Bruce Cowell Bruce Craig Cowell, PhD., 75, of Lutz, Florida, passed away on March 13, 2013. He is survived by his wife Marilyn, his sons Kevin (Denise) of Naples, FL, Christopher, of Sanford and De- land, FL, and brother Jon Cowell, of Wimauma, FL. Bruce came to Tampa in 1967, and was a professor of biology at the University of South Florida for 36 years. He was also an active member of St. Andrews Epis- copal Church in Tampa, where he was in the choir for over 20 years. A service celebrating the life of Bruce will be held Saturday, March 23, 2013 at 11 a.m., at St. Andrews Episcopal Church, 509 North Mar- ion Street, Tampa, FL 33602. Burial will follow at the Presho City Cemetery with a lunch following the internment at Presho American Luthern Church. Darleen Ilene (Bergquist) Ander- son of Presho, SD and formally of Viborg, SD went home to her Lord and Savior at the Sanford Care Cen- ter in Chamberlain, SD after an al- most 6 year courageous battle with cancer on March, 18 2013. Darleen was born to David and Ida (Haugen) Bergquist on April 23, 1929 in Yankton, SD. She attended several country schools and told stories to her children about walk- ing to school in the dark and there were no jeans of pants allowed, only skirts. This usually was told to us when we were complaining about walking to the end of the driveway to meet the school bus. Being raised during the depres- sion times were very hard she said her treat was a half of a stick of gum when they went to town. On October 1, 1950 Darleen married the love of her life, Ray F Anderson at the Bethlehem Luth- ern Church, near Midway, SD. After they were married they lived north of Yankton until they moved to the farm near Viborg in 1959. They resided there until 1986 when they relocated to Presho, SD. All of her kids, grandchildren and great-grandkids received quilts she made. Darleen made 100’s of quilts throughout her life, these quilts are a treasure to this day. Darleen worked as a Nurses Aide in Centerville, SD and many other odd jobs. She was always the caretaker for anyone in need. For 26 years Ray and Darleen cleaned pheasants at the Medicine Creek Pheasant Ranch near Vivian. Many family members helped and "What happened at the shack stayed in the pheasant shack." She will be dearly missed and never forgotten. She is survived by her husband of 62 years, Ray of Presho, 2 sons, Russell, (Jeannee) of Gettysburg, SD, Ivan (Ginny) of Viborg, SD. 3 daughters Ida (Jim) Lefort, Yankton, SD, Mary (Larry) Hendrickson, Sheridan, WY and Cleo Anderson, Chamberlain, SD. Fifteen grandchildren and 20 great- grandchildren. She was preceded in death by her parents, a daughter, Ruth and a grandson, David. She and her husband Don purchased a gro- cery store on Main Street in Yank- ton. Don and Joan ran Don’s Super Saver until their retirement. She is survived by her hus- band of 64 years, Donald of Yank- ton; sons, Dennis Oswald of Yankton and Donald (Jennifer) Os- wald, Jr. of Omaha. daughters, Cheryl (John) Van Treeck of Den- ver, CO and Deborah Johnson of Newport Beach, CA; 10 grandchil- dren and 8 great-grandchildren. They moved to Yank- ton where they began raising their family. After over 20 years in Yankton they moved to Kadoka, SD where they opened up The Mercantile Store. They lived in Kadoka for 14 years where they made many friends and enjoyed western South Dakota life. Upon returning to Yankton they opened a men’s clothing store, The Out- rigger, where they both worked until deciding to retire. For the remaining years of her life, Dee enjoyed watching and playing with her grandchildren and great grandchildren, playing bridge with all her friends, partici- pating with the ladies of the Red Hat Society, sewing, painting, gar- dening, and making anyone she met laugh. She was a strong and active person that lived life to the fullest. In her last year of life she gave the advice for everyone to life and their family and to not sweat the small things. Dee is survived by her hus- band Fran Horacek (Yankton), her children: Lynne(Doug)Nelson of Yankton; Matt Horacek of Hart- ford, SD; Luke Horacek of Yank- ton; Mary(Andy) Echtermeyer of Steamboat Springs, CO; Lisa Ho- racek of Steamboat Springs, CO; Margaret Stewart of Yankton; and Jamie Horacek of Browns Park, UT. Georgia C. Spiess was born June 10, 1944 in Gallipolis, Ohio, to George Ralph and Ella Mae (Burgess) Hornbake. Her happiest times were in St. George Reef in Crescent City, Calif. She spent her teenage years in Virginia Beach, Virginia. She met John Charles Spiess while living in Virginia Beach and they were later married in December of 1962 in South Carolina. John later died in 1967 serving his country in Viet- nam. He was the love of her life. Georgia later moved to Yankton where she worked very hard obtaining her GED and then a Biotech Degree from USD in 1985. She worked at Experience Works in Yankton and took a lot of pride in helping peo- ple find