Thisyearmarksthe30thAnniversaryofourDioceseofBrokenBay,includingacelebrationofthreedecadesofourlocalsystemofschools.Happy‘PearlAnniversary’!
Intheir2007PastoralLetter,‘CatholicSchoolsataCrossroads’,theBishopsoftheNSWandACTremarked,“TheCatholicschoolsystemisoneofthe“jewelsinthecrown”oftheCatholiccommunityinourregion.”(p.6).During2015,IenjoyedsharingourChristianfaithduringmyvisitswithourextraordinarystudentsinmanyofoursystemicandcongregationalprimaryandsecondaryCatholicschools.ThiswasapriorityinmyfirsttwelvemonthsasBishopofBrokenBay.Isawfirst-handhowmuchourschoolcommunitiesareatreasureinourmidst,a‘pearlofgreatprice’ in the evangelising mission of our Church(Matt13.46).
Incelebratingthisanniversary,weacknowledgeandrecordourdeepgratitudetothosewhohavebuiltandservedourschoolsystem–priests,religiousandlaystaff,aswellasparentsandparishcommunities.Wealsoacknowledgethesignificantcontributionofsuccessivegovernmentsandthewidercommunity.
IcommendtheCatholicSchoolsOffice(CSO)AnnualReportfor2015toyouasanaccountofnotonlythegoodstewardshipoftheOffice,butofitscommitmenttoassistingschoolleaders,teachersandparentsinproclaimingtheGoodNewsofJesusChrist.Allourachievementsarewonderful,buttheyarepreliminarytothegreatjoyandresponsibilityofsharingChrist.
InJuly2016,Ilookforwardtoleadingover200youngpeople,themajorityofwhomareseniorCatholicschoolstudents,tocelebrateWorldYouthDaywithPopeFrancisinKrakow,Poland.ThiswouldnothavebeenpossiblewithoutthesupportoftheCSO,schoolprincipalsandYouthMinistryCoordinators–nottomentiontheyoungpeoplesoinspiredbytheir
Itstrikesmethatthereisasenseinwhichwearealwaysata‘crossroads’becausetoproclaimtheGospelrequiresanongoingmeetingoffaithand life among each of our personal challengesandstruggles.Therearealwayschallengesandopportunities–bothfinancialandeducational–inanysystemofschools.ThepagesofthisreportassuremethatwecanlooktothenextthirtyyearswithconfidenceandtrustintheSpiritwhomakesallthingsnew.

CentralCoastschoolsenjoyedvisitsfromalifesizedstand-uprepresentationofPopeFrancis.Studentssharedtheirthoughtsonwaystheyexperiencejoyintheirlivesinverycreativeways.Thesecanbeenjoyedathttp://dbbjoytour.blogspot.com.au
TheyearendedwiththeopeningoftheJubileeYearofMercythatwillprovidea focus for staff and parent formation during2016.
TheCatholicSchoolsOffice(CSO)continued to fund school leaders and teachersofReligiousEducationstudyingScripture,Theology,ReligiousEducationandCatholicSchoolLeadership.AsofAugust2015,eighty-eightstaffmemberswerecompletingtheirMastersinTheologyandanotherforty-fivestaffmemberswerecompletingtheGraduateCertificateofReligiousEducationthroughtheBrokenBayInstitute/UniversityofNewcastle.TheJanuaryLeadershipForumandarangeofresourcesdevelopedbytheCSOMissionServicesTeam,inspiredschool-basedstaffspiritualitydaysaswellasretreats,conferencesandmeetingsforPrincipals,AssistantPrincipalsandReligious Education Coordinators (RECs)throughouttheyear.AnewMissionFormationframeworkwasdevelopedforimplementationin2016providing formation and educational opportunitiesfornewandexperiencedteachersandleadersinvariousroles.
Throughout2015,schoolsembracedopportunities to host parent reflection morningsorevenings.Over400parents
fromtwentyfiveschoolsattendedtheseformationexperiences.Toprovideongoing support in the area of faith formationafortnightlynewsletterentitledMoments for Mumswaspublishedtoprovidereflections,prayersandusefulresources.
TherevisedNSWBoardofStudiesEndorsed course programme Catholic Studies wasimplementedforstudentsinYears9and11.Teachersparticipatedin seminars each term for professional learningtoassistintheteachingofnewandrevisedtopics.

InearlyDecember,over80teachersandstudents,joinedBishopPeterandyoungadultsfromBrokenBayparishestoattendtheAustralianCatholicYouthFestivalinAdelaide.TheAustralianCatholicYouthFestivalisanationalgatheringofCatholicyoungpeopleestablishedbytheAustralianCatholicBishopsConference.TheteachersandstudentswhoattendedfoundittobeagreatopportunitytomeetotherCatholicyoungpeoplefromacrossAustraliatoexperienceandengagewiththeirfaithinafreshway.

