DEFINITION OF TERMS

Affected Persons (AP'S) All the people affected by the project through land acquisition, relocation, or loss of incomes and include any person, household (sometimes referred to as affected households (AH's) or project affected family), firms, or public or private institutions. AH's therefore include; i) persons affected directly by the safety corridor, right-of-way, tower or pole foundations or construction work area; (ii) persons whose agricultural land or other productive assets such as trees or crops are affected; (iii) persons whose businesses are affected and who might experi ce loss of income due to the project impact; (iv) persons who lose work employment as a result of project impact; and (v) people who los access to community resources/property as a result of the project.

Compensation Payment in cash or kind for an asset to be acquired or affected by a project at replacement cost at current market value.

Cut-off Date The date after which people will NOT be considered eligible for compensation i.e. they are not included in the li t of AHs as defined by the Census. Normally, the cut-off date is the last da of the Resettlement Field

Surveys (RFS).

Due diligence Report Projects which do not have any significant s• ial impacts hence do not involve/ require any land acquisition theref re; a brief due diligence report (DDR) is prepared for the documentary r uirements.

1.3 Power Distribution Enhancement Investment Project (PDEIP)-Tranche-II 3. The Power Distribution Enhancement Investment Project (PDEIP) Tranche-II

is designed to provide grid-connected customers with adequate and reliable

supply of electricity. The rehabilitation, augmentation, and expansion of

power distribution infrastructure will increase the reliability of supply to

residential, agricultural, commercial, and industrial customers across

Pakistan. A reliable electricity supply will lead to s ial and economic

benefits and improved conditions for schools, hospitals, d social services,

among others. The main components of the program are ben as under:

1.4 Objective of the Project - PDEIP (Tranche-II) 5. The main objectives of this Investment Program are; (i) improve power

distribution infrastructure through system rehabilitation, augmentation, and

expansion; and relieve the power system from distribution bottlenecks and

main responsibilities of these sections are summarized be ow.

i. Planning Scheduling & Coordination: To take the responsibilities for

(i) identifying and proposing the subprojects to PEP O / Donor Agency

for approval and financing, (ii) Scheduling and Monitoring

(iii) preparing the necessary documentation in line with the statutory,

corporate and Donor policies including quarterly re its (iv) coordinate

with the consultants.

ii. Procurement: To take care of all responsibilities d tasks related to

procurement (goods, works and services) and for the activities related to

material planning, preparation of bidding docume is according to the

requirement of the Donors, getting the evaluation dine and for placing

the orders after approval of the Donors, inspection and then

Resident Representative (CRR) Karachi and final deli ery to the site.

iv. Environment & Social Safeguard: To take c• e of all the

responsibilities and tasks related to environmen land, and social

(including involuntary resettlement and indigenous u eople) and provide

oversight on occupational health, safety and env* o i ent safeguards in

the working environment. The Environmental Social Safeguard

(E&SS) Section of MU, IESCO provides an over • supervision and

advisory services during the Pre - Constructiotit hase, Construction

phase & Post - Construction phase of the project. e E&SS also assists

and advises GSC Directorate, Construction Directorate and other IESCO

departments on environmental and social matters. resently, the E&SS

Section has one Environmental and one Social Imp t expert under the

supervision of a Deputy Manager Environmental d Social Safeguard

(E&SS). The organizational structure of E&SS - IESCO is given

below in Figure-1

2. SOCIAL SAFEGUARD STATUS

2.1 Compliance Status with Statuary Requirements 8. The loan agreement of the project requires the Implementing Agency (IA) to

2.2 Social Documentation & Disclosure

2.2.1 Short Land Acquisition & Resettlement Plans (LARPs)

9. The following Short Land Acquisition and Resettlement kris (LARPs) have

been prepared by M/S BPI for the project componen which have been

approved by ADB and IESCO. Their Urdu Version is vailable on IESCO

website for public information.

i. Short LARP of Bagh - Hattian 132 KV Transmission Line.

ii. Short LARP of Mangla Left Bank - Rajjar 132 KV ransmission Line.

iii. Short LARP of Choa Saidan Shah - Noor Pur Sethi Grid Station &

132 KV Transmission Line.

I. Bea - Hattian 132 kV Transmission Line Subproject:

10. The Bagh - Hattian 132kV transmission line subproject has been proposed by

Islamabad Electric Supply Company (IESCO) to improve electric power

supply in Hattian area of Muzaffarabad district of Azad Jammu Kashmir

(AJK). The existing 66kV grid station at Hattian will be converted into 132kV

and connected to Bagh 132kV grid station by means of a new 25.22 km long

transmission line (TL). The new 132kV equipment Will be installed within

the bounds of the existing grid station, without acquiring any additional

land. The transmission line will traverse a government forest and five

villages, of which two villages are in Bagh district . a three villages in

Muzaffarabad district.