employment. She loved gardening, movies, and traveling. She traveled to sev- eral places including various places in the continental US, Hawaii, China, Jordan, and the Caribbean Islands, but her fa- vorite place to visit was Egypt. Before her vacations, she would spend her time learning about the different cultures of the places she was going to visit. She will be greatly missed by her loving daughter, Tammy Spiess of Sioux Falls; beloved dogs, Devi and Wadi; and close friends Pam and the Vitek family. How- ever, he said the budget needs more work. “We need to determine what we can take on and what we can’t take on,” he said. “How many things can we take from the community while still providing a good education for students?” Wurth said the district has done a poor job by forcing issues on the public and trying to have opt-outs passed. Fitzgerald said he feels as if the district has done a good job edu- cating its students, but added board members should communi- cate with the public better on is- sues, including the budget. One Interchange member asked board candidates what the role of education is with regards to foster- ing student achievement. Wurth said one of the first things he would do, if elected, would be to demand individualism from students. “Students should be judged on their own merit,” he said. “They’re not just a number, they’re individu- als.” Becker said he would concen- trate on the academic portion, and said that No Child Left Behind (NCLB) attempted to foster student achievement, but failed to do so. Fitzgerald talked about the im- portance of education not just being a role for schools. “A lot of education happens at home for kids,” he said. “This brings up the values of community members.” He also cited NCLB making edu- cators teach to the test, and not to students. Carda said she would be open- minded about the issues of educa- tion at YSD. “I would try to get the best in- formation I can, and I’d be honest about the things that must be done,” she said. “I’ll also be thoughtful about what we’re trying to do to best educate students.” The candidates were also asked about the top three things they would focus on if elected. Becker said he would focus heavily on the budget, analyzing and reviewing programs and look- ing at the Common Core standards. Likewise, Fitzgerald cited fi- nances as a main concern. He also said he would like to focus on maintaining high academic stan- dards at YSD and keeping up with the changes in education. Carda talked about addressing the academics offered for students, providing leadership for budget is- sues and said the purpose of the district, first and foremost, is to ed- ucate students. On the other hand, Wurth said he would be focused on who works for whom. “School Board members have an allegiance to the public, be- cause they’re the ones who put you there,” he said. “I’ll also focus on who we hire, and getting educa- tion back into the teachers’ hands.” Another question dealt with the candidates’ experiences managing a budget. “I’ve dealt with doing a budget for my business, as well as while serving on the Hillcrest Golf Course board,” Fitzgerald said. “The school budget is a very tight rope we have to walk on.” Carda said she offers unique ex- perience, having served on non- profit boards and serving on Mount Marty’s executive team. “I’ve worked on the budgets there, and it’s the same concept, even though Mount Marty’s budget is tuition-based,” she said. “There are complicating funding issues with the YSD budget as well.” One of the things Wurth said he’s most concerned about is the government throwing money at education. He said money does not make kids smart. Becker said if he is elected, he would continue to watch the healthcare program, as that is a significant cost for the district. Along with the budget issue, a question was raised on ideas can- didates have to balance the budget, while maintaining a low average class size. Carda said she’s concerned with the class size now, and said it puts the district at risk. “We have been increasing the class sizes in order to meet the budget,” she said. “We need to focus priorities with the budget on what’s most important.” Wurth said he would discuss the budget properly, openly and honestly if he is elected. “Officials need to make hard decisions on the budget,” he said. “You need to have confidence in who you have making those deci- sions.” Becker and Fitzgerald both cited increasing healthcare costs as something they would monitor in upcoming years. The school board election will be held April 9, with absentee vot- ing available beginning on Mon- day in the YSD Administration Building and city finance office. Visitations will be begin at 5p.m., Wednesday, at the Opsahl-Kostel Funeral Home & Crema-tory, Yankton, with a rosary at 7p.m. followed by a Scripture serv-ice at 7:30 p.m. Visitations will re-sume one hour prior to theservice at the church.

