Tired of empty shops blighting main streets, he’s taking the lead from Fremantle council which is proposing double rates for greedy landlords whose exorbitant rents are pushing out small businesses.

The port city is in crisis mode over its vacancy rate, which at around 15 per cent is about 10 per cent higher than the national average.

Cr Carey also wants to look into compulsory fencing for derelict blocks and any other carrots or sticks they can levy. He’s previously asked the council to look into pop-up shops to bring temporary life to empty buildings.

“It does have a demoralising eff ect on the community and local business; there’s nothing worse than walking down the street and for visitors, tourists and customers looking around

them to see vacant shops here, there and everywhere,” Cr Carey says.

“Long term vacancies are not good for activating streetscapes, they’re not good for vibrancy, they’re also not good for crime because if you have vacant lots that aren’t active they’re more likely to be spots for criminal activity.”

A common complaint from independent retailers is that they can’t aff ord the area’s rents, many of which have skyrocketed over the last year.

Fremantle mayor Brad Pettitt wants his city’s double rates in place by the end of the year but is still awaiting advice on whether it’s legal.

reward landlords who fi ll long-empty shops by off ering them half or no rates for a year.

Vincent mayor Alannah MacTiernan says: “I understand people get teed off with buildings that are left vacant, but quite frankly I don’t believe we would have the power to [charge higher rates]”.

She says it’s unlikely they’d be able to charge diff erential rates under the local government act.

Local government minister John Castrilli says councils can charge higher rates for empty blocks, but building rates are set by whatever zone they’re in (and that’s independent of whether they’re inhabited or not).

The Voice tried to contact the owner of one of Beaufort Street’s most glaring vacancies, The Pony Club, which closed in 2011. Current owner Philip Smith from Rich Estate was on holiday and didn’t get back to us. The owners of the arcade across the street where Vintage Tatt and Ottobrino’s butcher recently vacated also proved hard to track down, with property managers Beck Advisory refusing to put us in contact.

A REVIVED Australian Republican Movement says it lost a generation of supporters after the failed 1999 referendum.

Former WA premier Geoff Gallop has signed on as new ARM chairman and last Friday dropped in to the UWA open day to recruit a crop of young supporters to give the stalled movement a kickstart.

RecoveringDr Gallop, who wrote his

fi rst pro-republic essay in 1967, said the movement is only now recovering from the ‘99 referendum, where 55 per cent of Aussies voted to keep the Queen as head of state.

BAYSWATER city council will continue resisting political advertising on its turf despite legal advice any threats are toothless.

In a closed-doors meeting on Tuesday the city voted to write to Streetside Advertising requesting all political ads be pulled from street benches and bus shelters for future elections.

In December the council voted to ban all political ads on street benches, bus shelters and other community infrastructure until election writs are issued four weeks before state elections (“Liberty at stake: Libs,” Voice, December 1, 2012).

Ultimately the Bayswater ban was not enforced for this year’s March 9 election, with MPs including Morley Liberal Ian Britza keeping his 14 bench and two bus stop political ads in the

city before writs were issued.In January, the Liberal party

won an injunction against the Armadale council who’d demanded its candidates remove unauthorised political signs from private property in the lead-up to the state election.

The decision cast doubt over the legality of moves by several WA councils to ban political ads; even those on public infrastructure via third party advertisers.

Ad bans ‘toothless’

government off ered just the one unpopular model for a republic, with the president appointed by parliament rather than a popular vote.

Dr Gallop, a fan of deliberative democracy, reckons Australians should be asked which form they prefer rather than have it dictated to them.

“The referendum will only happen if the community feels that they own it,” he says.

UWA student Jordi Lockhart chatted to the former premier and backs a republic: “I think it’s important that our head of state refl ects that we are a democratic society”.

Australians for Constitutional Monarchy reckons polls show that a majority of Aussies are happy with the current system (confusingly however their website also hosts an article calling polls “twaddle”).

Maylands MP Lisa Baker says she had been inundated with calls from residents and sports clubs—including the local tennis and golf clubs—who have noticed a surge in the blood-suckers over the last year. A date for the forum is still to be set.

A GROUP of door-to-door tradies is fl eecing Mt Lawley pensioners claims a local painter and decorator.

The painter, who wants to stay anonymous in case the group retaliates, says a recently widowed 85-year-old neighbour was was charged $810 for a botched roof repair and paint job.