11. The grid station's conversion works will be carried out within the existing

boundary, and no additional land will be acquired for this purpose.

However, construction of the new transmission line will affect 12,420 m2 of

crops and 932 wood trees (918 forest trees and 14 private trees), thereby

affecting 6 farming households (AHs), with a population of 84 (APs). No

land will be acquired permanently for this subproject, nor it will affect built-

up structures or fruit trees. None of the six AHs will be displaced or lose

more than 10% of their productive assets.

IL Choa Saiden Shah to Noor Pur Sethi 132 kV Transmission Line

Subproject:

12. The Choa Saidan Shah to Noor Pur Sethi (CSS-NPS) 13 V transmission line

subproject has been proposed by IESCO to improve elec u is power supply in

Noor Pur Sethi area in Chakwal district of Punjab pr. wince. The existing

66kV grid station at Noor Poor Sethi will be convert d into 132kV and

connected to Choa Saidan Shah 132kV grid station by m-ans of a new 47.65

km long transmission line (TL).

13. The new 132kV equipment will be installed within e boundary of the

existing grid station without acquiring any additional 1 d, and therefore,

there will be no impacts of this component. The new 1 2kV double circuit

transmission line will pass through six villages of M akwal district and

temporarily affect a total of 55.15 HA of land with agric tural crops and 148

trees (79 fruit and 69 wood trees). The subproject will feet a total of 171

farming households (AHs) losing agricultural crops an• trees, with a total

population of 2,158 (APs). No built-up structures will e affected by this

subproject. None of the AHs are to be displaced or I s more than 10% of

their productive assets.

III. Man la Le Bank to Ra''ar 132 kV Transmission Line Sub ro ect:

14. The Mangla Left Bank to Rajjar 132kV transmission line .ubproject has been

proposed by IESCO to improve electric power supply in ajjar area in Gujrat

district of Punjab province. The existing 66kV grid station at Rajjar will be

converted into 132kV and connected to Mangla Left B• 132kV grid station

by means of a new 44.76 km long transmission line.

15. The new 132kV equipment will be installed within e boundary of the

existing grid station, without acquiring any ad• 'tional land. The

transmission line will pass through nine villages of Mirpur district of Azad

Jammu Kashmir (AJK) and Gujrat district of Punjab province. The

construction and stringing works of transmission line will affect 53.72 HA of

crops and 332 wood trees. Besides, some six built-up ctures (4 houses

and 2 boundary walls) are found falling in outer fringes of the transmission

line which are likely to be partially damaged during t e stringing activity

only. Altogether, the TL's execution works will affect 200 farming

17. Orientation / pre - construction meeting were arranged •y E&SS section for

the contractors and they have been made aware of the responsibilities as

per the EMP.

18. Being in Federal Capital, the EIA report along with shot LARP report was

submitted to Pak - EPA on January 01, 2011 for issuance of NOC after the

approval of CEO, IESCO. Pak - EPA further processed e reports to Punjab

EPA & AJ&K EPA. The inspector of Punjab EPA visite•the project sites in

March - April 2011.

19. The comments of Pak - EPA, Punjab EPA & AJ&K EPA have been received

and their replies have been submitted vide Letter No. P U/E&SS/ADB-Tr

11/2702-03 dated 14.06.2011 & Letter No. PMU/E&SS/ADB-Tr II/4311-13

dated 21.09.2011.

20. Public Hearing session was held for the 132 KV Mangla Left Bank to Rajjar

and 132 KV Choa Saiden Shah to Noor Pur Sethi Tans sion Lines on 30th

April, 2012 at 66 KV Grid Station Noor Pur Sethi. The Pak EPA has been

requested to issuance of NOC in this regard.

21. The Public Hearing session for the 132 KV Bagh to Hatti•Transmission

Line will be held after finalization of date & venue b AJ&K - EPA.

IESCO is perusing the matter on priority basis.

22. The EIA/LARP Reports for sub projects under Tran e - II have been

approved by CEO IESCO & are available o IESCO website

(www.iesco.com.pk).

23. The demarcation of Transmission Lines is yet to be done by the GSC

Directorate; hence the up-dation of entitlement matrix as delayed. Several

meetings have been held between GSC Directorate • Social Safeguard

section for carrying out the demarcation & updating of entitlement matrix.

2.5 Social Awareness & Trainings 26. An Awareness campaign regarding Communicable iseases has been

initiated to educate the workers regarding communicabl diseases especially

awareness regarding TB, HIV/ AIDS, Hepatitis and Drugs have been

prepared, printed and distributed to IESCO's GSC Directorate.
