Introduction

for truth and passion for excellence through research, instruction, evangelization and
extension services, thus providing holistic training for the students in the light of Christian
Catholic teachings, and the Augustinian ideal and tradition….
La Consolacion College Manila from its first birth, one hundred six years past has
ascertain its dedication and committed to perform its evangelization and educational
apostolate. Today, LCCM has ceaselessly leads the way how education be reformed and
translated from Academe to Community. The institution has constantly been clarifying its
relationship in attaining its vision-mission to address to the changing needs and sensitivities
of the community through its Mother Rita Barcelo Pastoral Center – the center that focuses
on the various Community Outreach Programs of the college.
To La Consolacion College Manila, the communities are first and foremost about
people. The internal community of people of LCCM who brings forth the various dynamic
activities that links it with the external community of people it serves. This could be seen from
the four essential commitments of the LCCM’s community of educators:
• Service
• Leadership
• Competence
• Character
Actualization of these commitments are apparently manifested from the various
activities emanated from the Exceeding Client Expectation through Excellence in Education
(EXCEED) Program and are translated to the various community outreach programs of the
college. These are:
a. Values education
b. Communication skills
c. IT-driven instruction
d. Technical and Professional Competencies
The Mother Rita Barcelo Pastoral Foundation Center (MRBPFC), the unit responsible
in bridging LCCM to the community was created on the occasion of La Consolacion
College’s diamond jubilee in 1975 as LCC’s legacy and gift to its commitment to leadership
and service in the community, character and competence, in carrying out its apostolate
mission to the poor and marginalized Filipinos. Responding to the call of the second
congregation’s thrust to be prophetic witnesses of the Gospel by a life of action-
contemplation, MRBPFC made available its resources, both human and financial to the
school’s inner and external communities.
Likewise, MRBPFC adopted the total human and community development framework
of Catholic Christian Formation Program, Social Advocacy and Basic Services Program. The
MRBPFC was established as a Foundation and registered to the Security and Exchange
Commission (SEC) in 1999 to enhance the center’s programs and constitute a legal
personality. Thus, it is named Mother Rita Barcelo Pastoral Foundation Center, Incorporated
(MRBPFC). Today, the Center is simply called or known as Mother Rita Barcelo Pastoral
Center.
In its entirety, The Mother Rita Barcelo Pastoral Center the prime moving arm of the
institution is determined to :
• Integrate faith and action as well as theory and practice among the constituents
through activities on Christian formation exposure/immersion with biblico - theological
reflection followed by appropriate plan of action.
• Promote advocacy work on relevant and current social issues by educating,
organizing and in coordination with NGO’s and GO’s.
• Facilitate the provision of basic social services among the urban and rural poor and/or
tribal Filipinos through medical-dental and other community-based health nutrition
services, livelihood projects, free preparatory school, adult literacy-numeracy
program, cooperative, relief goods and job referrals.
• Establish linkage/network with allied government organizations (GO’s) and non-
government organizations to enrich and enhance the community service orientation
of LCC Manila constituents.
• Organize and facilitate theological reflection after every exposures and/or immersion
activities of students, faculty, NTP, Family Council/ parents, Alumnae, Administrators
and ASOLC Sisters.
• Coordinate the various community activities of students as organized by the faculty
and campus organizations
• Implement and sustenance of exposure/ outreach program of students, faculty, non -
teaching personnel, Family council/parents, Alumnae, administrators and ASOLC
Sisters to the different charitable institutions, street children, orphanage, hospital
visitation, parishes, abused women, factory workers, ecological centers, and OFW /
migrant family workers
• Assess periodically the outreach programs and gives recommendation for its
enrichment.
• Develop and promote civic consciousness, enhance intellectual, physical, historical,
spiritual and social well being of the students. Inculcate the values of volunteerism,
responsible citizenship and steers outreach initiatives of individuals and groups within
LCCM towards meaningful community service and advocacy work for social justice.
Secure and preserve the sustainability of life and the whole creation through the
building and mobilizing of a critical mass of ecology activists, who can prevent or deter
development aggression and at the same time engage in community-based ecology projects.
Mother Rita Barcelo Pastoral Center is about movement and change. A movement of
people of LCCM involving the administrators, faculty, non-teaching personnel and students
who are determined to become leaders in community involvement, in helping those who are
poverty-stricken from group or community discussion of the needs of the people in the lower
sectors of society to action oriented activities. The Center is bonded on the following: from
talks of the causes of poverty to the materialization of prosperity; from involvement of few
individuals in the community to numerous group of volunteer people who inclined to succeed;
from losing of heart to have a better life to a hopeful dream of success; and from apathy to
gaining of self-respect and sense of gratification.
There are four community areas the Center is actively involved in. These are: the Port
Area in Intramuros Manila, Baseco Compound, Tondo (for nursing students and NSTP
Program) and the newly adopted Victorino Mapa High School in Manila (catechism for
Theology and students and Barangay West Poblacion, Pantabangan, Nueva Ecija.. The
Center serves the external communities through a large array of activities that link its
resources to people, organizations, institutions, and agencies beyond the campus while
bringing the benefits of engagement to students, faculty and staff.

