The Singapore economy shrank by 1O.Ioh in the firstthreemonths of thisyear compared to the same periodlast year. We expectthe economy to shrinkby between 6% and 9% for the wholeyear.Businesses are stillunder stress and unemployment is likely to rise. it:::ra:r: .-: ..: :. : ,., : ,j.:,i, :.:t-: ::,-.:..,tt. : l. r.:_:.::. : Government will help workers, businesses and households witha $20.5 billion Resilience Package. The main objective is to preserve jobs. For the firsttime, Government is drawing on our reserves in orderto fund the "Jobs Credit" scheme, and a special risksharing scheme to helpcompanies continue to get Ioans from banks.Government is also funding the SPUR programme to encourage companies to send workers for training. These measures have helped companies to stay in business and continue to employ theirworkers instead of retrenching them. Government is also helping the people directly. The GST Credit for 2009 has been doubled, and conservancy and rentalrebatesare also being provided. These are helping Singaporeans, especially those from lower income families during this difficult period. At the locallevel, we are also helping out. The NorthEast Community Development Council is providing job matching services and hasheld several job fairs. Our PasirRis West Citizens' Consultative Committee is helping those with difficulties through our welfare fund. Thisyear 1400 students from Pasir RisWest received Edusave awards worth a total of $405,000. And the Kindergarten Financial Assisiance Scheme (KIFAS) is helping children in PasirRis West to attend kindergarten. We are working together to overcome this periodof difficulty. But we also have reason to be confident. We enjoy political stability and socialharmony. This allowsus to focus on the economy and helping Singaporeans without the situation being made worse by social and political turmoil. Our financial systemand Singapore dollarremain stableand strong. We have built up strongreseryes over the years in good times and managed them well.We are now ableto drawon thesereserves during theseexceptionally difficult timesto helppreserve jobs and see us through this crisis. In spiteof the economic downturn, we are continuing to improve the facilities in Pasir Ris. Bicycle parking and facilities for thosetakingpublic transport have been improved at PasirRis MRT station. A new roadat WhiteSandsshopping centre has improved trafficflow. Work on the Pasir Ris indoorsports complexwill begin at the end of this year. lt will have a swimming pool,and a sportshall for badminton and other indoor sporls. Singapore is feeling the effects of the global financial and economic crisis. The Singaporeeconomy shrank by 1O.Ioh in the first three months of this year compared to the sameperiod last year. We expect the economy to shrink by between 6% and 9% for thewhole year. Businesses are sti l l under stress and unemployment is l ikely to rise.

Government will help workers, businesses and households with a $20.5 billion ResiliencePackage. The main objective is to preserve jobs.

For the first t ime, Government is drawing on our reserves in order to fund the "JobsCredit" scheme, and a special risk sharing scheme to help companies continue to getIoans from banks. Government is also funding the SPUR programme to encouragecompanies to send workers for training. These measures have helped companies tostay in business and continue to employ their workers instead of retrenching them.

Government is also helping the people directly. The GST Credit for 2009 has beendoubled, and conservancy and rental rebates are also being provided. These arehelping Singaporeans, especially those from lower income families during this diff icultperiod.

At the local level, we are also helping out. The North East Community DevelopmentCouncil is providing job matching services and has held several job fairs.

Our Pasir Ris West Citizens' Consultative Committee is helping those with diff icultiesthrough our welfare fund. This year 1400 students from Pasir Ris West received Edusaveawards worth a total of $405,000. And the Kindergarten Financial Assisiance Scheme(KIFAS) is helping children in Pasir Ris West to attend kindergarten.

During one of the DPM Teo regular house{o-house visit on 17 Feb 09 evening at about,r,r, 7pm, he was greeted by a group of senior citizens at Blk 757 Pasi Ris St 71. TheyI ' were the residents of Pasir Ris Zone 18 RC and they shared their concerns over the;',l opening of the new Pedestrian Overhead Bridge (POB) located in front of Blk 747, Pasir')' Ris Drive 1. They were worried that the existing pedestrain crossing traffic light positioned

Min front of Blk 740 and 738 Pasir Ris Dr 1 wi l l be closed once the new POB is open.They feedback that it will be very inconvenient and tedious for thoseelderly and wheelchair bound residents climbing up the new PedestrianOverhead Bridge (POB).

DPM Teo welcomed the residents' feedback and had appealed toLTA on their behalf and LTA had agreed to retain the exisi tngpedestrian crossing traffic light. With the new POB and the existingpedestrian crossing traffic light, all residents are now able to crosssafely on the busy road in front of Pasir Ris West Plaza.

Pasir Ris West Town is about 15 years old, i twas reported that many footpaths were crackedand sunken. Moreover, the footpaths often pondedafter rain pour. A re-pavement project was carriedout in the past 2 years to repair the sunken footpaths.

On 3 May 2009 (Sun) at about 11am, DPM Teo and Dr Ahmad Magad officiate the opening of the new link road at Pasir Ris Central Street3, in front of the Pasir Ris MRT StationAffhitesands Shopping Centre. Pasir Ris Central Street 3, the existing two-ways road is now beingconverted to one-way road. With the opening of the new link road, it has eased the long outstanding traffic jam problem. The Pasir RisWest CCC - Town Development Committee would like to thank LTA, URA, SLA & NParks for their support in making this mission possible.

