Our Update March 2019 Welcome to our March update Welcome to the March update. It has already been a great start to the new year for NOE CPC with a lot of activity taking place to move us towards our ultimate goal of delivering an enhanced customer experience and improved quality of service. Recent activities include the introduction of our new Support Desk and the launch of our fully mobile responsive website (phase 1), which are both underpinned by the four dedicated Category Teams. You will hopefully have seen our recent update on this however if not please take a look at page 2 of this newsletter, where you can find more indepth information about this project. Along with these systematic developments we have also been working closely with our partner hubs to estabish a less confusing way of destinguishing our brand from that of CPP LLP (the organisation developed by our partnership to deliver services as a Category Tower Provider in the NHS Supply Chain operating model). A new image for the partnership has been devised and we will now refer to our collaborative working as NHS Procurement in Partnership and you can, again, find further information about this recent change on page 4 of this newsletter. Our ongoing activity workplan is also progressing nicely and we are looking to introduce three new frameworks shortly: Security Services for the Healthcare sector, International Recruitment (an NHS Procurement in Partnership framework) and Secure Patient Transport. Please keep an eye out for the new additons to our portfolio and if you have any questions please do not hesitate to contact our Support Desk team on enquiries@ noecpc.nhs.uk. Lastly, but of equal importance is the introduction of the new allegiance between NHS Procurement in Partnership and Crown Commercial Services (CCS). This collaboration will see both organisations coming together to deliver the Flexible Resource Pool – Staff Bank Services contract. Our next steps are to implement further changes to the NOE CPC website as part of phase 2, this work will include further updates to the information you can access and the processes we use internally to enable you to access it. We are currently reviewing our internal processes to ensure a more concise and secure approch to sharing this information with you. We are excited to see what great results can be achieved through both our collaborative working and our internal streamlining and we will keep you posted every step of the way. Our commitment to enhance the NOE CPC customer experience

We are delighted our new support desk and website are now live. The introduction of the support desk and new website have been undertaken in order to deliver an enhanced customer experience and improved quality of service. Both of these new support systems are underpinned by the four dedicated Category Teams: FM, Property and Business Services; Technology (ICT); HR and People; Healthcare Services and Pharmacy. This ensures we have specific category focus, expertise and have the right people on hand to provide support to our customers.

Our new support desk The support desk is intended to supplement rather than replace direct communication with your usual NOE CPC contacts, and facilitates an enhanced, consistent and more timely response to general enquiries. The

support desk team is led by Neil Davis, Procurement Support Team Manager, and supported internally by our new Procurement Operations team. The support desk is operated by a committed team, with dedicated resources aligned to NOE CPC activities. This enables us to effectively filter and direct calls to the relevant contact to ensure you receive appropriate support in both general enquiries and our specialist category areas.

In addition to providing an effective and timely response to enquiries the support desk also enables us to report on activity to ensure our continued commitment to improving customer service. The support desk is now available and staffed Monday-Friday during normal working hours. It uses a dedicated email and telephone number for NOE CPC customers: [email protected] | 0114 399 2000. It has an internal support ticketing system to manage and track enquiries. The new website is linked directly to the NOE CPC support desk to ensure a quick and accurate response to requests for further information or framework access requests.

Our new website The new website is designed to act as a central resource point for our customers. In order to improve our online access and customer resources the new website has a tiered access system. Non-logged in users will see an overview of a

framework. More tabs will appear for logged-in users providing access to all documentation, templates, information and access requirements relating to a framework agreement. You will also be able to book events and training which will appear in your My Folder dashboard.

Each framework agreement has a click button process to request access which will require authorisation, once approved you will then be able to use the selected framework agreement. This is designed to make the whole process, quicker, smoother and more transactional from your point of view.

Phase 1 live Phase 1 of the website is now complete and available for you to access online. Phase 2 is currently in progress which includes; incorporating the fileshare documents within the relevant framework page, creating a My Contracts area in the My Folder dashboard so you can see all contracts your Trust has access to, and refining the current Briefing Documents into accessible online user guides.

The teams have worked hard on these projects in order to deliver continued improvements to NOE CPC customers. Thank you for your support as these become established. We hope you find them a more and more valuable resource as they develop.

Now that phase 1 of the new website launch is live, we are moving on to the next step, phase 2.

We hope you have had the chance to browse the new site and welcome any feedback and suggestions you have to further improve its functionality and engagement.

