1 PURPOSE OF REPORT
1.1 The purpose of this report is to seek Committee approval to issue a final version of the North Lanarkshire Joint Community Care Plan 1998-2001 and the Joint Accommodation Strategy, which have been revised following a period of consultation. It also seeks approval for publication of a community care statistics document entitled the North Lanarkshire Needs and Resources Fact File.
2 BACKGROUND
2.1 Following Committee approval, the draft Joint Community Care Plan and draft Accommodation Strategy were launched for consultation in October 1997 by the joint planning partners, North Lanarkshire Council, Lanarkshire Health Board, Greater Glasgow Health Board and Scottish Homes.
2.2 The Joint Accommodation Strategy explains the joint planning partners’ aims and objectives in relation to accommodation issues in greater detail and identifies specific gaps in accommodation provision.

3 CONSULTATION
3.1 A four months consultation period followed the launch with the distribution of 3,000 copies of the full Plan, 1,500 copies of the Accommodation Strategy and 10,000 summaries. These were circulated to :

The main issues raised during consultation on the Community Care Plan have been summarised below:

all Departments within North Lanarkshire Council all sections and relevant staff within Lanarkshire Health Board all G.P.s surgeries and health centres health and social care provider organisations.

the need for information and advice across every care group alternative ways of communicating the ideas contained in the Plan and more meaningful and effective ways of consulting on the Plan the need to address transport and employment issues the need to provide information and discussion on changes to key services e.g. home care and occupational therapy
the need for planning partners to treat others as equal regular feedback on the outcome of consultation.
3.3 Responses to the draft Joint Accommodation Strategy indicated several key areas Ir
where housing providers and care agencies wished to participate with the main planning partners in future joint working. These included:

Improving physical standards of housing design to barrier free and lifetime homes standards. Developing models of accommodation with support. Accessing tenancies for people leaving hospital. Maximising the housing rights of people with support needs. Agreeing definitions of housing need and service provision.

NEEDS AND RESOURCES FACT FILE
The draft Joint Community Care Plan was written with as much brevity as possible with the stated commitment that detailed needs and resources information would be produced in a separate document.
The Needs and Resources Fact File (see Appendix) seeks to examine the present and projected needs of the North Lanarkshire population. It illustrates existing levels of social care, health and housing resources that are currently available to meet those needs.
Wherever possible information has been provided in 6 local areas, to correspond to Social Work area team boundaries, namely Airdrie, Bellshill, Coatbridge, Cumbernauld, Motherwell and Wishaw.
Information that is specifically available for the portion of North Lanarkshire which is covered by Greater Glasgow Health Board is listed under the Coatbridge area and usually shown in parenthesis.
The document is divided into care group sections that follow closely those in the Joint Community Care Plan. Each section shows needs information such as national prevalence rates or more local information where available. Sections also contain information on services.
THE FINAL PLAN
Following the issue of the draft Plan for consultation, the Scottish Office issued a circular “Community Care Planning: Timescales”, reported to the respective Committees in February 1998.
This brought into force new arrangements whereby the timescale for Plans was changed to cover the period 1998-2001 (the draft was 1997-2000). It is therefore been necessary to include revised purchasing intentions which cover the new timescale and to consult additionally with provider organisations on their content.
DISTRIBUTION AND PRINTING
It is proposed to produce 4,000 copies of the final Plan and 11,000 summaries at a total cost of f8,810, with costs shared equally by North Lanarkshire Council and Lanarkshire Health Board. The estimated cost to the Council is &4,405 which could be met within the existing Social Work budget.
It is proposed that North Lanarkshire Council and Scottish Homes meet the costs of the publication and distribution of the North Lanarkshire Joint Accommodation Strategy. Total costs are &2,610. The estimated cost to North Lanarkshire Council will be 21,305 to be met from within the existing housing revenue budget.

