Allegations and claims of fraudulenttransactions in the New Horizonshousing development have escalated.
People’s Post previously reported on thehousing development where officials are ac-ceptingmoney fromdesperate residents andputting them ahead in the housing waitinglist (“Housing headaches”, 15 September).People who have fallen prey by paying
money to individuals who affiliate them-selves to the housing development have nowstarted laying criminal charges.According to one woman, who requested
to remain anonymous, she paid someonewho introduced herself as an official withthehousingdevelopment “to get aheadof thewaiting list queue”.“I paid this woman R3000 and she told me
that within a week I would be able to moveinto a new home. This never materialisedand now I can’t get hold of her to claim mymoney back,” she says.Upon asking the woman how long she was
on the waiting list she says “just a fewmonths”.“I was desperate and really wanted to get
intoahouseandwhensomeone Iknewintro-duced me to this woman I figured it was achance to get into a home sooner. Lookingback now I regret it,” she says.Hanover Park resident Kubra Kenny says
she has been on the waiting list for morethan 20 years and she is struggling to get ahomewhile others are appointedhomeswhohave been on the waiting list for far feweryears.“I have been waiting for years for a home
andcurrently I’m livingwithpeoplewho sayI have to be out within two months. Where
am I going to gowithmy children and grand-children?” Kenny says.“I have been waiting and waiting and now
people are getting houses before me. I don’thave money to pay people to get me aheadon a waiting list,” she says.Another resident has filed a criminal
charge for trespassing after finding that thehome she was to receive was already occu-pied by other residents.Ricardo Sedres, president of the Social
Democratic Party, an organisation in Hano-ver Park that deals with housing matters,says the organisationwill be taking themat-ter to court as a next resort after not receiv-ing any response from the City of CapeTown.“We have received legal advice regarding
the matter and we are taking this forwardto a court of law. We have received no joyfrom the City regarding this issue but in the
meantime, business still carries on as usualfor the corrupt individuals acceptingmoneyfrom people wanting to get homes in thehousing development,” Sedres says.Grassy Park police spokespersonWarrant

Learning experiences are boosting tourism.This as academics and students visiting
Cape Town becomes a trend affecting travelacross the Mother City. Academic tourism,made up of conferences and research pro-grammes, and edutourism (students partici-pating ina learningexperience related to thelocation) are now influencing tourism inways unanticipated by the industry.
The city’s four universities have researchprogrammes and conferences frequentlyused by an international and national aca-demic community.Arecent study found thatin any given month there are between tenand fifteen academic conferences in thegreater Cape Town area.
One example of such an academic attrac-tion is the collaboration between three localuniversities – University of the WesternCape, University of Cape Town and the Uni-versity of the North West – on the SKAproject, which “brings together researchersin the fields of astronomy, computer science,statistics and eResearch technologies”, ac-cording to the partnership’s statement.
Events like these bring a boost to local ac-commodation and conference facilities, aswell as travel agents and taxi businesses.
There is also a knock-on effect, with manyacademic tourists extending their trips toenjoy the city’s tourist attractions or to meetcolleagues for business, saysEnverDuminy,
CEO of Cape Town Tourism.“The benefits of tourism are fundamental
to transformation in the community. Ac-cording to the Economic value of tourism re-port, an estimated 37 551 people were perma-nently and 15 130 temporarily employed inthe tourism industry in Cape Town in 2013,”he says.
Edutourism includes students attendingshort courses or studying for severalmonths. During this time, some students areaccompanied by their families on longertrips and this leads to more money spent ontourism.
There are several language schools inCape Town, with the city being popular as
a base from which to study, and theseschools also create employment opportuni-ties.
But there are still some challenges, espe-cially if students are travelling as minors orwith the regulation that minors need una-bridged birth certificates or other visa re-quirements, Duminy says.
Changes to legislation can create barriersto those wanting to travel, especially whenthe changes happen half-way through an ap-plication process, he says.
He remains optimistic, however, that theworld-class attractions Cape Town has to of-fer, including the academic ones, will con-tinue to entice international visitors.