“They were meant to cap her roof and paint her pavers, but they made a dog’s dinner of it,” he said.

“They used the wrong type of paint—which will come off after a few months—and sprayed it all over her grass and walls. God

PERTH City Farm is going solo on April Fools Day.

The urban veggie patch will become an independent association with its own governing board and a new constitution.

For 19 years the urban farm has operated under the auspices of environmental group Men of the Trees, whose board has to sanction any changes at the property.

Farm co-manager Julie Broad says the breakaway will give them more autonomy over day-to-day aff airs.

“The scale and role of the farm has changed quite dramatically over the last 20 years,” she said.

There’s no debateAFTER reading all the debate regarding new smoking bans to be introduced, we need to reply to people still resisting any changes.

It is clear there appears to be a lack on knowledge on the subject for those still arguing against any changes. We need to increase any restrictions that help increase our health in the communities.

It is easy to say restrictions impede freedom of certain groups, however the law is all about restricting freedom. We restrict the freedom for people to murder, rape and assault others. Second-hand smoking needs to be treated just as serious as assault, for it is an assault on people’s health and their income.

You are increasing chances of miscarrage for pregnant women, you are increasing chances of cancer for people who happen to breathe smoke, and you are attacking taxpayers’ money when people who smoke cause an increase in medical needs. There is no debate regarding how detrimental smoking is to a person’s health, it is established that it is a serious concern. The only problem that needs to now be tackled is the large amount of ignorance in our communities regarding those pushing for freedom when they should be pushing for the best outcome for everyone.

And just to end on a high note, this morning I had a cigarette butt piff ed at me on the way to work. It missed me by centimetres, fl icked by a gentleman wearing a hardhat on Stirling Street, Perth. I want to say thank you to that man for polluting our streets and providing hazardous places on our streets, where you don’t even feel safe riding to work at 8am.

Not a crime, not criminalsWHEN people think of skateboarding, they think of obnoxious hooligans who just want to show off .

Young people’s way of expressing themselves is endangered.

I think the situation is outrageous. Without skateboarding, many young people in our society would be doing many horrible things.

American suburbs that are full of crime but skateboarders came and built a skatepark for the community: It got young people off the street. The project lowered crime and made the community happy.

I strongly believe there is more youth crime where there is less skateboarding.

In order to save our society we must build a skatepark. If we give young people a passion they will stop committing crimes. In order to protect our community we must build a skatepark. Skateboarders are not criminals and skateboarding is not a crime. The way that our society sees skateboarders is unacceptable.

Feeling saxyIN Bofo I chanced on a saxe-blue T-shirt with “Michael Sutherland” blazed in white across the chest.

Saxe-blue happens to be my favourite colour. Frequently, I compliment ladies who wear it.

Now, it came to pass the MP for Mount Lawley resided within this T-shirt. I risked saying something nice, anyway.

To my relief, he beamed and off ered me one. When he’d convinced me of his intent, I accepted. Provided it came medium size—not his size, intended for a hippo.

No worries, he assured me with his habitual quiver of enthusiasm.

So, if you chance upon a shrunken, lurching saxe-blue version of Michael during the remainder of the state election campaign, it could well be me. I just hope that saxe-blue excites you, too.

Perhaps a moral obligation here: accepting a gift from an MP? Skip it. I’m long-tired, harmless and a law-abiding septuagenarian.

train station all hell breaks loose when an over-zealous transit guard heavyweight comes down like a tonne of bricks and announces an off ence has been committed. That of theft by fi nding.

As it happens nothing was found on that specifi c occasion. A stern warning was issued. Including the admonition that one could be banned from entering the train station for doing such a thing.

I was a trifl ed concerned about this so I attempted to get the lawful situation explained to me. I emailed the premier, attorney-general, public transport commission and chief of police.

As you might expect I am still waiting for any response from that lot. So is there a legal expert amongst the readership of this newspaper?

Would somebody like to explain whether theft by fi nding really exists. Is this an over-zealous transist guard with nothing better to do, or a loyal o cer doing a marvellous job deserving of promotion? Should all coin-seeking pensioners be locked up, deballsed and removed from society?

During debate over funding for an $80,000 city bicycle plan Cr Sabatino stood up, told the chamber “I’ve had enough of this crap”, then walked out.

