A Special Council Meeting of the Zoning and Planning Committee will be held to hear
Haseko measures at Kapolei Hale on Monday, November 16, 2015 at 6:00 pm.
Your attendance is greatly valued at this upcoming meeting. These are important matters that affect the future of our district. Please note that this meeting will discuss issues that pertain only to Haseko's proposed development. This meeting and these measures are unrelated to community-requested improvements regarding One'ula Beach Park.
Items to be discussed: Bill 62: Haseko is proposing to rezone 62 acres in and use the land to develop a recreational lagoon that will be surrounded by resort, residential, and business open spaces. Residents of the lagoon neighborhoods will have primary access to this lagoon, while members of the public will also be able to enjoy a recreation area proposed to be open to the public. Bill 63: Haseko is proposing to amend the Special Management Area (SMA), to reflect their proposal to develop a recreation lagoon, as an alternative to a boating marina. The new SMA boundary is needed because the proposed lagoon is physically separated from the ocean by a 225-270-foot-wide barrier of land above the high water mark, so a direct surface connection is necessary. Resolution 15-206: Haseko is requesting a permit to construct improvements within the shoreline setback area. The proposed project involves the construction of a public pedestrian pathway that will encircle the lagoon, multi-use spaces, a viewing platform, boardwalks, a comfort station, benches, picnic tables, storm water infrastructure and a lagoon overflow swale.

Updating you on Leeward Community Concerns
Repairing Fence at Ewa-Pu’uloa District Park
A constituent recently reached out to Councilmember Pine’s office reporting a broken fence at Ewa-Pu’uloa District Park. Residents had waited long for this beautiful park to be completed in 2014, but were disheartened that within a year of being opened, the fence was damaged by a car accident. Councilmember Pine worked with Leeward Oahu Parks Manager Dexter Liu to put in a work request to have the fence repaired. The department now looks forward to fixing the fence in a timely manner, thanks to our residents. If you would like to send in any requests or concerns to the City at the touch of your phone, Honolulu 311 is the official mobile application for the City & County of Honolulu. It provides a platform for people to report potholes, broken streetlights, cracked sidewalks, illegal dumping, and vandalized/broken signs, and can be downloaded via your smartphone.

Papipi Road Crosswalk Safety An ʻEwa Beach resident
recently contacted Councilmember Pine’s
office regarding
concerns about the safety of school children
and pedestrians near Ewa Beach Elementary
along Papipi Road.
Along with safety concerns, our resident
also raised issues about speeding vehicles, a lack of blinking
lights or school crossing signs, and cars stopping too close to the crosswalk when children are crossing.
Councilmember Pine sent in a Request for Investigation and
Services to the Department of Transportation Services (DTS). DTS soon performed an investigation of the crosswalk and
replied back with their findings.
According to DTS, the City has recently upgraded the School
Crossing warning signs and installed “Higher Fines” along Papipi Road in the vicinity of Ewa Beach Elementary School. In
addition, under the City’s Complete Streets Implementation Project , a study was conducted along Papipi Road, between
Kapolei Parkway and Fort Weaver Road.
In the meantime, DTS will be issuing a work order to install
supplemental School Crossing signage to enhance conspicuity of the school crossings.
