States Northway (Interstate 87) over theMohawk River knows it is ThaddeusKosciusko (as in the Thaddeus KosciuskoBridge) better known as the Twin
Bridges.Constructed in 1959, the structure is a

Watters is president/owner of Piscataway,N.J.-based Hoffman Equipment, which rep-resents Case, Manitowoc, JCB, Liebherr,Terex, LeeBoy, Rosco, Doosan, AtlasCopco, Gradall and other brands. Watters hasbeen an AED board member since 2007. Heaccepted the gavel from installing officerDennis Kruepke, an AED past chairman andchairman of McCann Industries. AEDFoundation President Roy Kern installed thenew members of the executive committee,who were elected by mail ballot and swornin at the event.
Don Shilling, president of GeneralEquipment & Supplies Inc., and GeneralAggregates Equipment Sales, Fargo, N.D., isthe new AED vice chairman. Construction Employment VariesFrom November 2012 to 2013Construction employment expanded in 211
metro areas, declined in 67 and was stagnant in61 between November 2012 and November2013, according to a new analysis of federalemployment data released Dec. 31 by theAssociated General Contractors of America.Association officials said the employment gainswere encouraging, but cautioned that futuregains were dependent on continued economicgrowth and new investments in aging domesticinfrastructure.Construction employment continued to
expand in many parts of the country inNovember, but most areas have a long way to gobefore reaching prior peak levels, said Stephen

Schlouch Teams Deliver Projects in Seven Pa. Counties
Once again Schlouch Incorporateds teams have beenkept busy with both large and small projects from all seg-ments of the construction marketplace including residential,commercial, energy and the public sectors. During the sec-ond half of 2013 Schlouch projects covered a range of geog-raphy from Luzerne County to Delaware County. The fol-lowing are some of the projects underway or recently com-pleted.
Berks CountyMuhlenberg Township named Schlouch Incorporated to
handle the Hay Road Rehabilitation Project in MuhlenbergTownship, Berks County, Pa. Schlouch provided stormsewer installation, concrete, curbs and paving. Work wascompleted in October 2013.
Delaware CountyVenture Construction named Schlouch Incorporated to
provide 5,300 sq. ft. (492 sq m) of concrete installation foran Outback Steakhouse in the Concordville Town Center,Glen Mills, Delaware County, Pa. Schlouch provided con-crete building footers, walls, piers,slabs and site sidewalk and curbs.Work was completed in Oct. 2013.
Lehigh CountyMiller Bros. Construction Inc. has
chosen Schlouch Incorporated toinstall a driveway for an existingcommercial building of NiagaraBottling on a 10-acre site onIndustrial Boulevard, Allentown,Upper Macungie Township, LehighCounty, Pa. Schlouch provided clear-ing, grubbing, survey, stakeout,earthwork, sediment/erosion control,storm sewer, roads, concrete, curbsand seeding. Schlouch also willinstall a drainage system. Work wascompleted in Oct. 2013.
Luzerne CountySand Springs Development Corporation named Schlouch
Incorporated to prepare the site for 13 single-family homesat Sand Springs Phase 4. The residential project being devel-oped by Tuskes Homes is located in Butler Township,Luzerne County. Schlouch is providing earthwork, sedi-
ment/erosion control, sanitary and storm sewers, water lineinstallation, roads, paving and seeding. Work was to be com-pleted in fall 2013. George J. Hayden Inc. named Schlouch Incorporated to
prepare a 10-acre site for Beacon Powers Hazle Spindle 20MW grid. The site is in Hazle Township, Luzerne County,
Pa. Schlouch provided clearing,grubbing, survey, stakeout, blasting,rock removal, earthwork, stormsewers, sediment/erosion control,equipment pad, concrete, curbs andseeding.
Montgomery CountyPaul Moyer & Sons, Inc. has
selected Schlouch Incorporated toprepare the site for CountryMeadows, a 32-home residentialsubdivision. Country Meadows islocated on Dotterer Road, NewHanover Township, MontgomeryCounty, Pa. Schlouch is providingclearing, grubbing, survey, stakeout,blasting, earthwork, sediment/ero-sion control, sanitary and storm

