1.0 OPENING COMMENTS

1.1 Call to Order / Quorum Check

The Nadcap Management Council (NMC) Ethics and Appeals Committee was called to order at 3:06 p.m., 03-JUNE-2019 by Victor Schonberger, Chairperson.

It was verified that only SUBSCRIBER MEMBERS were in attendance during the closed portion of the meeting.

Motion made by John Pfeiffer and seconded by Scott Maitland to approve minutes from February 2019

2.0 RAIL REVIEW

The Rolling Action Item List (RAIL) was reviewed.

3.0 NMC E&A SUB-TEAM PROCESS IMPROVEMENT FOR UNETHICAL BEHAVIOR

The Sub-team reported out their activities since February and presented the preliminary results from the fraudulent activity survey.

ACTION ITEM: Connie Hess to send out survey results to Sub-team for review. (Due Date: 28-Jun-2019)

ACTION ITEM: Sub-team to review survey results for actions and ideas and present at the October Nadcap meeting. (Due Date: 22-Oct-2019)

ACTION ITEM: Sub-team to present results at the SSC Meeting and to the Auditors during their conference. (Due Date: 19-Oct-2019)

4.0 NMC E&A SUB-TEAM PROCEDURE REVISIONS FOR UNETHICAL BEHAVIOR

The Sub-team reported the proposed changes to OP 1107 and OP 1124.

ACTION ITEM: Victor to present changes to Steering for approval to move forward to ballot (Due Date: 5-Jun-2019)

5.0 NEW BUSINESS

John Pfeiffer made a motion to notify the NDT Task group that the NMC will take no action regarding the recent self-disclosure. Motion was seconded by Scott O’Connor.

Vote was 26 in favor, 1 against and 3 abstained. Motion carried.

Richard Blyth made a motion to send in an NDT Auditor and effected Customer representatives to perform a VCA audit to determine potential unethical behavior. Motion was seconded by Jeff Lott.

Vote was 9 in favor and 11 against. Motion failed.

ACTION ITEM: Mark Abele to notify NDT Task group that the NMC will take no action regarding the self-disclosure. (Due Date: 6-Jun-2019)

6.0 REVIEW OF ACTION ITEMS

7.0 ADJOURN

ADJOURNMENT – 03-June-2019– Meeting was adjourned at 5:03 p.m. Motion made by Pascal Blondet, seconded by Lindsey Shaw.