He later told the Voice he was upset the mayor kept interrupting him and declaring him out of order at monthly meetings.

“Last night was the fi nal straw when he accused me of blackmail over tit-for-tat funding,” he said.

For more than 50 years retirees have gathered at the Ninth Avenue social club for social activities including indoor bowls, in-line dancing, canasta and bingo.

But centre president Sue Hayes says the introduction of three hour parking limits nearby will aff ect less mobile members, given there’s only fi ve on-site parking bays.

“Many of our activities last for over three hours and some of our members can’t walk very far, so we need parking close by,” she told the Voice.

“We already lost parking spaces when the shopping centre was built behind us.”

“The real culprits are the people who dump their cars outside the centre and then jump on the train to work at Maylands train station,” she said.

Crs Kenyon and Sabatino have a long-running enmity and are still locked in a battle over a defamation case launched by the mayor.

Cr Sabatino is an ally of former Bayswater mayor Lou Magro. The mayor and Mr Magro don’t see eye-to-eye. Last year Crs Sabatino, Mike Anderton and Terry Blanchard walked out of chambers when the mayor didn’t register an interest in an item dealing with support for councillors being sued.

weekdays from 9am to 5pm on the southern section of Whatley Crescent, between Rowlands Street and Ninth Avenue.

But Bayswater mayor Terry Kenyon said the city will try to work with the Autumn Centre to increase the number of on-site bays.

The mayor said the unrestricted parking on the

Whatley Crescent-strecth hampered businesses and the restrictions would help make it a vibrant area.

“We need a quick turnover of visitors to help out the cafes and shops down there,” he said.

Cr Barry McKenna said no business owners had protested during the consultation period and the city was in danger of “reading the mind of businesses.”

Meanwhile, Ms Hayes said she is in negotiation with Bayswater city council to get special parking permits for club members.

The MAC has around 75 members and also holds computer lessons and educational activities for seniors.

On Monday it will be the venue for a state election debate held by the Maylands Ratepayer and Residents’ Association.

“Every step of the way we’re making it more and more di cult for people to develop aff ordable housing in the city,” Cr Buckels told this week’s council meeting, later adding the rules are a burden on many multiple dwellings.

He says parking requirements, big setbacks from neighbours and a one per cent contribution towards art for big commercial developments all contribute to making things tough for developers.

Despite Cr Buckels’ concerns, his colleagues endorsed Cr Josh Topelberg’s plan to expand the art contribution scheme to residential developments with more than 10 dwellings and three storeys.

Cr Buckels unsuccessfully argued for a lower rate.

Cr Topelberg argued the council could waive the public art requirement for genuine aff ordable housing.

Mayor Alannah MacTiernan said in her experience Vincent was developer-friendly: “Generally speaking multiple residential proposals get through our council much more readily than Subiaco or Nedlands,” Ms MacTiernan says.

So far at the Development Assessment Panels (where two councillors and three appointed specialists decide the fate of big developments) Ms MacTiernan says all the decisions have been unanimous, “while Nedlands and Subiaco end up in these huge brawls”.

“For many of these developers, we’re developer heaven.”

She says while ushering in big projects the council has to bring the community along by making sure buildings are well designed, softened with art and set back.

The Indo-China Benevolent Association has been making burnt off erings for the dead in the unauthorised incinerator at its Harold Street temple since June last year.

The association also keeps shrines in a storeroom, which o cers want shut down because the room’s zoning doesn’t allow religious activities.

The council found out about the unapproved incinerator late last year when neighbours complained about being smoked out every time the Buddhists burned paper money used in ceremonies.

“The city must protect and enhance the health, safety and general welfare of residents,” the council report states, noting some had complained of asthma attacks.

The association’s architect Ian Lu hopes the council will allow the incinerator to stay, and says they’ll tone down its use.

“It is not going to [be used] every day

or every week or every month, just once a year for a couple of hours around the time of August or September,” he told the Voice.

During that period Buddhists hold the Ulunbana Festival, “an opportunity for the family members to pay homage to their love[d] ones who … live in the other world,” Mr Lu wrote to the council.

“Culturally people will burn incenses and paper money to send to them.”

Mr Lu has lodged a retrospective application to keep the incinerator and storeroom.

After seeing the recommendation for refusal, he’s asked the council to defer the decision until he can chat with neighbours.