It is full speed ahead for SI teams preparing the 25-acre site for Hanover Woods in New HanoverTownship, Montgomery County.
Bulk excavation and grading are an early part of Schlouchs work on the 15-acre Boorse Property where RouseChamberlin Homes Ltd. is building 39 townhouses in Montgomery County.
Schlouchs paving team provided highway paving for Northwood Center in Palmer Township,Northampton County. This was only one of many paving projects the company completed in 2013. see SCHLOUCH page 42

Battling BackFerreira Construction Co. Helps Region Recover From the Devastation of Superstorm SandyIts common for construction con-
tractors to point to one of their pastprojects and say with justifiable pride,I made that. The roads, bridges andbuildings they built stand as both theirlegacy and critical infrastructure thathelps keep society functioning.
But few contractors will ever beable to put a finger on a map and say,I helped save that community.Which is a good thing, because sav-ing requires that the community firstface a grave crisis like SuperstormSandy.
Sandy was a so-called perfectstorm, the clashing and eventualmerger of two large storms. In thiscase, a huge storm front swept acrossthe interior of the country to collidewith a hurricane that rolled up theEast Coast of the United States. Thisweather phenomenon was so freakishthat a National Weather Service fore-caster initially referred to it asFrankenstorm, but the nickname wasquickly dropped for fear of trivializing thedanger.
Widespread DestructionSuperstorm Sandy turned out to be histor-
ically brutal. It was the largest Atlantic hurri-cane ever recorded, with a diameter of morethan 1,000 mi. In anticipation of landfall,much of coastal New Jersey shut down, withvirtually all schools and businesses closing.Evacuations were recommended in someareas, ordered in others. Highway tolls weresuspended to expedite the escape of resi-dents to safer ground. Amtrak stopped allservices in the region, and more than 16,500flights were canceled nationwide.
On Oct. 29, Sandy came ashore near
Brigantine, N.J., with hurricane-force windsof 80 mph and a storm surge that floodedmany coastal areas. The wind and waterdestroyed thousands of homes, left millionswithout electricity and killed 72 people ineight states. When it was over, Sandy rankedas the deadliest hurricane to hit the mainlandUnited States since Katrina in 2005, and thedeadliest to hit the East Coast since Agnes in1972. Damage estimates in the United Statesreached more than $71.4 billion.
New Jersey was particularly hard hit.Forty people died, neighborhoods lay inruins, many roads were impassable andmore than 2 million customers lost electricalpower. But even as emergency rescue andmedical personnel responded, authoritieswere calling in qualified crews to pick up the
pieces and begin the long climb back to nor-malcy.
Quick ActionWe started the day after the storm, said
Brian Delpome, vice president of field oper-ations of Ferreira Construction Co., one ofthe regions leading contractors. Weveworked with the state before, so they knowus and our capabilities. They called us in toopen state highways.
Ferreira Construction was sent to thecommunities of Ortley Beach and SeasideHeights, both barrier island communities inOcean County, and Belmar, a shore town afew mi. north. All three are usually withineasy driving distance of Brigantine, whereSandy came ashore, and took a full hit from
the storm.It was an unbelievable scene,
Delpome said. In Seaside Heightsand Ortley Beach, there were housesdown all along the highway, whichin a lot of places was covered in tofour to five feet of sand and debrisfrom buildings. And there wereroughly 150 washouts on the roads,typically 20-by-20 feet across andabout eight feet deep.
The situation was different,though just as severe, in Belmar.The ocean had come right into thetown and flooded it, so we had topump all that the water out,Delpome remembers. We spent thefirst week pumping the water back tothe ocean, and then we had toremove the debris of the boardwalkthat had been washed into town,along with sand removal.
Organizing ResourcesWhen called upon, Ferreira immediately
stopped work on all of its existing projects tofocus on the destruction caused bySuperstorm Sandy.
But getting started in the chaos was diffi-cult. It was the most hectic thing Ive everbeen involved with, Delpome remembers.The hardest part was to get organized andstay organized. Wed go to the scene andassess it to see what we needed. Someonehad to be on top of it all and stay one stepahead to manage all of the manpower andequipment so we could be productive andefficient. We had to be, because a lot of peo-ple were counting on us.

