Partnership Newsletter
The Slovak Atlantic Commission in coopera-
tion with the Embassy of the Slovak Republic
in Belgrade and with the support of the Mi-
nistry of Foreign and European Affairs of the
Slovak Republic regularly prepares a monthly
summary of events in the form of a newslet-
ter, concerning the relations of Serbia and
NATO, NATO and the Western Balkan coun-
tries as well as the Slovak-Serbian bilateral
relations. The aim of these publications is to
inform the expert community and public
about these activities, and to inform about
the work of the Embassy of the Slovak Repub-
lic in Belgrade, which fulfils the mandate as
NATO Contact Point Embassy in Serbia for
years 2013-2016. The newsletter is published in
English and in Serbian, on monthly basis
since March 2013. For previous issues of the

Slovačka Atlantska Komisija u saradnji sa
ambasadom Republike Slovačke u
Beogradu, a uz podršku Ministarstva spoljnih i
evropskih poslova Slovačke Republike
redovno priprema mesečni sažetak
događaja u obliku biltena, o odnosima Srbije
i NATO-a, NATO-a i zemalja Zapadnog
Balkana, kao i bilateralnim odnosima
Slovačke i Srbije. Cilj ove publikacije je
informisanje stručne i šire javnosti o
aktivnostima u ovoj saradnji, te informisanje o
radu ambasade Republike Slovačke u
Beogradu, koja je postala Kontaktna
ambasada NATO-a u Srbiji za 2013 - 2016.

Members of Serbian Armed Forces Participate in the
Military Exercise „Combined Resolve“ in Germany.
May 9, 2015
Members of the infantry company of the 3rd Army Bri-
gade of the Serbian Armed Forces (SAF) participate in
the international military exercise “Combined Resolve”
in Germany, organized by the „European Command of
the US Army in Europe“ (EUCOM) from May 9 till June 4,
2015. The exercise takes place at the Multinational
Training Command's Training Center in Hohenfels. Alto-
gether 100 members of the 31st infantry battalion from
Zaječar are practicing methods and procedures in
conducting offence and defence operations, urban
warfare, evacuation of wounded and driving Humvee
vehicles. The infantry company of the 3rd Brigade
headed by Captain Vladica Stanković was attached
to a multinational unit together with their colleagues
from the Czech Republic and Croatia.

May 14, 2015
Ministers of Foreign Affairs of NATO member countries
met on May 13 – 14, 2015 in Antalya, Turkey to discuss
most imminent challenges the Alliance is facing both to
the east and to the south together with partners and
organizations including EU. The ministerial meeting took
place in Turkey on purpose – it demonstrated, that
though the Alli-
ance is pre-
occupied by the
conflict in Ukraine
but does not for-
get also about
threats emerging
from the south –
including extrem-
ist so-called
“Islamic State”
and influx of ille-
gal migration.
These were also
main topics of
discussion – situa-
tion in Ukraine,
Syria, Iraq and Libya. Ministers also discussed the future
of the training and mentoring mission in Afghanistan
after 2016. The ministerial was attended also by the EU
Foreign and Security High Representative Frederica
Mogherini, who informed NATO about the suggestion
of launching military operation to fight human traffick-
ers in the Mediterranean Sea and asked the Alliance to
contribute with military capabilities for this operation.

vežbi ,,Kombinovana odlučnost´´ u Nemačkoj.
9. maj 2015.
Pripadnici pešadijske čete 3. brigade Vojske Srbije
(VS) učestvuju u medjunarodnoj vojnoj
vežbi ,,Kombinovana odlučnost´´ u Nemačkoj, koju
organizuje Komanda evropskih snaga SAD (EUCOM)
od 9. maja do 4. juna 2015. Vežba se održava
u multinacionalnom komandom centru za obuku
u Hoenfelsu. Ukupno 100 vojnika iz sastava 31. pešadij-
skog bataljona iz Zaječara uvežbava metode
i procedure vršenja ofanzivnih i defanzivnih operacija,
urbanog ratovanja, evakuacije ranjenika
i vožnje ,,hamvi´´ terenaca. Pešadijska četa 3. briga-
de kojom komanduje kapetan Vladica Stanković pri-
ključena je multinacionalnoj jednici sa kolegama iz
Češke i Hrvatske.

Ministri spoljnih poslova NATO članica su se sastali 13.
i 14. maja 2015. u Antaliji, Turskoj kako bi diskutovali
o najbližim izazovima sa kojim se Alijansa suočava za-
jedno sa svojim partnerima i organizacijama poput
EU, kako na istoku, tako i na jugu. Sastanak ministara
se odigrao u Turskoj namerno – čime je demonstirano
da iako je Alijansa preokupirana konfliktom u Ukrajini,
ona ne zaboravl-
ja na pretnje koje
nastaju na jugu –
uključujući ekstre-
mističku tzv.
,,Islamsku državu´´
i priliv ilegalnih
imigranata. Ovo
su takođe bile
i glavne teme raz-
govora – situacija
u Ukrajini, Siriji, Ira-
ku i Libiji. Ministri su
takođe diskutovali
o budućnosti
mentorsko-
obučavajuće mi-
sije u Avganistanu nakon 2016. Sastanku je takodje
prisustvovala Visoka predstavnica EU za spoljnu
i bezbednosnu politiku Federika Mogerini, koja je oba-
vestila NATO o predlogu za pokretanje vojne operaci-
je protiv lica koja se bave trgovinom ljudima
u Mediteranu i pozvala Alijansu da doprinese ovoj
operaciji svojim vojnim sposobnostima.