Opening and Blessing of St Brigid’s Catholic CollegeThefirstpermanentbuildingsatournewestsecondaryCollege,StBrigid’satLakeMunmorah,wereblessedbyBishopAComensoliandopenedbySenatorArthurSinodinoson28August2015.ThenewfacilitieshavebeendesignedtocomplementcontemporaryteachingandlearninginanITrichenvironment.Thebuildingsincludeopenlearningareas,aswellasanadministrationareaandstafffacilities.Thereisalsoajuniorhospitalitylearningareaandstateoftheartmetalworkandwoodworkequipmentsupportedbyadesignstudio.
CSO reviewAreviewoftheCSOtookplaceduringtheyear.Individualserviceteamself-reviewreportswerepeerreviewedbyprincipalsandseniorCSOstaff.Thereportsandthepeerreviewswerethensenttoexternalvalidatorswhointurnproducedashortreport.Atthesametimeastheseserviceareareportswere
beingpreparedtherewasacrossthemereviewofthreedimensionsoftheCSOthatpermeateallaspectsofitswork:MissionandVision;SchoolImprovement;InnovationandCulture.Allthesereportswerethenprovidedtothemasterpanel
consistingofPhilomenaBillington,AnneBenjaminandBeverleyJohnson.The master panel reported to Bishop PeterAComensoliinTerm4.
Focus of school visits by Director in 2015EachyeartheDirectorofSchoolshas a programme of school visits withacommontheme.In2015thethemewastolearnabouteachschool’s particular learning support arrangementsforstudentswithspeciallearningneeds.
Governance Increasingly,regulatorychangesareaddingtothecomplianceburdenplacedonschoolsandtheCSO.MostrecentlyregulationsadministeredbytheNSWBoardofStudiesTeachingandEducationalStandards(BOSTES)havefocussed on the governance of school systemsanddetailedrequirementsaboutthe“responsiblepersons”whorunaschoolsystem.Anewresponsible

DPCSeminarsin2015providedfamilieswithinformationandresourcestosupportfamilywellbeing.Growinguponline lookedathowtokeepchildrensafeinthedigitalspace.Whatyourchildneedsfromyou focussed on creatingaconnectedfamily. The powerofsocialandemotionallearningprovidedparentswithideastodevelopstrongemotionalskillsinchildren.TheDPCwebsiteprovidessummariesandlinksforallseminarsthattheDPChosts,enablingparentswhocannotattendtheopportunitytogoonlineandengagewithinformationfromtheseminars.
Code of ConductAnewCodeofConductwasissuedtoallDSSstaffinJuly.TheCodeaimstogiveguidancetoallstaffwithrespecttodeveloping and maintaining positive and productiverelationshipsintheworkplace,assistingwithdecisionmakingindifficultareas,providingguidanceinrelationtoconflictsofinterestwhichstaffmayface,andmanagingscarceresources.ThenewCodenowinoperation:
• clarifiesthatourCatholicmission,valuesandprinciples,arelinkedtostandardsofprofessionalconductandexistingpolicies;
• providesaclearstatementaboutourexpectationsofourworkers;
• providesguidanceabouthowtodealwithethicaldilemmasandgreyareas;
• supportsday-to-daydecisionmaking;• assistsusincreatingapositivepublic
identityforourselvesleadingtoanincreasedlevelofpublicconfidence;and
• complementscurrentpoliciesandrules,ratherthanbeingasubstituteforthem.

School improvementLeading LearningcontinuedtobetheoverarchingframeworkforschoolimprovementinBrokenBay.In2015teacherswereinvitedtocontributetheirthinkingaboutthekindoflearningrelevanttostudentsinthe21stCentury.AnumberofDreamMeetswereheldacrosstheDioceseleadingtoaco-constructedset of Learning Principlesthatwillguideteaching and learning into the future in BrokenBay.Oneofthestrongthemesarising out of the Learning Principleswastheimportanceofcultureswithinourschoolsthatcultivateandstretchthinking,andthatlearningisaproductofthinking.
BrokenBayparticipatedinandcontributedtothebi-annualSchoolImprovementColloquiumheldinMelbourne.Inthekeynoteaddress,internationalimprovementdatawastabledinsupportofinquiry-basedapproachestoschoolimprovement,notablytheSpiralsofInquiry model appliedwithsuccessinBritishColumbia.Thispresentationaffirmedtheinquiry-basedapproachunderpinning Leading LearninginBrokenBay.