Lane Construction Faces Unique Challenges on 1-95 JobBy Alicia LaguardaSPECIAL TO CEG

A Lane Construction ProjectRailroad engineer John S. Lane founded
the Lane Construction Corporation in 1890.Today, Lane is an innovative leader of trans-portation and heavy civil construction prod-ucts and services, and one of Americas pre-mier heavy civil contractors for public andprivate owners, constructing quality high-ways, bridges, locks, dams, race tracks, andmass transit and airport systems in 20 statesand abroad. We spoke with several company representatives,
including Rocky Shuffleburg II whos responsiblefor equipment decisions at Lane; Ken Blakely,Lanes mechanical supervisor for the state ofMaine, and project superintendent Cecil Dillon, aLane paving specialist from North Carolina whotemporarily relocated to northern Maine to overseethe project.To our first question In your words, what sep-
arates Lane Construction from their competitors?Shuffleburgss immediate reply was, Commitmentto excellence. And he gives as a specific examplehow in the case of the Island Falls project, the com-pany didnt hesitate to pull people from all over thecountry. We built a team of experts who were specialists
in each aspect of the job to make sureeverything was in place to achievetop results, he said.

Cecil Dillon has been with Lane fornine years and as he said, I haveasphalt in my blood. Still, hethought that the I-95 Island Fallsproject was different, and we wantedto hear more about the challengesand how they were handled, and ofcourse, learn what the reasons werebehind the very good results.Dillon thinks that as it happens
with every Lane Construction proj-ect, planning was crucial to the suc-cess of the Island Falls highwaypaving. Planning started two months
before the first shovel was put intothe ground; it was a moving jig saw
puzzle and we had the pieces. And heemphasized, again, We had a plan A, a planB and a plan C; there always was a backupplan. According to Dillon, preparation included
equipment, training and staging. We had an excellent work force, and we
utilized a paver capable of pulling two travellanes at once.
What Was Different About ThisProject?
Dillon named the weather, the isolationand a tight deadline as particularly challeng-ing; on the other hand the use of RAP,reclaimed asphalt pavement or recycledasphalt product, as a structural layer wasinnovative but very successful.The weather was a huge factor, said
Dillon, purposefully stressing huge, andcontinuing, We had a very wet summer, thesecond highest rainfall ever in Maine and ofcourse some things cannot be done in wetweather; for example, water makes the bondbetween layers less adequate.Communication was key in dealing with it,
said Dillon, who said that he and the other two proj-ect managers were constantly texting each other thelatest forecast or storm path. By the end of the project, we were all amateur
meteorologists. We also asked how important the relationship
with their equipment dealer was to them on thisproject, and Dillon answered, It was critical, con-tinuing, You have to trust your dealer, and MiltonCAT showed us that we could. Blakely told how it was 2:00pm on a
Wednesday, and a roller went down. At 7:00 a.m.the next day there was another machine at the jobsite, sent from southern New Hampshire. He shookhis head and said, Impressive. According to the Lane representatives, training
was another important benefit thatMilton CAT brought to the table.Dillon recounted how the MiltonCAT team took apart the paver andput it together three times before thejob began, one time by themselvesand then again with us at our shop,so we could see everything, andthey troubleshot it twice, running itwithout any material. But, why wasit so important to check out the paverso closely and even take it apart?We were using the 1055E, a Cat
paver with an extra long, 25 footscreed, that would allow us to do twolanes at once, explained Blakely.We were going to be paving in anarea where frost heaves cause a lot ofdamage, and the extra wide screedon the 1055E would eliminate thecentral longitudinal seam whereCentral to the project was the use of a Cat paver with a 25 ft. (7.6 m) wide screed, which could
pave both travel lanes at once, eliminating the longitudinal joint or seam where frost takes holdand causes havoc.

