These men, and woman are the backbone of the association . I feel personally obligated to them for all their charitable work .

Ferro: ELD Rule Soon

FMCSA Administrator Anne Ferro told a group of motor carrier enforcement officials April 23 that a supplemental notice of proposed rulemaking on electronic logging devices (ELDs) should be out by September .

Speaking at a Commercial Vehicle Safety Alliance Meeting in Louisville, Ferro said the proposal will address (1) minimum performance standards for ELDs; (2) mandatory requirements for use of the devices by drivers required to prepare handwritten records of duty status; (3) requirements concerning HOS supporting documents; and (4) measures to ensure that the mandatory use of ELDs will not result in harassment of drivers by motor carriers and enforcement officials .

FMCSA issued a final rule regarding ELDs (then referred to as Electronic On-Board Recorders or EOBRs) in 2010 but it was subsequently vacated by a federal court of appeals and remanded to the agency .The court said FMCSA had failed to comply with a statutory requirement to ensure the devices are not used to “harass” drivers .

CVSA Annual Roadcheck Event Set for June 2-4

The 28th annual Roadcheck for North American truck and bus safety inspection will run June 2-4 this year, according to the Commercial Vehicle Safety Alliance .

Cargo securement will be the issue that gets emphasized in the United States, Canada and Mexico, CVSA said in an April 13 statement . Securement refers both to loads on flatbed trailers and the contents of dry and refrigerated vans .

CVSA represents truck and bus inspectors working for federal, state and local law enforcement agencies in the three countries . The alliance said it expects 10,000 inspectors to take part in the event this year .

Last year, Roadcheck inspectors examined nearly 73,500 trucks and buses during a similar three-day span .

In recent years the event has had a kickoff at FedEx Field in Landover, Maryland . This year the formal opening will probably be on the West Coast, CVSA Executive Director Stephen Keppler said .

Last year’s special emphasis was hazardous materials, or dangerous goods as they are called in Canada .

The primary approach for inspectors is the Level 1 inspection . CVSA described that as a 37-step procedure that looks at drivers and their vehicles .

NGWA Files Comments on Tax Reform to Senate Finance Working Groups

As the Senate Finance Committee continues work on preparing discussion drafts for comprehensive tax reform, NGWA submitted comments to the working groups . With a focus on geothermal heat pump (GHP) markets, NGWA’s comments highlighted the importance of continuing residential and commercial tax incentives, in addition to support for five-year

accelerated depreciation and a tax credit for the construction of energy efficient buildings . NGWA argued that the tax incentives play an important role in stimulating the adoption of important renewable technologies like GHPs, whose high initial cost can hinder usage .

NGWA/NJGWA Impact: Tax reform has the potential to impact markets for GHPs by extending or making permanent important tax credits for energy efficiency technologies . Although the Senate is the only chamber working on tax reform so far in 2015, NGWA remains active in ensuring Congress is aware of the need to extend the tax provisions beyond 2016 .

EPA Hosts Public Meeting on Lead Pipes, Solder, Flux in Preparation for Potential Regulations

The U .S . EPA hosted a public meeting on April 14 to hear comments on potential revisions to regulations implementing Section 1417 of the Safe Drinking Water Act concerning the prohibition of lead pipes, solder, and flux . The regulations are part of the Safe Drinking Water Act, and include amendments made through the Reduction of Lead in Drinking Water Act of 2011 and the Community Fire Safety Act of 2013 . EPA representatives discussed potential changes to labeling and compliance for products sold as lead-free and heard from industry, trade groups, and non-profits in attendance . If EPA decides to proceed with new regulations, a Notice of Proposed Rulemaking would not be issued until 2016 .

NGWA/NJGWA Impact: NGWA will monitor the development of the issue, in the event EPA does decide to initiate a rulemaking . A rulemaking could result in new standards or labeling requirements for those who install or manufacture pumps or well system components .

Powassan (POW) virus is transmitted to humans by infected ticks. Approximately 60 cases of POW virus disease were reported in the United States over the past 10 years . Most cases have occurred in the Northeast and Great Lakes region . Signs and symptoms of infection can include fever, headache, vomiting, weakness, confusion, seizures, and memory loss . Long-term neurologic problems may occur . There is no specific treatment, but people with severe POW virus illnesses often need to be hospitalized to receive respiratory support, intravenous fluids, or medications to reduce swelling in the brain .

You can reduce your risk of being infected with POW virus by using tick repellents, wearing long sleeves and pants, avoiding bushy and wooded

areas, and doing thorough tick checks after spending time outdoors . If you think you or a family member may have POW virus disease, it is important to consult your healthcare provider .

At a minimum, please provide employees guidance to:

check each other/check themselves•

use insect sprays as directed•

wear bright-colored clothing that •will allow for sight identification

tucking of clothing to prevent ticks •from making skin contact

seek medical attention when •necessary

Untreatable Tick-Borne Virus Found in Connecticut (Powassan Virus)

An untreatable, and sometimes fatal tick-borne disease is turning up in parts of southern Connecticut, according to one expert.

Dr . Theodore Andreadis, head of The Connecticut Agricultural Experiment Station, told WCBS 880 that the Powassan virus has symptoms similar to those of Lyme disease, including headache, nausea and fever .

Once contracted, there is no treatment for the virus, and the disease can often be fatal, Andreadis said . While there have been no reported human cases in the areas, Andreadis said that people who venture into wooded areas may encounter deer carrying ticks .

“These ticks will transmit this virus when they feed within a matter of hours, whereas with Lyme disease, for example, ticks generally have to feed up to two days before they’re capable of transmitting it,” Andreadis told WCBS 880 .

The virus can often be symptomless before often infecting the nervous system and causing encephalitis and meningitis . Survivors can develop neurological symptoms such as muscle wasting and memory problems, according to the U .S . Centers for Disease Control and Prevention .