After hearing the pleas of a local crèche,a doctor and a contractor in the area
have come on board to tighten security atthe crèche.Young vandals have targeted Manenberg
Pre-school Centre (“Youth destroy day-care”,People’s Post, 21 July). The school hassince received a fence, limiting foot trafficthrough the premises.Dr Randall Ortel says he approached a
contractor in the area who agreed to helpthe crèche tighten security.“This crèche has been in the community
for many years and there have been manyincidents of vandalism. I sought help fromthe contractors in the area who are busywith renovations and upgrades at schoolsin the area and one of the contractors hascome forward to assist,” Ortel says.He adds the contractor agreed to supply
off-cut materials to the early childhood de-velopment centre and was so far able to se-cure a gate at the back of the crèche.“Ournext step is to look into having light-
ing supplied at the crèche aswell, which thecontractor has also agreed to do. Second-hand fluorescent lights, that are still in agood condition, will be fitted and we will befixing switches for these lights as well. Thepremises are very dark at night, which al-lowed criminals to carry out their illegal ac-tivity,” Ortel explains.Kit Electrical contractor Chris Koekemo-
er says the companywas approached byOr-tel for off-cut materials.“As subcontractorswe are new toManen-
berg and we saw the need of these peopleand we decided to get on board. Normallywhat happens to off-cut material is that wetake it back to the City of Cape Town so wemay be credited for the material, but younever get your full money worth when get-ting that credit. Because of this we decidedto rather donate these gates and lights to thecrèche as it is a worthy cause,” Koekemoersays.With this work having been done, Koeke-
moer urges other businesses in the area tohelp the crèche as well.“I amnow challenging other people, orga-
nisations and businesses to assist if theycan, even if it is to just paint the school. Wewant these children to be in an environ-ment that is conducive to their upbringing.A happy kid is a successful kid,” he says.Principal Sarah Petersen says she is de-
lighted the good Samaritans chose to helpthe crèche with its need for safety and secu-rity.“I amvery grateful toOrtel andKoekemo-
er for seeing it fit to helpus secure the place.There have been no incidents and we alsofeel safer,” she says.Petersen says she appreciates the effort
they have put in, especially due to the staffhaving to ask help from many people with-out success. “We have been waiting for thisfor a long time and the feeling that it is final-ly taking shape is indescribable,” she adds.

Cancer shouldn’tdecide for youTIYESE JERANJI

“There is life after cancer; you just don’tgive up, because life is so precious.”
These are the words of mother of four Na-talie Isaacs (49) from Constantia, who saysshe came face to face with death after shewas diagnosed with breast cancer threeyears ago.
“When the doctor told me that I had can-cer my whole life turned upside down. Ilived a healthy lifestyle and I didn’t expectto have cancer. I don’t smoke or drink, sohaving cancer was the last thing on mymind. It hit me hard, but I had a decisionto make or cancer was going to decide forme,” she says.
After hearing the news she thought toherself that she wouldn’t allow cancer topull her down. She felt she had to live andbe there for her children.
“It was a matter of deciding whether I al-low cancer to pin me down or I deal withit and fight through, so that I will be therefor my children who really needed me themost. It wasn’t easy. I had to go to doctorsand I had to fight and this is why I’m heretoday. I fought; I didn’t allow cancer to pinme down because life is so precious. No-oneshould give up because they have cancer. Ihad to fight it on my own with the help ofmy children,” says Isaacs.
She has had nine chemotherapy sessionsand got divorced since then.
To gather strength and help others as wellshe started a support group for people livingwith cancer and those who have survivedit. Isaacs says the stories that she heardfrom other people were unbelievable. “Be-fore I heard other people’s stories I thoughtmy case was just bad. But meeting othersand talking about their situation I realisedthat what I had gone through was nothing.
“People should learn not to give up butfight,” she says.
Isaacs encourages women to go for regu-lar screening. “Do your mammogram andpap smear, because early detection can helpsave lives. It’s not only women over 40 yearsof age who can get cancer but everyone can– you just have to check.
“I also encourage women to do self-exami-nations on their breasts. They should knowtheir bodies. If there is something that isworrying, visit your doctor,” she adds.
Isaacs, who is reigning Miss Cansa,stands to be a beacon of hope. She will besharing her story with others to give themstrength to pull through and to raise aware-ness as October approaches. October isBreast Cancer Awareness Month and willbe filled with various activities to raiseawareness, support sufferers and praisesurvivors.

