I am proud to report that for its 28th year, Shepherd’s Clinic has continued to provide free health and wellness services to Baltimore’s uninsured. This past year brought celebrations and challenges. With new leadership from Dr. Mariana Izraelson as Executive Director, the Clinic expanded both the Behavioral Health Program and the Diabetes Self-Management Program to better serve our community and its needs. The Clinic’s staff grew with the addition of new positions including a Director of Philanthropy, Behavioral Health Coordinator, and a Referral Coordinator.

Unfortunately, in the spring of 2019, a fire in a clothes dryer caused a temporary closure of the Clinic. We were fortunate there was virtually no damage to our space from the fire, nor was there any water damage. Our staff under Mariana’s direction did a wonderful job of overseeing the repair of the Clinic and reopening within a month. I am very proud of how they addressed this challenge.

Over the course of the year, we offered a total of 8,591 patient encounters in our Clinic and the associated Joy Wellness Center. The average cost of each encounter was just under $70. This is truly a testament to how far we stretch every dollar donated. Of course, the essence of our Clinic’s operations are our wonderful dedicated volunteers. I am so grateful to our clinicians (MDs, NPs, RNs, and PAs), who provide high quality care to our patients under the leadership of our excellent medical director, Dr. Kathleen McHugh. This year alone they provided 10,525 hours of donated healthcare. I am also grateful to our volunteers who provide critical, nonclinical assistance. The collective effort of this exceptional volunteer team ensures that we can continue to provide quality health and wellness care to many in our city who might very well have no such care available but for our volunteers.

I also want to recognize our exceptional Board of Directors. Our Board consists of eight individuals, each of whom brings substantial qualifications to this role and is dedicated to the Clinic’s mission.

I’m also pleased to report that our fiscal year ended with a balanced budget. This is due, of course, to the generosity of our institutional and individual donors, to whom we are so grateful. I would be remiss if I failed to recognize the essential role that MedStar plays in our Clinic’s success. MedStar facilities, most notably Union Memorial Hospital, provide the downstream care for our patients. MedStar has been a remarkable partner to Shepherd’s Clinic for years, and we are so grateful for their support. I am also grateful to local foundations, state agencies, and our individual donors for your ongoing investment in Shepherd’s and your commitment to our mission.

William H. M. Finney FoundationThe idea for a clinic dedicated to serving uninsured people took root in 1989 in response to Union Memorial Hospital’s emergency room seeing a large number of uninsured individuals who found no other alternative for their healthcare. After learning about the grassroots effort to establish a clinic for those in need, Dr. William Finney, retired UMH chief of staff, joined as the Shepherd’s Clinic’s first volunteer medical director.

In 1999, several supporters of the Clinic created a

foundation and named it in Dr. Finney’s honor. The Foundation purchased and renovated the building at 2800 Kirk Ave, and it continues to provide tremendous support to the Clinic and the Joy Wellness Center by providing rent-free space as well as operating grants to assist the Clinic in meeting its expenses.

In the medical clinic in FY19, 81% of patients identify as African American, 1% as Multi-Racial, 4% as Asian, 3% as Hispanic, and 11% as Caucasian. 62% of patients identify as women. The average age of patients is 49. 85% of patients have more than one chronic disease. 67% of patients receive medications and of those, 85% are compliant in their medication adherence.
