NSWGFA Annual General Meeting 25th July 2009—Gosford
The 2009 Annual Meeting was hosted by Central Coast GFC at Iguana’s
Waterfront, Gosford. 76 Delegates/Observers attended the meeting which
would be either a record attendance or close to it.
The decisions and important information that came from this meeting are as

Special Resolution—from Botany Bay GFC
This resolution was carried unanimously and is as follows:
Alteration to Clause 5.03 (NSWGFA Constitution) - General Meetings and Special General Meetings.
Alter clause (a) - change the word “shall” to “may” after the wording “General Council Meeting”.
Clause 5.03 (a) will now read:
“In addition to the Annual General Meeting a General Council Meeting may be held between November
and December in each year at a time and place determined by the Committee”.
Notice of Motion—from Coffs Harbour GFC The original motion had an amendment added, the amended motion was carried and is as follows:
Alteration to NSWGFA By-Law 4 B) Sanctioned Tournaments, Point Scores and Rules.
Alter rule (5) to now read:
“CIRCLE HOOKS ONLY are permitted to be used for livebaiting with the exemption of Narrow Barred
Mackerel (Scomberomorus Commerson).
NB: no points to be scored for any other species caught using livebaits with “J” hooks.
Notice of Motion— from Broken Bay GFC Line Class Tag & Release Point Score—replace the current point score system with the following point
score system (please note that for the purpose of this Newsletter, the point score system has been printed
on page 3).
The motion was carried and is effective from 1st August 2009.
Note: Any tag & release points recorded up to 31st July will be scored using the “old” tag & release
pointscore.
The Line Class Tag & Release pointscore that is printed in this Newsletter also includes the Eden S & GFC
motion that is explained in the next point.

NSWGFA By-Law 4. Eligible Species, Point Score and Tournament Regulations
(b) (iii) Tag & Release Points
“That the tag & release points for Yellowtail Kingfish be reinstated to 250 points with the introduction
of the 70cm minimum size limit for the purpose of tag & release”.
This motion was carried and becomes effective from 1st August 2009.
Note: Any Yellowtail Kingfish tagged prior to the 1st August 2009 will be as “old” T&R pointscore i.e. 25
points.

Matters Discussed
1. NSWDPI—Gamefish Tournament Monitoring Program
Danielle Ghosn (NSWDPI) gave a visual presentation regarding the Telephone Phone Survey that is
being undertaken with respect to NSWGFA sanctioned tournaments. The current form has been
updated and has now been emailed to Clubs, please ensure that this form is included in the
tournament entry form. Clubs can either print the number of forms required or NSWDPI will supply
the number of forms required, to order these please contact Danielle.
2. Membership Cards (with unique numbers) for Club Members
Botany Bay GFC asked that this matter be placed on the agenda following discussion NSWGFA said
that this would be investigated to see if a system could be developed whereby a NSWGFA register
could be maintained through the NSWGFA website.
We have been in contact with David Stringer (ASK Stringer) who is currently developing the new
NSWGFA website. The following can be organised if all Clubs agree.
Each Club would be given their own secure access code to the NSWGFA website/respective Club
site.
The Club would enter the members name and address details.
The member would be automatically given a number e.g. 01/123 (the 01 prefix would indicate the
name of the Club). If a Club has already given members a number then these members can be entered
into the system to correspond with that system.
Once the register is set up, you will only need to change the financial year for current members.
Clubs will only be able to view their own Club information.
At the end of the NSWGFA financial year and when the GFAA Journal mailing list is due, NSWGFA
would be able to download each Club membership/mailing list in the required format.
Quite a few Clubs print their own or have printed Club membership cards, there would be no
problem with this as long as the membership numbers corresponded with the NSWGFA register.
NSWGFA is currently investigating the cost of printing membership cards that would have the
unique number, members name and affiliated club for those Clubs that do not have this facility.
NSWGFA would welcome your comments on the above (hope it has been explained simply), if you
have any queries please do not hesitate to contact us. If all Clubs did agree to this system we would
envisage that it could be “up and running” by the end of this year.
3. Gale Warning
Discussion was held regarding the NSWGFA by-law that covered a gale warning, in some cases the
Bureau of Meteorology can issue a gale warning for a vast area, the “gale” may not reach parts of
this area, in this instance could a Tournament Committee then decide to go ahead with the
tournament.
It was decided that the NSWGFA by-law must be adhered to i.e. That if a gale warning is issued for a
certain area, then any tournament that is to be held/being held must be called off.
NSWGFA will approach the Bureau of Meterology as to whether it is possible to have a more defined
area declared with respect to gale warnings.

