Executive Summary

Pascua Yaqui Tribe 2009 Long-Range Transportation PlanThe Pascua Yaqui Tribe Small Area Transportation Study (SATS) was conducted to update the 2003 Pascua Yaqui Community 20-Year Transportation Plan. The SATS project was completed in July 2009 and was supported with technical planning assistance funds from the Pima Association of Governments (PAG), Arizona Department of Transportation (ADOT), and Federal Highway Administration (FHWA). Tribal Council approval of the SATS accepts it as the Pascua Yaqui Tribe 2009 Long-Range Transportation Plan. This Executive Summary highlights the major elements of the study.

Indian Reservation Road Program Planning RequirementsCompletion of a Tribal Long-Range Transportation Plan (LRTP) is a key requirement for funding allocations under the Indian Reservation Road (IRR) Program. The LRTP developed through the SATS process meets both FHWA and IRR Program requirements for transportation planning. The SATS includes all elements of a Tribal LRTP including identification of transportation goals, issues, and solutions that impact the Pascua Yaqui Reservation roadway network, as well as surrounding Pima County roads that serve the Reservation. Exhibit 1 illustrates the study project area.

Under the IRR Program and PAG Planning Program, the Tribe must also develop a Transportation Improvement Program (TIP) that the LRTP will guide to prioritize and implement projects in a strategic manner. The TIP is a list of financially constrained projects updated annually to make optimum use of available funds and resources. Once approved, the TIP projects are qualified for consideration to obtain funding from the IRR Program and other federal, state, and local sources.

Another major element of the LRTP is an update of the Tribal Road Inventory, which is a database of all transportation facilities eligible for IRR Program funding. The Inventory is required to be updated on an annual basis in adherence to an established Bureau of Indian Affairs (BIA) Inventory process timeline. Data in the Inventory includes bridge numbers, route functional classifications, route numbers, traffic volumes, and facility maintenance responsibility and ownership. The SATS provides recommended updates to the Inventory as a result of data collected for the LRTP.

Indian Reservation Road Program Allocation and Funding System The IRR Program is jointly administered by the FHWA Federal Lands Highway Office and the BIA. The IRR Program provides support and guidance to Tribes for planning, design, construction, and maintenance of transportation facilities. 25 CFR Part 170 IRR Program Final Rule dated October 1, 2004, establishes the policies and procedures governing the IRR Program. Under the Program a Tribal Transportation Allocation Methodology (TTAM) is used to allocate IRR funds. The SATS illustrates the TTAM and also describes how the Relative Need Adjustment Factor, Population Adjustment Factor, and the 2% Tribal Transportation Planning funding categories are allocated to Tribes.

Stakeholder and Public OutreachThe SATS planning process involved a number of stakeholders through their participation on an established SATS Technical Advisory Committee (TAC). Representative entities on the TAC included the Pascua Yaqui Tribe, PAG, ADOT, BIA Western Regional Office, Pima County, and the Sun Tran Regional Transit System. Tribal community members were also involved in the planning process through two public open house meetings, Tribal Recognition Day activities, and presentations at various Tribal meetings.

Regional Transportation Authority and Pima Association of GovernmentsThe SATS discusses the Pascua Yaqui Tribe’s participation in both the RTA and PAG planning processes. It also identifies current and planned Tribal projects supported through both of these entities’ funding processes.

Regional Transportation Authority – RTA is a governmental entity established in August 2004 under state statute and is governed by a nine-member Board. The RTA’s primary goal is to build consensus among regional jurisdictions and to implement the $2.1 billion 20-Year Regional Transportation Plan approved by Pima County voters in May 2006. The RTA Plan is multimodal with roadway, transit, safety improvements, and environmental and economic vitality enhancements. The Pascua Yaqui Tribe has full participation at RTA meetings, which is the key to requesting and obtaining RTA funds for Tribal projects.

Pima Association of Governments – PAG is a nonprofit metropolitan planning organization with transportation planning, environmental planning, and technical services divisions that coordinate efforts with all local jurisdictions in Pima County. PAG is governed by a nine-member Regional Council with an elected official serving from each member jurisdiction, including the Pascua Yaqui Tribe. Similar to the RTA, the key to requesting and receiving PAG project funding and services is through attendance and participation at PAG meetings to bring forth needs of the Tribe.

Pima County and City of Tucson Design StandardsThe SATS recommends adoption of the Pima County and City of Tucson Design Standards so that Pascua Yaqui Reservation roads are consistent with road systems throughout the Tucson area as well as with federal standards. This is also to ensure that Tribal roads meet public expectations for uniformity and to support reduced costs through standardization.

Transportation System RecommendationsTraffic and Roadway System Safety – Maintaining safety on streets and intersections on the Pascua Yaqui Reservation was a key objective in the SATS. Recommended projects to improve safety were identified by reviewing five years of accident reports; conducting field reviews of all the roads to determine signage, striping, and traffic control needs; carrying out discussions with Tribal staff; and conducting public and stakeholder outreach.

Roadway System – Recommended roadway improvements in this SATS are based on existing traffic volumes, levels of service, and future travel demands. With phased completion of these recommendations, it is anticipated that all Reservation roadways will accommodate 2030 travel demands.

Bicycle System – Recommendations have been made through the SATS to enhance the roadway system with bicycle connections for Tribal community members to reach destinations both on and off the Pascua Yaqui Reservation.

Pedestrian System – A safe connected pedestrian sidewalk, pathway, and crossing system will encourage walking and provide links to destination centers and services. The SATS recommends pedestrian projects based on four areas of need:

Improved safety•

Infrastructure•

Lighting needs•

Health benefits•

Transit System – Transit service is an important element of the Tribal transportation system. The SATS developed options for extending Sun Tran Routes 27 and 29 to better serve existing destinations and future development. Other recommendations include linking transit service between commercial and residential development, building park-and-ride lots to serve commercial and residential development areas, and provide covered bus shelters at all bus stops.

Pavement Management – A Pavement Management System is used to schedule road maintenance by identifying areas in the worst condition. A recent evaluation indicated that 87% of the Tribal streets were rated as “failed” or “poor.” To address this issue the SATS supports the newly established partnership between the Pascua Yaqui Tribe, PAG, and the City of Tucson to coordinate regional pavement data collection through the use of an Automatic Road Analyzer pavement management van. The City is also committed to train Tribal staff to perform detailed evaluations of pavement conditions. The resulting data will then be used to develop cost-effective pavement treatment options.

Transportation Program RecommendationThe SATS recommends establishment of a Pascua Yaqui Tribe Transportation Program. Although not all inclusive, the purposes of the Program are to manage the IRR Program; conduct transportation planning activities; oversee the maintenance database; support environmental permitting activities; provide professional engineering expertise for transportation project construction; coordinate with regional transportation committees, groups, and Tribal departments; and provide training opportunities.

Transportation Plan of Improvement ProjectsThe SATS developed a Transportation Plan that is multimodal with safety-related projects considered high priority. The implementation plan includes identification of specific improvement project descriptions, costs, justification, and potential sources of funding. Improvement projects are phased for implementation within 5-, 10-, and 20-year timeframes. Exhibits 2, 3, 4, and 5 illustrate the projects.
