Shower chances fall after 2 a.m. TODAY’S WEATHER HIGH: 62 LOW: 50 The Noblesville Common Council approved the city’s 2017 budget at its October 25 meeting. The 2017 proposed budget totals $70,661,478 with a general fund budget of $46,273,223. “This budget shows the city’s financial responsibility and its importance to me and all city officials and employees. We always reduce where we can and just because it’s in the budget doesn’t mean we have to spend it,” Mayor John Ditslear said. Ditslear said there are a few factors the public should take into account with the 2017 budget: * In previous years, the city has budgeted 100 percent of its COIT funds to the General Fund. In 2017, the city has budgeted just 59 percent ($10.5 million) of COIT. The budget includes a two percent raise for city employees, and allows for the hiring of 11 full-time positions and one part-time positions. The Town announced late last week that Paul Munoz, Cicero/Jackson Township Plan Director, has accepted a new position in the private sector and his last day with the Town will be Friday, October 28 th . Since 2009, Paul has been a part of several worthwhile projects with the Town of Cicero. In his tenure, he assisted in the development of a new Comprehensive Plan, Downtown Revitalization Plan, Parks Impact Studies, ADA Transition Plans, and sought out and received funding for the redevelopment studies and environmental studies on local projects. He was instrumental in creating Our Town Cicero, the Indiana Main Street organization for the community, he cultivated arts programs, and expanded storm water education and outreach programs to name a few accomplishments. The Town was awarded two Green Community of the Year awards by the Indiana Association of Cities and Town, the Sustainable 2016 Award by the Lt. Governor’s office, and just recently received the CLEAN Community designation by the Indiana Department of Environmental Management. Town staff members, community organizations, and friends will be hosting a farewell reception for Paul on Thursday, Oct. 27 at 30 West from 4:30 to 6:30 p.m. Community members are welcome to help us wish Paul the best on his new career and to thank him for his dedication to the Cicero community. Cicero Plan Commission Director to step down Munoz The Horseshoe Prairie Chapter of the Daughters of the American Revolution presented a portrait of Alexander Hamilton to county commissioners at their Monday meeting. Hamilton County, named for the founding father, had never previously had Hamilton's image displayed in a public building. The local DAR gave the portrait as a Bicentennial gift for the county. Shortly before noon, the Noblesville Fire Department was dispatched to 11917 Whisper Ridge Drive for a possible residential structural collapse. First- arriving crews found a home structurally unsafe to enter. Nearby neighbors confirmed hearing a large explosion that shook their homes and rattled the windows. Noblesville Fire Investigator, Division Chief Rick Russell, has confirmed that the damage to the home is the cause of a natural gas explosion. All utilities were immediately shut off to the home, securing any further dangers. There were no injuries. The home is a total loss at an estimated $300,000. Another picture appears on Page 6. Robert H Cooley

Our Good Lord mercifully took Robert H Cooley home to heaven onSaturday morning October 22 2016 His long struggle with cancerended peacefully at home with his 60 year love Jeannie at his bedside

Mr Cooley was born July 25 1941 in Arlington IN to parentsLowell and Opal Cooley who preceded him in death Mr Cooleygraduated from Arlington High School in 1959 having served as ClassPresident trumpet player and scrappy leader of the Arlington Wildcatsbasketball and baseball teams

After attending Butler University he married the former RegeniaCarole Pedigo November 12 1960 She was the love of his life andtogether they raised three sons who survive Robert Lowell Cooley

and wife Kellie of Newton NC Brian Scott Cooley and wife Lesa of Noblesville IN andBarry Wade Cooley and wife Pamela of Portland OR He was also so proud of his fourgrandsons Brian Matthew Andrew and Brandon and one granddaughter Madison whosurvive Mr Cooley is also survived by his sister Betty Carole Fancher and husband BobArlington IN and his brother Garry Evan Cooley and wife Connie of Milroy IN He waspreceded in death by his uncles Leon Cooley Omer Cooley and Pete Bogue

