SUBJECT: Community Enhancement Partnership Program Grant Applications – Newton East Wall Mural Façade Enhancement Project

RECOMMENDATION

The Parks, Recreation & Culture Department and the Finance Department recommend that Council approve a grant under the Community Enhancement Partnership (CEP) Program of up to $3,000 to the Newton East Wall Mural Façade Enhancement Project.

INTENT

The intent of this report is to recommend Council award a CEP grant to support the Newton East Wall Mural Façade Enhancement Project which will be the second in a series of murals. This project is a collaboration between property owner, Newton Community Capital Inc. and the Newton Business Improvement Association (BIA).

BACKGROUND

In January 2010, Council adopted the CEP Program, which is intended to provide financial support for projects focussed on community engagement and neighbourhood enhancement. Under the CEP Program, residents, businesses, and community groups may apply to the City for a grant under one of these three separate categories:

- 2 - The community has been notified of this program through stakeholder mail-outs, newspaper ads, press releases, promotional posters at civic facilities, and on the City’s website and social media channels. A Grant Selections Committee has been established, with representatives from various departments, and is responsible for assessing grant applications that are received under the CEP Program. Seventeen (17) CEP Program grants have been approved in 2018. The following sections of this report provide a description and evaluation of the application for a grant under the CEP Program that was recently received by the City. DISCUSSION 13625 72 Avenue The property owner at 13625 72 Avenue in Newton has applied for a Façade Enhancement Grant to support the creation of a mural on the east façade of the building (Appendix “II”). The project is a collaboration between the property owner; Newton Community Capital Inc. and the Newton BIA. This proposed mural from the Newton BIA will be the second in a series of murals, intended to revitalize the Newton area; enhance the alleys alongside commercial buildings; showcase Newton in a positive light; deter graffiti; create an artistic vibe in the area; and bring more visitors to the town centre. The mural project cost is estimated to be $9,450 and the applicant has applied for a $3,000 grant to offset some of the material and labour costs. The property owner and the Newton BIA will be contributing $6,450 to the project. Mural designs by the artist Cory Bulpitt (Taakeit Aaya) were received at the Public Art Advisory Committee (PAAC) Meeting on December 7, 2017. As shown in the concept sketch (Appendix “II), the design draws from the artist’s Haida ancestry, and represents various forms of the Wolf. The designs were well received by the PAAC and subsequently endorsed. Based on a review of the project according to the CEP Program criteria, a grant of up to $3,000 for the Newton East Wall Mural Façade Enhancement Project is considered reasonable, subject to the group submitting photographs documenting the progress and outcomes of the project. FUNDING The 2018 CEP Program has a budget of $45,000. In addition, $49,928 of unused funding from 2017 and prior years was brought forward and added to the 2018 CEP budget for a total of $94,928. Appendix “III” provides information on the status of funding related to the CEP Program based on the assumption that Council will approve the recommendation of this report. SUSTAINABILITY CONSIDERATIONS The CEP Program meets the goals of the City’s Sustainability Charter 2.0 by encouraging social connections, community pride, volunteerism, community ownership and placemaking at the neighbourhood level. Specifically the initiatives support the following Desired Outcomes (DO) and Strategic Direction’s (SD):

• Community Pride and Engagement DO 20: Surrey residents are proud of their community.

• Community Pride and Engagement DO 23: Numerous active local clubs, groups and

agencies contribute to the community’s well-being. • Community Pride and Engagement SD15: Work at the neighbourhood level to

empower local clubs, groups, individuals and agencies to contribute to a vibrant community.

CONCLUSION Based on the above discussion, it is recommended that Council approve a CEP Program grant of up to $3,000 for the Newton East Wall Mural Façade Enhancement Project.