Ministers discussed also response to growing threat
from the east – called for speeding-up decision-making
of the Alliance, sharpening up intelligence sharing and
strengthening cyber defence, because hybrid warfare,
the Allies face today, combines different types of
threats, including conventional, subversion, cyber and
sophisticated disinformation and radicalization cam-
paigns. The best weapon the NATO has at hand
against disinformation is according to the NATO Secre-
tary General Jens Stoltenberg – “information, based on
our values of democracy, freedom of speech and
open societies”. In this respect the United Kingdom an-
nounced that it is launching a new Trust Fund to sup-
port the strategic communications.
Another challenge is to support our partners as they
strengthen their defences, because if Alliance’s neigh-
bours are more stable also Allies are more secure. Min-
isters therefore agreed to do more for Alliance’s neigh-
bours and with its neighbours. One of concrete exam-
ples is strengthening cooperation with Finland and
Sweden, who are not members of NATO, but share
their values as well as face the same threats. More co-
operation in the Baltic Sea and more military exercises
with these countries will take place throughout the
year.
So, with greater NATO readiness, more support to its
neighbours, and enhanced cooperation with EU, NATO
can help stabilize its neighbours to the East and to the
South.
The NATO ministerial in Antalya also paved the way for
the up-coming Alliance’s summit, which will take place
in Warsaw next year on July 8 – 9.
International Military Logistical Exercise - LOGEX 15.
May 15, 2015
From May 4 - 15, 2015 a two
-week-long international
command staff logistical
exercise LOGEX 15 took
place in Banjica 2 barracks
in Belgrade, Serbia. The ex-
ercise was organized in co-
operation with the Europe-
an Command of the US Ar-
my (EUCOM) together with
representatives of the Joint
Staff of the US Armed Forc-
es, NATO Commands,
agencies and partner
countries. International ex-
ercise LOGEX takes place every 2 years, it was orga-
nized in Serbia for the first time and it is one of the big-
gest military exercise this year in Serbia.
Ministri su takođe diskutovali o odgovorima na rastuću
pretnju sa istoka – pozivajući na ubrzanje procesa do-
nošenja odluka u Alijansi, pooštravanje procedure
razmene informacija i jačanje sajber bezbednosti s
obzirom na to da hibridno ratovanje sa kojim se Ali-
jansa danas suočava kombinuje različite tipove pre-
tnji, uključujući konvencionalne, subverzivne, sajber
i sofisticirane kampanje dezinformisanja
i radikalizovanja. Prema generalnom sekretaru NATO
Jensu Stoltenbergu, najbolje oružje koje NATO ima na
raspolaganju protiv dezinformacija jeste „informisanje
utemeljeno na vrednostima demokratije, slobode
govora i otvorenog društva“. U ovom smislu je Ujed-
njeno Kraljevstvo objavilo da pokreće novi ,,Trust´´
fond za podršku strateškim komunikacijama.
Drugi izazov je podrška našim partnerima dok jačaju
svoje odbrane, jer ukoliko su susedi Alijanse stabilniji,
i saveznici će biti bezbedniji. Ministri su se stoga sagla-
sili da učine više za susede Alijanse. Jedan od kon-
kretnih primera je jačanje saradnje sa Finskom
i Švedskom, koje nisu članice NATO, ali dele njegove
vrednosti i suočavaju se sa istim pretnjama. Više sa-
radnje u Baltičkom moru i više vojnih vežbi sa ovim
državama će biti preduzeto tokom godine.
Sa povećanom pripremljenošću NATO-a, više podrške
za susede i osnaženom saradnjom sa EU, NATO može
pomoći svojim susedima na istoku i jugu da se stabili-
zuju.
Susret NATO ministara u Antaliji je takođe utro put do-
lazećem samitu Alijanse, zakazanom za period od 8.
do 9. jula sledeće godine u Varšavi.
Međunarodna logistička vojna vežba - LOGEX 15.

U periodu od 4. do 15. ma-
ja 2015. održana je dvone-
deljna medjunarodna ko-
mandno-štabna logistička
vežba LOGEX 15 u kasarni
Batajnica 2 u Beogradu,
Srbija. Vežba je organizo-
vana u saradnji sa
Evropskom komandom
vojske SAD (EUCOM), za-
jedno sa predstavnicima
Objedinjenog štaba vojske
SAD, NATO komande,
agencija i partnerskih ze-
malja. Međunarodna
vežba LOGEX održava se
na svake 2 godine, a ovo je prvi put da se održava
u Srbiji.

Total of 122 officers, NCOs and civilians from the Armed
Forces of Sweden, Finland, Albania, Bosnia and Herze-
govina, Macedonia, Croatia, Montenegro, Moldova
and Serbia directly participated in the exercise, with
representatives of Armenia participating as observers.
The exercise was organized under the auspices of the
Department of Logistics of the General Staff of the Ser-
bian Armed Forces (SAF), under the command of Brig-
adier General Željko Ninković and the director of the
exercise MAJ Joshua Anderson (US Army).
The focus of this year’s exercise LOGEX, entitled
“Logistic support of multinational special purpose forc-
es in the operation responding to crises and preserving
peace” is on preparation and deployment of special
forces units at multinational brigade level in operation
of crisis management abroad, under the United Na-
tions flag, with an emphasis on the development of
multinational logistics support. Goal of the exercise was
to train cooperation in conditions of the multinational
peacekeeping operation and to boost interoperability
of participating armed forces in area of logistics. The
exercise was also used to improve knowledge of the
concept of multinational logistics support to overview
the work of the logistics staff and units in the multina-
tional environment, and to find and overcome differ-
ences in procedures of participating states. NATO
standards are used within the exercise.
The exercise draw attention of also highest Serbian off-
cials and representatives of 22 countries as well as the
NATO Liaison Office, who visited the exercise during the
VIP Day. The exercise was visited by the Prime Minister

stressed that the Part-
nership for Peace is a
wide framework for improvement of cooperation and
advancement of interoperability not only with the
countries in the region, but also with armed forces of
NATO members, and that this was important for realiza-
tion of tasks in multinational operations.
Ukupno 122 oficira, podoficira i civila iz oružanih sna-
ga Švedske, Finske, Albanije, Bosne i Hercegovine,
Makedonije, Hrvatske, Crne Gore, Moldavije i Srbije je
direktno učestvovalo u vežbi, a učesnici iz Jermenije
su bili prisutni kao posmatrači.
Vežba je organizovana pod okriljem Odeljenja logisti-
ke Generalštaba Vojske Srbije, pod komandom bri-
gadnog generala Željka Ninkovića i direktora vežbe
majora Džošue Andersona (Vojska SAD).
Fokus ovogodišnje vežbe LOGEX pod naslo-
vom ,,Logistička podrška multinacionalnim jedinica-
ma specijalne namene u operacijama odgovora na
krize i zaštite mira´´ bio je na pripremi i razmeštanju
specijalnih jedinica na nivou multinacionalne brigade
u operaciju upravljanja krizom u inostranstvu, pod za-
stavom UN, sa naglaskom na razvoj multinacionalne
logističke podrške. Cilj vežbe bio je obuka saradnje
u uslovima multinacionalne mirovne misije
i unapređenje interoperabilnosti oružanih snaga koje
učestvuju u logističkoj zoni. Vežba je takodje upotrebl-
jena za unapređenje znanja u konceptu multinacio-
nalne logističke podrške radi prikaza rezultata rada
logističkog osoblja i jedinica u multinacionalnoj sred-
ini, kao i radi pronalaženja i prevazilaženja razlika
u procedurama zemalja učesnica. NATO standardi su
korišćeni tokom vežbe.
Vežba je privukla pažnju najviših srpskih zvaničnika
i predstavnika 22 zemlje, kao i NATO kancelarije, koji
su posetili vežbu tokom VIP dana. Vežbu je posetio
premijer Srbije Aleksandar Vučić, ministar odbrane
Bratislav Gašić, načelnik Generalštaba Ljubiša Diković,
američki am-

Partnerstvo za

oružanim snagama NATO članica, a to je važno
u realizaciji zadataka u multinacionalnim operacija-
ma.

sian Foreign Minister Sergey Lavrov.

