CHAPTER – 1 PREAMBLE

1.1 Introduction Peoples Energy Limited is being developing Khimti-2 Hydroelectric Project (48.8 MW) located in the

border of Ramechhap and Dolakha districts of Janakpur zone. Khimti River is a tributary of Tamakoshi

a major branch of Saptakoshi river system of Nepal. The Khimti River originates at EL. 4500m and

converges with the Tamakoshi River at EL. 600m. The total drainage area of the Khimti River is

492.4km2, and the drainage area in front of the intake and powerhouse is 295.34km2 and

351.4km2respectively. The river section from the dam site to powerhouse is about 7km long. The

ridges on both banks are at EL. 2,300~3,000m; the riverbed at the dam is at EL. 1,627m; the riverbed

at the powerhouse tailrace is at EL. 1,278m. The run-of-river development scheme is selected.

The headworks site is located at Rasnalu/Gokulganga Rural Municipality of Ramechhap and Jiri

Municipality of Dolakha district whereas the powerhouse site is located at Simlep and

Hawa/Tamakoshi Rural Municipality of Dolakha District. The headwork is located about 150m

downstream the confluence of Jiri Khola and Khimti Khola with headrace alignment passing along the

right bank of Khimti Khola and powerhouse site also located on the right bank.

Objective of this report is;

To update the status of various development activities completed and being undertaken in

implementation of 48.8 MW Khimti-2 Hydroelectric Project.

To update the status of schedules and planning

To bring forward the difficulties & issues being faced / envisaged at site to the notice of

concern authorities and stakeholders

1.4 Bank Consortium Financial closure (FC) for the development of Khimti-2 HEP was concluded with the bank consortium of erstwhile ten Class 'A' Commercial Banks of Nepal and now 9 after merger between Global IME Bank and Janata Bank , with Sanima Bank as the lead bank, on September 24th, 2017.

1.5 The Employer Peoples Energy Ltd. (PEL), previously Peoples Hydro Co-operative Ltd. (PHCL), is the developer of Khimti-2 Hydroelectric Project, situated at Dolakha and Ramechhap districts. PEL obtained the survey license for the project on 2012/10/31. After, feasibility level investigation was concluded and the Power Purchase Agreement (PPA) was signed with Nepal Electricity Authority (NEA) on 2015/10/01. Generation license was obtained for the project on 2017/01/06 by PHCL, and later transferred to PEL on 2017//02/16.

1.6 Procurement and EPC-F Contract The Employer has identified Chongqing Water Turbine Works (CWTW) as the EPC Contractor appropriate party to execute and implement Khimti-2 HEP in an EPC+F modality. PEL and CWTW have signed contract agreement on 14th March 2018.

1.7 Local Contractors for Site Infrastructures PEL has engaged several local contractors for the construction of site infrastructures as pre-construction activities such as access track opening and slope protection works for Access Road, drainage and stone soling for improvement of Access Road, Project Camp, Boundary wall construction and construction of three motorable bailey bridges etc. To execute the mentioned works PEL has engaged some of the local contractors employed at site are: For Bridge Construction (three bridges over Khimti Khola)

3.4 Progress work in Detail

3.4.1 Access Road Headworks Area-Dharapani Road (Ramechhap) The track to headworks of Khimti-2 Hydroelectric project of 1.0 Km length is completed connecting from existing road in Dharapani, Ramechhap. Cross-drainage has been provided in three major parts of the road section along with masonry side drain in critical section of the road. Gabion works and Masonry breast wall are provided for slope protection in vulnerable portions of the road section.

Future Plans:

• Side drain in full section of the road is required in order to protect the road from the heavy downpour.

• Soling at certain portion are required in order for heavy vehicle to travel uphill slope of the road.

• Slope Protection by gabion are required in certain portions damaged recently by rainfall.

Headworks-Intake Area (Dolakha) Massive rock back cutting just Infront of headworks’ bailey bridge in order to provide required turning radius for the vehicle has been completed.

Future Plans:

• 300m length section of road to dam site is remaining.

• Locals are demanding the connection of existing road (Hawa-Phulping-Jiri Road) to bridge in headworks of Khimti-2 in dolakha side.

HRT adit-Burke-Hodampa Road (Ramechhap) Track opening of 2.5 Km stretch of road from Burke through bhage to hodampa is completed. Earthen side drain and cross drainage through causeway are provided in burke to bhage road section. Gabion in critical road turnings are provided.

Future Plans:

• This road section is most affected by the monsoon rain causing landslide in multiple sections completely blocking the road hence, necessary gabion works and permanent cross drainage are required.

• Side drain and proper cross drainage is required.

HRT adit- Phulping-Gaighat Road (Dolakha) Track from gaighat is connected to Bailey Bridge II (Hodampa Bridge) in phulping linking dolakha and ramechhap district. This 2.0 Km section of roads serves as a connection to project HRT adit from major road Bhirkot-Jiri of dolakha side.

Future Plans:

• Grade of the road in certain portion of road is to be maintained. • Water from monsoon has eroded away fill side of the road section which needs to be maintained

providing gabion in critical sections. • Widening of road section is required in certain places. • Cross drainage, side drain and slope protection are to be provided for the longevity of the road.

Powerhouse- Bhimsenthan-Palate Road (Ramechhap) Out of 3.5 Km length of Bhimsenthan palate road, track opening of 3.0 Km road section was already completed by khimti-1 project. Remaining 0.5 Km of road to powerhouse site has been completed. Side drain has been provided throughout the length of the road. Hume pipe is provided for cross drainage of water. Freshly cut 0.5 Km section of road triggered a landslide which was controlled by providing gabion as retaining structure. Stone soling in all the slippery slopes of the road is provided to give traction to the vehicle.

Future Plans:

• Gabion work to protect road section at river side of freshly cut 0.5Km section is remaining.

HRT outlet, surge tunnel-Hawa-Palate Road (Dolakha) 3.0 Km out of 5.5 Km section of hawa-tuspe-palate road track has been excavated, gabion in the venerable slopes has been completed for this 3.0 km stretch. Two major landslides were triggered in

this road section, one of which is stabilized by nailing bamboo in the ground and addressing seepage by providing perforated hdpe pipes throughout the unstable slope. Hume pipe is placed for cross drainage in the road. Remaining 2.5 Km section of road is pending due to forest clearance issue.

Future Plans:

• Remaining 2.5 Km track is to be opened and provide necessary protection works. • Permanent side drain is required to protect the road.

3.4.3 Camp Facilities

Civil Works The Khimti-2 main camp located in Lamatar, Rasnalu Ramechhap contains 12 buildings with 7 Staff Quarters, one Kitchen, two office buildings, one Guest house and a Guard house. This camp is to facilitate during the construction phase of the project as well as during operation phase of the Project.

Water supply work Drinking water supply for the camp facility of the Khimti -2 project is tapped from the underground water near darkha about 1km away from the camp area.

3.4.4 33Kv Transmission line for Construction Power About 9km sub-transmission line from Headworks area of Khimti2 HEP , Dharapani to powerhouse site of Khimti-2 hydroelectric project is required to supply power to different sites during the construction phase.

in forebay hopper. No. of intake was reduced to five from initially proposed eight.

After the re-run of model, the performance of the bed load sluice was satisfactory remaining changes are to be verified by the modification of the model.

• As mobilization of contractor is dependent on the advance payment, works on applying for the loan are at its final stage.

• Nepal Environment and Development Consultant has been appointed for the preparation of the updated IEE report.