La Consolacion College Manila determined to its vision-mission of reaching out it
apostolic commitment put on a bold and made a big leap evolving a new model for
community development that involves the private sector – LCCM, government organization –
the Local Government Unit (LGU) of Pantabangan, Nueva Ecija and the larger community as
beneficiaries.
The year that was, September 1, 2004, a 25 Year Memorandum of Agreement was
signed and entered in between La Consolacion College Manila, the Municpal Government of
Pantabangan, Nueva Ecija, and the people as participants / beneficiaries from Barangay
West Poblacion, Pantabangan, Nueva Ecija to collaboratively develop the 240 hectares --
portion of the Municipal district into an Ecological Park / Tourism Reserve Area. The program
will take varied forms of projects such as greening and reforestation and different sustainable
livelihood business development and enterprises intended to uplift the quality of life of the
community residents in a secure environment.
A. Christian Formation, Immersion, Exposure and Theological Reflection
It is essential that we continue to develop our commitment to work collaboratively and
cooperatively with one another. All the activities of the LCCM community is always grounded
on Christian formation. This refers to the spiritual progress of every member in the
community and ways to encourage that growth process. The goal of Christian formation is for
every individual in the Christian community to have clear understanding of his / her personal
vocation as a servant for the Lord.
LCCM through the Theology Department foster the Catholic mission of the school by
supporting our students, the non-teaching personnel and other members of the community
integrate their religious knowledge into their daily lives. Through liturgies, retreats, service,
and catechetical activities, they grow both as individuals and as a community. LCCM builds
on values instilled in the family by encouraging everyone to develop lifelong faith convictions
and lasting relationships with God and these values be translated from the academic
environment to the various adopted communities of the institution, one of which is the
community in West Pantabangan, Nueva Ecija. A core group that served as direct link
between LCCM and the community are 20 Basic Ecclesial Community members and 25
members in Nagkakaisang Samahan ng West Poblacion Pantabangan.
The activities being undertaken in the program are:
a. Bible sharing/Family Catechism
b. Christmas gift-giving
c. praying the Rosary
d. Community immersions. Faculty and non-teaching personnel are brought to the
area, interact with the community, having dialogue an lunch with them ,sharing
what they have for a day or halfday. After that there will be sharing of
experiences and learning or reflection in relation with their faith as a Christian
which we call Theological Reflection.
B. Livelihood & Skills Program
This program is concerned in alleviating the life of the people in the form of livelihood
assistance and skills development. The various sectors of the LCCM community motivate
and lead people in giving their heart of service to the community by sharing their professional
expertise. There were several trainings done and livelihood established. These are the most
important ones:
Botika ng Bayan. Botika ng Bayan is a drug store that will sell limited types of
generic medicines and over-the-counter drugs at are affordable prices. A project that will
greatly give easy access to the community buy affordable, safe, high-quality and effective
medicines and drugs that will cater to the health and body wellness of the people in the
community. The LCCM Family Council in collaboration with the Mother Rita Pastoral Center
spearheaded this project. At present, the drugstore is still in full operation in the distribution
of these affordable drugs to the resident community.
Sari- sari Store. To provide easy access and affordable basic commodities in the
neighborhood, the Students in Free Enterprise in coordination with Mother Rita Pastoral
provided capital to one family to operate a Sari-Sari store near the vicinity of the Mother
Consuelo Barcelo Eco Park Center in 2006.
Goat Raising. Goat rising is undertaken commonly by small farmers or backyard
raisers. A farmer raises an average of one to two head goats The beneficiaries of this goat
raising project are the members of the Basic Ecclesial Community and the Cooperative
members of the Nagkakaisang Samahan ng West Poblacion, Pantabangan NE. The
members of these two groups underwent a formal training done by an invited training
professional from Central Luzon State University (CLSU). From the trainings conducted
fourteen (14) members were able to avail of the program, having given one or two does as
startup for this goat raising business enterprise.
Freshwater Aquaculture of Tilapia. Tilapia raising is another business enterprise
that was given attention by LCCM in cooperation with the Bureau of Fisheries and Aquatic
Resources (BFAR). The BFAR provided the training and logistic materials with initial 3,000
fingerlings and month’s feed to the community partners – BEC and Cooperative members,
while LCCM takes charge of the monitoring, supervision and guidance unit of the members.
Use of boats are made available and serviceable through the funds of the cooperative unit.