NATO Secretary General Jens Stoltenberg met with the
Minister of Foreign Affairs of the Russian Federation Mr.
Sergey Lavrov and they discussed most pressing issues -
situation in Ukraine being the most important one. Mr.
Stoltenberg re-stated the very strong NATO’s position
on the illegal annexation of Crimea, but also on very
serious situation in the eastern Ukraine. Mr. Stoltenberg
underlined the importance of full implementation of
the Minsk Agreements - meaning respect for the
ceasefire, full implementation of the ceasefire, the
withdrawal of heavy weapons and of course full ac-
cess for the OSCE monitors so they can monitor the im-
plementation of the ceasefire.
NATO Secretary General also called on Russia to with-
draw all its troops and support for the separatists. Both
high officials also discussed the importance of transpar-
ency and predictability especially in a situation where
there is an increased military presence along mutual
borders. For NATO it is important to do whatever it can
to avoid that the incidents and the situation is spiraling
out of control. Therefore the Alliance is very focused on
transparency related to all its exercises and is fully
transpar-
ent,
when it
comes to
when
and
where
NATO is
going to
conduct
its military
exercises.
Secretary

Stolten-
berg also
under-
lined that
NATO
and Russia should strive for even more transparency
and predictability and that the Alliance is concerned
about the large numbers of snap exercises conducted
by Russia because this decreases transparency and
predictability. These snap exercises, the numbers but
also the size of them, reduce predictability and trans-
parency along mutual borders and he thinks that also
Russia should be more transparent when it comes to its
military activities.

Generalni sekretar NATO Jens Stoltenberg se sastao
sa ministrom spoljnih poslova Ruske Federacije Ser-
gejem Lavrovom i diskutovao o najozbiljnijim proble-
mima – od čega je situacija u Ukrajini najvažniji.
Stoltenberg je ponovio veoma jaku poziciju NATO-a
o ilegalnoj aneksiji Krima, ali i o veoma ozbiljnoj situ-
aciji u istočnoj Ukrajini. Stoltenberg je istakao značaj
pune implementacije dogovora iz Minska, što podra-
zumeva poštovanje prekida vatre, punu implemen-
taciju prekida vatre, povlačenje teškog naoružanja
i naravno pun pristup posmatrača iz OEBS-a kako bi
mogli da nadziru implementaciju primirja.
Generalni sekretar NATO je takođe pozvao Rusiju da
povuče sve svoje trupe i obustavi podršku separatisti-
ma. Oba visoka predstavnika su diskutovala
o značaju transparentnosti i predvidljivosti, posebno
u situaciji uvećanog vojnog prisustva na granicama.
Za NATO je važno da učini sve što može kako bi spre-
čio da se incidenti
i situacija otrgnu kontroli.
Stoga je Alijansa jako
fokusirana na transpa-
rentnost vezanu za sve
vežbe i potpuno je tran-
sparentna u pogledu
pitanja kada i gde će
NATO vršiti vežbe.

istakao da bi NATO
i Rusija morali težiti još
većoj transparaentnosti
i predvidljivosti, kao i da
je Alijansa zabrinuta zbog velikog broja instant vežbi
koje Rusija organizuje jer one smanjuju transparen-
tnost i predvidljivost. Ove instant vežbe, kako svojim
brojem, tako i svojom veličinom, smanjuju predvidlji-
vost i transparentnost duž zajedničkih granica i on
smatra da bi Rusija morala biti transparentnija kada
se radi o njenim vojnim aktivnostima.

NATO have practically suspended all military coopera-
tion with Russia as a response to their actions in Crimea
and Ukraine. But they keep lines of political contacts
open and both - NATO and Russia - stressed im-
portance of having direct lines of also military commu-
nication, that can also contribute to more predictabil-
ity and avoiding any misunderstandings. NATO Secre-
tary General met Minister Lavrov in Munich earlier this
year and this was already second such meeting this
yeas, plus there are regular contacts on both the diplo-
matic and political level between NATO and Russia.
The communication between the two continues, but
positions are quite antagonistic.

May 20, 2015
Chief of the General Staff of the Serbian Armed Forces
(SAF) General Ljubiša Diković attended during his visit
to Brussels the meeting of the European Union Military
Committee on May 19 and the NATO Military Commit-
tee on May 20, 2015.
The meeting of the EU Military Committee was dedicat-
ed to training and advisory missions of the EU, and was
attended by chiefs of general staff of the EU Member
States, as well as Canada, Moldova, Georgia, Switzer-
land, Ukraine, Montenegro and Serbia, and the com-
manders of EU training missions presented their experi-
ences and the problems they faced in the course of
their engagement.
SAF currently participate in the
multinational EU training mission in
Somalia (EUTM- Somalia), the Euro-
pean naval force operation in So-
malia (EUNAVFOR Somalia - Oper-
ation ATALANTA) and the EU train-
ing mission for Malian Armed and
Security Sector Forces (EUTM - Ma-
li). The Serbian Armed Forces took
also part in the EU military opera-
tion in the Central African Repub-
lic (EUFOR - RCA), which was completed on March 15,
2015.
The next day, General Diković attended the meeting
of the NATO Military Committee. The main topics of the
meeting were participation of partner countries in
NATO exercises and the roles of joint exercises in the
development of interoperability of armed forces of
partner countries. The upcoming exercises that will be
organized by NATO were also presented at the meet-
ing.
NATO je praktično suspendovao svu vojnu saradnju sa
Rusijom u znak odgovora na njene akcije na Krimu i u
Ukrajini. Ali linije političkih komunikacija su otvorene,
a i NATO i Rusija su saglasni da je važno otvoriti i linije
vojnog komuniciranja, što bi moglo doprineti većoj
predvidljivosti i umanjenju nesporazuma. Generalni
sekretar NATO se sastao sa ministrom Lavrovom
u Minhenu ranije ove godine, a ovo je bio drugi takav
sastanak ove godine. Uz to, postoje regularni kontakti
na političkom i diplomatskom nivou između NATO
i Rusije. Komunikacija izmedju dve strane se nastavlja,
ali su njihove pozicije izuzetno antagonističke.

Načelnik Generalštaba Vojske Srbije (VS) general Lju-
biša Diković prisustvovao je tokom svoje posete Brise-
lu sastanku Vojnog komiteta Evropske unije 19. maja
i sastanku Vojnog komiteta NATO 20. maja 2015.
Sastanak Vojnog komiteta EU je bio posvećen misija-
ma obučavanja i savetovanja pod okriljem EU i na
njemu su bili prisutni načelnici generalštabova zemal-
ja članica EU, kao i Kanade, Moldavije, Gruzije, Švaj-

Vojska Srbije trenutno učestvuje
u multinacionalnoj misiji EU pružanja
obuke u Somaliji (EUTM Somalija),
pomorskoj misiji EU u Somaliji
(EUNAVFOR Somalija – operacija
ATALANTA) i misiji EU pružanja obuke
vojsci Malija i snagama bezbednos-
nog sektora (EUTM - Mali). VS je ta-
kodje učestvovala u misiji EU
u Centralnoafričkoj republici (EUFOR
- RCA), što je okončano 15. marta 2015.
Sledećeg dana, general Diković je prisustvovao
sastanku Vojnog komiteta NATO. Glavne teme
sastanka su bile učešće partnera u NATO vežbama
i uloge združenih vežbi u razvoju interoperabilnosti oru-
žanih snaga partnerskih zemalja. Predstojeće vežbe
koje će organizovati NATO su takođe predstavljene
na sastanku.

