Purpose of Project • To demonstrate that Greater Baltimore’s transition to the ‘next economy’ has the potential to provide greater and higher quality employment opportunities for the region’s low income residents, if existing barriers to such opportunities are broken down

• To establish a framework and theory of change for moving ‘opportunity’ into the mainstream of regional economic planning and strategy