You Did What? Closed down 10 mi. (16 km) of Interstate 95 for two months. Milled 9 in. (22.8 cm) of existing asphalt. Fine graded sub-grade. Placed 23 in. (58 cm) of dense-graded aggregate. Compacted it. Crushed and placed 3 in. (7.6 cm) of recycled asphalt (RAP). Compacted it. Placed 3 in. of I-19 Rich. Placed two 2 in. (5 cm) lifts of 12.5 asphalt. Handled logistical challenges of working in an isolated rural area. Experienced one of the wettest summers in the region. Finished the project 12 days ahead of a tight deadline.

Rubblemaster Holds Kickoff Meeting at CC&T in Pa.Rubblemaster held its
2014 North American kick-off meeting Jan. 13 and 14 atCC&T in Folcroft, Pa.Held annually in January
at a Rubblemaster dealer-ship, the meeting focuses onnew products and services,the companys marketingstrategies for the upcomingyear as well as sales trainingand sales support for its deal-ers. This was the first timethe kickoff meeting was heldat CC&T.Dealer representation was
strong at the meeting with 10dealers attending, with onefrom as far away asCalifornia.Alex Taubinger, manag-
ing director of RubblemasterAmericas, was pleased with the two-dayevent.It was absolutely a good meeting, he
said. Its important to have meetings likethis; we get market feedback from our deal-ers, and we hear how the attitude is out thereand our dealers projections.Taubinger added that Rubblemaster
dealers appeared to be very motivatedduring the meeting.Were in an upswing, he said.
ConExpo is coming up and that is the mostimportant show in the industry. With theupswing and ConExpo, we think this will bea great 2014. Its a great combo.Mike Chenet, president of CC&T, was
equally optimistic about what 2014 holds forRubblemaster and its dealership network.Hosting a meeting like this is a great way
for CC&T to establish ourselves as a seriouspartner with Rubblemaster and its dealergroup, said Chenet. Considering the risingcosts for trucking and dump fees, theseRubblemaster impact crushers are really
growing in popularity. Theyare easy to transport, quickto set up, and produce a verydesirable end product. Weexpect this product and thiscompany [Rubblemaster] toplay a large role in bothCCTs and our customersfuture.Some of the
Rubblemaster products dis-cussed during the eventwere: the RM60 compactcrusher, the RM70 GO!crusher, the RM80 GO!crusher and the RM100crusher. All of these mobilecrushers offer a compactdesign for quick setup andeasy transport and intuitiveuser interface.Rubblemaster holds two
dealer meetings each year. The second onewill be held later this year in mid-November.

(PWC) launched its first continuing ed classof 2014 on Jan. 15 with a record-breakingattendance at Existing Building EnergyEfficiency Ample Room forImprovement (and Savings)! LL 87Compliance. The course was conducted bythe global engineering firm ThorntonTomasetti Inc. and presented by Senior VicePresident Dan Nall and Vice PresidentWolfgang Werner at the General Society ofMechanics & Tradesmen, 20 West 44th St.,NYC. Event Chair Dorothy Wasiak, direc-tor, capital planning, Matthew AdamProperties, said, Im glad to be able toorganize a seminar on a topic that is essentialfor property owners and managers.
Nall and Werner began by noting thatwithin the 4.8 million buildings in the UnitedStates 30 percent of all energy consumed iswasted. Nationwide, buildings are responsi-ble for 41 percent of energy consumption,yet in NYC that number jumps to 83 percent.
The new Local Law 87 requires energyaudits to help building owners identify anddevelop energy improvements through newequipment, insulation or other technologies;retro-commissioning involves a rigorouschecklist to pinpoint operating deficiencies.
The speakers pointed out the enormousmarket opportunities with studies showingthat retrofits offer $279 billion in investmentopportunities, can yield over a trillion inenergy savings, avoid 600 million tons ofcarbon dioxide emissions and can create acumulative 3.3 million in job years. Theretrofit market is potentially greater than$150 billion a year.
Whole building analyses offer potentiallymore than 50 percent greater energy savingsthan partial retrofits. An illustrative case
study noted was the Rodino FederalBuilding in Newark, N.J., wherein DattnerArchitects and WSP USA wrapped thebuilding in glass and created a double enve-lope faade without vacating the site.