During the two-day Military Committee meeting, the 28
Allied Chiefs of Defence exchanged views on the cur-
rent and future security challenges facing the Alliance,
and provided clear and decisive military advice to
North Atlantic Council ahead of the NATO Defence
Ministers’ meeting next month (June 24 – 25, 2015).
The 173rd Military Committee in Chiefs of Defence Ses-
sion took place at an important time for the Alliance,
amidst the “new and constantly evolving security envi-
ronment which I believe has become the new
norm” General Knud Bartels, Chairman of the NATO
Military Committee emphasized during his press confer-
ence.
The NATO Chiefs of Defence discussed the challenges
emanating from both the Eastern and Southern flanks
and the need for NATO to continue to adapt and en-
sure all Allies were secure against any threat. “We have
improved our situational awareness and intelligence,
we are speeding up our decision making, exploring
new ways of working with our international partners
and we are imple-
menting the big-
gest reinforcement
of our collective
defence since the
end of the Cold
War with the Read-
iness Action Plan
(RAP). And we are
also increasing the
readiness and
availability of the
whole of our
Armed Forces, spearheaded by the ‘Very High Readi-
ness Joint Task Force‘ (VJTF), which will become fully
operational in 2016”, added General Bartels.
The NATO Chiefs of Defence used the opportunity of
the meeting with Ukraine to reiterate their full support
for the nation’s sovereignty and territorial integrity as
there was continued concern with the increase in
cease-fire violations by Russian backed separatists, the
use of heavy weapons and the continued Russian sup-
port for separatists.

sastao sa zamenikom vrhovnog komandanta NATO
snaga u Evropi (SACEUR) generalom ser Adrianom
Džonom Bredšouom. Dvojica generala su razmenila
mišljenja o bezbednosnoj situaciji u regionu Zapadnog

Tokom dvodnevnog sastanka Vojnog komiteta, 28
savezničkih šefova odbrana je razmenilo stavove
o trenutnim i budućim izazovima sa kojim će se Ali-
jansa suočiti i predstavilo jasne i odlučne vojne savete
Severnoatlantskom savetu pred dolazeći sastanak
ministara odbrana NATO zakazanom za sledeći
mesec (24-25. jun 2015). 173. sesija Vojnog komiteta
šefova odbrana je održana u značajno vreme za Ali-
jansu, u sred ,,nove i konstantno evoluirajuće bezbed-
nosne sredine za koju verujem da je postala novo pra-
vilo´´, kako je to istakao general Knud Bartels, predse-
davajući Vojnog komiteta NATO, na konferenciji za
štampu.
Šefovi odbrana NATO su diskutovali o izazovima koji
izviru kako na istočnim, tako i na južnim bokovima
i o potrebi da NATO nastavi da usvaja i osigurava sve
saveznike prema svim pretnjama.
,,Unapredili smo našu situacionu svest
i informacije, ubrzavamo svoje donošenje
odluka, istražujemo nove načine za sa-
radnju sa našim internacionalnim partne-
rima i implementiramo najveće pojačan-
je naše kolektivne odbrane još od kraja
Hladnog rata kroz Akcioni plan pripreml-
jenosti (RAP). Takođe uvećavamo sprem-
nost i dostupnost naših oružanih snaga
kao celine, kroz Združenu borbenu grupu
vrlo visoke borbene gotovosti (VJTF) koja će biti ope-
rativna 2016´´, dodao je general Bartels. Šefovi odbra-
na NATO su iskoristili priliku da tokom sastanka iskažu
svoju punu podršku suverenitetu i teritorijalnom integri-
tetu Ukrajine, usled kontinuirane zabrinutosti povodom
povećanja broja povreda primirja od strane separatis-
ta koje podržava Rusija, upotrebe teškog naoružanja
i kontinuirane podrške Rusije separatistimna.

The meeting with NATO’s partner nations allowed the
28 Defence Chiefs to highlight the importance of
strengthening NATO’s partnerships by working and ex-
ercising together in order to increase the interoperabil-
ity. “Partnerships are, and will continue to be, essential
to the way NATO works. Partners have served with us in
Afghanistan, Kosovo, and other operations, sacrificing
alongside Alliance troops, and work with us in combat-
ing terrorism and piracy”,noted the Chairman of the
NATO Military Committee.
Finally, the Defence Chiefs reaffirmed their solid com-
mitment to the current NATO missions, commending
the KFOR mission on its progress and discussing the
challenges that still lay ahead in Afghanistan, the on-
going Resolute Support Mission to train, advise and as-
sistant the Afghan security forces and institu-
tions,. “NATO is the strongest military alliance in the
world and its missions and operations have, and contin-
ue to, contribute to global peace and stabil-
ity”, concluded General Bartels.
International Defence and Security Technologies Fair –
IDET, Took Place in Brno.

The International Defence and Security Technologies
Fair (IDET) took place in Brno, Czech Republic on May
19 – 21, 2015. IDET is a defence and security fair orga-
nized in Brno, Czech Republic every second year – al-
ternating with IDEB, which takes place in Bratislava, Slo-
vakia. Both fairs have tradition of pooling exhibitors –
defence industry - from the whole central European
region with predominant presence of Visegrad 4 based
companies. At this year’s IDET participated around 450
companies from 22 countries.
The Slovak Defence industry presented for the first time
to the public the 155 mm (52 .cal) light carried howitzer
named “EVA”, which is being produced by
KONŠTRUKTA – Defence
(member of the DMD
Group). The light carried
howitzer Eva was unveiled by
the Slovak Minister of De-
fence Mr. Martin Glváč dur-
ing the 1st day of the IDET in
Brno. Apart from that the Slo-
vak defence industry was
represented by already tradi-
tional pieces of military hard-
ware, that is already being used by the Slovak Armed
Forces – such as self-propelled howitzer Zuzana 2; ar-
moured vehicle IVECO LMV with Slovakia made spe-
cial weapon turret; command and control vehicle of
the artillery battery with system DELOSYS etc.

brana da istaknu značaj jačanja NATO partnerstava
kroz zajednički rad i vežbe u cilju podizanja intero-
perabilnosti. ,,Partnerstva jesu i nastaviće da budu
esencijalni način funkcionisanja NATO. Partneri su sa
nama služili u Avganistanu, Kosovu i drugim operacija-
ma, žrtvujući zajedno sa Alijansom vojnike, i rade sa
nama na suprotstavljanju terorizmu i piratstvu´´, prime-
tio je predsedavajući Vojnog komiteta NATO.
Konačno, šefovi odbrana su potvrdili svoju čvrstu po-
svećenost trenutnim misijama NATO, komentarišući
KFOR misiju i njen progres, i diskutujući o izazovima koji
još uvek predstoje Avganistanu kroz tekuću misiju Od-
lučna podrška za obuku, savetovanje i asistiranje
avganistanskim snagama bezbednosti i institucijama.
,,NATO je najjače vojno savezništvo na svetu i njegove
misije i operacije jesu i nastaviće da doprinose global-
nom miru i stabilnosti´´, zaključio je general Bartels.