C. Community Tree Planting Project.
With the global ecological problem the world is facing now, LCCM as an educational
institution responded to the challenge of ecological problem on global warming through
community tree planting activity. The goal is to increase the tree resource base covering
the adopted perimeter of West Pantabangan, NE. The community tree planting project
not only provides beautification and greening of the place but more of trees as work
horses for our communities in providing energy savings through shadings, storm water
mitigation through rain interception, and air quality improvement through filtration and
absorption. The various departments of LCCM in cooperation with the community
partners at Pantabangan were able to plant 4,500 tree seedlings. The project is still in its
continuum in terms of operation, maintenance, supervision and monitoring. Of the
number of trees planted, Table 1. Planted Mango Trees at Pantabangan, depicts the
survival and mortality growth rates shows that 64% of the planted mango trees are in full
growth and in a year’s time would bear fruits, while 36% is the mortality rate. The factors
that contributed the perished of the seedlings are: natural calamities such as typhoons,
plant genetic development, insect infestations, fungal and other related microbial attack,
as well as eaten by stray animals.

Survived Mortality
D. Medical and Dental Activities At LCCM, the community believes that health care is important to every individual.
Through the concerted efforts of the LCCM internal community and the team of dedicated
medical and dental professionals who volunteer their time, medical and dental activities has
been part of the institution’s annual project. The team reach out to the residents of the
Pantabangan community by providing medical services, distributed vitamins and medicines,
medical and dental consultations, tooth extractions. Table 2. Medical and Dental Mission
Benificiaries in Pantabangan NE presents that there were 1,237 community residents who
have a medical check up, and 256 who avail of the dental check up and took extraction. In
total, 1,437 beneficiaries were able given the necessary medical and dental attention and
services by the team participants.
On the other hand, Table 3 Volunteer Team Participants shows that a total of 180
volunteer team participants gave assistance / help to the medical and dental mission
activities that comprises the medical and dental professionals, nurses, faculty, non-teaching
personnel, students, parents, alumnae, and guest.

E. Day Care and Literacy
LCCM as an Catholic Christian educational institution believes that for the most part
children learn is learned before they reach the age of four. A way by which the children will
be motivated to have liking for the normal school is to engage children in activities that make
a period of child’s development as rich and stimulating as possible. Volunteers in the
community spend time assisting the Barangay to hold on literacy activities to very young
children. Full support in terms of updated trainings, learning materials, and human resources
are allocated by LCCM.
F. Social Works, Donations, and Offerings
LCCM, a Catholic Educational Institution is a community foundation that responds to
the call and enduring service to the church of the poor. Through the various sectors of the
community of friends of LCCM, the Mother Rita Pastoral Center takes care of all charitable
gifts of goods or monetary considerations. These gifts are being distributed for its social
programs such as school supplies, medicines, books, among others.

