11. WTHS – Football Game Vendor

Approve Source4Teachers to distribute literature, soliciting substitute teachers, during the High School football game on Friday, October 20, 2017, at no cost to the district.

12. Professional Development – “Teaching Kids to Thrive” Ms. Dedra Stafford

Approve Ms. Dedra Stafford, author and speaker, to present “Teaching Kids to Thrive” as a motivational speaker to the Winslow Township School District teachers and administrators, with emphasis on the teacher’s role in student motivation, on November 7, 2017 at a rate of $3,350.00 per day. Total cost of $3,350 per day to be paid through the ESEA Grant, Title II account #20-278-200-300-000-00.

13. School No. 1 – Red Ribbon Week Activities

Approve School One to celebrate Red Ribbon Week, October 23-27, 2017, by having theme days focusing on healthy habits and to support our schoolwide reading initiative.

14. School No. 2 – Winter Concert

Approve School No. 4 Winter Concert for December 14, 2017 at 6:30 p.m.

15. School No. 4 – Thanksgiving Food Drive

Approve School No. 4 to host a Thanksgiving Food Drive during the month of November. Non-perishable food items will be collected and donated to local families in need in partnership with the local Methodist Church.

16. School No. 4 – Guest Speaker from 6ABC Weather Team

Approve School No. 4 to host a 6ABC/Action News personality to visit the school during the month of December to talk to second and third grade students about weather.

17. School No. 4 – Philadelphia Flyers Assembly Program

Approve School No. 4 to host the Philadelphia Flyers for a school assembly program for 1st through 3rd grade students centered on the topic of Using Teamwork to Achieve your Goals.

18. School No. 6 – Book Club

Approve Kasey Stevens to supervise a book club in conjunction with the Winslow Township Before/After school program as a requirement of her Rowan University Masters Program. The club will meet on Tuesday afternoons from October through December 2017.

19. School No. 6 – 2017/2018 Student Council Activities

Approve the following School No. 6 Student Council activities for the 2017-2018 school year:

October-June: Students will save aluminum tab tops from cans. They will be donated to the Ronald McDonald House in Camden. The Ronald McDonald House submits the tabs for recycling, and the money is used to support their organization.

Gently worn sneakers will be collected for Operation Footsteps, a non-profit organization started in Williamstown, NJ. The collected shoes are shipped throughout the world to support those in need.

November: Non-perishable food items will be collected to benefit the South Jersey Food Bank, housed at the Sicklerville United Methodist Church.

December: New socks, all sizes, will be collected and donated to the Unforgotten Haven in Blackwood, NJ. Their focus is community outreach to those in need.

January: Snack collections for the Ronald McDonald House in Camden, NJ. Sodexo has agreed to match (up to 500) individual snacks that are collected during the month.

February: Collection of toothbrushes, toothpaste, and oral hygiene products for the Unforgotten Haven in Blackwood, NJ in recognition of Dental Health Month.

March: Collection of gently used books. They will donated to Children’s Hospital of Philadelphia.

April: Collection of pet food and pet supplies to benefit the Camden County Animal Shelter in Blackwood, NJ.

20. WTMS – 8th Grade Semi-Formal Dance

Approve the Winslow Township Middle School to hold its 8th grade Semi-Formal Dance on Friday, May 18th, 2018 at the Villa manor, located at 55 Hall Street, Hammonton, NJ. The hours will be 7 PM to 10:30 PM and ticket pricing is $45 per person.

21. WTMS – Theme Days

Approve the Winslow Middle School to have 2 school wide theme days during first and fourth marking period of the 2017-2018 school year. The first will be October 6, 2017 and will be College T Shirt Day. Staff and students will wear shirts recognizing colleges. The second will be on May 18, 2018 and will be Career Day. Staff and students will dress in the attire of various professionals.

22. WTHS – Eagle’s Landing Girls Exercising Real Life Skills (G.E.R.L.S) Program

Approve the Hispanic Family Center of Southern New Jersey to collaborate with Eagle’s Landing to provide their Girls Exercising Real Life Skills (G.E.R.L.S) ten-week afterschool program to select freshman and sophomore girls.

23. WTHS – Rachel’s Challenge

Approve for Winslow Township High School to host the Rachel’s Challenge Assembly Program on November 15, 2017. The event is sponsored by the Winslow Township Drug and Alcohol Alliance at no cost to the school.

24. WTHS – Guest from NJ Amistad Commission

Approve a staff member from the State of NJ Amistad Commission to have a meeting with the history department after school. Date is TBD.