Međunarodni sajam odbrambenih i bezbednosnih
tehnogloija (IDET) održan je u Brnu, Republika Češka,
u periodu od 19. do 21. maja 2015. IDET je odbrambe-
no-bezbednosni sajam koji se u Brnu, Češkoj organizu-
je na svake dve godine, paralelno sa IDEB, koji se odr-
žava u Bratisalvi, Slovačka. Oba sajma imaju tradiciju
objedinjavanja izlagača iz odbrambene industrije iz
cele centralne Evrope sa dominantnim prisustvom
kompanija iz grupe Višegrad 4. Na ovogodišnjem IDET
-u je učestvovalo oko 450 kompanija iz 22 zemlje.
Slovačka odbrambena industrija je prvi put javno pri-
kazala laku noseću haubicu ,,EVA´´
od 155 mm (52 kalibra), koju proizvo-
di KONŠTRUKTA – Defence (članica
DMD grupe). Laku noseću haubicu je
otkrio slovački ministar odbrane Mar-
tin Glvač tokom prvog dana IDET-a
u Brnu. Osim toga, slovačku odbram-
benu industriju su predstavljali već
tradicionalni primerci vojnog hardve-
ra, koje već koristi Vojska Slovačke –
samohodna haubica Zuzana 2,
oklopna vozila IVECO LMV sa specjalnom borbenom
kupolom slovačke proizvodnje, vozilo artiljerijske bate-
rije za komandu i kontrolu sa sistemom DELOSYS.

Cooperation between Serbia and the US. in the Area of
Defence.

Head of the International Military Cooperation Depart-
ment Captain (Navy) Milan Konjikovac and U.S. De-
fense Attaché Colonel Taft Blackburn signed on May
26, 2015 at the Ministry of Defence of Serbia the Bilat-
eral Military Cooperation Plan for 2016.
With the signed Plan, key areas of cooperation of the
Ministry of Defence and the Serbian Armed Forces with
the United States European Command in the next peri-
od have been defined, where the most prominent are
the continuation of joint work on the development of
the Base South (JUG), participation in international mili-
tary exercises, and joint training of members of the two
Armed Forces.
Captain (N) Konjikovac and Colonel Blackburn also
stated that he bilateral military cooperation and ex-
change of knowledge and practices between the Min-
istry of Defence of the Republic of Serbia and the Unit-
ed States European Command greatly contributed to
the improvement of operational and functional capa-
bilities on both sides. In this sense, they particularly em-
phasized that signed Plan consists of activities that re-
flect requests of from Serbian military units, Ministry of
Defence and the General Staff of the Serbian Armed
Forces, in accordance with the capabilities of the Unit-
ed States European Command and the Ohio National
Guard.
Conference of Balkan Countries’ Chiefs of Defence.

The 9th Balkan Countries’ Chiefs of Defence Confer-
ence took place on May 27 – 28, 2015 in Budva, Mon-
tenegro. The conference was open by the host - Chief
of the General Staff of Montenegro Admiral Dragan
Samardžić.
The Conference is an important
initiative for strengthening military
cooperation among the Balkan
countries. The main activities of
this initiative are training and edu-
cation that is activities through
which the required level of in-
teroperability of forces is achieved
and which allow for joint actions in
various crisis-response situations.
Special emphasis was placed on
cooperation in combating and preventing situations
caused by natural disasters, since these are countries
that have lately faced serious problems of this kind in
the region.
Saradnja Srbije i SAD u oblasti odbrane.

Načelnik Odeljenja za međunarodnu vojnu saradnju
kapetan bojnog broda Milan Konjikovac i američki
ataše za bezbednost pukovnik Taft Blekburn potpisali
su 26. maja 2015. u Ministarstvu odbrane Srbije plan za
bilateralnu vojnu saradnju za 2016.
Sa potpisanim Planom, ključne oblasti saradnje Minis-
tarstva odbrane i Vojske Srbije sa Komandom snaga
SAD za Evropu u narednom periodu su definisane, pri
čemu je najizraženija komponenta nastavak zdru-
ženog rada na razvoju baze Jug, učešće na međuna-
rodnim vojnim vežbama i združeno obučavanje pri-
padnika dvaju oružanih snaga.

Blekburn su takođe izjavili da je bilateralna vojna sa-
radnja i razmena znanja i praksi između Ministarstva
odbrane Republike Srbije i Komande vojske SAD za
Evropu značajno doprinelo unapređenju operativnih
i funkcionalnih sposobnosti na obe strane. U ovom
smislu, oni su posebno istakli da se potpisani Plan
sastoji od aktivnosti koje reflektuju zahteve srpskih voj-
nih jednica, Ministarstva odbrane i Generalštaba Voj-
ske Srbije, u skladu sa sposobnostima Komande vojske
SAD za Evropu i Nacionalne garde Ohaja.

Deveta Konferencija šefova odbrana zemalja Balka-
na održana je 27. i 28. maja 2015. u Budvi, Crna Gora.
Konferenciju je otvorio domaćin, načelnik Generalšta-
ba Crne Gore admiral Dragan Samardžić.
Konferencija predstavlja važnu inici-
jativu za jačanje vojne saradnje
među balkanskim zemljama. Glavne
aktivnosti ove inicijative su obuka
i edukacija, što su aktivnosti kroz koje
se zahtevani nivo interoperabilnosti
jedinica stiče i što dozvoljava združe-
ne akcije u različitim situacijama od-
govora na krize. Poseban naglasak je
s t a v l j e n n a s a r a d n j u
u suprotstavljanju i sprečavanju ka-
tastrofa izazvanih prirodnim nepogodama, obzirom
da su ovo države koje su nedavno iskusile znatne
probleme ove vrste u regionu.

The conference confirmed the importance of regional
cooperation and good neighbourly relations between
the Balkan countries, for maintaining and strengthening
the stable security environment in the region.
The member countries of the conference are: Albania,
Bulgaria, Greece, Macedonia Romania, Serbia, Turkey
and Montenegro. This year’s conference was also at-
tended by high-ranking special guests such as: the
Deputy Chairman of NATO's Military Committee, LTG.
Mark Schissler (USAF); Allied Joint Force Command Na-
ples commander, Adm. Mark Ferguson (USN), and the
Deputy Chiefs of Defence of Croatia and Slovenia.
Serbia was at the conference represented by its CHOD
General Diković, who also held separate talks with
Chief of the General Staff of Albania Major General
Jeronim Bazo, Chief of the General Staff of Bulgaria
Vice Admiral Rumen Nikolov, and the Allied Joint Force
Command Naples commander Admiral Mark Fergu-

‘’Balkan Response’’ to the Threat of CBRN Terrorism

With the collapse of effective government control in
countries like Iraq, Libya and Syria, apart from local
eruption of sectarian violence and anarchy, another
potentially global risk emerged: the threat from CBRN
terrorism. Destructive ambitions of previous authoritari-
an regimes
in these
failed states
resulted in
stockpiles of
chemical
and biologi-
cal weap-
ons, as well
as uncertain
amounts of
nuclear ma-
terials that
thankfully
never devel-
oped into
real nuclear
weapons.
Now many
of these
dangerous items lay scattered across war ravaged
and chaotic Middle Eastern countries, potentially turn-
ing into arsenals of terrorism.
Konferencija je potvrdila značaj regionalne saradnje
i dobrosusedskih odnosa između balkanskih zemalja,
u cilju održavanja i jačanja stabilne bezbednosne
sredine na Balkanu.
Zemlje članice konferencije su bile: Albanija, Bugar-
ska, Grčka, Makedonija, Rumunija, Srbija, Turska i Crna
Gora. Ovogodišnjoj konferenciji su takođe prisustvo-
vali i visoko rangirani specijalni gosti poput: Zamenika
predsedavajućeg Vojnog komiteta NATO general-
poručnika Mark Šisler (RV SAD), Komandanta združe-
nih NATO snaga iz Napulja admirala Marka Fergusona
(RM SAD) i zamenici šefova odbrana Hrvatske