A. Christian Formation, Immersion, Exposure and Theological Reflection
The charism of service, love, faith and charity of St. Augustine are manifested in all
the activities undertaken by every internal member of the LCCM community – administrators,
faculty, non-teaching personnel, and students. The process of enlightenment, education,
training, learning, and/or study is at the core of Christian Formation. The goal of Christian
formation is for every individual in the Christian community to have clear understanding of his
/ her personal vocation as a servant for the Lord.
Teachings of the Catholic Christian doctrines through catechism are the priority
activity of the Christian Formation. Theology faculty, together with their students gives
catechism lessons to the elders, parents, and children in the adopted Barangay 650 at Port
Area Manila. The community is just outside the Port proper, a place established by the
people squatting in the area for their basic survival. The core groups that served as direct link
between LCCM and the community in Port Area are the Basic Ecclesial Community of 40
members, 20 Basic Ecclesial Community members.
The Sacraments of Baptism, Confirmation, and Marriage are also given to the
residents by holding on mass wedding, baptism, and confirmation ceremonies and rites.
These are being held at the St. Agustin Church in Intramuros Manila and the wedding
reception at the LCCM Barcelo Café. Other activities being undertaken in the program are:
a. Bible sharing/Family Catechesis
b. Regular celebration of the Eucharistic Mass
c. Sto. Nino procession
d. Christmas gift-giving
Mass Baptism, Confirmation and Marriage. Everyone is welcome to enjoined in the
Sacrament of Baptism. The community residents are required to list their names and submit
their birth certificate and marriage contract of their parents. The faculty from the Theology
Department and the Religion teachers in the Basic Education Department (BED) and
godparents from the adopted community conduct seminar on the Sacrament of Baptism. For
the celebration of the sacrament of baptism, it is in coordination with the Parish of St.
Augustine Church Intramuros Manila. Food and drinks and other expenses are sponsored by
the different deparments of LCCM.
For the Sacrament of Confirmation, it follows the needed requirements in the Mass
Baptism plus the Baptismal Certificate. While in the Sacrament of Matrimony, they are also
required to bring the Baptismal and Confirmation Certificates.
Other activities being undertaken in the program are:

Bayan in the adopted community of Port Area so families in the community could be able to
buy rice at a lower price as regulated by the National Food Authority – the agency of the
government in the distribution and monitoring of the prices of rice in the country. The LCCM
Family Council sponsored this activity.

Share-a-Loan. La Consolacion College Manila and The Basic Ecclesial Community
Members are benefactors this project called Share-a-Loan. They pool their financial funds to
serve as loans to bonafide members to lend a certain amount of cash at a time interest and
capital which are payable at an agreed daily or weekly payment scheme. Today, the project
is still in full swing, and continue to help the residents of Barangay 650, Port Area Manila.

C. Health and Nutrition
Good Nutrition plays an essential role in maintaining health. Everyone wants to be
healthy. Through proper education and teaching parents, school children, and elderly about
foods, good eating habits, nutrition and health, they will be aware of the benefits o staying
physically fit. A better informed individual and consumer will be more pro-active in
encouraging higher standards in society and in the long run an improvement in the standard
of living should result.
In the adopted community of Port Area, one of the major effects of poverty is the
susceptibility of poor people to several illnesses and inavailability of receiving basic health
services. Mother Rita Pastoral Center provides basic health services free of charge to the
residents. These are:
1. Administration of various vaccinations 2 – 4 times a year
2. Run dental services twice a year
3. Wellness baby care services
4. Cooking and demonstration classes on preparing nutritious meals
5. Feeding program
The synergistic efforts of the School of Nursing and School of Tourism and Hotel and
Restaurant Management give a dynamic and output of this project. Children ages O to 3 are
initially diagnosed and are enrolled in the 6-month on Health and Nutrition Program. They are
subjected to weekly check-up by medical doctors and assisted by the student nurses of the
School of Nursing. The patients’ health progress are monitored and the needed medicines
and multivitamins / supplementary medicines are properly administered. They also explain
and interpret health care requirements for keeping the body healthy.
While the Hotel and Restaurant Management faculty and students provide the nutritional
awareness and needs of the patients and the rest of the residents. The program includes:
6. Demonstration of the basic knowledge of food characteristics, functions of food,
meals, and diet to an individual
7. Explain nutritional effects of different cooking methods and the economical
selection of foods
8. Perform and prepare different economical and nutritious meals in the area.