In this second phase, we are looking to develop customer access and make specific information relating to our framework agreements and services directly available. This will include important elements of the specification, pricing schedules, order forms and

further competition documents, if appropriate depending on the framework.

We also intend to incorporate the fileshare documents with the framework pages as opposed to a separate area of the site to support full access of information relating to a framework you have requested access to.

Our vision is to support you with as much information we can offer you to discern if a framework meets your requirements, to utilise frameworks you have access to in order to achieve the full benefits, and to enable you to run

your own further competitions, if you choose to do so under the appropriate frameworks.

The Communications, Customer Engagement, and Procurement teams are working closely together to ensure that the processes we establish make it easy for you as a user to access the information you need, when you need it and to ensure the onboarding process is as smooth and speedy as possible.

Remote Teleradiology Reporting Services Framework – this NEW framework is now live providing access to a range of remote teleradiology reporting services from a variety a capable and compliant suppliers in accordance with a service specification and mandatory standards defined by the Royal Collage of Radiologists, the General Medical Council, and the NHS. The framework offers the ability to procure a range of report types across routine Computed Tomography (CT), Magnetic Resonance Imaging (MRI), X-ray Plain Film and a wide range of Specialist Reporting. The range of reporting available includes urgent, bulk backlog and second opinion requirements. A pricing catalogue is available which contains itemised report charges across all framework suppliers and a benchmarking service is available for NOE CPC members.

Clinical Performance and Benchmarking Systems – We continue to develop a framework specification and tender process to establish a multi-supplier framework for Clinical Performance & Benchmarking Systems. If you are able to become involved in shaping the specification and procurement process to ensure your requirements are met, please let us know.

ICT Questionnaire – the category team have issued a questionnaire to collate information from members on areas for future collaboration. Prompt responses would be appreciated and if you wish to receive a copy for completion, please contact John Burton, [email protected].

Hardware e-Auction – Following the information we hope to collate from the previously mentioned questionnaire, we will shortly be

canvassing interest in a member-wide e-Auction process to cover a wide range of ICT hardware.

NewsDigital technology – The NHS Long Term Plan was published by NHS England on 7 January 2019 and includes making better use of data and digital technology. The plan sets out ambitions for improvement over the next decade, following the five year funding settlement announced by the government in July 2018. The plan underpins the importance of technology in the future NHS; setting out the critical priorities that will support digital transformation and provide a step change in the way the NHS cares for citizens. Our partnership How we work Our projectsThe four hub collaboration was previously known as the NHS Collaborative Procurement Partnership (NHS CPP). When the new NHS Supply Chain opertaing model was launched CPP LLP became a category provider and separated from the NHS hubs. It was agreed we needed to step away from becoming confused with CPP LLP and create a fresh, new partnership image.

NHS Procurement in Partnership is not a new organisation but an expression of the service we deliver collaboratively.

By sharing our knowledge, resource and expertise we can deliver greater value to the NHS and avoid duplication.

The partnership is responsible for creating award-winning contracts creating huge savings opportunities for our customers and innovation within the market.

Combining our customer insight, supplier engagment and understanding of NHS procurement enables us to influence the market and improve the services provided to the NHS.

Crown Commercial Service and NHS Procurement in Partnership join together in workforce alliance

Crown Commercial Service (CCS) and NHS Procurement in Partnership are two public sector organisations coming together in collaboration to deliver the Flexible Resource Pool - Staff Bank Services contract for the NHS and other public sector bodies.

Suppliers and customers will benefit from a strong partnership that brings together CCS, as the biggest public procurement organisation in the UK, combined with the extensive expertise and experience that NHS Procurement in Partnership has in the NHS.

NHS Procurement in Partnership is a four-Hub collaboration between NHS

Commercial Solutions, East of England NHS Collaborative Procurement Hub, NHS North of England Commercial Procurement Collaborative and NHS London Procurement Partnership, previously known as NHS Collaborative Procurement Partnership (CPP).

This announcement updates the publication of the CCS strategy for the health workforce sector last summer.

Our intention is for CCS and NHS Procurement in Partnership to work closely together, focusing on the forward strategy for the health workforce sector starting with the re-procurement of Flexible Resource Pool – Staff bank. The contract notice will be released in February 2019.

CCS and NHS Procurement in Partnership will be exploring the whole portfolio of health workforce services, including temporary clinical and

non-clinical agency workers, with the intent to partner on the procurement, delivery, and management of these services. A full schedule of the planned phases of procurement will be communicated to our customers and suppliers in due course.