Three men have been arrested after thetrio were linked to a carjacking in Lans-
downe.The suspects were arrested on Wednes-
day at 22:45while policememberswere con-ducting patrols on the corner of Jan Smutsand Kromboom roads, says Lansdowne po-lice spokesperson Sergeant NkululekoMnyaka.
“They spotted a white Audi towed by ablue Toyota. Members got suspicious andstopped the car and checked – the Audicame out as carjacked in a Lansdownecase,” he says.Mnyaka says the suspects, aged 23, 33 and

ourselves, and of our common hu-manity, so that we can better facethe future,” said Marais, making adirect reference to Robert PennWarren’s iconic statement about theimportance of history.“Our history need not be lost asolder generations pass on. The World Tourism Organisation fore-casts that by 2030 the majority (57%) of
international travel will be to developingcountries such as South Africa.
This is very good news for South Africa,given the key role attractions play in driv-ing economic growth and creating jobs, Sa-bine Lehmann, managing director of TableMountain, said in an address at a WorldTourism Day event.
The event took place in the run-up toWorld Tourism Day on Sunday and was in-spired by the 1Billion Jobs, 1Billion Oppor-tunities campaign, which highlights that
the 1 billion tourists travelling the worldeach year create a billion opportunities forprogress andpoverty eradication, especial-ly for developing countries.
Bucket lists“Attractions are a key motivation for
tourists to visit. Everybody wants to sharea selfie to show that they have ‘been thereand done that’. Bucket lists are the newgoal sets,” said Lehmann.
“In turn, these attractions, being part ofthe service economy, play a key role in cre-ating full-time and seasonal employment.”
Lehmann, drawing on insights gained atthis year’s Attractions Africa Conference,said the big question was what would beperceived as an attraction worth visitingin ten years’ time.
“The greatest amount of uncertainty lieson the demand side – what will motivatecustomers to come to our attractions in thefuture?” she said.
“Arecent study in theNetherlands foundthat over thenext tenyears attractionman-agers need to focus on quality, authentici-ty, sustainability and interaction – both onsite and online.”
Lehmann, in welcoming the news thatglobal tourists will increasingly head fordestinations in emerging economies,warned that itwas still important to attractlocal tourists.
“We have seen how local visitors to thecableway have increased steadily as we in-troduced a number of specials throughoutthe year, ensuring South Africans too canvisit – accounting for 45% of our visitornumbers annually,” she said.
“For attractions to be authentic theyneed to include and speak to the local do-mestic market.”

Several steps are being taken by the Citycouncil to ensure the Retreat drop-off fa-
cility in 10th Avenue is ready for the influxof traffic once the Ladies Mile drop-off facili-ty closes this week.
Ward councillor Kevin Southgate visitedthe site last week with two other Protea sub-council members and two City of Cape Townofficials.
“We met to establish what steps can be tak-en now to ensure the facility can accommo-date the extra traffic,” he says.
One of the first things would be to addressthe road leading into the drop-off site.
“The road will be rehabilitated to ensurethe road surface is up to standard, so as notto cause damage to any vehicles travellingin and out of the facility,” he says.
A request for speed humps has been in-
cluded, to deter motorists from speeding in10th Avenue.
“This road is extremely busy and there aretrucks, bakkies, light motor vehicles and pe-destrians using this road, so the safety of ev-eryone on the road is being considered.”
The officials will also create a drive-through option, making it easier for peopleto drop their waste and leave the facilitywithout having to sit in a long queue.
“We want it to run as smooth as possiblewithout anyone getting in anyone else’sway. This would mean that there will be oneentrance and one exit leading out the backof the facility,” he says.
Southgate adds that there are also plansin place for a chipping facility, but the facili-ty will be closed on three sides of the struc-ture to decrease noise and dust pollution.
“This facility will only be built sometimenext year when the drop-off facility’s bound-ary is extended,” he says.

Pluto, a 7-and-a-half-year-old Boxer dogwho went missing while his owner wassurfing in Granger Bay, was reportedly sto-len and sold for R50.
His bereft owner, Robert Abel, toldNews24 on Sunday that he left his “sweet-natured” pet on the beach on Friday after-noon while he hit the waves – somethinghe often did, as Pluto is well-known in thearea.
“Everyone loves the dog . . . He is legend-ary at most of the surfing beaches of the At-lantic seaboard.”
When Abel came out the water, he sawthat Pluto was gone.
He approached a couple on the beach.The woman told him that the dog had beenwith them before, but then her “friend soldhim for R50” to a woman in a car.
She told him the woman was at a super-market with the dog, and would return.
“You will get your dog back,” the womanapparently told Abel.
However, shortly afterwards, the coupledisappeared from the beach area. Abel saidthey appeared to be homeless.
JP Smith, mayoral committee memberfor safety and security, says that while hehas not heard of the abduction of dogs frombeaches, he knows of two cases where dogswere snatched in the vicinity of their own-ers’ homes and sold.
He believes “the chance is slim” that Plu-to will be spotted.
The selling of domestic animals is illegal.Legally, a pet is considered property, so itsabduction is classified as theft. However,people have a “much greater attachment tothe pets” compared to other property, saysSmith, adding he would be devastated ifanything similar ever happened to one ofhis three cats.
Smith urges people who experience asimilar predicament to contact the City on021 480 7700 as they would be able to alertvarious officials.