Mayor Alannah MacTiernan says a compromise can be reached if the temple is willing to reach out to the neighbours, who’ve been supportive.

“There are some management issues with the new temple [parking, noise] that really do need to be dealt with and that’s what I’m hoping we’re going to be able to broker with the residents and the managers of the temple. We want the spirit of Buddhism to pervade the way the temple deals with residents,” she said.

Priority One Real Estate director Payam Golestani says while Vincent council splurges on arty projects like bathtubs with herbs, essential services are going to pot.

Mr Golestani says the bus stop outside his o ce hasn’t got a seat, so people are using his stairs and leaving their rubbish behind because food and drink are not allowed on buses.

Elin Plester paid a 10 per cent deposit on a $360,000 unit at The Adobe in West Perth last year, and was told by Blackburne Property Group it would be ready later this year.

But when she didn’t see any building at the Campbell Street site earlier this year, Ms Plester contacted builders Diploma Construction.

“No one called me back or replied, despite me sending three emails and making 15 phone calls,” she complained to the Voice.

“Eventually a receptionist told me that the project was on-hold indefi nitely and a project manager hadn’t been assigned to the job yet.

Following Voice enquiries Ms Plester was called by Blackburne this week telling her construction would start in April and her one-bedroom unit would be ready mid-2014.

Blackburne told the Voice it kept clients up-to-date with quarterly emails, but Ms Plester says she’s never received any.

The Adobe—an 86 apartment block in West Perth—is a joint venture between

Diploma and WA’s housing department aimed increasing aff ordable housing in Perth.

Labor Perth MP John Hyde said the lack of communication was indicative of problems with the scheme.

Ms Plester, who works with people with disabilities, said she will stay with her parents until the house is ready.

“At my age, it’s not ideal, but what else can you do?”

MEXICAN restaurants come in waves, like bell bottoms and

nausea.Perth is currently

experiencing a tidal wave of refried beans, with La Cholita, El Publico and other Mexican eateries opening in the inner-city over the past two years.

The latest addition to Perth’s bulging sombrero is Guzman y Gomez, a fast-food style chain on James Street in Northbridge.

Guzman was established in 2006 in the eastern states and has, like an iguana, slowly but doggedly inched its way across the Nullarbor to WA.

The menu consists of burritos, tacos, quesadillas, nachos and salads.

Each incarnation could be stuff ed with chicken, beef, pork, barramundi or veggies.

I ordered the spicy chicken burrito meal and fries ($11.90), while ‘er indoors went for the chicken quesadillas ($10.50).

On a Saturday afternoon, just a few days after opening, the colourful diner was heaving with patrons.

Trumpets and bajo sextos blared out of wall-mounted speakers, creating a pleasant din that would appeal to gen-ys.

The music was far superior to the soporifi c ballads that other Mexican restaurants peddle.

The waitress delivered my burrito in a tinfoil wrap and the good lady’s two burritos in a plastic basket.

My spicy chicken burrito was stuff ed with grilled chicken, rice, cheddar cheese and vegetarian black beans.

It had a wide girth and required both hands to lift up and devour the chicken,

which was prepared in the house special guerrero marinade.

The tortilla was soft and light and tasted delicious when combined with the refreshing pico de gallo and tomatillo salsa.

The accompanying hot chips were manly: thick, crunchy and tasty—no anaemic, limp french fries here.

On the other side of El Paso, the good lady was enjoying her chicken quesadillas, strafed with vegetarian black beans, salsa and cheddar cheese.

“I really like the black beans which add another dimension to a snack which can often blend into mush,” she said.

She continued to swig from her bottle of lime Jarritos (“Little Jars”): a popular brand of Mexican soft drink created by Don Francisco “El Güero” Hill in 1950.

The fl uorescent green beverage, crammed with fl avour, was unusually eff ervescent and caught her by surprise.

“That’s got a nice fi zzy kick and goes perfectly with a spicy meal,” she said, holding in a burp.

Guzman has attempted to widen its appeal by applying for a liquor licence and it hopes to start selling booze in the near future.

Its drinks cabinet will include imported Mexican beers, frozen margarita and sangria.

Guzman y Gomez is a lively addition to Northbridge, brimming with character, which will appeal to those wanting a superior, quick snack.

ARLO GUTHRIE fi rst picked up a guitar at fi ve and he’s been

learning how to play ever since.