The pedestr ian footpathl inking the bus stop at PasirRis Dr 1 and the Elias GreenCondo (along the sungei apiapi) is now provided with thepubl ic l ight ing. This area wasvery dry in the past and was asecurity concern. This suggestionwas supported under the CIPC.

ln order to ease the traf f icconjunct ion at the Pasir RisCentral St 3 (WhitesandsShopping Centre), LTA hadconstructed a new TAXI Standand a pick-up point at the westdoor of the MRT station.

A Lantern Festival Celebration jointly organized by Pasir RisZone 15 RC and Parkview Primary School. Activities includelion dance, dragon dance, students' performances, policeskit, lantern possession, etc. Active participations fromstudents and residents from all races which had made thisevent a success. Adding to the celebratorymood were giant inflatable balls to signify "the rollinggood time" that everyone had.DPM Teo Chee Hean was the Guest of Honour and PasirRis-Punggol GRC Advisers, Mr Charles Chong, Dr AhmadBin Mohamed Magad, Ms Penny Low, Mr Michael Palmerand Hougang GRO Adviser, Mr Eric Low were the special

invited guests. Breakfast was provided at Buangkok Bridgefollowed the 1.4 km walk. The sumptous spread, sponsoredby Hock Lian Seng, featured traditional breakfast goodies suchas "chee cheong fun", "soon kueh", roti prata, and muffins.The new connection offers a faster access to the KPE for theresidents of Sengkang, Punggoland Hou$ang and it lightensthe traffic flow on the TPE between Punggol and Pasir Risduring peak hours. DPM Teo commended LTA for a job welldone, saying to residents at the event: "Every time youdrive on this new extension and enjoy time savings onyour trip, remember the hard working staff at LTA whobrought you this new link."

CARE CORNER:Do you know where can you get help and the types of assistance available?

III@ITDPasir Ris West CCC - Community Development & Welfare Fund Committee formed in 2006, they raise fund through community eventsand donations from good wishes. Each year, they issue about $25,000 to $35,000 in June Holidays to students whose families facesome financial difficulties. Family income that below $2000 or $500 per capita will qualify to apply this Annual CCC Education AssistanceScheme. Application forms can be obtainable at all the 10 RCs and Pasir Ris Elias CC Office. Another scheme available is CDC -CCC Edusave Merit Bursary Presentation that will be held in end Dec every year. The schools will notify the parents if the child is eligible.

@Pasir Ris West CCC together with North-East CDC and Project SUCCESS work very closely in helping the residents in findinga suitable job when they are retrenched. For more details, please call North-East CDC aI6424 4000 or Project SUCCESSat 6388 1742.ll you need any further assistance, you may also attend the weekly MP Meet-the-People Session (MPS) locatedat Blk 738 Pasir Ris Drive 10 #01-21on every Friday, except the Sth Friday, eve of Public Holiday and Public Holiday.

With the feedbacks from commuters regarding the insuff ic ient bicycle standswithin the Pasir Ris MRT station boundary, SMRT has proposed to introduce the2-t ier bicycle stands to al low more bicycles parking faci l i t ies within the stat ion.

Prior to the implementat ion, SMRT wi l l be carrying out a tr ia l for the 2t ier bicyclestands over a period of three (3) months (04/05/09 - 03/08/09) to familiarisecycl ists with the usage of the upper t ier stands.

Moving forward, subject to the result of the 3 month i r ia l ,

SMRT wi l l be implementing more of the 2-t ier bicycle standswithin the Pasir Ris MRT station so that more bicycle parkingcan be al lowed within the stat ion boundary. This wi l l ensurebelter connectivity for the commuters who are cycling to thestat ion.

LTAwil l a lso provide an addit ional300 new sheltered bicycleracks at the void deck of the MRT stat ion. The ' lst phraseproject is under construct ion and wi l l be ready by Jul 09.

In cont inued ef for t to provide a betterservice for the residents, LTA will extendthe covered linkway from the bus stop tothe pick-up point and the TAXI stand. Weurge all cyclists to be more considerate bystop chaining their bicycles on the roundcolumns along the covered walkway whichpose a danger to those wheelchair boundelderly using the covered walkway daily.

As more and more HDB owners owned cars,it has caused insufficient parking lots in someof the HDB Multi-Storey Car Park (MSCP).The Pasir Ris West CCC Grassroots Leadershave met with the Pasir Ris HDB Branchand HQ HDB Car Park Section to resolvethis issue far back from 2008. In the interimoeriod. HDB will convert some of the ooenarea in the estates into parking lots. This willonly carry out with those car park that havingmore than 95% take-up rate in the monthlyseason parking coupon MSCP. HDB adopteda system to measure the needs of the carpark lots and wi l l work c loselv wi th thegrassroots leaders. Some physicil work wil lbe carried out in the next new months.

Pasir Ris MRT station was selected as oneof the 3 MRT stations that wil l be orovidedwith the half height frosted glass panel at thelanding platform. The improvement works willcarry out during the 2nd half of 2009. Workswill carry out after midnight and end before5 am for a period of few months. The glasspanel wil l provide safer platform for all.

The construction work is in progress andexpected to complete by end of Jul 09.Residents in N7 wil l have a choice to walkover to Tampines Mega Marts for theirmarket ing. But do not park your vehic leover there after 10.30 pm as the securityofficer wil l lock vour car's wheel.
