sector firms in the surveying, spatial data and geographic information systems field in the United States. -  Regular member firms are engaged in LIDAR,

MAP-21 Act +  Congress passed and the President signed (Friday, July 6, 2012)

legislation, including reauthorizing the Highway and FEMA Flood programs:

+  Hundreds of millions of dollars a year in geospatial business -  strengthens the law against state DoT competition with the private

sector, mandates that States use the private sector to maximum extent possible for surveying and mapping

-  strengthening QBS on FHwA-funded state DoT projects (NOT just construction-related)

-  new ITS program -  national bridge and tunnel inventory and inspection standards -  Highway Safety Improvement Program (HSIP) – highway basemap,

geolocate attribute data -  RESTORE Act, gulf coast restoration (TX, LA, MS, AL, FL) including

mapping -  extension of the Harbor Maintenance Fund that provides money for

hydrographic surveys by the Corps of Engineers and NOAA, could create demand for bathymetric LIDAR

-  Innovative Project Delivery Methods – including “digital 3-dimensional modeling technologies”

3D Elevation Program (3DEP) +  The National Enhanced Elevation Assessment (NEEA)

demonstrated the potential to generate $1.2 billion to $13 billion new benefits annually

+  Based on the NEEA findings, a cooperatively funded national 3-Dimensional Elevation Program (3DEP) executed by USGS

+  Plan to acquire high resolution LiDAR data for 49 states, IFSAR in Alaska

+  The goal is to achieve an 8-year acquisition cycle ($146 M per year), will satisfy 58% of NEEA-identified requirements

+  Provide bare earth elevation, point cloud and other data derivatives

MAPPS - Private Sector Capacity

+  In a response to USGS, MAPPS has confirmed that a capable, qualified private sector capacity exists to fulfill the LIDAR data acquisition requirements of 3DEP.

+  The manufacturing capacity of LIDAR sensor instruments is more than sufficient to meet any additional demand.

+  According to the biannual MAPPS Economic Survey, only 35 percent of MAPPS member firms are currently operating at full capacity.

Procurement Capacity

+ Utilizing the Geospatial Products and Services Contract (GPSC), a suite of multiple-award USGS contracts with the private sector that has been competitively procured via the qualifications based selection process pursuant to 40 USC 1101 and FAR part 36.6, provides a public-private partnership between USGS and the private sector to accomplish 3DEP via task orders for LIDAR acquisition.

+ GPSC will soon be re-competed.

Digital Coast Act The "Digital Coast" is a geospatially enabled program in NOAA to improve coordination and support work with stakeholders to identify geospatial priorities: +  Improve coordination of coastal mapping and management

activities; +  Use standards and standardized methods for data acquisition,

processing, and distribution to ensure broadest utility of data; +  Promote best practices when applying geospatial data for

coastal decision making; +  Contract for the collection and creation of quality non-

navigation feature data sets to include: shoreline change, satellite and aerial imagery, land use and land cover maps, benthic habitat mapping, terrestrial topography, shallow water bathymetry, and submerged aquatic vegetation.