ICLTICLTServicescontinuedtoworkwithschoolstoextendtheironetooneandmobiledevicerollouts.Buildingonthelessonslearnedfromthepreviousyearstheincreasedscaleoftheserolloutswashandledwithoutcommensurateincreaseinresources.Considerableeffortwasdevotedtoensuringthatbothstaffandstudents had a supported and smooth introductiontoonetoonedevices.Inadditiondirectsupportformobiledevicesinschoolswasimprovedwithdedicatedsupportineachcluster.Thissupportwillfocusonimprovingthefunctional
Education initiativesA Creative Arts forum held at the Light ofChristCentreon20Marchattractedalmost80artsteachers.ThekeynotespeakerwasRichardGill,aformermusicteacher,whoisadistinguishedAustralianconductor.TheforumwasorganisedbytheCreativeArtsAdvisoryGroup,andincludedfourpracticalworkshopsinmusic,visualarts,danceanddrama.
InMayagroupof20schoolandsystemleaders from the Lismore Diocese spent twodaysinBrokenBayvisitingschoolsandmeetingwithCSOleaderstostudythePositiveBehaviourforLearning(PBL)approach,withaviewtoimplementingitintheirschoolsystem.
AreviewoftheFamilyLiaisonOfficer(FLO)rolewasconductedbyanexternalacademic during the second half of theyear.Thereviewwasverypositiveinitsfindings,andofferedsomehelpful recommendations for future development.Asaresultofthereview,theroleoftheFLOwasconsolidatedandtheprogramextendedtosomeotherprimaryschoolsservinglowersocio-economiccommunities.
StrategicinitiativesinLiteracyandNumeracyaimedatsupportingandconsolidating continued improvement includedall37primaryschoolsfocusedonExtendingMathematicalUnderstandingforstudents,supportedbyatargetedstaffingallocationthatenabledallstudentstobeassessedusingtheMathematicsAssessmentInterview(MAI).Vulnerablestudentsweresupportedthrough an intervention program and teachersengagedinprofessionallearning.Staffingallocationswereprovidedto11schoolstobuildteachercapacitytomeetthe needs of students from language backgroundsotherthanEnglish.LiteracyCoacheswereappointedinfoursecondaryschoolsand16primaryschools.ProfessionalLearningstrategicallytargetedareasofidentifiedneed(forexample,Writing,Spelling,MeasurementandGeometry).
Human Resource ServicesIn2015,theChildProtectionTeamsuccessfullyrolledoutanewprofessionaldevelopmentstrategyacrosstheDSS,whichinvolveddeliveryof22facetoface sessions of training to school staff includingnewup-skillingsessions.Inaddition32schoolsparticipatedinnewonlinecompliancetraining.
Theimportanceofstaffwellbeingwasagainhighlightedin2015.ExistingstaffwellbeingstrategieswerefurtherenhancedbyincreaseduptakeoftheCSOon-linewellbeingportalHealtheMatters.In addition the CSO participated in Mental HealthMonth,anationalmentalhealthpromotionactivity.
TheTeachersEnterpriseAgreementwasimplementedin2015andPHRISupdatedinresponsetothenewagreement.InrelationtoPHRIS,planningcommencedforthetransitionfromNECtoaninternalPHRISteamsupportingafederation

TheredevelopedAboriginalEducationStatementwaslaunchedon17MayatOurLadyoftheRosaryCatholicSchool,TheEntrance.ThenewstatementreflectsrecentlearninginBrokenBayaboutAboriginalEducationtogetherwithchangedCommonwealthrequirements.InadditiontostafffromBrokenBay,thelaunchwasattendedbyrepresentativesoftheNSWAboriginalEducationConsultativeGroup(AECG)andtheNSWDepartmentofEducation.Ahighlightofthelaunchwastheopeningliturgy,whichincludeddigeridooplayingbystudentsfromOurLadyoftheRosary.
TheEarlyYearsAdvisoryGroupwasreformedandthemembershipincludesprincipals,teachersandeducationofficerswithexpertiseinearlyyearseducation.AfocusoftheGroup’sworkthisyearwasdevelopingastatementaboutearlylearninginBrokenBay.Asimilarexpertgroupwasformedtoofferadviceinscienceeducation,tocomplementtheexistingworkoftheNumeracyAdvisoryGroup.

Othersignificantworkcompletedwasthe development of improved disaster recoveryandbusinesscontinuitymeasures.ThiswasachievedbythemigrationoftheprimarydatacentretoacommercialcentreusedbyCEnetandotherNSWDioceses.Thisshouldovercome some of the challenges that havebeenexperiencedwithhavingthe Data Centre located at the Caroline ChisholmCentre.

DrHelenCannonresignedfromtheroleofHeadofHumanResourceServicesattheendofTerm2.DuringhertimeintheroleHelenmadeawonderfulcontributionbyleadingtheprofessionalisationofallaspectsofHumanResourcesacrosstheschoolsystem.Notableamongsthermanyachievementswasastrongfocusonthe strengthening of leadership roles in schools.
TheCSO’sHeadofFinancialServices,MichaelLucasretiredattheendofJuly.MichaelcommencedworkingfortheCSOinAugust1993andwasthelongestservingstaffmemberwithintheCSO.Michaelwasanimmenselyloyalstaffmemberwithextraordinaryfinancialskillsandknowledge.HesteeredtheCSOthroughsomefinancialchallengingperiodstoamoresecurefinancialposition.
JohnresignedfromhisroleasAssistantDirectorMissiontotakeupanewopportunitywithNCEC.Johnwasadriving force of the Mission direction of our schoolsduringhistimeintheCSO.HenotonlysupportedandmanagedReligiousEducationacrosstheDiocesebutfocusedstronglyupontheformationofstaffintheareaofMissionandReligiousEducation.