Detective Sergeant Cooley proudly served 27 years with the Indiana State Policereceived many honors and mentored a new generation of Indianarsquos finest During hisservice he was the recipient of the State of Indianarsquos highest honor ldquoSagamore of theWabashrdquo After State retirement he became Manager of Security for American Trans AirAirlines for 10 years Those years spanned the most challenging years in our countryrsquosaviation history including 9112001 Security measures he developed during those yearsare still in place today working to keep American safe from threats at home and abroad

When faced with a rare cancer diagnosis and short term fatal prognosis Mr Cooleyenrolled in a clinical trial with the Oregon Health amp Sciences University and the NovartisDrug Co This move extended Mr Cooleyrsquos life by over sixteen years and helped createGleevec which is now treating GIST cancer and leukemia patients worldwide

Besides a storied career and long fought battle he enjoyed fishing golfing and 10Krunning He also enjoyed time with his many friends from the law enforcement fraternitybut most of all cherished his time with his beloved wife Jeannie and wonderful family

The family will receive visitors on Friday October 28 from 400 to 800 pm at Randallamp Roberts Funeral Home 1685 Westfield Road (State Road 32) Noblesville IN Formalservices will be Saturday October 29 at 1030 am also at the funeral home

Mr Cooley will be buried Saturday October 29 230 pm with a graveside service atthe Cooley Family Plot Arlington East Hill Cemetery Arlington IN

a big-hitting Zionsville squad Tuesday andfell to the Eagles in the regionalchampionship in a hard-fought four-setmatch

The final score of 25-20 25-21 21-2525-22 shows how close it was Each setfollowed a different pattern and yet had thesame theme Zionsvilles big offense causedfrustration for the Shamrocks

I felt like everything that we put upagainst them we could not stop them saidWestfield coach Michelle Mapes Hewitt Atone point the coach turned to her assistantcoach and noted that Zionsville was jumpinghigher and making more plays

They executed well and I just think thisteam makes it to state said Mapes Hewitt

Westfield put up an incredible fight infront of a packed crowd at The Rock Thefirst set was tight early but Zionsville ranoff five straight points to lead 14-9

The Eagles later led 17-11 but theRocks came roaring back thanks to killsfrom Natalie Ravenell and Cassidy FerrerZionsville jumped back ahead 22-18 and akill by Erin Uebele gave the Eagles the set

The Shamrocks blasted off to a 7-2 leadin the second set with Ravenell againputting down two more kills Ravenell andfellow senior Abigail Huser providedWestfield with both the big hits andleadership

Our Good Lord mercifully took Robert H Cooley home to heaven onSaturday morning October 22 2016 His long struggle with cancerended peacefully at home with his 60 year love Jeannie at his bedside

Mr Cooley was born July 25 1941 in Arlington IN to parentsLowell and Opal Cooley who preceded him in death Mr Cooleygraduated from Arlington High School in 1959 having served as ClassPresident trumpet player and scrappy leader of the Arlington Wildcatsbasketball and baseball teams

After attending Butler University he married the former RegeniaCarole Pedigo November 12 1960 She was the love of his life andtogether they raised three sons who survive Robert Lowell Cooley

and wife Kellie of Newton NC Brian Scott Cooley and wife Lesa of Noblesville IN andBarry Wade Cooley and wife Pamela of Portland OR He was also so proud of his fourgrandsons Brian Matthew Andrew and Brandon and one granddaughter Madison whosurvive Mr Cooley is also survived by his sister Betty Carole Fancher and husband BobArlington IN and his brother Garry Evan Cooley and wife Connie of Milroy IN He waspreceded in death by his uncles Leon Cooley Omer Cooley and Pete Bogue

Detective Sergeant Cooley proudly served 27 years with the Indiana State Policereceived many honors and mentored a new generation of Indianarsquos finest During hisservice he was the recipient of the State of Indianarsquos highest honor ldquoSagamore of theWabashrdquo After State retirement he became Manager of Security for American Trans AirAirlines for 10 years Those years spanned the most challenging years in our countryrsquosaviation history including 9112001 Security measures he developed during those yearsare still in place today working to keep American safe from threats at home and abroad

When faced with a rare cancer diagnosis and short term fatal prognosis Mr Cooleyenrolled in a clinical trial with the Oregon Health amp Sciences University and the NovartisDrug Co This move extended Mr Cooleyrsquos life by over sixteen years and helped createGleevec which is now treating GIST cancer and leukemia patients worldwide