Joan was bornFebruary 16, 1931in Sioux City, IA toRalph & Eunice(Anderson)Becker. She mar-ried Donald J. Os-wald on February18, 1949 in Sioux

Falls. Joan worked in the YanktonCounty Treasurer’s office for amajor portion of her working ca-reer. She was promoted to the po-sition of Deputy Treasurer, beforebeing elected as Yankton CountyTreasurer. Joan served in that po-sition for many years. She and herhusband Don purchased a gro-cery store on Main Street in Yank-ton. Don and Joan ran Don’s

Super Saver until their retirement. She is survived by her hus-

band of 64 years, Donald of Yank-ton; sons, Dennis Oswald ofYankton and Donald (Jennifer) Os-wald, Jr. of Omaha. daughters,Cheryl (John) Van Treeck of Den-ver, CO and Deborah Johnson ofNewport Beach, CA; 10 grandchil-dren and 8 great-grandchildren.

She was preceded in death byher parents, brothers: GeneBecker, Dick Becker, Jack Becker,and sister, Ruth Becker.

Dee was born in Miller, SD toCarl and Georgia Almond on April28,1928. She lived in Miller untilgraduating high school. Aftergraduating she went out east tobe a nanny and attend art school.Shortly she returned home toSouth Dakota State Universitywhere she met the love of her life,Fran Horacek.

They weremarried on No-vember 11, 1950in Miller, SD. Theymoved to Yank-ton where theybegan raisingtheir family. Afterover 20 years inYankton theymoved to Kadoka,

SD where they opened up TheMercantile Store. They lived inKadoka for 14 years where theymade many friends and enjoyedwestern South Dakota life. Uponreturning to Yankton they openeda men’s clothing store, The Out-rigger, where they both workeduntil deciding to retire.

For the remaining years of herlife, Dee enjoyed watching andplaying with her grandchildrenand great grandchildren, playingbridge with all her friends, partici-pating with the ladies of the RedHat Society, sewing, painting, gar-dening, and making anyone shemet laugh.

She was a strong and activeperson that lived life to thefullest. In her last year of life shegave the advice for everyone tolife and their family and to not

sweat the small things.Dee is survived by her hus-

band Fran Horacek (Yankton), herchildren: Lynne(Doug)Nelson ofYankton; Matt Horacek of Hart-ford, SD; Luke Horacek of Yank-ton; Mary(Andy) Echtermeyer ofSteamboat Springs, CO; Lisa Ho-racek of Steamboat Springs, CO;Margaret Stewart of Yankton; andJamie Horacek of Browns Park,UT. Grandchildren: Jason(JillSternquist) Nelson, Heather(Justin) Olson, Sarah Horacek,Mason Horacek, Derrik Nelson,Jacob Stewart, Sam Stewart,Emma Stewart, and James Stew-art all of Yankton. Spiess while livingin Virginia Beachand they werelater married inDecember of 1962in South Carolina.John later died in1967 serving hiscountry in Viet-nam. He was thelove of her life.

Georgia latermoved to Yankton where sheworked very hard obtaining herGED and then a Biotech Degreefrom USD in 1985. She worked atExperience Works in Yankton andtook a lot of pride in helping peo-ple find employment.

She loved gardening, movies,and traveling. She traveled to sev-eral places including variousplaces in the continental US,Hawaii, China, Jordan, and theCaribbean Islands, but her fa-vorite place to visit was Egypt.

