• VDOT’s Construction Program Funding Secretary, Commissioner and CTB prioritize and allocate through VTRANS, SMART SCALE via the Six-Year Improvement Program. • SMART SCALE - We assist

localities/sponsors with applications and administer evaluation process.

• State of Good Repair - bridges and pavement • Special programs - revenue-sharing, federal, etc.

Planning and Funding


• Partnership among localities, state, private partners, regional planning organizations