25. WTHS – Guest Speaker from Williamson School of Trade

Approve Eagles Landing request for Williamson School of Trade to do a 40 minute presentation with select young men and their parents about their trade school program on Thursday, November 16, 2017 at no cost. The presentation will be held in the media center.

26. WTHS – Service Project for Girls Volleyball Team

Approve Winslow High School Girls’ Volleyball Team service project of collecting items (Water, Canned Goods, Paper Products, and Toiletries) to be donated to the victims of Hurricane Maria.

9. New Jersey School Boards Association – Professional Development Professional Development/Board Members

WHEREAS, The Winslow Township Board of Education is required pursuant to N.J.S.A. 18A:11-12 to adopt policy and approve travel expenditures by district employees and board members using local, State, or Federal funds to ensure that travel is educationally necessary and fiscally prudent; and

WHEREAS, The Board of Education has determined that the training and informational programs sponsored by NJSBA and set forth below are directly related to and within the scope of board members’ duties; and,

WHEREAS, The Board of Education has determined that the training and informational programs sponsored by NJSBA and set forth below are directly related to and within the scope of the listed job title’s current responsibilities and the board’s professional development plan; and,

WHEREAS, The Board of Education has determined that participation in the NJSBA training and informational programs requires school district travel expenditures and that this travel is critical to the instructional needs of the district and/or furthers the efficient operation of the district; and,

WHEREAS, The Board of Education has determined that the school district travel expenditures to NJSBA programs are in compliance with State travel guidelines as established by the Department of the Treasury and within the guidelines established by the federal Office of Management and Budget; except as superseded by conflicting provision of Title 18A of the New Jersey Statutes; and,

WHEREAS, The Board of Education finds that a mileage reimbursement rate equal to that of the federal Internal Revenue Service mileage reimbursement rate of $.31 per mile is a reasonable rate; and,

WHEREAS, The Board of Education has determined that participation in the NJSBA training and informational programs are in compliance with the district policy on travel; therefore be it

RESOLVED, That the Board of Education hereby approves the attendance of the listed number of school board members and district employees at the listed NJSBA training and informational programs, and the costs of attendance including all registration fees, and statutorily authorized travel expenditures, provided that such expenditures are within the annual maximum travel expenditure amount; and, be it further

17. 2017-2018 Sales of Disposal Items through Gov Deals

The Winslow Township Board of Education is the owner of certain obsolete property 3 com 5500 Network Switches and Meraki Access Points which are no longer needed for public use and the Board of Education is desirous of selling said obsolete property in an “as is” condition without express or implied warranties.

The Winslow Township Board of Education will follow said guidelines stated below:

(1) The sale of the obsolete property shall be conducted through GovDeals pursuant to State

Contract A- 83453 in accordance with the terms and conditions of the State Contract.

(2) The sale will be conducted online at the following address:

(3) The sale is being conducted in pursuant to Local Finance Notice 2008-21R

(4) The list of the obsolete property stated below will be provided to GovDeals for sale.

(5) The obsolete property as identified shall be sold in an “as-is” condition without express or

XIX. INFORMATIONAL ITEMS XX. EXECUTIVE SESSION

WHEREAS, the Open Public Meetings Act (N.J.S.A. 10:4-6 et seq.) requires all meetings of the Winslow Township Board of Education to be held in public, except as set forth in N.J.S.A. 10:4-12(b) which provides for nine (9) types of matters that may lawfully be discussed in “Executive Session,” i.e. without the public being permitted to attend; and

WHEREAS, the Winslow Township Board of Education has determined that certain issues set forth below are permitted by N.J.S.A. 10:4-12(b) to be discussed without the public in attendance shall be discussed during an Executive Session to be held on October 11, 2017 at __ p.m.; and WHEREAS, the nine (9) exceptions to public meetings set forth in N.J.S.A. 10:4-12(b) are listed below, and the items to be privately discussed that fall within such exceptions shall be identified and written, and after each exception is a space where additional information that will disclose as much information about the discussion as possible without undermining the purpose of the exception as follows:

“(1) Any matter which, by express provision of Federal law, State statute or rule of court shall be rendered confidential or excluded from public discussion.” The legal citation to the provision(s) at issue is:__________________________ and the nature of the matter, described as specifically as possible without undermining the need for confidentiality is

BE IT FURTHER RESOLVED that the Board Secretary/Board Solicitor, shall read aloud enough of this resolution so that members of the public in attendance can understand, as precisely as possible, the nature of the matters that will privately discussed. BE IT FURTHER RESOLVED that the Board Secretary, on the next business day following this meeting, shall furnish a copy of this resolution to any member of the public who requests one at the fees allowed by N.J.S.A. 47:1A-1 et seq.