Holistic Health and Basic Massage Training -this training blends holistic health theories
and principles with the scientific, systematic, ethical and spiritual considerations in the
practice of massage. Holistic health involves harmony and balance in body, mind and spirit.
Bodyworks and massage as a healing modality, provides one of the effective and economical
means to maintain as well as restore health and to prevent illnesses.

D. Day Care and Literacy
LCCM as an Catholic Christian educational institution believes that the foundation for
life-long learning literacy begins at an early age – that is even before formal schooling starts.
A way by which to improve the quality of child care and prepare children for school is
exposure of children to activities such such as chidlren’s books and age-appropriate toys. The
coordinated efforts of LCCM, the Barangay and Department of Social Welfare gave birth to
the establishment of a Day Care Center at Port Area in 2002. LCCM provided the
infrastructure, support learning materials, and teacher and personnel training, while the
Barangay and the DSWD handled the teacher and other related financial needs. The Day Care
Center is under the supervision of the LCCM’s Basic Education Department.

E. Social Works, Donations, and Offerings
LCCM being a Catholic Educational Institution celebrates the various sacraments.
Part of the celebration in these various sacraments are charitable acts of offerings of goods.
All the good collected from the various activities are being taken cared of by the Mother Rita
Barcelo Pastoral Center. These goods are being distributed for its social programs,
calamities, and charitable institutions such orphanages, Christmas and other related
activities.
Another notable program of the college is the Student Assistant Program. This is an
academic study program given to poor and deserving students to enroll in a full
undergraduate degree program of their interest. Certain number of hours are required of the
student to render assistance in the different offices of the college until they finished and
conferred the degree.

III. National Service Training Program was created by the National Service
Training Act or Republic Act 9163, enacted by Congress on December 19,2001. It
expands the program options from the military defense training of ROTC to include Civic
Welfare and Literacy Training. It aims to developing the ethics of service and patriotism.
1. La Consolacion College Manila adopted the Civic Welfare Training Program
component of NSTP. It includes activities contributory to the welfare and
betterment of the community and the enhancement of facilities,
specially those devoted to improving health, education, environment,
entrepreneurship, safety, recreation and morals of the citizenry. It is designed to
develop skills and in community service and outreach programs that will redound
to the service of the nation. . Among the projects in:
1.a. Pantanbangan, Nueva Ecija are:
1. Tree Planting and Fencing
2. Deep Well construction in the community (2)
3. Rehabilitation of Mother Rita Center Deep Well with water pump
4. Housing construction (1)
5. Construction of Welding Shop
6. Donated : 5 ceiling fans to West Pantabangan Elementary School

noodles, canned goods) during Christmas Party in Brgy. West. Poblacion,

1. Rehabilitation of the Multi-Purpose Mother Rita Pastoral Center:
repainting, 2 new windows, 1 white board, 1 blackboard,

1. Construction and blessing of La Consolacion Mission Station Multi Purpose
Center
.2. Literacy /Numeracy Training Program is another program component of
NSTP which is designed to train student volunteers to teach literary and
numeracy skills to school children ,out-of school youth and other segments of
society in need of services. La Consolacion College Manila adopted this NSTP
program for the School Year 2008-2009 second semester at Barangay 650,
Port Area, Manila , Day Care Center for 3 to 5 years of age.

goods, rice, noodles, sugar, coffee, milk, biscuits, clothings, beddings, shoes,
slippers for the victims of typhoon Ondoy, Pepeng to different places and
