She will be remembered as a Christian,mother, wife, and a person of integrity. Shecommitted her life to hard work and helpingothers. Ronda always enjoyed putting othersfirst and avoiding attention on herself. She isgreatly missed by her family and many friends.
Ronda began volunteering at the OvertonCounty fair in 2010 and became a member ofthe Overton County Fair Board on May 2,2011 and served through August 4, 2014.

The Overton County Fair has been somethingspecial to Elizabeth (Libby) Buford-Harris formost of her life. She began by going to enjoythe exhibits and special events, entered TinyTots Contest one year and attending cattleand horse shows with her Granny and Daddyevery year. As she got older, she enteredthings to be exhibited and judged - getting alittle extra spending money. When she marriedand had her two children, she always planneda “Come Home Visit” during the fair week.When they moved back, they always went tothe fair. She began working, helping in theexhibits and encouraging her children to helpalong side of her. She asked for her vacationfrom work to be the week of the fair. She alsoenjoyed serving on the Fair Board andcontinued to work each year as long as shewas able. Loving “Fair Week” was a naturalprogression for her because of the positiveintroduction by her parents, other familymembers and friends. She was always happywhen something happened to make the fairexperience better.

(Livestock Health Requirements for Fairs and Exhibitions)SPECIAL COMMENTS:1) It is expected that all exhibitors will bring only healthy animals to thefairs and exhibitions. Although state and federal animal health officialswill be performing some inspections, fair officials are responsible forensuring that all animals entering fair for exhibition are in overall goodhealth and are accompanied by a Certificate of Veterinary Inspection.Animals showing clinical signs of contagious disease should be senthome immediately. Violations should be reported to the state veterinarianor his agent.2) Certificate(s) if Veterinary Inspection are to accompany all animal(s)to the respective shows with the exception of in-state Tennessee equineand poultry. In-state Tennessee equine six (6) months of age or oldermust have a negative Equine Infectious Anemia test within the precedingtwelve (12) months. Poultry assembled at shows or exhibitions should beaccompanied by evidence of a negative test for Pullorum-Typhoid within90 days, or be tested on-site prior to exhibition following strictbiosecurity procedures, or originate directly from a flock which hasbeen certified as Pullorum-Typhoid Clean under Tennessee PoultyImprovement Plan. As part of increased awareness and surveillance forAvain Influenza and other poultry diseases, all bird’s physical appearanceshould be assessed at the time testing is conducted.3) Health certificates issued in satisfaction of these Tennessee FairRegulations shall be good for 90 days for Tennessee livestock only.4) Any “chick chain” birds that have been commingled with birds ofunknown disease status must test negative for Pullorum-Typhoid prior toexhibition.5) Please note that exhibition requirements for out-of-state livestockare the same as regular import requirements.6) Warts and ringworm are considered contagious and infectiousdiseases and are permissible exclusions only if considered inactiveby the issuing veterinarian and noted as such on the Certificate ofVeterinary Inspection.7) Scabies, contagious ecthyma (soremouth), footrot, cutaneousfungal and bacterial infections (i.e. club lamb disease, caseouslymphadenitis) are considered contagious and infectious diseases,and are permissible exclusions only if considered inactive by theissuing veterinarian and noted as such on the Certificate of VeterinaryInspection.8) Fair Biosecurity please review and implement the biosecurityrecommendations for exhibit organizers and exhibitors related to swineprovided by the National Pork Board that can be found athttp://m.pork.org/News/4545/SwineShowBiosecurityRecommendations.aspx.Also be aware of the potential exposure of fair attendees to E. coli 0157from animals exhibited on the fairgrounds. Below is a summary ofrecommendations for fair management by the National Association ofState Public Health Veterinarians to better protect fair attendees fromdisease.• Provide easy access to hand washing stations• Post informational signage that includes the following messages:
• No eating or drinking in the animal areas• Wash hands frequently• No pacifiers, sipping cups or strollers in the animal areas.
• Discourage sleeping in the animal exhibition areas.• If human or swine influenza-like illness is associated with the exhibition areas.• People who have influenza-like illness should leave the exhibition immediatelyand seek medical care. They should advise their health care provider abouttheir fair attendance.• Peopls at high risk for developing severe complications from influenza shouldlimit their exposure to swine.