dent of Foley PowerSystems at FoleyIncorporated, announcedthat Ron Lisoski has beenpromoted to product supportsales manager and JamesMarsh has been promoted torental manager of the PowerSystems division of FoleyIncorporated.
Lisoski started his Foleycareer in December of 2005as an inside product supportsales representative (PSSR)for the Power Systems divi-sion. In less than a year, hewas promoted to an outsidePSSR, calling on a selectgroup of customers withinFoleys territory. WASHINGTON (AP) Secretary of StateJohn Kerry said Jan. 17 that the UnitedStates will not be pushed into making adecision on the long-delayed Keystone XLpipeline, brushing aside pressure fromCanada. At a joint appearance with Canadas for-
eign affairs minister, John Baird, Kerry saidhe has not received a crucial environmentalreport on the $7 billion pipeline, whichwould carry oil from western Canada torefineries in Texas. My hope is that before long, that analy-
sis will be available, and then my workbegins, Kerry said, referring to a recom-mendation he is expected to make onwhether the pipeline is in the U.S. nationalinterest. The State Department has jurisdic-tion over the pipeline because it crosses aninternational border. Kerry, who has rarely spoken about the
pipeline since taking office a year ago, saida lot of questions were raised about theproject in a lengthy public comment periodthe State Department conducted. Thosecomments have necessitated appropriateanswers, he said.
I can promise our friends in Canada thatall the appropriate effort is being put into try-ing to get this done effectively and rapidly,Kerry added. Kerrys comments came as Baird, his
counterpart in Canada, concluded a three-day visit to Washington in which herepeatedly urged U.S. officials to decidequickly on the pipeline, which was firstproposed by Calgary-based TransCanadain 2008. If theres one message Im going to be
promoting on this trip, its this: the time forKeystone is now. Ill go further the timefor a decision on Keystone is now, even ifits not the right one, Baird told a U.S.Chamber of Commerce luncheon. We cantcontinue in this state of limbo.
The pipeline plan has become a flashpointin the U.S. debate over climate change.Environmental groups have pressuredPresident Barack Obama to reject thepipeline, saying it would carry dirty oilderived from tar sands and exacerbate glob-al warming. They also worry about a spill. Lawmakers from oil-producing states, as
well as business and labor groups, haveurged Obama to approve the pipeline as asource of much-needed jobs and a steptoward North American energy independ-ence. Speaking across the street from the White
House, Baird said he expects the StateDepartment review, known as an environ-mental impact statement, to be released soonafter Obamas Jan. 28 State of the Union
address, with a final decision after that. The renewed lobbying on the pipeline
comes as TransCanada is poised to beginshipping oil from the pipelines southern leg.A 485-mi. (72 km) segment from Cushing,Okla., to the Houston region was slated tobegin shipping oil on Jan. 22. The $2.3 billion southern leg does not
require State Department approval becauseit does not cross a U.S. border. The northernsegment would run 1,179 mi. (1,897 km)from Alberta, Canada, to Steele City, Neb.The pipeline would connect to Cushingthrough an existing, 298-mi. (480 km) spur. A spokesman for TransCanada said the
company believes U.S. officials have morethan enough information to approveKeystone XL. Our customers continue to need the
product we will deliver, [the pipeline] con-tinues to receive extremely strong supportfrom Republicans and Democrats in publicopinion polls, and more than 9,000American construction workers are standingby to build this important piece of modernenergy infrastructure, said Shawn Howard,a TransCanada spokesman.
