With convenient access to everything from parkland to highways and big city amenities, North Royalton is among Northeast Ohio’s most attractive communities for families and businesses. The past year was an exciting one in both of those areas, says Mayor Robert A. Stefanik.

Taking the opportunity to make lemonade from a lemony economy, the city last year was able to purchase the former Avalon Event Center, on State Road, at well below market value. The property has been transformed into the North Royalton Family Branch YMCA, a partnership between the Greater Cleveland YMCA and the city of North Royalton. The new 52,000 square foot facility, which will feature an aquatic center, a gymnasium, a fitness center and a rehabilitation center operated by Parma Community General Hospital, is scheduled to open this spring.

Additionally, the city, YMCA and Parma Hospital have negotiated an agreement to have the hospital construct a 7,000 square foot addition to the YMCA with an opportunity to expand further in the future.

The city also has entered into a purchase agreement with Imaginative Investments for a 15-acre parcel just east of the YMCA on Wallings Road. The front parcel, on Wallings Road, will be the home of the new North Royalton Branch of the Cuyahoga County Public Library. At 30,000 square feet, the state-of-the art facility will be double the size of the existing


branch. That existing facility, along with three parcels to the north, are reverting back to the city for use in our expanding Memorial Park district.

“Together, the YMCA, Parma Community General Hospital and the Cuyahoga County Library facility represent a $22 million dollar investment in our community and retain or create 100 jobs in our city,” Stefanik says. “Construction payroll for these projects during this two-year period will be about $9 million dollars.”

The mayor says the city is continuing to work closely with the business community by providing resources to

expand and renovate their facilities. “Once again, North Royalton led the county in

obtaining grants through the Cuyahoga County Storefront Renovation Program and assisted 23 businesses in applying for those grants,” he says. “Local businesses received about $78,700 in direct grants, leveraging about $244,430 worth of new improvements. One of our newest

businesses, Magalen Furniture, worked closely with our Community Development Director,

Tom Jordan, in identifying grant opportunities and financing programs to assist their move to North

Royalton. Overall, companies in our Industrial Park continue to prosper and in some instances, have expanded during the past year.”

Companies that invested in expansion last year include Laszeray Technology, Induction Tooling and May Industries.

Changes in economics and expansion in nearby communities with interstate access, makes it evident that it is necessary to re-evaluate the city’s previous Master Plan, Stefanik says.

With parents and community volunteers leading the way, North Royalton has a steadfast tradition of youth sports. “The city’s youth baseball program, run by the North Royalton Baseball Boosters, has 2,200 participants every year,” says Mayor Bob Stefanik. The City also boasts a highly popular soccer league, managed by the North Royalton Soc-cer Club (NRSC), which draws as many as 1,200 kids annually between the ages of 4 and 14. There is also a very strong peewee football program through the Southern Hills Youth Football League and a North Royalton Bas-ketball Club. The City’s youth sports programs utilize public fields that are maintained by the city, but are otherwise self-sustaining, relying on registration fees and sponsorships.

“North Royalton’s recreation facilities include four parks, eight baseball dia-monds (including a large diamond at York and Rt. 82), four soccer fields, three tennis courts and one skate park,” says Parks and Recreation Director Larry Battaglia. The popular Summer Fun Program includes a Kids Dog Show and the Annual George Modock, Jr. Memorial Fishing Derby, now in its eighth year.

And let’s not forget the Cleveland Metroparks in the southern portion of the City. Among other activities, many residents enjoy biking, hiking or picnicking in this beautiful community park.

“Grocery stores, restaurants and specialty shops that cater to the needs and character of our community in a quaint village-type atmosphere is what I envision at the State Road/Route 82 corridor,” he suggests. “Members of the Master Plan Task Force, along with professional planners and members of our community, will be the driving force to help mold a center that will make our city proud.”

Comprised of nearly 22 square miles of scenic, rolling land, North Royalton is Cuyahoga County’s third largest city in terms of area. With a population change of 41 percent since 1990 and 15 percent since 2000, North Royalton is one of the county’s fastest-growing communities, with almost 33,000 residents.

Due to the recent economic recession, land prices and construction costs have dropped. In addition, lease rates have been stable. Further, the North Royalton population continues to grow and the average household income here is well above many of our neighboring communities. All of these economic indicators provide an opportunity for those businesses interested in investing or expanding here in North Royalton.