4. Disciplining of a Club Member
If a Club has reason to discipline a Club Member and that Club feels that the offence is of a serious
nature which should receive a “State-Wide” penalty. Once the correct procedure has been
undertaken as per Club Constitution with respect to disciplining of a member and before issuing a
penalty, the Club needs to bring the matter to NSWGFA to consider such a penalty.
5. GFAA Eligible Tag & Release List
There has been some confusion as to the eligible T&R species in NSW.
NSWGFA has an eligible T&R species list, these species can be found in the GFAA T&R list however
only the NSWGFA species are eligible for pointscore in NSWGFA.
Discussion was held as to the new minimum length limit that has been imposed on Yellowtail King
fish and whether Junior/Small Fry anglers could be exempt from this minimum length or whether
these anglers could “measure & release” these fish under 70cm. It was decided that NSWGFA would
ask that the “measure & release” of Yellowtail Kingfish under 70cm by Junior/Small Fry anglers be
placed on the GFAA AGM Agenda—items for discussion.
6. Clubs not covered under NSWGFA “Blanket Cover” Insurance
Any Club that is not covered under the NSWGFA liability Insurance and will be hosting a tournament
is now required to submit along with the tournament rules/entry form a copy of a Current Certificate
of Insurance that covers the tournament to be sanctioned.
7. Club Websites
Please exercise caution with respect to Club Websites, if you have a “chat site” ensure that there is a
moderator involved, only general information should be allowed, there has been times when these
“chats” have become very personal and at the end of the day the Club could be caught up in a very
nasty and legal situation.
With respect to photographs on websites, Clubs need to ensure that these photographs are suitable
for “world wide” distribution because this is what it is OR you may wish to consider making the
“photo gallery” restricted to Club Members only.
8. Time limit to submit Tournament Rules to NSWGFA for sanction
As previously advised, tournament rules need to be submitted to NSWGFA for sanction no later than
three (3) months prior to the tournament being held. Any Club that submits tournament rules less
than the three (3) months time limit will be charged a $250.00 administration fee.

9. NSWGFA Junior Team
Unfortunately the very kind offer from Coffs Harbour GFC to host the NSWGFA Junior Team at their
November tournament cannot be accepted due to a conflict of tournament dates and work
commitments.
Coffs Harbour GFC have now offered to host the NSWGFA Junior Team in November 2010 this has
been accepted with thanks.
The 2009/10 NSWGFA Junior Team will now be hosted by NSWGFA at the Australian International
Billfish Tournament to be held 3rd & 4th March 2010 at Port Stephens during the week of the
Interclub Tournament.
Four (4) Junior Anglers will form the team, Clubs are asked to forward nominations to their respective
Zone Chairman by 30th September, this must include a short fishing resume and signed parental
consent. There is no cost involved for the anglers other than a small amount of spending money.
Once the team has been determined NSWGFA will contact the angler and their parents with all
details.
10. GFAA Annual Conference & Presentation of Awards
The GFAA Conference will be held on Saturday 19th September 2009 at “The Grace Hotel” in Sydney
CBD. Clubs are invited to send along Observers to the Saturday Conference. The Annual Awards
Dinner will be held on the Saturday evening and if you would like to attend the cost is $105.00 pp
(this includes sit down 3 course meal and 4 hour beverage package).
As NSWGFA is the host of the Conference this year, we would like to see as many Clubs as possible
come along and support your State Association. The 2008 Conference was held in Melbourne and
there was a large Victorian contingency that supported their State therefore we need to ensure that
NSWGFA is well represented.
Registration forms were previously sent to all Clubs however if you need further information or forms
please contact NSWGFA Secretary as soon as possible.
11. NSWGFA 2010 Annual General Meeting
I’m sure all will agree that Central Coast GFC did a great job in organising the 2009 event and we
thank them and President Garry Chenoweth for the time and effort that was put into this event. We
now turn to the 2010 meeting, it is Southern Zone’s turn to host the event and we have been
approached by one SZ Club who is currently obtaining quotes for the meeting.
As soon as the dates (which will be either the 3rd or 4th weekend in July—3rd weekend is preferable)
and venue have been confirmed we will inform all Clubs, it would be appreciated if Clubs do not
organise 2010 Presentation evenings etc., until such time that NSWGFA can confirm these dates.