It is proposed to produce 1,500 copies of the Needs and Resources Fact File summary for public distribution. It is likely to be of most interest to provider organisations but will also be made available for wider public consumption. The cost involved in producing this quantity is estimated at a maximum of &1,500 would be met by the Council (through existing social work and housing budgets).
RECOMMENDATIONS
Committee is asked to:
(i) approve issue of the Joint Community Care Plan 1998-2001, Accommodation Strategy and Needs and Resources Fact File document subject to:
(a) final editing; (b)
(c)
a short period of consultation with provider organisations on the revised purchasing intentions; endorsement of the final documents by joint planning partners through the North Lanarkshire Joint Planning Forum;
(ii) approve the arrangements for the printing and distribution of the above documents.

i The North Lanarkshire Needs and Resources Fact File accompanies the North Lanarkshire Joint Communi ty Care Plan 1998-200 I and the North Lanarkshire Accommodat ion Strategy 1998-200 I .
This document examines the present and projected needs of the North Lanarkshire populat ion and illustrates the existing levels of social care, health and housing resources that are currently available to meet those needs. W h e r e informat ion is available the projected needs of the North Lanarkshire population have been included.
The document has been produced jointly by North Lanarkshire Counci l (Education, Housing and Social Work Departments), Lanarkshire Health Board, and Scottish Homes. In addition, Lanarltshire Healthcare NHS Trust has contr ibuted to the development o f th is document.
Wherever possible, informat ion has been provided down to six areas:
The document is divided into sections that fo l low closely the care group sections of the Joint Community Care Plan. Each section is . consistently structured in the fol lowing way:
(i) Assessment of Need:
Nationally available populations and/or prevalence rates which have been applied to local populations. Therefore, some of the informat ion a t the beginning of each section is estimated.
This is fol lowed by m o r e localised information, which is usually accurate counts that have been obtained f rom service providers.
(ii) Resource Provision:
Summary informat ion on the numbers of places available in
resources cannot be summarised, there is a brief textual description o f the services that are available.

The next highest proportionate ethnic minority group is Chinese with 15% of North Lanarkshire's ethnic minority population.
The population structure of the ethnic minority population is much younger than the total for North Lanarkshire. Over one third of the ethnic minority population is aged under I6 years. There are very small numbers of people aged over 65 years from ethnic minorities,

The drinking zones used are derived from the number of units of alcohol consumed in one week. The ‘warning’ zone relates t o 22-50 units for males and 15-35 units for females. The ‘dangerous’ zone is more than 50 units fo r males and more than 35 units for females. One unit of alcohol is equal t o a half pint of normal strength beer or cider, one glass of wine o r one measure of spirits such as whisky.

For all of North Lanarltshire, 18% of alcohol misuse related discharges were f r o m a psychiatric hospital. There was some variation around this average, with Bellshill and Cumbernauld areas having a figure of I4%, and Motherwe l l and Wishaw areas with equivalent figures of 20% and 2 I % respectively.

persons in the Lanarkshire Health Board Area, almost half we re infected by homosexual/ - isexual sexual activ- ity, and jus t over one quarter were infected by heterosexual sexual activity. The remainder of infected persons were infected through intravenous drug use and o ther means.
North Lanarkshire accounts for 55% of Lanarkshire Health Board’s population and s o can be estimated to account for just over 30 of the cumulative repor ts of HIV+ infected persons. However, it is likely that North Lanarkshire may account for a higher proportion of HIV+ infected persons. This is because the incidence of registered HIV+ infected persons is far greater in urban rather than rural areas and the major i ty of North Lanarkshire’s population reside in urban rather than rural areas; in contrast a l o w e r proportion of South Lanarkshire’s population reside in urban areas.
The number of people with AIDS in the Lanarkshire Health Board area was I .3% ( I I) of total people with AIDS registered in Scotland.

Palliative care though commonly associated with hospice care for people who have cancer, i s provided in a range of settings and to people with a variety of medical conditions. For example, palliative care is appropriate for people who have : multiple sclerosis, motor neurone disease, AIDS, dementia and muscular dystrophy.
