1: INTRODUCTION

1.1 IESCO

1. Islamabad Electric Supply Company Ltd. (IESCO) is a public utility

company, having more than 02 Million consumers and provides service to 04

Nos. Northern Districts of the Punjab Province (Rawalpindi, Attock, Jhelum and

Chakwal); Capital Territory (Islamabad); and Southern parts of Azad Jammu &

Kashmir (AJK). IESCO jurisdiction map is placed at Annex - A.

1.2 Directorate of CE (Development) / Management Unit (MU)

2. To carry out and handle investment projects IESCO has established

Management Unit (MU) under the supervision of Chief Engineer

(Development). The MU comprises of four sections. The organizational

structure of MU - IESCO and main responsibilities of each section are given in

Annex-B.

1.3 Environmental & Social Safeguard Section - Management Unit

3. The Environmental & Social Safeguard (E&SS) Section of MU, IESCO

provides an overall supervision and advisory services during the Pre -

Construction phase, Construction phase & Post - Construction phase of the

project. The unit also assists and advises GSC Directorate, Construction

Directorate and other IESCO departments on environmental and social matters

overall. Organizational structure of E&SS - MU IESCO is attached as below.

1.4 Power Distribution Enhancement Investment Project (PDEIP)-Tranche-II

4. The Power Distribution Enhancement Investment Project (PDEIP)

Tranche-II is designed to provide grid-connected customers with adequate and

reliable supply of electricity. The rehabilitation, augmentation, and expansion of

power distribution infrastructure will increase the reliability of supply to

residential, agricultural, commercial, and industrial customers across Pakistan.

A reliable electricity supply will lead to social and economic benefits and

improved conditions for schools, hospitals, and social services, among others.

The main components of the program are given as under:

Conversion / Up-gradation of Grid Stations

Extension of Power Transformers in existing Grid Stations

Augmentation of Power Transformers in existing Grid Stations

New Transmission Lines

Remodeling of Transmission Lines

Installation of capacitors on 11 KV

Rehabilitation works

System Modernization

1.5 Scope of the Work 5. IESCO Tranche - II subproject includes 01 No. Conversions, 04 Nos.

Extension/ Augmentation, 02 Nos. Transmission Lines (New), 01 No.

Transmission Lines (Remodelling) and Capacitors & Miscellaneous Electrical

Equipment. The detailed scope of work of Tranche - II subprojects is attached at

Annex - C.

2.1 Present Status of Civil Work. 7. The civil works of Tranche - II Subprojects have been awarded, the

detail of works awarded is provided in table 2.1 and the latest physical progress

is attached as Annex - D.

2.2 Project Impacts

132 kV Noor Pur Sethi Grid Station Subprojects:

8. The 66 kV grid station at Noor Poor Sethi has been up-graded into

132 kV and connected to Choa Saidan Shah 132 kV grid station by Choa Siadan

Shah - Noor pur Seth Transmission line, also constructed under this loan.

9. The new 132 kV equipment has been installed within the boundary of

the existing grid station without acquiring any additional land, and therefore,

there is no social and resettlement impact of this subproject.

10. The grid station energized on 09-06-2014.

Bagh - Hattian 132 kV Transmission Line Subproject:

11. The Bagh - Hattian 132 kV transmission line subproject is located in

Bagh & Hattian Districts of Azad Jammu Kashmir (AJK). The 25 Km

transmission line is traversing a government forest and five villages, of which

two villages are in Bagh district and three villages in Hattian district.

12. The construction of the new transmission line has affected crop land of

284 kanal and 25 wood trees, thereby affecting 119 farming households in

Foundation stage. No land has been acquired permanently for this subproject,

nor it has affected built-up structures or fruit trees. None of the household has

been displaced or lost more than 10% of their productive assets.

13. Compensation amount of PKR 3,294,420/- (including 1,547,700/- in this

quarter for Erection Stage Annex - E) has been paid to the 117 Nos households

affected by the 96 towers. The Land Acquisition Office (LAO) staff is evaluating

the compensations of Stringing Stage, which will be paid to the PAPs/ AHs after

necessary documentation / formal approvals.

Choa Saiden Shah to Noor Pur Sethi 132 kV Transmission Line Subproject:

14. The Choa Saidan Shah to Noor Pur Sethi (CSS-NPS) 132kV

transmission line subproject is located in Chakwal district of Punjab province.

The 132 kV Noor Poor Sethi (up-graded) is connected to Choa Saidan Shah

132 kV grid station by this new 47.65 Km long 132kV double circuit

transmission line. The transmission line passed through six villages of Chakwal

district.

15. The construction activities of transmission line have temporarily

affected crops and trees. The construction activities have affected a total of 456

farming households (AHs) in terms of loss of agricultural crops and trees. No

built-up structures have been being affected by this subproject. None of the AHs

has been displaced or lost more than 10% of their productive assets.

16. An amount of PKR. 11,618,315/- (including 3,046,680/- in this quarter

Annex - F) has been paid as compensation to 299 AHs of Stringing stage.

Mangla Left Bank to Rajjar 132 kV Transmission Line Subproject:

17. The existing 66 kV grid station at Rajjar is being converted into 132 kV

and connected to Mangla Left Bank 132kV grid station by means of a new 49.2

km long transmission line. The transmission line is being passed through nine

villages of Mirpur, Bimber districts of Azad Jammu Kashmir (AJK) and Gujrat

district of Punjab province.

18. The Mangla - Rajjar 132 kV transmission line subproject is located in

Azad Jammu Kashmir (AJK) and Punjab. The 49 Km transmission line is passing

through nine villages of Mirpur, Bimber districts of Azad Jammu Kashmir (AJK)

and Gujrat district of Punjab province.

19. The construction activities of transmission line have affected crops and

trees, thereby affecting 200 households. None of the AHs has been displaced or

lost more than 10% of their productive assets.

20. An amount of PKR. 2,671,800/- has been evaluated and made to the

AHs of Foundation stage. Compensation assessment of remaining foundation

stage and Whole Erection stage is in process.

2.3 Awareness & Trainings.

21. To develop the in-house capacity, IESCO arranged a numbers of

training for different cadres / staff of GSC Directorate, who are responsible for

supervision of development projects. On site / on job trainings were also

arranged during the site visits regarding environmental issues, social issues,

housekeeping, record keeping, communicable diseases especially HIV/ AIDS,

Hepatitis, Tuberculosis (TB) & Drugs, defensive driving, site restoration after

the work and overall implementation of the Environmental Management Plan

(EMP) of Tranche - II subproject.

2.4 Internal Monitoring & Field Visits

22. The following field visits have been paid the project sites;

• Choa Saiden Shah - Noor Pur Sathi 132 kV T/ Line on

04 - 03 - 2014, and 28- 05 - 2014.

2.5 Compensation Assessment and Payments:

23. The compensation assessment and payments made for crop damages in

respect of Tranche —II Transmission Line sub-projects are provided in table 2.2

below.

IESCO Replies

No land acquisition and no displacement / human resettlement involved in this

sub-project; however the sub-project will/is affect ( ing) crop land and a lso includes

cutting of trees. Impacts of this sub-project are mentioned in para 12 of the

report.

Yes LARP prepared for the sub-project.

Yes. Originally LAPR was prepared in 2009. Later on before the project inception,

LARP was revised and re-submitted to ADB on 31/05/2013. The ADB reviewed and

approved LARP on 16/06/2013, which was received through M/S SMEC and

uploaded on IESCO website.

The tota l number of AHHs in a ll three stages is 119; out of which 117 AHs have

been compensated till end of June 2014.
