All of the information contained in this publication is for the confidential use of the addressee. around town north island construction report MARCH 24, 2010 NUMBER 11 Meeting Today (May 9) for Industry Input on Proposed Increases for Sewer Development Cost Charges (DCCs) The Comox Valley Regional District (CVRD) is holding a special meeting for developers today (May 9), at 3:30 pm in the CVRD boardroom, at 550 Comox Road in Courtenay, in order to hear feedback regarding the proposed Development Cost Charges (DCC) increases. The CVRD will provide a short presentation followed by an opportunity to provide comments and feedback. All developers and builders are encouraged to attend. The CVRD is recommending an increase to Sewer DCCs in the City of Courtenay and the Town of Comox. This increase will partially fund upgrades to the sewer system such as, increased pumping capacity, re-routing of force mains, increased treatment capacity and increased bio-solids removal and processing capacity. DCCsare recommended to increase from the current charge of $2,470 to $5,980 for a single family lot. The commercial/ institutional rate would increase from $7.20 to $34.89 per square metre. Similar increases are also recommended for other development categories. An increase in DCCs also translates into an equivalent increase in Capital Improvement Cost Charges (CICCs). CICCs are charges on properties brought into municipal boundaries. editor’s note... Kensington Island Properties is closer to receiving all of its approvals to move forward with their project, with the signing of a water license agreement between Union Bay Improvement District and the Comox Valley Regional District. The document was signed last week after being ratified unanimously by the UBID board. Earlier in the week, it had been approved by the CVRD board. The City of Campbell River has issued a building permit in the amount of $4.2 million for Rose Harbour House, to be located at 1116 Dogwood Street. Construction is expected to start within the next few weeks, and the project is expected to be complete by March 2013. Heatherbrae Builders Ltd. was the lowest bidder for this project. In this week’s issue, we have new information on a multi-family project in Crown Isle. Monterra Developments has submitted a development permit application for an 18-unit residential project. Seven duplex homes and four single residential homes will be built on the corner of Crown Isle Drive and Malahat Drive. All units will have approximately 1400-1500 square feet of living area on the main floor with approximately 500-600 square feet on the upper floor. Site preparation is expected to be underway once the approvals are in place. Construction is expected to begin within the next few months. The tender closing date for the Comox Valley Sports Centre Renovation and Addition has been adjusted for both sub-trades and general contractors until early April. YANA (You Are Not Alone Society) is asking the business community for assistance in finding new office space. The organization helps families who have to travel outside the Comox Valley for their children’s medical needs. Leighton Construction will be doing the site preparation for Phase I, which will include 69 residential lots to be built at The Ridge, a new residential project in South Courtenay. This project is located on a 77 acre property on Buckstone Road, near Comox Logging Road and Fraser Roads. The design will include between 205 and 230 residential units on single and duplex lots and two multi-family sites that will include approximately 80 units. This project is designed so that it can be built in five phases and certain zoning will allow some homes to have suites. Selective lots will feature panoramic ocean views and some of the lots may contain carriage homes. Lots could be on the market as of July or August of 2012. The Union Bay Improvement District and Comox Valley Regional District have reached a water licence agreement that brings Kensington Island Properties closer to receiving all of its approvals. A document was signed last week after being ratified unanimously by the UBID board, and approved by the CVRD Board, to allow UBID to keep control of the two water licences and all the physical supply assets including Langley Lake, the treatment plant and pipelines. KIP's initial development will include the construction and funding of a new water filtration and treatment plant, which will serve all existing properties as well as many new ones. Agreement on water supplies to the first phase of the development will need to be coupled with wastewater treatment. Kensington has an agreement with UBID to assist with upgrading homes in the Union Bay area. Consultants are working on a plan for the upgrading of the Union Bay water system to meet Provincial and VIHA criteria for new projects. They are also seeking approval from the Ministry of Sewage Regulations for the new waste water treatment plant. Once all permits are in place, site work is expected to begin for the water and sewer infrastructure for Phase I of the project. Phase I will include 241 single family lots that range in size from 6,000 to 8,000 sq. ft. The first part of Phase I will include the development of 61 lots located on Argyle Road. Golf course construction will be restarted in 2012 and it is expected to take 12-16 months to be completed. It is hoped that all approvals will be in place within three months, and construction is expected to start at that time. BC Hydro issued a Request for Qualifications (RFQ) in March, which closed on April 25. BC Hydro will review the eight bidding teams and shortlist three before issuing a Request for Proposals (RFP) this summer. BC Hydro will provide the business community with an opportunity to meet the three teams at an open house event in Campbell River this July. BC Hydro plans to receive all regulatory approvals by spring 2013 and award the construction work in summer 2013. Construction would then begin immediately. The project would construct a replacement water intake at the John Hart Spillway Dam, replace the three 1.8 kilometre long pipelines with a 2.1 kilometre tunnel, construct a replacement generating station beside the existing station, and a new water bypass facility. BC Hydro is working towards having the first replacement generating unit in service by 2017, with project completion in 2018. The budget for this project is estimated at $1 to $1.2 billion.