Why the fuss aboutdiesel fumes?Nitrogen oxides – poisonous gases that
contribute to acid rain and suffocatingsmog – are found in the fumes of diesel carslike the ones Volkswagen has admitted tofitting with emissions-cheating software.
What is it?Nitrogen oxides (NOx) are poisonous gas-
es derived from nitrogen and oxygen com-bustion under high pressure and tempera-tures.NOx is composed of nitric oxide (NO) and
a smaller percentage of more poisonous ni-trogen dioxide (NO2).Fossil-fuel burning is by far the main
man-made source, from cars, trucks, trac-tors and boats or industrial processes likepower generation and cement-making.Natural sources include bacterial activi-
ty, volcanic outbursts and lightning.
How does it affect my health?NOx has direct and indirect effects on hu-
man health.It can cause breathing problems, head-
aches, chronically reduced lung function,eye irritation, loss of appetite and corrodedteeth.Indirectly, it can affect humans by dam-
aging the ecosystems we rely on in waterand on land byharming animals and plants.In Britain, known NO2 emissions have
been estimated to kill 23 500 people everyyear, according to aerosol science professor
Ian Colbeck of the University of Essex.Also emitted in diesel fumes are solid par-
ticles which can penetrate deep into thelungs and cause cancer, chronic breathingproblems and premature death in peoplewith heart or lung disease.In 2012 the World Health Organisation’s
cancer research agency classified diesel en-gine exhaust as cancer-causing.
Clamping downThe European Union, United States and
other countries haveNOx reduction targetsin a bid to improve public health.But analysts and environmental groups
have beenwarning for years that actual caremissions were likelymuch higher than re-ported ones.This creates a false sense of confidence in
the quality of the air we breathe, and pre-venting adequate measures from being tak-en.James Longhurst, an environmental sci-
ence professor at the University of theWestof England says: “Concentrations of NOxhave not fallen as much as expected despitethe introduction of new technology on vehi-cles.“If the deliberate bypassing of emission
control systems is more widespread thanjust Volkswagen diesel sales in the US, thenit may help explain what has been observedin measurements of air pollution in cities.”– Wheels24

main unchanged, while a decrease of seven
cents a litre is predicted for 93 unleaded.”Diesel consumers will see a price jump of
up to 50 cents a litre, with rand weakness ac-counting for around two-thirds of this. Illu-minating paraffin shows a similar picture.“It is very difficult to forecast the move-
ment of the fuel price by month end.”

The Cape Town City Ballet and Cape TownPhilharmonic Orchestra will appear togeth-er for the spectacular production Symphonyof Dance at Artscape from Wednesday 7 toSunday 11 October.
Conceptualised by Robin vanWyk, artisticdirector of Cape Town City Ballet, the pro-gramme features ballets danced to famousor-chestral masterpieces by Strauss, Rachma-ninoff, Ponchielli, Barber and Pärt.
Although ballet audiences are used to see-ing the orchestra in the pit during perform-ances, Robin says: “For Symphony of Dance,theCapeTownPhilharmonicOrchestra, con-ducted by Graham Scott, will share the on-stage limelight with us in a wonderful cele-bration of classical and neo-classical dance.”
The highlight of the programme is boundto be the world premiere of “Romance”, anew ballet by Robin, which will be danced toRachmaninoff’s “2nd Piano Concerto”. The
piano soloist for all performances will be ac-claimed South African pianist Francois duToit.Two more ballets will also be premiered.
“Largo Variation”, choreographed by Kir-sten Isenberg, is set to the minimalistic“Spiegel im Spiegel” by composer Pärt.In “Adagio for Strings”, another newwork
by Robin, the dancers will move to the com-position by the same name by Barber.Audiences can also look forward to themu-

An estimated one in 33 South Africanwomen will develop breast cancer.This is according to the 2009 National
Cancer Registry which also cites the dis-ease as the most common in women ofall races after non-melanoma skin can-cer.This week marks the beginning of
Breast Cancer Awareness Month inSouth Africa and while many are awareof the risks associated with cancer,many forget about the importance ofsimple checks in helping with early de-tection.According to the national health de-
partment, as many as 90% of patientssurvive breast cancer, but only when itis detected and treated early.This is why regular self-breast exami-
nation is imperative. Cancer knows noboundaries. While annual mammo-gramsare recommended forwomenover40, breast cancer can affect young andold, whether you are male or female.It is important for women, andmen, to
knowwhat feels normal for their bodies.The provincial health department citesan unusual lump or mass as the mostcommon sign of breast cancer. Lumpsthat are hard with uneven edges andpainless aremore likely to be cancerous,but some may be tender, soft and round-ed.Other symptoms include swelling,
skin dimpling and thickening of the nip-ple.It is important to get any unusual de-
velopments checked by amedical profes-sional. There are anumber of SouthAfri-can organisations, like Cansa and Pink-Drive who offer free screening to ensurethat women around the country can getthe early help they need.Cansa also offers valuable support and