Let’s not forget that ISIL actually took control of Al
Muthanna chemical weapons storage in Iraq last year,
which was home to some 2.000 artillery shells contami-
nated with mustard agents, 605 one-tone mustard con-
tainers with residues and heavily contaminated con-
struction materials. The Iraqi army managed to take
the facility back but it still has not been confirmed
whether any of the inventory has gone missing from it.
It has also been confirmed that ISIL took control of at
least 40 kg of depleted uranium from a research facility
in Mosul when the city fell into their hands last year. In
Syria, even though majority of chemical weapons have
been evacuated and destroyed in a UN led initiative,
various chemical materials which can not be qualified
as chemical weapons (such as chlorine) but nonethe-
less can be weaponized, still remain in the country, po-
tentially being available to various terrorist groups. Fur-
thermore, it is not clear how much nuclear material re-
mains in Syria, after Dair al-Sour reactor was destroyed.
Libya, where ISIL is also trying to make a foothold, is an-
other potential ’’black market’’ for weapons of mass
destruction, as the country has still not destroyed it’s
chemical materials from previous chemical weapons
programmes.
Having in mind the precarious nature of today’s global
security and the possibility of CBRN terrorism emerging,
Serbian Ministry of Defense and Serbian Armed Forces
started their preparations for a multinational military-
civilian CBRN counterterrorism exercise as early as Sep-
tember last year. The name of the exercise was
’’Balkan Response 2015’’ and it took place at training
field Ravnjak of the CBRN Center in Krusevac from May
25 – 30, 2015. The exercise is said to be the most impor-
tant multinational event hosted by the Serbian Armed
Forces (SAF) this year: 331
personnel from armies of
Austria, Bosnia and Herze-
govina, Macedonia, Mon-
tenegro, Slovenia and Ser-
bia participated in it, along
with personnel from Emer-
gency Sector (the Kru-
ševac firefighter brigade),
National Criminal-Technical
Center and Special Anti-
terrorism Unit of the Ministry
of Interior of Serbia, Orga-
nization for the Prohibition
of Chemical Weapons (OPCW), General Hospital Kru-
ševac and the Red Cross. 83 different types of vehicles
were also involved in the exercise. Representatives of
Belarus, Brazil, Croatia, Spain, Nigeria, Poland, Hungary,
United States European Command and European De-
fence Agency had the status of observers at the exer-
cise.
Ne zaboravimo da je IDIL zapravo uspela da preuzme
Al Mutana skladište hemijskog oružja u Iraku prošle
godine, u kome se nalazilo oko 2000 artiljerijskih gra-
nata kontaminiranih iperitom, 605 jednotonskih kontej-
nera sa iperitom i pratećom opremom, kao i teško
kontaminirani građevinski materijali. Iračka vojska je
uspela da preuzme postrojenje, ali i dalje nema potvr-
da da li je i koliko od njegovog inventara nestalo. Ta-
kođe je potvrđeno da je IDIL došla u posed 40 kg osi-
romašenog uranijuma nakon zauzimanja istraživač-
kog kompleksa u Mosulu prošle godine. U Siriji, iako je
većina hemijskog oružja evakuisano i uništeno
u inicijativi UN-a, različite hemikalije koje se ne mogu
kvalifikovati kao hemijsko oružje (poput hlorina) ali se
mogu zloupotrebiti kao oružje i dalje su prisutne
u zemlji i potencijalno dostupne različitim terorističkim
grupama. Štaviše, nije jasno ni koliko je nuklearnog
materijala ostalo u Siriji nakon što je reaktor Dair al Sur
uništen. A Libija, u kojoj IDIL takođe pokušava da na-
pravi uporište, je još jedno potencijalno crno tržište
oružja za masovno uništenje, obzirom da država
i dalje nije uništila svoje hemikalije iz prethodnih pro-
grama razvoja hemijskog oružja.
Imajući u vidu fragilnu prirodu današnje globalne bez-
bednosti i mogućnost pojave ABH terorizma, Ministar-
stvo odbrane Srbije i Vojska Srbije su otpočeli pripre-
me za međunarodnu civilno-vojnu ABHO protivteroris-
tičku vežbu još u septembru prošle godine. Ime vežbe
je ,,Balkanski odgovor 2015´´ i održana je na poligonu
Ravnjak pri Centru ABHO u Kruševcu od 25. do 30.
maja 2015. Ova vežba je najznačajniji
multinacionalni događaj u organizaciji
Vojske Srbije ove godine: 331 lice iz
vojski Austrije, Bosne i Hercegovine,
Makedonije, Crne Gore, Slovenije
i Srbije je učestvovalo u njoj, zajedno
sa osobljem iz Sektora za vanredne
situacije (kruševačka vatrogasna bri-
gada), Nacionalnog kriminalističko-
tehničkog centra i Specijalne antitero-
rističke jednice (SAJ) MUP-a Srbije, Or-
ganizacije za zabranu hemijskog oru-
žja, Centralne bolnice Kruševac
i Crvenog krsta. 83 vozila različitih tipova i namene su
korišćena u vežbi. Predstavnici Belorusije, Brazila, Hr-
vatske, Španije, Nigerije, Poljske, Mađarske, Komande
vojske SAD za Evropu i Evropske odbrambene agenci-
je su imali status posmatrača na vežbi.

