The Author

Antony Green is well known as the Election Analyst for ABC-Television, and has worked for the ABC on every state and federal election coverage since 1989. He also writes regularly on electoral matters for the Sydney Morning Herald.

Antony studied at Sydney University, obtaining a Bachelor of Science in mathematics and computing, and a Bachelor of Economics with Honours in politics.

He has produced previously a number of major studies on NSW elections for the Parliamentary Library. Most recently he is the author of the Federal Election Guide 1996 for ABC Books.

NSW Legislative Council Election

INTRODUCTION

This paper contains a summary of the results of the 1995 election for 21 members of the New South Wales Legislative Council. It is based on the election statistics published by the NSW Electoral Commissioner, though the data has been summarized and re­ordered to provide more information on the results.

The publication consists of four section:

Section 1 summarizes the results of the election, and details the progress of the count during the distribution of preferences.

Section 2 lists the Legislative Council results for each Legislative Assembly electorate. Tables provide the primary votes and primary percentage vote received by each party group.

Section 3 breaks down the state-wide vote for each party group by electorate, providing tables of votes recorded in each electorate, ordered by the size of the percentage vote received.

Section 4 provides summary tables comparing the vote in the Legislative Assembly and Legislative Council.

While all calculations are based on the published Statistical Returns, all calculation of percentages, flows of preferences, total votes for party groupings and analysis by electorate are the responsibility of the Author.

Between Counts 1 and 16, the total vote for the Liberal/National Party ticket fell by 5,905 through votes lost as preferences to other parties, or 0.45% of its original vote. The Labor Party ticket lost 5,151 votes, or 0.43%. Liberal/National preferences distributed widely, with the strongest flows being 14.1 % to the Call to Australia, 9.3% to The Seniors, and 7.5% to Australians Against Further Immigration. Labor preferences were more concentrated, with 21.6% flowing to the Australian Democrats, 16.5% to the Greens and 8.9% to the Shooters Party.

Probably because of the size of the ballot paper, the flow of preferences from both tickets tended to favour parties at the same end of the ballot paper. Parties at the left­hand end of the ballot paper received more preferences from the Liberal/National Party ticket (Group M), while parties at the right-hand end of the ballot paper received more preferences from the Labor ticket (Group Y). For instance, the Natural Law Party (Group Z) received 220 votes from Labor and only 14 votes from the Liberal/Nation.al Party.

By the end of Count 74, 58 candidates had been excluded. These candidates included all but one remaining candidate on each ticket, both ungrouped candidates, and the leading candidate on the Confederate Action Ticket. When eliminated at Count 70, 82.2% of CAP preferences flowed to Greypower.

As can be seen above, at Count 74, Alan Corbett of A Better Future For Our Children was outpolled by the votes of the final candidate for the Liberal/National Party, Australians Against Further Immigrations, Australian Independents Coalition for Political Integrity and No Aircraft Noise. His eventual election was thanks to the flow of preferences from minor party candidates.

The next eight counts excluded the following candidates:

• Count 75 excluded Robert Butler of the Citizens Electoral Council. 79.9% of his vote was CEC ticket votes, and including below the line votes, 80.3% of preferences flowed to the Country Party.

• Count 76 excluded Anthony Meaney of Stop Dual Occupancy. 70.9% of these votes were SDO ticket votes, and overall 71.4% of preferences flowed to the Environment Independents.

• Count 77 excluded Catherine Knoles from the Natural Law Party. This included 81.1 % of ticket votes, and overall 83.0% of preferences flowed to the Australian Democrats. ·

• Count 78 excluded Lyn Carson of Abolish State Government, with 69.9% ticket votes. Two preferences tickets were lodged, splitting preferences between the Greens and Democrats. Overall, 40.3% of preferences flowed to the Greens and 39.9% to the Australian Democrats.

• Count 79 excluded Bruce Threlfo from the Democratic Socialists, who had 83.4% ticket votes. Overall, preferences flowed 84.4% to the Indigenous People Party, lifting their count above both GreyPower and the Independent EFF.

• Count 81 excluded Eddie Azzopardi of the Independent EFF. His vote was 84. 7% ticket votes, and overall his preferences flowed 85.5% to No Aircraft Noise.

• Having delayed their exclusion by two counts thanks to Democratic Socialist preferences, Count 82 excluded Una Walker of the Indigenous People Party. Her vote included 36.8% of IPP ticket votes with a next preference for the Australian Democrats, and 43.2% Democratic Socialist ticket votes with a next preference for the Greens. Overall, preferences flowed 38.6% to the Democrats and 48.9% to the Greens.

The exclusion of the next candidate, Mark Anthony from Smokers Rights requires explanation. The registered ticket vote gave a second preference to the first candidate on the Liberal/National ticket.
