The Regular & School Organization Board Meeting and Budget Hearing was held on
April 29, 2014 by the Board of Education of the Holland Township School District,
Hunterdon County, in the Auditorium of the Holland Township Elementary School, 714
Milford-Warren Glen Road, Milford, New Jersey 08848.

Correspondence/Presentations MOTION by Schnieder, seconded by Moebus, to approve the resolution regarding Nancy Zrake, HTS Teacher of the Year:
WHEREAS, it is fitting that the Holland Township Board of Education should recognize outstanding
teachers who are devoted to providing the highest quality education for their students; and
WHEREAS, Nancy Zrake has been identified by a committee of her peers, parents, child study team
supervisor, and principal as an outstanding teacher, and has distinguished herself as a professional of
the highest dedication, ability, and integrity; and
WHEREAS, Nancy Zrake has demonstrated her commitment to the community of Holland Township
by her willingness to teach in a variety of capacities, adapting the curriculum materials to ensure a
high standard of achievement; and
WHEREAS, Nancy Zrake has been teaching for nineteen (19) years in the Holland Township School
District, was named 2014 Teacher of the Year; and
WHEREAS, Nancy Zrake possesses the content knowledge and instructional strategies to
individualize her instructional program and to develop assessments that allow her students to
demonstrate understanding while building their confidence; and
WHEREAS, Nancy Zrake has earned the respect of her colleagues and is viewed not only as a master
teacher but as a professional in the field of drama who is able to bring out the best in her students both
in the classroom and on the stage; and
WHEREAS, it is fitting and proper that the Holland Township Board of Education recognize Nancy
Zrake on being named 2014 Teacher of the Year, commend her exceptional service to the children of
Holland Township School District, and salute her professional expertise and personal excellence;
NOW THEREFORE, BE IT RESOLVED by the Holland Township Board of Education that we
commend and congratulate Nancy Zrake for being named the 2014 Holland Township School District
Teacher of the Year; and
BE IT FURTHER RESOLVED, that a copy of this resolution be recorded in the official minutes of
Board of Education and presented to Nancy Zrake as a sincere token of praise and appreciation on
behalf of everyone at the Holland Township School District.

Budget Hearing of the 2014-2015 School Budget
Presentation of the 2014-2015 School Budget by Superintendent David Bailey
Public Comment of the 2014-2015 School Budget
Mrs. Carney, Teacher asked for input on the NJDOE advertised budget which indicates
benefits as a percentage of salary as budgeted.
No other public comment.
MOTION by Mr. Moebus, seconded by Mr. Somers to approve the following Budget
Resolutions: Travel, Professional Services, 2014-2015 Final Budget H1 (Board Portal)
WHEREAS pursuant to the provisions of N.J.A.C. 6A:23B-1.2(b) the Holland
Township Board of Education shall establish, in the annual school budget, a
maximum expenditure account that may be allotted for such travel and expense
reimbursement for the 2014-2015 school year;
BE IT RESOLVED, that the Holland Township Board of Education hereby
establishes the school district maximum within the 2014-2015 tentative budget at
the sum of $65,000; and
BE IT FURTHER RESOLVED, that included in this amount is a maximum regular
business travel amount of $1,500 per employee; and
BE IT FURTHER RESOLVED, that the Holland Township Board of Education
established a maximum school district travel amount of $65,000 for the 2013-
2014 budget and $2,726 has been approved to be expended as of February
2014; and
NOW THEREFORE BE IT RESOLVED, that the School Business Administrator
shall track and record these costs to insure that the maximum amounts are not
exceeded:

WHEREAS, the 2014-2015 school budget includes sufficient funds to implement
the proposed planning process as described in this district’s Annual Report
pursuant to N.J.S.A. 18A and N.J.A.C. Title 6 and 6A and to provide curriculum
and instruction which will enable all students to achieve the Core Curriculum
Content Standards;
BE IT RESOLVED the Holland Township Board of Education adopts the 2014-
2015 final school budget in the amount of $10,691,375;

rate of $50 per hour not to exceed $200.

RESOLVED that the Holland Township Board of Education approves the IDE
Contract for the purpose of Professional Development for the 2014/2015 school
year in the amount of $13,078.00.

RESOLVED that the Holland Township Board of Education approves the
purchase of 140 Chrome books at a unit price of $411.10 with a grand total of
$57,554.00, with a Quote #9465897-2, State of New Jersey Contract #70262-
WSCA/NASPO from HP.
DISCUSSION: Mr. Moebus inquired if the schedule change aligned with DVRHS; Mr.
McDowall reported on the purchase of the chromebooks and stated the positives, both
educationally and financially, meeting the district’s requirements. Mr. Soucie noted the
DVRHS IPad initiative and added that the students should be utilizing both devices to
be prepared for High School. Mr. Somers noted that utilizing both devices through their
school years builds knowledge for both types of devices.

3. Approve ESY Personnel RESOLVED that the Holland Township Board of Education approves the
following personnel to work the Special Education Extended School Year (ESY).
The program will be in effect from July 1- July 31, 2014; 4 days per week.
Teachers and Nurses will work from 8:30 am – 1:00 pm and Aides will work from
8:45 am – 1:00 pm. If a child who has a 1:1 aide has a scheduled absence for 3
or more consecutive days, the aide’s services will not be needed at that time.
Services will resume when the child returns.