Deputy commander of the Kruševac CBRN Center,
LTC. Srdjan Rutić explained that the exercise consisted
of 3 main events, along with 31 suppositions. Each of
those events was organized in a way that can best si-
mulate realistic security threats from terrorist attacks
involving weapons of mass destruction such as che-
mical agents or ’’dirty bombs’’.
The scenario of the exercise followed a situation in an
imaginary ’’Beta’’ region in which a federal state
dissolved into 5 separate countries which are mutually
recognized and accepted into UN. The security systems
of these 5 states (named Blue, Red, Yellow, Green and
White) cooperate on prevention of regional organized
crime. However, criminal groups decided to retaliate
by acquiring large amounts of explosives from military
stockpiles and nerve and vesicant gas agents, as well
as radioactive materials from the black market. These
criminal groups then plot to use a terrorist group to des-
tabilize Yellow state, arming the group with mentioned
weapons of mass destruction. The terrorist group
planted explosives at a chemical compound near Kru-
ševac in the imaginary Yellow state and they plant se-
veral improvised explosive devices (IEDs) with nerve
and vesicant chemicals, as well as radioactive mate-
rials in an urban area. The ’’Yellow state’’ estimated it’s
military and civilian crisis management capabilities and
decided to call it’s regional partners for help.
The exercises started with a simulated terrorist attack, in
which armed attackers assaulted the chemical com-
pound causing contamination of a wide area. Mem-
bers of the 246th CBRN battalion of Serbian Armed For-
ces were then sent into area to estimate the level of
crisis and contamination, while Orbiter drones were fly-
ing above for purpose of providing situational aware-
ness. Specially trained firefighters were sent to help the
local civilians af-
fected by the
contamination,
while CBRN units
of Serbian Armed
Forces, as well as
regional partner
militaries assisted
in crisis estimation
and decontami-
nation using mo-
dern sensor equ-
ipment and de-
contamination
vehicles. Finally,
Special anti-terrorist unit of the Serbian Ministry of Interi-
or neutralized the terrorist group in a dynamic attack
on their safe house.
Zamenik komandanta Centra ABHO iz Kruševca pot-
pukovnik Srđan Rutić je objasnio da se vežba sastoja-
la od 3 glavna događaja i 31 supozicije. Svaki od tih
događaja je organizovan na način koji najbolje simu-
lira realistične bezbednosne pretnje od terorističkih
napada u kojim se koriste oružja za masovno uništenje
poput hemijskih agenasa ili ,,prljavih bombi´´.
Scenario vežbe prati situaciju u imaginarnom ,,Beta´´
regionu u kome se federalna država raspala na 5 od-
vojenih međusobno priznatih država članica UN. Bez-
bednosni sistemi ovih 5 država (nazvanih Plava, Crve-
na, Žuta, Zelena i Bela) sarađuju međusobno
u prevenciji regionalnog organizovanog kriminala.
Međutim, kriminalne grupe su odlučile da uzvrate na-
bavkom velikih količina eksploziva iz vojnih magacina
i gasova nervnog i plikavačkog dejstva, kao
i radioaktivnih materijala na crnom tržištu. Ove krimi-
nalne grupe su potom namerile da upotrebe teroris-
tičku grupu radi destabilizacije Žute države, oprema-
jući je u tom cilju spomenutim oružjem za masovno
uništavanje. Teroristička grupa je postavila eksplozive
kod hemijskog postrojenja u Kruševcu u imaginarnoj
Žutoj državi, kao i improvizovane eksplozvine naprave
sa gasovima nervnog i plikavačkog dejstva
i radioaktivne materije u urbanoj sredini. ,,Žuta drža-
va´´ je procenila svoje vojne i civilne sposobnosti
upravljanja krizama i odlučila da pozove regionalne
partnere upomoć.
Vežba je otpočela simuliranim terorističkim napadom
u kome su naoružani napadači upali u hemijsko pos-
trojenje izazivajući kontaminaciju
šireg rejona. Pripadnici 246. ba-
taljona ABHO Vojske Srbije su poslati
u rejon radi procene nivoa krize
i kontaminacije, dok su bespilotne
letelice tipa Orbiter letele iznad
u cilju pružanja situacione svesti.
Posebno obučeni vatrogasci su
poslati da pomognu lokalnim civili-
ma ugroženim kontaminacijom, dok
su ABH timovi Vojske Srbije
i regionalnih partnerskih vojski asisti-
rali u proceni krize i dekontaminaciji
upotrebom moderne senzorike
i vozila za dekontaminaciju. Konačno, tim SAJ-a MUP-
a Srbije je neutralisao terorističku grupu u dinamičnom
napadu na njihovo sklonište.

Especially valuable aspect of the exercise were high-
tech systems for realistic simulation of chemical and
radiological contamination that were used. These sys-
tems make the Kruševac CBRN Center one of the most
valuable assets of the Serbian Armed Forces, as the
only similar center in Europe apart from one in Kru-
ševac is located in Germany. The CBRN Center of the
Serbian Armed Forces is already a military unit with one
of highest levels of achieved international cooperation
annually, however after this successfull exercise, the
possibilities for international cooperation increase even
more. Commander of the CBRN Center LTC Dr. Ivan
Lazarević said that, concerning cooperation, Serbia
had promoted the Center in its Partnership for Peace
Programme as a capacity for regional and broader
international uses, and that, as such, it had been pro-
moted and gained two statuses, as both the regional
and the partnership center for education and training.
Congratulating the participants on the successfully
completed activity, Minister of Defence of Serbia Brati-
slav Gašić stressed that the exercise had contributed to
the development of regional capacities for defence
against CBRN kind of threat. He added that, with the
Military Medical Academy that is already a national
“brand”, the Serbian Armed Forces had acquired
another pride-worthy institution with which it could pre-
sent itself in the world – the CBRN Center in Kruševac.
„Thanks to the Serbian Armed Forces, the local self-
government and Kruševac companies, we now have a
well-equipped center for training of CBRN staff“, Minis-
ter Gašić said.

La Dialogue 2015" in Sin-
gapore from May 29 –
31, 2015. During the
Summit, General Bartels
met with defence minis-
ters, Chiefs of Defence
and security policy pro-
fessionals in the Asia-
Pacific region, including
partners and Allies, to
discuss issues of common interest and cooperation.
Posebno vredan aspekt vežbe su bili visoko tehnološki
sistemi za realističnu simulaciju hemijskih i radioloških
kontaminacija. Ovi sistemi čine kruševački Centar
ABHO jednim od najvrednijih efektiva Vojske Srbije,
obzirom da jedini slični centar u Evropi, osim
u Kruševcu, postoji još u Nemačkoj. Centar ABHO Voj-
ske Srbije je već vojna jednica sa jednim od najviših
nivoa ostvarene međunarodne saradnje godišnje,
međutim nakon ove uspešno realizovane vežbe mo-
gućnosti za međunarodnu saradnju se još više uveća-
vaju. Komandant Centra ABHO potpukovnik Ivan La-
zarević je izjavio da je, kada je u pitanju saradnja, Sr-
bija promovisala Centar kroz program Partnerstva za
mir u njegovim kapacitetima za regionalnu i širu
međunarodnu upotrebu i da je, kao takav, Centar
dobio unapređenje i 2 statusa, kao regionalni i kao
partnerski centar za edukaciju i obuku.
Čestitajući učesnicima na uspešno realizovanoj vežbi,
ministar odbrane Republike Srbije Bratislav Gašić je
istakao da je vežba doprinela razvoju regionalnih ka-
paciteta za odbranu od ABH pretnji. Dodao je da je,
uz Vojno-medicinsku akademiju, koja je već nacio-
nalni ,,brend´´, Vojska Srbije dobila još jednu ponosa
vrednu instituciju kojom može predstaviti sebe u svetu
– Centar ABHO u Kruševcu. ,,Zahvaljujući Vojsci Srbije,
lokalnoj samoupravi i kruševačkim kompanijama, sa-
da imamo dobro opremljen centar za obuku kadrova
ABHO´´, izjavio je Gašić.