SUMMARY: LIVESTOCK HEALTH REQUIREMENTS FORFAIRS AND EXHIBITIONS
I. GENERAL:A. All stalls, pens, chutes, etc. located on the grounds of fairs andexhibitions shall be thoroughly cleaned and disinfected with a disinfectantapproved by USDA, APHIS between each scheduled fair or exhibition.B. All livestock (except poultry and equine) which enter fairs andexhibitions shall be accompanied by an official veterinary health certificatewith individual permanent identification or sufficient description toidentify each animal. Certificates for this purpose shall be valid for ninety(90) days from date of issue. (Tennessee livestock only - out-of-statecertificates are valid for thirty (30) days from the date of issue.)C. No animal showing clinical signs of infectious or communicabledisease shall be allowed to enter or remain on premises of fairs andexhibitions. It shall be the responsibility of the manager of each event toassure prompt removal of such animals.
II. LIVESTOCK AND POULTRY ORIGINATING WITHIN THESTATE OF TENNESSEE
[Certificates of Veterinary Inspection Valid for a Period of Ninety (90) Days]
A. SWINE:All swine which enters fairs and exhibitions shall be accompanied
by an official veterinary health certificate with individual permanentidentification or sufficient description to identify each animal.B. CATTLE:
All cattle which enters fairs and exhibitions shall be accompaniedby an official veterinary health certificate with individual permanent,official identification.C. POULTRY
(1) Sponsors of poultry shows or exhibitions shall notify theTennessee Department of Agriculture at least thirty (30) days prior toshow or exhibition.
(2) All poultry assembled at shows or exhibitions shall beaccompanied by evidence of a negative test for Pullorum-Typhoid withinninety (90) days; or be tested on site for Pullorum-Typhoid prior toexhibition following strict biosecurity procedures; or originatedirectly from a flock which has been certified as Pullorum-Typhoid Cleanunder the Tennessee Poultry Improvement Plan.
(3) Poultry found not to be in apparent good health shall beremoved immediately from any show or exhibition.D. HORSES & OTHER EQUIDAE:
Horses and other Equidae six (6) months of age and older musthave negative Equine Infectious Anemia test within the precedingtwelve (12) months.E. SHEEP:
(1) All sheep imported into or through Tennessee shall beaccompanied by an official health certificate and be in compliance with0080-2-1-.02, and Title 9, Code of Federal Regulations, Part 79.1through 79.4.
(2) All sheep that move within the state, with the exception ofwethers under the age of 18 months that are produced for slaugther only,including for change of ownership, shows, fairs, expositions, or slaughtershall be permanently, individually identified by a method approved inTitle 9, Code of Federal Regulations, Part 79.1 through 79.4.F. GOATS:
(1) Goats imported into or through Tennessee shall be accompaniedby an official health certificate and be in compliance with 0080-2-1-.02,and Title 9, Code of Federal Regulations, Part 79.1 through 79.4.
(2) Goats imported into Tennessee for immediate slaughter to anapproved slaughter establishment or to an approved livestock marketfor sale to a slaughter establishment shall only be required to havetransportation document and be in compliance with Title 9, Code ofFederal Regulations, Part 79.1 through 79.4.

H. CAPTIVE CERVIDAE: Captive Cervidae must have an officialveterinary health certificate as provided in Rule 0080-2-3-.01 (1).
III. LIVESTOCK AND POULTRY ORIGINATING OUTSIDE THESTATE OF TENNESSEE
Livestock and Poultry entering fairs and exhibitions from areasoutside the State of Tennessee shall be subject to currentTennessee import requirements. Please contact the state’sveterinarian’s office regarding questions or recent changes tothese rules.These interstate requirements are summarized as follows:
A. ALL SPECIES (except poultry) - Official Certificate of VeterinaryInspection valid for thirty (30) days and individual permanentofficial identification, except for equine. Equine must have sufficientdescription to identify the animal.
B. CATTLE - Certificate of Veterinary Inspections and additionalrequirements as follows:(1) Tuberculosis: No requirements except for cattle originatingfrom regions not considered free of tuberculosis.(2) Brucellosis: No requirements except for cattle orginating fromregions not considered free of brucellosis. Test eligible cattle -intact male or female cattle eighteen (18) months or older.(Vaccinates and non-vaccinates)
C. SWINE - No testing requirements for swine unless orginating froma region not considered free of Brucellosis or Pseudorabies.
D. HORSES AND OTHER EQUINES - Animals six (6) months of ageor older - negative equine infectious anemia (Swamp Fever) testwithin twelve (12) months.
E. POULTRY - Originate directly from a Pullorum-Typhoid CleanFlock, or be accompanied by evidence of negative Pullorum-Typhoid test within ninety (90) days.
F. GOATS(1) All goats imported into or through Tennessee shall beaccompanied by an official health certificate and be in compliancewith 0080-2-1-.02, and Title 9, Code of Federal Regulations, Part79.1 through 79.4.(2) Goats imported into Tennessee for immediate slaughter to anapproved slaughter establishment or to an approved livestockmarket for sale to a slaughter establishment shall only be requiredto have transportation document and be in compliance with Title9, Code of Federal Regulations, Part 79.1 through 79.4.

