter further consideration and investigation,as the Council considers it very apparent that it is no necessary to make this a permanent stopping place both for inward and out erd bound trams. Seconded by Alderman Ryan, and carried.

Alderman Collyer drew attention to the various methods used and the serious increase in the rents paid by tenants,and moved,"That this Council communicate with all other Counci in N.S.W.asking their co-operation in securing the re-establishment of the Fair Rents Court". Seconded by Aldermen Solomon,and carried.

The Building Inspector submitted plans and specifications for four Building Applications, hich were approve~rl~ubject to full compliance with the Local Government Act and Ordinanc s

governing building~h'as follows;- .

1. 76 Church St. Additions in brick, subject to the provision of residual yard space to be clearly shown on the plan.

2. 106 King st. New plate glass factory, subject to proper lighting and ventilation being shown clearly on plans and specifications.

:3. 236-238 King St.New shop fronts, subject to correc t alignment to Council's satisfacti 4. John St. Substitution in brick .of present ~alvanized iron structure. Lighting

ventilation to be shown clearly on plan.

At t~is stage the Council was addressed by Mr.T.D.Mutch,and Alderman Pursell,in support of their candidature for election to the Board of Fire Commissioners, and answered questions asked by Members.

After they had withdrawn it was resolved that this Council's votes be decided by ballot,and it was resolved in accordance therewith that t his Council's three votes for the election of a Member of the Board of Fire Commissioners of N.S.W. be cast in support of T.D• utch,lst preference. Alderman Jewell,2nd preference. Alderman Pursell, 3rd preference, and that the Mayor and Town Clerk be authorised to affix the Common Seal of the Council to such votes as required by Law.

And there being no further business the meeting terminated at 10-10 p.m. Confirmed at an Ordinary Meeting of the Council held at the Tow Hall,Newtown,on

Tuesday, 16th November,l937.

An apology wa s received and accepted from Alderman Roberts,and it was resolved that a letter be forwarded to Alderman Roberts expressing the Council's best wishes for his complete recovery to health and strength,and the hope that he would be sufficiently recovered to be in attendance at the last meeting of the Council on 30th November,l937".

Each ember of the Council having received a copy of the Minutes of the previous meeting, Alderman Collyer moved, "That the Minutes be taken as read, and confirmed, and sig,ned as a true record of the meeting held on 2nd November,l937". Seconded by Alderman W.P. Newnham , and carried.

Alderman Solomon drew attention to the unsatisfactory service of the street li ghting, and it was resolved,"That the Electric Light & Power Supply Corpn . be written to informing them of Council's dissatisfaction with the service of the street light ing in Newtown ,and requesting that more intensive attention and regular inspections be given to the light ing .

Alderman . P .Newnham asked when the post supported awnings were removed from the footpath,whose duty was it to remove the post butts . ? Reply . "The owner is responsible for removal". Ald.W.P.Newnham then drew attention to the dangerous state of the path in front of the M.U.I.O.O.F. Hall,~nmore Road,where the posts had not been properly removed , and the Engineer promised to have the matter ettended t o .

. . . renuest for the Alderman Fleming asked if any reply had been rece1ved in connect1on w1th ~ne;removal or "No Parking" signs from the streets. The Mayor replied in the negative.

Alderman Fleming drew attention to the seats around the recently constructed Rockery i n Hollis Park, and it was resolved that suitable timber backs be placed in the seats around the Rockery in Hollis Park. ·

Alderman Fleming moved, Seconded by Ald . Porter, "That two seats be provided in Phill ip Street,bet~een Glndstone Street and the Phillip Street Subway.~ntrance" . Carried .

Alderman ~leming drew attention to the refuse and dirt which accumulates under the seats in the Parks,and His Worship the Mayor intimated that he would give an instruction for the Gardener to keep these places clean.

Alderman Porter asked how many casual workers had been employed -in the las't fourteen days The ayor repl ied,"l5". Alderman Porter asked if the men were employad on Mai n Roads Work The reply was in the ~egative, end Alderman Porter then stated that he had been informed that these men we re not receiving the full award wa5es, and enquired if the men were being paid from Main Roads Grant. The Mayor replied that the men were being paid from Council ' s funds and were receiving the full aw~rd rate of pay .

Alderman Collyer mentioned thRt;HR~r~Jts£~e~£a~as unable to be completed owing to lack of Staff and transport, and sugges ted that the Council should proceed wit~ the purchase of an additional Lorry, in accordance \7i th the tenders already received. ~he Clrlef Health Inspector reported that complaints had been received from residents of Camden Street relative to objectionable noises arising at unreasonable hours on the premises of the Bradford Cotton Mills,Ca.mden Street, and recommending that the Council exercise the powers conferred by Section 289 of the Local Government Act and noti~ the Company that ~he operating of machines in the dyeing section of their works must cease between the hours of 9 p.m. on the one day and 6 a.m. on the following day. Resolved, "That the report be "Received", and adopted."

OTION PURSUANT TO NOTICE.

Alderman Goddard moved;-

"That the bitulithic surface· of Wilson Street,between Erskineville Road and Watkin Street,be repair~d,and the Engineer be instructed to go into the matter of improving the drainage and levels west of Bro~ Street".

Seconded by Alderman Solomon. . Amendment moved by Alderman Fleming, Seconded by Mrs.Alderman Fowler, "That the matter be referred to the Works Committee for attention and report".

The voting being in favor of the amendment it was then 'submitted as the substantive motion and declared 11 Carried".

Under this heading .Alderman Solomon drew attention to the fact that as this was the last meeting of this Council he desired to pay tribute to the e~cellent work carried out by His Worship t he Mayor,(Ald.F.A.Newnham,LL.B), and Aldermen Goddard,Sheehan,and W.P. Ne mham, who were not contesting the Elections on this occasion,and moved,"That this Council places on record its recognition of the services of Aldermen F.A.Newnham,R.S. Goddard,T.Sheeha.n,and w.P.Newnha.m". Seconded by .Alderman Jl.:leming, and carried.

His Worship the Mayor,(Ald.F.A.Nevmham,LL.B) briefly respohdeu and thanked the Members of the Council and its Officers for t4e1r help and assistance during his term as Alderman and Mayor.

Aldermen Goddard and W.P.Newnham also suitably responded.

Alderman Fleming drew attention to the numbering of st.Mary Street being the same on the Newtown Side as the Camperdown Side, and it was resolved that this matter be referred to the next meeting of the Works Committee,with a view to overcoming the confusion resulting from this similar numbering.

Alderman Fleming asked that the incoming Council be requested to place on its estimates a. sum to provide a Public Convenience near St.Peters Railw~ Bridge.

· Alderman Fleming drew attention to holes in Lennox and Denison Streets and Lands Lane between Australia St.and Lennox St. and asked that attention be given to them.

Resolved,"That the Council do now resolve itself into a Commi t tee of the Whole to consider quotes for repairs to Council's Ch~vrolet Truck".

Upon resuming in Ccruncil it was reported that while in Committee of the Whole quotes for repairs to the Chevrolet Truck had been co~sidered,and your Committee recommends that the quote of s.W.Roberts,S Edgeware Road,at £39/i6/6,to carr.# out the repairs detailed in his quote,be accepted.

It was resolved that the report of the Committee of the Whole Couneil be "Received" and adopted,and its recommendation be carried into effect .

Alderman Goddard asked that his name be recorded against the adoption of the report.

And there being no further business the meeting terminated at 10-5 p. m.