The Chairman of the NATO Military Committee’s open-
ing remarks at the “The Armed Forces and New Terrorist
Threats” panel highlighted the three main Military Pil-
lars: Deter, Contain and Protect and explained their
role in responding to the security challenges that NATO
faces in and around Europe.
General Bartels met with number of high military offi-
cials from partner countries from the region during his
visit in Singapore – namely Admiral Sun Jianguo, Vice
Chief of Staff of China's People's Liberation Army (PLA),
South Korean Defence Minister Han Min-koo, Admiral
Katsutoshi Kawano, the Japanese Chief of the Joint
Staff, the host - Chief of Defence Force of the Singapo-
rean Armed Forces Ng Chee Meng and also with the
Chief of Defence Force of
the Malaysian Armed Forces,
General Tan Sri Dato'Sri
Zulkifeli bin Mohd Zin.
Concluding his visit to Singa-
pore, General Bartels empha-
sized the importance
of NATO’s presence at the
Shangri-La Security Confer-
ence. “By attending the Con-
ference, NATO gets a first-
hand insight into the regional
security dynamics of the ar-
ea. There are also many mutual areas of interest be-
tween NATO and the Asia-Pacific nations, areas such
as Maritime Security, Cyber Warfare, Terrorism and Pira-
cy. It is by sharing ways of operating with and learning
from each other, that we will be able to better counter
the threats we all face” Bartels concluded.
Predsedavajući Vojnog komiteta NATO je u svom
uvodnom govoru na panelu ,,Oružane snage i nove
terorističke pretnje´´ istakao 3 glavna vojna stuba: od-
vraćanje, zadržavanje i zaštitu i objasnio njihove uloge
u odgovaranju na bezbednosne izazove sa kojim se
NATO susreće unutar i oko Evrope.
General Bartels se sastao sa određenim brojem visokih
vojnih zvaničnika iz partnerskih zemalja regiona tokom
svoje posete Singapuru, pre svega sa admiralom Sun
Janguoom, zamenikom načelnika generalštaba ki-
neske armije, južnokorejskim ministrom odbrane Han
Min-kuom, japanskim načelnikom generalštaba admi-
ralom Kacutošijem Kavanoom, domaćinom načelni-
kom Odbrambenih snaga Singa-
pura Ng Či Mengo, kao i sa šefom
Odbrambenih snaga Malezije ge-
neralom Tan Sri Dato´Sri Zulkfeli bin
Mohd Zinom.
Zaključujući svoju posetu Singapuru,
general Bartels je istakao značaj
prisustva NATO na Šangri-La bez-
b e d n o s n o j k o n f e r e n c i j i .
,,Prisustvovanjem na konferenciji,
NATO stiče uvid iz prve ruke
u regionalnu bezbednosnu dinami-
ku. Postoje mnoge uzajamne oblas-
ti interesovanja između NATO i azijsko-pacifičkih drža-
va, oblasti poput pomorske bezbednosti, sajber rato-
vanja, terorizma i piratstva. I ove ćemo pretnje svi lak-
še suočiti kroz razmenu načina vršenja operacija
i učenja jedih od drugih´´, zaključio je Bartels.

Ministry of Defence of the Republic of Serbia Launched
a New Web-page to Promote Serbia’s Engagement in
Multinational Operations.
The web-page has been set-up by the Public Relations
Department of the Ministry of Defence and it incorpo-
rates all information on the contribution of members of
the Ministry of Defence and the Serbian Armed Forces
(SAF) to the international peace and security through
their participation in multinational operations. All infor-
mation on deployment of SAF in multinational opera-
tions under the auspices of the United Nations and the
European Union, as well as latest news from the mis-
sions, photographs and videos can be found there.
The web-page also contains a section entitled
“Peacekeeper”, which offers views on the responsible
task of building peace in crisis regions from the view of
actual participants – former peacekeepers from SAF.
The web-page is a valuable source of information es-
pecially for media representatives, students, experts as
well as people interested in becoming members of SAF
themselves.
The website is adapted to modern web-standards and
is accessible through all platforms and devices.

Ministarstvo odbrane Republike Srbije pokrenulo je
novu internet stranicu za promovisanje učešća Vojske
Srbije u multinacionalnim operacijama.
Veb stranicu je pokrenuo Odsek za odnose s javnošću
pri Ministarstvu odbrane i ona obuhvata sve informa-
cije o doprinosu pripadnika Ministarstva odbrane
i Vojske Srbije međunarodnom miru i bezbednosti kroz
njihovo učešće u multinacionalnim operacijama. Sve
informacije o učešću VS u multinacionalnim operaci-
jama pod okriljem UN-a i EU, kao i skorašnje novosti iz
misija, fotografije i video snimci mogu se naći na stra-
nici.
Veb stranica takodje sadrži i sekciju pod naslo-
vom ,,Mirovnjak´´ koja pruža poglede učesnika, od-
nosno bivših mirovnjaka VS na pitanja izvršavanja od-
govornog zadatka izgradnje mira u kriznim regionima.

10th Annual International Security Forum - GLOBSEC
2015 will Take Place in Bratislava, Slovakia.
On June 19 – 21, 2015 already 10th annual International
Security Forum GLOBSEC will take place in Bratislava,
Slovakia. The conference is this time taking place at
the end of the Slovak Presidency in the Visegrad group
(V4) and will again feature panel of all 4 prime ministers
of V4 countries. Main topics of this year’s GLOBSEC will
be – development in NATO
from Wales to Warsaw; Ukrai-
ne and the conflict in the East
and Russia; Western Balkans;
hybrid warfare and propa-
ganda; energy security; cyber
security; so called „Islamic
State“ (DAESH) and many
other most pressing issues.
GLOBSEC Forum is the leading
annual forum on foreign policy and security in the Cen-
tral Europe. This year, GLOBSEC marks 10 years since its
establishment. GLOBSEC’s mission is to engage the
community in supporting regional cooperation and
enhancing the transatlantic bond. The GLOBSEC Forum
is organized by the Slovak Atlantic Commission, mem-
ber of the Central European Strategy Council.
Central European Strategy Council is an independent
non-governmental organisation with the mission to
strengthen the voice of Slovakia and Central Europe in
European and global affairs. The organisation connects
key Central European personalities and experts in fo-
reign and security policy. It associates three organisa-
tions - the Slovak Atlantic Commission (SAC), the Cen-
tral European Policy Institute (CEPI) and the Centre for
European Affairs (CEA).
Deseti godišnji međunarodni bezbednosni forum –
GLOBSEC 2015 će biti održan u Bratislavi, Slovačka.
Od 19. do 21. juna 2015. biće održan deseti po redu
bezbednosni forum GLOBSEC u Bratislavi, Slovačka.
Konferencija će se ovaj put održati na kraju slovačkog
predsedavanja Višegrad grupom (V4) i ponovo će
obuhvatati panel sva 4 premijera zemalja V4. Glavne
teme ovogodišnjeg GLOBSEC-a će biti – razvoj NATO
od Velsa do Varšave, Ukraji-
na i konflikt na istoku i Rusija,
Zapadni Balkan, hibridno ra-
tovanje i propaganda, ener-
getska bezbednost, sajber
bezbednost, tzv. ,,Islamska
država´´ (DAEŠ) i mnoga
druga značajna pitanja.
GLOBSEC forum je vodeći
godišnji forum iz oblasti spol-
jne politike i bezbednosti u centralnoj Evropi. Ove
godine, GLOBSEC beleži 10 godina od osnivanja
i njegova misija je da uključi zajednicu u podršku regi-
onalnoj saradnji i osnaži transatlantske veze. GLOBSEC
forum organizuje Slovačka atlantska komisija, članica
Centralnoevropskog strateškog saveta.
Centralnoevropski strateški savet je nezavisna nevladi-
na organizacija sa misijom jačanja glasa Slovačke
i centralne Evrope u evropskim i globalnim zbivanjima.
Organizacija povezuje ključne ličnosti centralne Evro-
pe i eksperte spoljne i bezbednosne politike. Obuhva-