Before her vacations, she wouldspend her time learning about thedifferent cultures of the placesshe was going to visit.

She will be greatly missed byher loving daughter, TammySpiess of Sioux Falls; beloveddogs, Devi and Wadi; and closefriends Pam and the Vitek family.

She was preceded in death byher parents and husband, John.

thought the district has done a fan-tastic job educating students. How-ever, he said the budget needsmore work.

“We need to determine what wecan take on and what we can’t takeon,” he said. “How many things canwe take from the community whilestill providing a good education forstudents?”

Wurth said the district has donea poor job by forcing issues on thepublic and trying to have opt-outspassed.

Fitzgerald said he feels as if thedistrict has done a good job edu-cating its students, but addedboard members should communi-cate with the public better on is-sues, including the budget.

One Interchange member askedboard candidates what the role ofeducation is with regards to foster-ing student achievement.

Wurth said one of the firstthings he would do, if elected,would be to demand individualismfrom students.

“Students should be judged ontheir own merit,” he said. “They’renot just a number, they’re individu-als.”

Becker said he would concen-trate on the academic portion, andsaid that No Child Left Behind(NCLB) attempted to foster studentachievement, but failed to do so.

Fitzgerald talked about the im-portance of education not justbeing a role for schools.

“A lot of education happens athome for kids,” he said. “Thisbrings up the values of communitymembers.”

He also cited NCLB making edu-cators teach to the test, and not tostudents.

Carda said she would be open-minded about the issues of educa-tion at YSD.

“I would try to get the best in-formation I can, and I’d be honestabout the things that must bedone,” she said. “I’ll also bethoughtful about what we’re tryingto do to best educate students.”

The candidates were also askedabout the top three things theywould focus on if elected.

Becker said he would focusheavily on the budget, analyzingand reviewing programs and look-ing at the Common Core standards.

Likewise, Fitzgerald cited fi-nances as a main concern. He alsosaid he would like to focus onmaintaining high academic stan-dards at YSD and keeping up withthe changes in education.

Carda talked about addressingthe academics offered for students,providing leadership for budget is-sues and said the purpose of the

district, first and foremost, is to ed-ucate students.

On the other hand, Wurth saidhe would be focused on who worksfor whom.

“School Board members havean allegiance to the public, be-cause they’re the ones who putyou there,” he said. “I’ll also focuson who we hire, and getting educa-tion back into the teachers’hands.”

Another question dealt with thecandidates’ experiences managinga budget.

“I’ve dealt with doing a budgetfor my business, as well as whileserving on the Hillcrest GolfCourse board,” Fitzgerald said.“The school budget is a very tightrope we have to walk on.”

Carda said she offers unique ex-perience, having served on non-profit boards and serving onMount Marty’s executive team.

“I’ve worked on the budgetsthere, and it’s the same concept,even though Mount Marty’sbudget is tuition-based,” she said.“There are complicating fundingissues with the YSD budget aswell.”

One of the things Wurth saidhe’s most concerned about is thegovernment throwing money ateducation. He said money doesnot make kids smart.

Becker said if he is elected, hewould continue to watch thehealthcare program, as that is asignificant cost for the district.

Along with the budget issue, aquestion was raised on ideas can-didates have to balance thebudget, while maintaining a lowaverage class size.

Carda said she’s concernedwith the class size now, and said itputs the district at risk.

“We have been increasing theclass sizes in order to meet thebudget,” she said. “We need tofocus priorities with the budgeton what’s most important.”

Wurth said he would discussthe budget properly, openly andhonestly if he is elected.

“Officials need to make harddecisions on the budget,” he said.“You need to have confidence inwho you have making those deci-sions.”

Becker and Fitzgerald bothcited increasing healthcare costsas something they would monitorin upcoming years.

The school board election willbe held April 9, with absentee vot-ing available beginning on Mon-day in the YSD AdministrationBuilding and city finance office.

Another school board forumwill be held tonight (Tuesday) at 7p.m. at the Technical EducationCenter.