My mother’s benchA bench in St Georges Mall that hasbeen broken down by a group ofKhoisan activists has been a topic ofinterest recently.I have been wondering whether to
respond to this issue as I don’t want tobe fighting my own people. I havesubsequently decided to respond andthose who so regularly do, maycrucify.The bench – a small mosaic bench –
has been around for a couple of yearsnow, and to be honest I also do notagree with such a small attribution tothe matriarch of our nation.I would like to see a huge majestic
work of art much like a statue erectedto memorialise her, especially sincewe still don’t know where her burialsite is.As insignificant as it seems, this
bench was seen by others like me,who tend to turn a negative into apositive, as a comfort.This bench welcomed me to sit on it
and find rest. This bench offered aweary traveller rest much the same asmy mother, Krotoa, did. My motherKrotoa welcomed me to sit on her lap,much the way I could sit on aninanimate object such as a benchwhen I was feeling weary, as walkingin Cape Town could render one
extremely exhausted.Was the bench, as I suspect, dese-
crated purely on a whim, or was therea mandated agreement to do so?Knowing the people involved, I
would go with option one. Irasa has inthe past done many “Khoisan actions”and when the going got tough, thebroader Khoisan community wascalled for assistance, much the sameas now when various people werecalled after the action asking forassistance.This supports my saying it was a
whim, because if it was a mandatedcall, all known Khoisan organisationswould have been involved; backupplans would have been in place.Last week saw seven people being
honoured in Cape Town by havingbridges named after them.Two of these seven are true Khoisan
activists and the aim of the project isto say that these people played a partin bridging divides, and I agree withthis.The question one now needs to ask
is are these bridges safe from “Khoi-san activists”, who may on a whimdecide these bridges are not fit to benamed after their leaders becausedirty feet and dog poo will surelydefile these spaces?
I will support any Khoisan activismif it is not harming to my fellowKhoisan family. I would suggest theyshould have followed protocol likewriting and meeting the mayor, and ifno joy was found, to have used softerprotest action and the media to raisethe awareness of “the bench”, and tohave gotten public participation,because the bench was not put therejust for them and everyone does notsee it in the light as they do.In fact, I would have liked the issue
to have been maturely debated beforesuch drastic action was taken andonce again the Khoi are seen aslawless.The desecration of the bench should
have been the last resort in a well-thought and discussed plan of action.

South Africa’s Homeless World Cupsoccer team returned home lastweekwithprideafter losingonlyone
of their World Cup matches in Amster-dam.Ricardo de Reuck’s charges finished
fifth, after initially getting off to a flier inthe group stages of the tournament, win-ning all their opening matches.The World Cup uses the game of soccer
to inspire the homeless to make signifi-cant changes in their own lives, whetherit be by getting a job or returning to theirfamilies. The competition currently has74 country participants.The SouthAfrican team comprised five
representatives from the Western Cape,two from the Eastern Cape and one fromKwazulu-Natal.In the secondgroupphaseof the tourna-
ment, the team only dropped points in adraw with Brazil on their way to theknockout stage of the event.However, they would come unstuck
against Portugal in the quarter final, los-ing the match 5-2.But they redeemed their pride by
bouncing back in the fifth place play-off,beating last year’sCup championChile inthe semifinal before seeing off Romania
to secure fifth spot.Despite coming agonisingly short of
claiming the grand prize, De Reuckmain-tains that the bigger picture for their op-portunity to represent their country is atremendous achievement in itself.“We grew up surrounded by gangster-
ism, we knowwhat poverty is like, yet weachieved certain things in our lives. Theycan do the same if they put the hard workin”, says De Reuck when speaking abouthis team.DeReuckpoints out that there are a few
ex-players who are now actively involvedin the organisation, and says that it is allabout seizing this opportunity that is giv-en to them.“There are a lot of people out there who
believe in what we’re trying to achieve.These guys just need to believe in them-selves, their abilities and the possibilitiesthat are out there.”The team’s playing kit was designed