(3) All registered breeding goats, goats that have been commingledwith sheep, goats for exhibition and dairy goats that move withinthe state, including for change of ownership, shows, fairs,expositions, or slaughter shall be permanently, individually identifiedby a method approved in Title 9, Code of Federal Regulations, Part79.1 through 79.4.
H. CAMELIDAE - Same requirements for cattle.I. CERVIDAE - Certificate of Veterinary Inspection and additional
requirements as follows: (1) Brucellosis: Same requirements as for cattle. (2) Tuberculosis:
(a) All cervidae shall originate in herds which have had anegative herd test for tuberculosis within twelve (12)months with a USDA approved single cervical test andindividual imported animals shall be negative to thesingle cervical test within thirty (30) days of entry; or
(b) Animals not originating in tested herds as describedabove must test negative to two (2) single cervical testsat least ninety (90) days apart, the second test conductednot more than thirty (30) days prior to entry.
NOTE: (Contact an accredited veterinarian for further details of import rules).
IV. Fair association or exhibition or management shall inform exhibitors ofthe rules of this chapter, and shall notify the State Veterinarian or hisagent of any violations. Exhibitors shall present evidence of compliancewith this chapter to the State Veterinarian or his agent upon request.
These rules constitute a minimum legal standard and in no way restrictthe right of fair and exhibition managers to establish additional or morestringent requirements.

Ifquestions arising relative to the ownership of animals, articlesor the growing of farm and garden products, the person makingsuch entry may be required to make affidavit relative to same.
10. Should unforeseen conditions arise over which we have nocontrol, the fair at any time before or even during the fair, and inany case any unforeseen conditions should arise that we areunable to pay 100% premiums, we reserve the right to proratesaid premiums. Right reserved to carry over the program day today, declare off any or all classes on account of cyclones,excessive rain, fire or any other reason deemed necessary bythe Executive Committee.

eligible for a college or university scholarship. NoIndividual contestant will have a sponsor.
The revenue derived from the sponsor will be usedto provide a College, University or accredited technicalschool scholarship of the winner’s choice, within thestate of Tennessee. The following criteria will be usedin awarding the scholarship each year.
1. The amount of the scholarship will be $1,000.2. One-half of the amount ($500) will be issued
upon completion of the first semester’s work.The recipient must produce documentation ofbeing enrolled and achieving at least a 2.0 G.P.A.
3. In the event the winner is not ready to entercollege, having not yet finished high schoolat the time, the money will be left in the bankaccount until she is ready to enter college, thenit will be issued in the above manner, withoutaccrued interest.
4. If the winner of the Fairest of the Fair Pageantdoes not plan to enter college, the scholarshipwill then be awarded to the first runner-up ifshe plans to attend college. If neither plan togo to college, the scholarship will be awardedto the second runner-up. Winner and/or Runner-up can receive only one scholarship.
5. Funds from the scholarship will be depositedin an account in a local bank to be used onlyfor an awarding scholarships.
6. The Overton County Pageant ScholarshipCommittee will properly publicize the availabilityof the scholarship in an effort to increaseparticipation in the pageant and to recognizethe sponsors.
7. The scholarship will be known as the “OvertonCounty Fairest of the Fair Pageant Scholarship.”
8. Funds for the scholarship will not be a part ofthe operating budget of the Overton CountyFair Association.