Besides a storied career and long fought battle he enjoyed fishing golfing and 10Krunning He also enjoyed time with his many friends from the law enforcement fraternitybut most of all cherished his time with his beloved wife Jeannie and wonderful family

The family will receive visitors on Friday October 28 from 400 to 800 pm at Randallamp Roberts Funeral Home 1685 Westfield Road (State Road 32) Noblesville IN Formalservices will be Saturday October 29 at 1030 am also at the funeral home

The final score of 25-20 25-21 21-2525-22 shows how close it was Each setfollowed a different pattern and yet had thesame theme Zionsvilles big offense causedfrustration for the Shamrocks

Our Good Lord mercifully took Robert H Cooley home to heaven onSaturday morning October 22 2016 His long struggle with cancerended peacefully at home with his 60 year love Jeannie at his bedside

Mr Cooley was born July 25 1941 in Arlington IN to parentsLowell and Opal Cooley who preceded him in death Mr Cooleygraduated from Arlington High School in 1959 having served as ClassPresident trumpet player and scrappy leader of the Arlington Wildcatsbasketball and baseball teams

After attending Butler University he married the former RegeniaCarole Pedigo November 12 1960 She was the love of his life andtogether they raised three sons who survive Robert Lowell Cooley

and wife Kellie of Newton NC Brian Scott Cooley and wife Lesa of Noblesville IN andBarry Wade Cooley and wife Pamela of Portland OR He was also so proud of his fourgrandsons Brian Matthew Andrew and Brandon and one granddaughter Madison whosurvive Mr Cooley is also survived by his sister Betty Carole Fancher and husband BobArlington IN and his brother Garry Evan Cooley and wife Connie of Milroy IN He waspreceded in death by his uncles Leon Cooley Omer Cooley and Pete Bogue

Detective Sergeant Cooley proudly served 27 years with the Indiana State Policereceived many honors and mentored a new generation of Indianarsquos finest During hisservice he was the recipient of the State of Indianarsquos highest honor ldquoSagamore of theWabashrdquo After State retirement he became Manager of Security for American Trans AirAirlines for 10 years Those years spanned the most challenging years in our countryrsquosaviation history including 9112001 Security measures he developed during those yearsare still in place today working to keep American safe from threats at home and abroad

When faced with a rare cancer diagnosis and short term fatal prognosis Mr Cooleyenrolled in a clinical trial with the Oregon Health amp Sciences University and the NovartisDrug Co This move extended Mr Cooleyrsquos life by over sixteen years and helped createGleevec which is now treating GIST cancer and leukemia patients worldwide

Besides a storied career and long fought battle he enjoyed fishing golfing and 10Krunning He also enjoyed time with his many friends from the law enforcement fraternitybut most of all cherished his time with his beloved wife Jeannie and wonderful family

The family will receive visitors on Friday October 28 from 400 to 800 pm at Randallamp Roberts Funeral Home 1685 Westfield Road (State Road 32) Noblesville IN Formalservices will be Saturday October 29 at 1030 am also at the funeral home

The final score of 25-20 25-21 21-2525-22 shows how close it was Each setfollowed a different pattern and yet had thesame theme Zionsvilles big offense causedfrustration for the Shamrocks

Our Good Lord mercifully took Robert H Cooley home to heaven onSaturday morning October 22 2016 His long struggle with cancerended peacefully at home with his 60 year love Jeannie at his bedside

Mr Cooley was born July 25 1941 in Arlington IN to parentsLowell and Opal Cooley who preceded him in death Mr Cooleygraduated from Arlington High School in 1959 having served as ClassPresident trumpet player and scrappy leader of the Arlington Wildcatsbasketball and baseball teams

After attending Butler University he married the former RegeniaCarole Pedigo November 12 1960 She was the love of his life andtogether they raised three sons who survive Robert Lowell Cooley

and wife Kellie of Newton NC Brian Scott Cooley and wife Lesa of Noblesville IN andBarry Wade Cooley and wife Pamela of Portland OR He was also so proud of his fourgrandsons Brian Matthew Andrew and Brandon and one granddaughter Madison whosurvive Mr Cooley is also survived by his sister Betty Carole Fancher and husband BobArlington IN and his brother Garry Evan Cooley and wife Connie of Milroy IN He waspreceded in death by his uncles Leon Cooley Omer Cooley and Pete Bogue

