PLANNING CONSIDERATIONS:

The properties are designated ‘Agriculture’ within the South Peace Fringe Area OfficialCommunity Plan Bylaw No. 2048 (SPFA-OCP). Both the SPFA-OCP and the City’s OCPincorporated the South Peace Comprehensive Development Plan(SP-CDP/Jul2007) which

identified lands suitable for urban expansion given that the City is surrounded on all sides bythe Agricultural Land Reserve. These properties were included in the study area of the SP-CDP/2007 but were not endorsed for urban expansion.

Section 8.1.2(b) of the SPFA-OCP recommends the PRRD “work collaboratively with the Cityof Dawson Creek and the Village of Pouce Coupe to produce a multi-jurisdictional land usestudy to assess industrial land availability and requirements.” Regarding urban expansion, theAgricultural Land Commission also recommends a comprehensive planning approach. (seeattached letter)

Inclusion into city boundaries would tend to raise expectations for conversion of agriculturalland to non-agricultural uses. Inclusion of these lands is premature with regard to landscurrently available within the City and would undermine the objectives of both OCPs to protectagricultural lands, promote infill and efficient use of infrastructure, and to support a compactcomplete community.

INFRASTRUCTURE CONSIDERATIONS:

There is a concern with respect to a PRRD owned and operated sewer main that provides sewercollection service to some 14 residents and businesses in the Friesen Subdivision. This sewer mainlies within the existing and proposed boundary expansion of the City of Dawson Creek (north-westarea). A concern arises on how the present sewer main will be impacted in the absence of aformalized agreement for its use, and capacity for the present users of the system. Dialogue withthe City must be undertaken to explore long term objectives in servicing the expansion propertiesand how this may impact PRRD infrastructure.

OPTIONS FOR CONSIDERATION:

1. That the Regional Board has no objection to inclusion of the ”Hansen Properties-Inclusion2015” into the City of Dawson Creek because the financial impact on PRRD services isminimal.

2. A. That the Regional Board objects to inclusion of the “Hansen Properties-Inclusion2015” into the City of Dawson Creek because there has not been a demonstration orevidence of the need for additional urban development lands, the proposal has notbeen identified in the South Peace Fringe Area OCP or the City of Dawson CreekOCP, and impacts to PRRD sewer infrastructure (Friesen Subd) are uncertain.

B. THAT Regional District staff, in cooperation with City of Dawson Creek and Villageof Pouce Coupe, report on the progress of development on lands identified forurban expansion within the South Peace Comprehensive Development Plan.

C. THAT the Regional Board direct staff to engage in discussions with the City ofDawson Creek regarding the disposition of the sewer main (for Friesen Subd) lyingwithin City boundaries running along the Hart Hwy No. 97.

3. That the Regional Board refer the ”Hansen Properties-Inclusion 2015” proposal forboundary extension to the Agricultural Advisory Committee for comment prior to making adecision.

STRATEGIC PLAN RELEVANCE: NA

FINANCIAL CONSIDERATION(S):

The current property taxation contributions to PRRD services is small.

OTHER CONSIDERATION(S):

The City would inherit the existing OCP and zoning until it is changed by the City throughthe normal process of rezoning.

The properties are within the ALR, for which the ALC regulations will continue to apply.The City has provided a copy of ALC comments (attached).