In addition, there are many programs through the city, state and federal government to assist you. Sometimes these government programs can be very confusing for any interested investor. My job is to navigate your business through these programs. All of these government programs can be broken down into two groups: providing tax assistance or providing funds.

Tax assistance typically is one government agency either granting you a rebate on existing taxes or keeping your taxes

low. As an example, the State of Ohio does provides tax rebates for larger business that need job training. Another City/County program lowers real estate taxes for property investments over $500,000.

The government also can help fund projects by providing a grant or a loan. Grants are funds that will not have to be repaid. Loans, of course, have to be repaid. As an example, we have had a successful grant program here in the City

that assisted commercial property owners (Storefront Renovation Program) with exterior renovations. There are several loan products through the County and Federal Government. Typically the terms (points, interest rate) of these public loans are lower than private

financing may offer.All of these programs are geared to attract investment and

The North Royalton Police Department ensures the safety and security of our residents through training and traffic safety programs.The department has been recognized for their traffic safety efforts by University Hospital Rainbow Babies and Children’s Hospital, including one officer receiving the “County Wide – Top OVI Cop” Award. The Traffic Unit has conducted seat belt and DUI awareness programs, DUI checkpoints, and taught safety programs in the school district. Police Department members receive training in numerous subjects relating to law enforcement both locally and nationally, effectively preparing them to meet the needs of our community at all times.

The North Royalton Fire Department’s mission is to provide excellence in the fields of emergency medical care, rescue operations, fire prevention and suppression, and public safety education. Such levels of service are achieved through a combination of innovation, continued training and new technology, leadership, teamwork, and a commit-ment to the safety of our community. The Fire Department serves residents out of two stations with 30 highly-dedicated firefighters/paramedics, one fire chief, and one administra-tive assistant. Your safety forces are available 24 hours a day, seven days a week, and 365 days a year!

North Royalton Mayor Robert Stefanik presided over a ceremonial ground-breaking on May 6, 2011 for a new North Royalton Family YMCA, slated to open in late spring 2012, at 11409 State Road.

The new facility will measure 45,000-square feet and include a 7,000 square foot rehabilitation center operated by Parma Community General Hospital.

The existing site, formerly the Avalon Event Center, will be retrofitted to house aquatics, gymnasium space, a segmented fitness center, locker rooms, administrative offices and child care areas.

The site was purchased by North Royalton from Citizens Bank of Flint, MI. for $2.1 million. Construction costs are being paid for by the YMCA of Greater Cleve-land, which has embarked on a campaign to raise $3 million in pledges, with North Royalton contributing $2.2 million.

“It has been the missing puzzle piece for North Royalton,” said Stefanik. “I’m really excited about it, as is everyone I talk to. It’s been one of my (personal) goals since I took office.”

The Greater Cleveland YMCA already operates several successful programs in North Royalton including swim lessons, before-and-after-school child care, and summer camp.

The new North Royalton facility will expand on those programs while offering many new programs geared towards families and seniors.

The need for a recreation facility in the area is great, say officials. One quarter of the community’s popula-tion is age 55 and older. The North Royalton branch will provide multiple opportunities for the community’s active older adults including fitness

programs, wellness classes, and a meeting center for seniors.Family programs will include aquatics, Adventure Guides, youth sports including

Who would have thought that a place to make you more fit would also be where you witnessed a new work of art? It’s true – and it’s right around the corner. The inaugural exhibi-tion at the new North Royalton YMCA combines the themes of community pride, youth development, healthy living and social responsibility. Not only will this fantastic project enhance the new public space of the YMCA, but it also fosters an increased sense of community involvement and appreciation for the visual and performing arts.

But if you have more of a flair for the dramatic, two local community theatres will keep you on the edge of your seat. The Royalton

Players premiered an original Christmas musical and their season features genres for

every theatergoer, including Broadway cabarets, comedies, and the very popular (and nail-biting!) murder mysteries. The 82nd Street Theatre provides economical, family-friendly entertainment for the community as well. The troupe provides a place for children and teens to explore the world of theatre in a safe environment, and even offers opportunities for kids to learn backstage and administrative duties as well.

Little ones can become mini-Mozarts too, thanks to The Music Class – which features fun-filled sessions of singing, dancing, movement, and instrument play for children ages 0-5, hosted at Royalton Music Center. The mixed age groups are developmentally appropriate, and allow families to explore the joy of music together!

And the inviting sounds of the North Royalton Community Band have always been music to my ears. Their musical entertainment ranges from overtures to contemporary – and everything in between. Community bands are a time-honored American tradition with a long and rich history, and here in North Royalton they provide a handful of public concerts each season for residents to enjoy.

