As such, the respect of freedom of movement and safety and security of peacekeepers must be extended toUNDOF peacekeepers and, indeed, to all UN peacekeeping missions consistent with commitments andobligations under international law.

PHL-Canada Economic Cooperation, Ambassadors tour highlighted in Niagara Business confabSource:http://www.dfa.gov.ph

8 May 2013 - Drawing parallels to the linking and channelling actions of the Niagara River, PhilippineAmbassador to Canada Leslie B. Gatan noted the rippling effect being generated by the historic JointCommission on Bilateral Cooperation (JCBC) between the Philippines and Canada.

Signed in June 2012, the JCBC provides a formal platform for bilateral dialogue that further gained momentumwith the visit of Prime Minister Stephen Harper to Manila in November 2012.

Ambassador Gatan expressed the hope that further incremental waves would be generated by the businessforum organized jointly by the Philippine Embassy in Ottaw and the Canada-Philippines Business Council onMay 03, which highlighted presentations undertaken by New York-based Commercial Counsellor MichelleSanchez and Agriculture Attach Dr. Josyline Javelosa who is based in Washington D.C.

In addition to the business forum, Ms. Sanchez and Ms. Javelosa conducted meetings with their counterparts inthe Canadian government and other business groups and entities, as facilitated by the Philippine Embassy inOttawa and the Consulate General in Toronto, to further economic and commercial relations between thePhilippines and Canada.

Ambassador Gatan informed the forum participants that the JCBC will soon be underpinned by a JointEconomic Cooperation Agreement that would further metaphorically churn the waters, as it may, towardselevating and enhancing bilateral cooperation and collaboration in the fields on investment, trade in goods andservices, innovation, research and development, education, and human resource development.

The Ambassador noted that the Philippines and Canada both find themselves similarly situated in a world ofeconomic uncertainty. However, even with the downgrading of economic forecasts, Canada is undergoing aperiod of global expansion and an outward international trade orientation, Ambassador Gatan remarked.

The Ambassador further observed that Canada isoutperforming its contemporaries in the G-8, its financialmarket remains a stable benchmark, as its outlook remain steady. In addition, Canada is purposefullydiversifying its market base and is laying the foundation towards closer integration with the globaleconomyputting greater emphasis on innovation while ensuring full employment and opportunities for itsdiverse population.

Ambassador Gatan likewise drew attention to the fact that the Philippines has been of late the miracleperformer in Asia, having received a continuing and unprecedented stream of credit ratings upgrades from the

big three ratings agencies. The Ambassador further highlighted the investment grade level attained by thecountry under Fitch Ratings and Standard and Poors with the stock market performing best overall in Asia for2012.

The Ambassador noted that reforms continue to cleanse underlying risks in the economic enabling system ashe added that the positve assessments come not from the government but from credible sources such asMoodys, Fitch, Standard and Poors, Bloomberg, Nomura, and Hongkong and Shanghai Banking Corporation(HSBC), among others.

Ambassador Gatan pronounced that not unlike the rainbow that the sunlight bands across the prismatic mist ofthe majestic Niagara Falls, our gathering here today serves to present a rainbow of opportunity not to be missedin the Philippines.

Meanwhile, Philippine Consul General in Toronto Junever Mahilum West pitched the 2013 AmbassadorsConsuls General and Tourism Directors Tour, and encouraged businessmen to undertake business scopingmissions on the occasion of the tour in a parallel business mission program in July 2013.

Headline inflation decelerated anew in April 2013 after posting at 3.2 percent in the previous month and at 3.0percent a year ago.

Food inflation eased to 2.1 percent in April 2013 from 2.8 percent in the previous month as most foodcommodity items posted slower annual price increments relative to the previous month, owing to betterconditions in the supply of food products, the Cabinet official said.

These food items include fish (2.1% vs. 4.9% in March 2013); rice (1.4% vs. 1.6%); corn (5.3% vs. 5.7%); andmilk, cheese and eggs (2.3% vs. 2.8%). Also, the price index of non-alcoholic beverages moderated from 3.6percent in the previous month to 2.8 percent in April 2013.

As for non-food items, price indices of electricity, gas and other fuels (-1.5% from -0.8%) and transportationrelated commodities (-0.7% from 0.5%) also declined in April 2013.