Detective Sergeant Cooley proudly served 27 years with the Indiana State Policereceived many honors and mentored a new generation of Indianarsquos finest During hisservice he was the recipient of the State of Indianarsquos highest honor ldquoSagamore of theWabashrdquo After State retirement he became Manager of Security for American Trans AirAirlines for 10 years Those years spanned the most challenging years in our countryrsquosaviation history including 9112001 Security measures he developed during those yearsare still in place today working to keep American safe from threats at home and abroad

When faced with a rare cancer diagnosis and short term fatal prognosis Mr Cooleyenrolled in a clinical trial with the Oregon Health amp Sciences University and the NovartisDrug Co This move extended Mr Cooleyrsquos life by over sixteen years and helped createGleevec which is now treating GIST cancer and leukemia patients worldwide

Besides a storied career and long fought battle he enjoyed fishing golfing and 10Krunning He also enjoyed time with his many friends from the law enforcement fraternitybut most of all cherished his time with his beloved wife Jeannie and wonderful family

The family will receive visitors on Friday October 28 from 400 to 800 pm at Randallamp Roberts Funeral Home 1685 Westfield Road (State Road 32) Noblesville IN Formalservices will be Saturday October 29 at 1030 am also at the funeral home

a big-hitting Zionsville squad Tuesday andfell to the Eagles in the regionalchampionship in a hard-fought four-setmatch

The final score of 25-20 25-21 21-2525-22 shows how close it was Each setfollowed a different pattern and yet had thesame theme Zionsvilles big offense causedfrustration for the Shamrocks

I felt like everything that we put upagainst them we could not stop them saidWestfield coach Michelle Mapes Hewitt Atone point the coach turned to her assistantcoach and noted that Zionsville was jumpinghigher and making more plays

They executed well and I just think thisteam makes it to state said Mapes Hewitt

Westfield put up an incredible fight infront of a packed crowd at The Rock Thefirst set was tight early but Zionsville ranoff five straight points to lead 14-9

The Eagles later led 17-11 but theRocks came roaring back thanks to killsfrom Natalie Ravenell and Cassidy FerrerZionsville jumped back ahead 22-18 and akill by Erin Uebele gave the Eagles the set

The Shamrocks blasted off to a 7-2 leadin the second set with Ravenell againputting down two more kills Ravenell andfellow senior Abigail Huser providedWestfield with both the big hits andleadership

They played the game that we thoughtthey were going to play said MapesHewitt We knew that whenever we got ina tight situation those were the two playersthat we wanted to go to And they didfantastic

The Eagles then scored 13 of the next 17points to jump ahead 15-11 and then wentup 24-18 Westfield saved three set pointsincluding an ace from Caroline Sinicki butZionsvilles Katie Isenbarger hit a kill to winthe second set

That was kind of the frustrating partsaid Mapes Hewitt I felt like everyadjustment that we made defensive-wise inthe backcourt they would go the oppositeway We just couldnt come up with ananswer

The Rocks were able to turn the tablesat the end of third set winning the last sixpoints to take the set 25-21 Trailing 21-19Claire Stitz pounded a kill then PageDickinson served an ace Abigail Huserhelped out with a kill the Shamrocks madea successful block and then Stitz hit twokills for the set

Our Good Lord mercifully took Robert H Cooley home to heaven onSaturday morning October 22 2016 His long struggle with cancerended peacefully at home with his 60 year love Jeannie at his bedside

Mr Cooley was born July 25 1941 in Arlington IN to parentsLowell and Opal Cooley who preceded him in death Mr Cooleygraduated from Arlington High School in 1959 having served as ClassPresident trumpet player and scrappy leader of the Arlington Wildcatsbasketball and baseball teams