His dad—some bloke called Woody—had handed him the instrument and said, “Arlo, it’s going to take you 10 years to become a guitar player”.

“I said to myself ‘what an idiot, he doesn’t know anything, I’ll fi gure this out in three weeks!” Arlo chuckles.

“Then when the 10th anniversary came along and I was 15 I said ‘Jeez, the old man was right! I had to go back and relearn everything again.

“And not only was he right once, he was right every decade.”

Every 10 years or so Guthrie teaches himself to play again, he says: “I had to go back, start from scratch”.

The folk music movement has been healthy over the past decade with the alt-folk movement becoming widely popular, mainstream artists like Bruce Springsteen recording with Pete Seeger and Billy Bragg teaming up with Wilco to put music to dozens of previously unrecorded Woody Guthrie songs (Woody died in 1967).

But Arlo says folk music’s been going strong all along in the hearts of unknown musos who toil away without recognition.

“Most of the musicians in the world are probably not well known. They don’t have recording contracts, nobody interviews them, they’re not on TV... they work their local events,” he says.

“[If] somebody’s getting married you’ve got to hire a band. You don’t call Bruce Springsteen, you call some guy down the street.

“Those are the guys that keep the music going, and they’re the

ones that deserve the credit.”He says folk music can get

lost in navel-gazing as academic musicologists study obscure reels to the nth degree, but the real folk music is whatever people are playing and singing at important points in their lives: Birthdays, funerals and weddings. For some it might be the Beatles, for others it might be hip hop.

“It’s music that’s important to people for all these occasions. That’s folk music. The rest is all, pardon the expression, BS.”

While he has a broad defi nition for folk music, Arlo Guthrie’s tunes tend towards more traditional country folk-rock style with a bit of a bluesy lining.

This time around he’ll be playing a few of his pa’s old favourites to celebrate what would have been the old man’s 100th birthday (which was last year, but he’s been touring the world non-stop) and throwing in a few of his own classics like Alice’s Restaurant, Coming into Los Angeles and his spin on City of New Orleans.

Guthrie says the songs his dad was singing in the ‘20s and ‘30s are still relevant now: Ballads about immigrants, old union songs, people robbing

banks and banks robbing people: “It’s still in the headlines, so I’ve included them because they ring true.”

He’s also bringing a new generation of Guthries to Australia, with muso daughter Sarah Lee Guthrie and her husband Johnny Irion joining him in Perth.

“She was not interested in music as a child,” Guthrie says of his daughter, who didn’t pick up an instrument until well into her 20s. “She was unimpressed with anything that had to do with this fame business or music, until she met a guy who played guitar and he said to her one day ‘it must have been awesome growing up in that family’.

“She said ‘it was?’ It really did inspire her to take a new look. He gave her a guitar and she brought it to me and said ‘dad, could you show me how to play it?’

“I thought: She’s not really interested, she’s just in love. She came back a few days later and her fi ngers were bleeding. I said ‘oh god, here’s another one’. I knew she was serious.”

THE fascinating thing about writing home reviews is the diversity of dwellings you come

across, each with their individual charms.

One week a seven-bedroom/four-bathroom mansion on the river, another a delightful but modest one-bedroom apartment in a heritage-listed building on Beaufort Street.

This week it was a two-bedroom apartment on Mounts Bay Road—but there was nothing modest about it.

The minute I walked into the foyer I knew this was something special and I could see why it’s called the White Apartments.

Soft, white marble—the sort you’d expect Michaelangelo to be hewing David from—as far as the eye could see, including the fl oors and walls.

Add a pleasantly trickling water feature for added elegance.

As the whisper-quiet lift opened onto the third fl oor a lovely smell of essential oils heightened expectations.

But I wasn’t prepared for the impact of a view of Kings Park not seen by too many, as I gazed, entranced by a veritable wilderness clinging to the steep hillside.

Walls of glass in the huge open-plan living area and the main bedroom take in the view—but there’s no need to worry about curtains, only a mountain goat could tackle the heavily vegetated slope.

Keeping with the name there is plenty of white in this spacious apartment,

sprawling over 151sqm, especially the kitchen with its white stone benchtops, including a breakfast bar/island bench.

There’s a swag of smooth-sliding drawers and a massive pantry cupboard and a plumbed in fridge, (which is staying).