4. Approve Special Education Transportation Aides for ESY
RESOLVED that the Holland Township Board of Education approves all
approved 2014 ESY (Item # 3) Special Education Aides as transportation aides
for the summer 2014 Special Education Extended School Year Program with a
hourly salary rate as per the negotiated HTEA contract.
5. Approve Unpaid FMLA Leave
Resolved that the Holland Township Board of Education approve Maria Perna
unpaid FMLA retroactive to March 19, 2014 not to exceed 34 days on an
intermittent basis.

resignation of Maria Perna with regret effective June 30, 2014.

12. Approve Long Term Substitute ACE Teacher

Burke as Long Term Substitute ACE Teacher retroactive to Friday, March 28,

McWilliams). Mrs. Burke will be paid as follows:
Regular per diem substitute rate of $90.00 per day for the first ten consecutive
school days and effective on the eleventh consecutive day in the position, the
rate shall be 1.3 times the regular per diem substitute rate ($117.00), and shall
be retro-active to the first day
On the 31st consecutive day in the position the per diem amount will be 1/200th of

Transfer of Funds BE IT RESOLVED that the Holland Township Board of Education authorizes the Superintendent and the Business Administrator/Board Secretary to transfer funds from the General Account for the purpose of purchasing Certificates of Deposit, Repurchase Agreements and any other instruments of investment.
14. Annual Section 125 Plan: Health Benefits
WHEREAS The Board wishes to continue the adoption of the Section 125 Cafeteria Plan, which permits employees to waive health benefit coverage in return for a taxable cash payment, and which will maintain the tax-free status of the health benefits themselves; and
WHEREAS The Board also wishes to continue the adoption of the Section 125 Cafeteria Plan, which will permit employees to pay the employee share of applicable health benefits with a payroll deduction taken before federal payroll taxes are computed; and
RESOLVED that the School Business Administrator/Board Secretary is appointed as Plan Administrator;
FURTHER RESOLVED that the Plan Administrator is hereby instructed to take such actions that are necessary and proper to implement the Plan, which are to include the continuation of adequate accounting and administrative procedures to administer the Plan, and notifying eligible employees of their options under the Plan.

22. Authorization of Purchasing Agent
BE IT RESOLVED that the Holland Board of Education approves the following resolution:
WHEREAS, the Procurement Law 18A:18A-2, was signed into law by former Governor Whitman and became effective on April 17, 2000, and;
WHEREAS, 18A:18A-2 provides that a board of education shall assign the authority, responsibility and accountability for the purchasing activity of the board of education to a person who shall have the power to prepare advertisements, to advertise for and receive bids and to award contracts as permitted by this chapter, and;
WHEREAS, 18A: 18A-3 provides that contracts, awarded by the purchasing agent that do not exceed in the aggregate the bid threshold in a contract year,

may be awarded by the purchasing agent without advertising for bids when so authorized by board resolution, and;
WHEREAS, 18A:18A-3 also authorizes a Board of Education to establish a bid threshold of $36,000 if they employ a purchasing agent as determined by the Department of Community Affairs, and;
WHEREAS, 18A:18A-37, c. provides that all contracts that are in the aggregate less than 15% of the bid threshold may be awarded by the purchasing agent without soliciting competitive quotations if so authorized by board resolution.
NOW THEREFORE BE IT RESOLVED, that the Holland Township Board of Education pursuant to the statutes cited above hereby appoints Abigail Postma, Business Administrator & Board Secretary as its duly authorized purchasing agent, and is duly assigned the authority and responsibility for the purchasing activity of the Holland Township School District, and;
BE IT FURTHER RESOLVED, that Abigail Postma is hereby authorized to award contracts on behalf of the Holland Township School District Board of Education that are in aggregate less than 15% of the bid threshold without soliciting competitive quotations, and;
BE IT FURTHER RESOLVED, that Abigail Postma is hereby authorized to seek competitive quotations, when applicable and practicable and award such contracts when they in the aggregate exceed 15% of the bid threshold but less than the established bid threshold, and;

RESOLVED that the Holland Township Board of Education approves the Joint
Transportation Agreement with Delaware Valley Regional High School for route
HS5 and contract cost of $9,271.00 for student #19017 from home to High Bridge
Elementary School for the 2013/14 school year.

A. Reviewed Strategic Planning initiatives and facilitating the process through
NJSBA. Planning will include receiving a comprehensive plan and
representation as well as the cost from NJSBA.
B. Discussed availing email addresses for all board members. Policy will review the
current regulations set for “communications” by the BOE to align the structure of
answering emails to the public.
Supplemental Matters:
A. Updated committee membership form reviewed with new alternates.
B. Mr. Somers asked for input on how bus drivers are involved with “school
emergency” planning.

WHEREAS the “Open Public Meetings Act” (Chapter 231 Laws of 1975) authorizes a

are to be discussed under circumstances where the public consideration of such topics
will clearly endanger the public or where the personal privacy or guaranteed rights of
individuals whose activities or affairs are to be discussed would clearly in danger of
unwarranted invasion; be it
RESOLVED that the Board of Education of the Township of Holland now adjourns its
public session to reconvene in Executive Session for the purpose of discussing the
following: Personnel Matters
And be it further RESOLVED that the discussion in Executive Session be disclosed in
the minutes to be released at the next regular meeting of the Board, provided the
Board’s consideration of the subject matter has been closed, or that such matters that
adversely affect the rights of prospective, current, or past public officers or personnel of
the board, such individuals have in writing requested the disclosure of such discussion

RESOLVED that the Holland Township Board of Education approves to rehire
teachers, support staff, non-tenured staff and non-association staff for the 2014-
2015 school year as per the listing.

Mr. Bailey announced a follow-up to the Chrome book initiative and thanked the PTO for
the anticipated donation to assist with the purchase of the additional tablets to meet the
goals of our one-to-one middle school technology initiative.