After attending Butler University he married the former RegeniaCarole Pedigo November 12 1960 She was the love of his life andtogether they raised three sons who survive Robert Lowell Cooley

and wife Kellie of Newton NC Brian Scott Cooley and wife Lesa of Noblesville IN andBarry Wade Cooley and wife Pamela of Portland OR He was also so proud of his fourgrandsons Brian Matthew Andrew and Brandon and one granddaughter Madison whosurvive Mr Cooley is also survived by his sister Betty Carole Fancher and husband BobArlington IN and his brother Garry Evan Cooley and wife Connie of Milroy IN He waspreceded in death by his uncles Leon Cooley Omer Cooley and Pete Bogue

Detective Sergeant Cooley proudly served 27 years with the Indiana State Policereceived many honors and mentored a new generation of Indianarsquos finest During hisservice he was the recipient of the State of Indianarsquos highest honor ldquoSagamore of theWabashrdquo After State retirement he became Manager of Security for American Trans AirAirlines for 10 years Those years spanned the most challenging years in our countryrsquosaviation history including 9112001 Security measures he developed during those yearsare still in place today working to keep American safe from threats at home and abroad

When faced with a rare cancer diagnosis and short term fatal prognosis Mr Cooleyenrolled in a clinical trial with the Oregon Health amp Sciences University and the NovartisDrug Co This move extended Mr Cooleyrsquos life by over sixteen years and helped createGleevec which is now treating GIST cancer and leukemia patients worldwide

Besides a storied career and long fought battle he enjoyed fishing golfing and 10Krunning He also enjoyed time with his many friends from the law enforcement fraternitybut most of all cherished his time with his beloved wife Jeannie and wonderful family

The family will receive visitors on Friday October 28 from 400 to 800 pm at Randallamp Roberts Funeral Home 1685 Westfield Road (State Road 32) Noblesville IN Formalservices will be Saturday October 29 at 1030 am also at the funeral home

a big-hitting Zionsville squad Tuesday andfell to the Eagles in the regionalchampionship in a hard-fought four-setmatch

The final score of 25-20 25-21 21-2525-22 shows how close it was Each setfollowed a different pattern and yet had thesame theme Zionsvilles big offense causedfrustration for the Shamrocks

I felt like everything that we put upagainst them we could not stop them saidWestfield coach Michelle Mapes Hewitt Atone point the coach turned to her assistantcoach and noted that Zionsville was jumpinghigher and making more plays

They executed well and I just think thisteam makes it to state said Mapes Hewitt

Westfield put up an incredible fight infront of a packed crowd at The Rock Thefirst set was tight early but Zionsville ranoff five straight points to lead 14-9

The Eagles later led 17-11 but theRocks came roaring back thanks to killsfrom Natalie Ravenell and Cassidy FerrerZionsville jumped back ahead 22-18 and akill by Erin Uebele gave the Eagles the set

The Shamrocks blasted off to a 7-2 leadin the second set with Ravenell againputting down two more kills Ravenell andfellow senior Abigail Huser providedWestfield with both the big hits andleadership

The Bronchos started their season withvictories over Twin Lakes 33-28 and EastChicago Central 20-18 Lafayette Jeff thenbegan North Central Conference play withthree straight losses to McCutcheon 45-3Harrison 40-8 and Kokomo 25-19 Afterthat the Bronchos won their next fourgames defeating Marion 28-20 Richmond50-32 Logansport 47-7 and Muncie Central55-48

a big-hitting Zionsville squad Tuesday andfell to the Eagles in the regionalchampionship in a hard-fought four-setmatch

The final score of 25-20 25-21 21-2525-22 shows how close it was Each setfollowed a different pattern and yet had thesame theme Zionsvilles big offense causedfrustration for the Shamrocks

I felt like everything that we put upagainst them we could not stop them saidWestfield coach Michelle Mapes Hewitt Atone point the coach turned to her assistantcoach and noted that Zionsville was jumpinghigher and making more plays

They executed well and I just think thisteam makes it to state said Mapes Hewitt

Westfield put up an incredible fight infront of a packed crowd at The Rock Thefirst set was tight early but Zionsville ranoff five straight points to lead 14-9

The Eagles later led 17-11 but theRocks came roaring back thanks to killsfrom Natalie Ravenell and Cassidy FerrerZionsville jumped back ahead 22-18 and akill by Erin Uebele gave the Eagles the set