Hopefully you have enjoyed the sights and sounds of the North Royalton High School Marching Band parading down Ridge Road during the Homecoming Parade or have attended a great theatrical production right here in your home town. And soon, we’ll be able to see the inspiring works of local artists while fitting in some healthy family time to boot!

A Message from the CVCC SuperintendentThe North Royalton community has so many great oppor-tunities for adults and students. One resource that I am most proud of is Cuyahoga Valley Career Center (CVCC). We seek more ways than ever before to bring exceptional career and technical programs and services to the North Royalton community so all North Royalton residents can benefit from the training and education programs at CVCC.

With North Royalton, CVCC serves a total of eight public school districts, including five in Cuyahoga County and three in Summit County,

providing career-technical high school programs, adult education, career development (K-12) and community services.

Using technologically advanced programs and equipment, CVCC begins career education at the kindergarten level. Annually, our students earn state and national recognition for their skills. Articulation agreements with several col-leges allow students to earn college credit for some CVCC courses.

As an important resource for adults and companies, adult education is open to all northeast Ohio adults, offering affordable, customized training with new classes starting monthly. Plus, the School of Nursing at CVCC offers both full and part-time programs. The district serves close to 4,700 students from the Cities of North Royalton and Broadview Heights. The school district is comprised of an Early Childhood Center (Pre-K through Kindergarten); three elementary schools – Albion, Royal View, and Valley Vista Elementary (Grades 1 to 4); North Royalton Middle School (Grades 5-8); and North Royalton High School (Grades 9 to 12).

In addition to more than 90% of the district’s five-year strategic plan being initiated or completed in the first two years, The North Royalton City School District has a great deal to be proud of in and out of the classroom. The district has achieved an EXCELLENT rating on the Ohio Department of Education Local Report Card for the 11th consecutive year. North Royalton City Schools was featured once again on www.forbes.com for being selected as “top education towns” in America that offer families stellar public schools and city services.

With a solid academic base developed at the elementary and middle school levels, students are well prepared to select either a challenging college preparatory and/or a comprehensive career preparatory program when they enter the high school. North Royalton High School offer students 198 courses and the opportunity to take rigorous Advanced Placement courses as well. The district provides outstanding special education and related services for students with disabilities as well as career-based education through the Cuyahoga Valley Career Center (CVCC).

Elementary schools offer students many opportunities to expand their knowledge through special interest clubs and leadership programs. Middle school and high school students have the opportunity to participate in a wide range of intramural and interscholastic athletics as well as a large spectrum of clubs, leadership opportunities and scholastic achievement organizations.

North Royalton High School has received state and national recognition for its marching band. There are 972 total band members in the school district and more than 20% of all students in the district are involved in the program. The marching band has qualified for the OMEA state finals every year since 1986. There are also a variety of other bands.

Parents are encouraged to become actively involved in our schools. There is a PTA at all building levels and parents and residents serve in an advisory capacity to the administration through committees such as the Curriculum Advisory Council, Business Advisory Council, Financial Advisory Council and Facilities Committee. Our Band Boosters and Athletic Boosters have raised thousands of dollars to support the athletic and music program as well as supporting our students every time they march out onto the field.

Parma Community General Hospital enters its second half-century as the leading health care provider for North Royalton, one of its founding communities in 1961. The mission of the North Royalton Office on Aging/Human Services has been to provide senior residents, age 55 and over, with community-based services and referrals to supportive agencies.

The North Royalton Office on Aging is staffed by Judy Willey, a LISW-S social worker, Debra Burrows, a CSCM outreach specialist, two part-time van drivers/office assistants and numerous volunteers.

The Office on Aging provides free assistance and advocacy relating to Medicare, Medicaid, and private insurance. The Director and Outreach specialist are trained counselors by the Ohio Senior Health Insurance Information program (OSHIIP). In addition, they provide assistance with all governmental programs, including Golden Buckeye, HEAP, disability, Homestead programs, subsidized housing and foreclosure prevention information.

Office on Aging: Providing Support & Activities for Residents

Residents can also enjoy many activities at the senior center such as card games, exercise programs, digital camera class, computer classes, crafter’s club, Wii bowling, dance classes, mobile library services, and senior trips and holiday parties to name a few.

The center has transportation services for residents from Monday – Friday for medical appointments (priority), grocery shopping, banking, and senior meetings.