The reduction in prices of these commodities can be attributed to lower prices of domestic petroleum productsduring the period, said Balisacan, who is also NEDA Director-General.

The recorded price decline of unleaded gasoline (-8.2%), kerosene (-9.9%), diesel (-11.2%) and householdLiquefied Petroleum Gas or LPG (-11.6%) April 2013 partly reflected the reduced price of Dubai crude (-8.3%)in the international market.

The international crude oil prices declined after the Organization of Petroleum Exporting Countries (OPEC)reduced its growth forecast for world oil consumption in 2013 by 0.9 percent, he said.

Furthermore, electricity prices also dropped as the Manila Electric Company or MERALCO reported anotherreduction in generation charges in April 2013, amounting to a year-on-year decline of 4.9 percent (-PhP0.27/kWh) due to a still-depressed cost of supplies.

Meanwhile, headline inflation in the National Capital Region (NCR) eased to 1.7 percent in April 2013, lower by20 basis points (bps) compared to 1.9 percent in March 2013 and 2.5 percent in April 2012. Also, the inflationrate in areas outside NCR fell to 2.8 percent in April 2013, equivalent to an 80 bps decline from previousmonths 3.6 percent.

BSP's Statement on Comelec Resolution 9688Source:http://www.bsp.gov.ph

The Bangko Sentral ng Pilipinas supports the COMELECs goal to ensure clean and honest elections in thePhilippines. However, the BSP believes that limiting cash withdrawals to one hundred thousand pesos(P100,000.00) and for the monetary authority to enforce this may not be the best way to achieve the goal ofensuring clean and honest elections.

The BSP's position is based on the following grounds:

    1. Limiting cash withdrawal and check clearing beyond one hundred thousand pesos may disrupt normalbusiness and commercial transactions in the Philippines.

    2. The BSP is also constrained from enforcing the COMELEC resolution because this would necessarilyentail looking into bank deposit accounts. This is essentially unsound and in violation of Republic Act (R.A.)No. 1405, as amended, (Secrecy on Peso deposits) and R.A. No. 6426 (Secrecy on foreign currency deposits).

April inflation decelerates to 2.6 percentSource:http://www.bsp.gov.ph

Headline inflation slowed down further to 2.6 percent year-on-year in April from 3.2 percent in March, and waswithin the BSPs forecast of 2.2-3.1 percent for the month. This brought the year-to-date average inflation rateto 3.0 percent, which is at the low end of the Governments inflation target range of 4.0 percent 1.0 percent for2013. Likewise, core inflation, which excludes certain food and energy items to measure generalized pricepressures, decelerated to 3.1 percent in April from 3.8 percent in the previous month. Meanwhile, month-on-month headline inflation increased slightly to 0.2 percent from 0.1 percent in March.

The continued deceleration of headline inflation in April was traced mainly to the slower price increases for non-

food items. This was due, in turn, to reductions in the prices of domestic petroleum products. Similarly, foodinflation eased as most food commodities, particularly fish, oils, and sugar, posted lower price increases due toadequate domestic supply.

Governor Amando M. Tetangco, Jr. said that the latest inflation data continue to be in line with theBSPs assessment of a manageable inflation environment over the policy horizon, with average inflationexpected to settle within the lower half of the 4.0 percent 1.0 percent target range based on latestforecasts. Going forward, the BSP will continue to monitor emerging developments on both thedomestic and global fronts to ensure that monetary policy settings remain consistent with the pricestability objective while being supportive of non-inflationary growth.

Peace process with CPP/NPA/NDF should bring an end to violence DelesSource:http://www.opapp.gov.ph

Manila Presidential Adviser on the Peace Process Teresita Quintos Deles on Monday said that the peace

process with the Communist Party of the Philippines/New Peoples Army/National Democratic Front(CPP/NPA/NDF) should have a clear agenda for ending violence and bringing peace to the people.

Peace talks should have a clear relation to the reduction if not the cessation of hostilities that can be felt by thepeople right away. We have sensed a disconnect between the peace table and the situation on the ground, sothat more and more people have become skeptical about the peace process, she told the members of theForeign Correspondents Association of the Philippines (FOCAP) during a breakfast forum at the Mandarin Hotelin Makati City.

Clearly, talking while shooting is no longer viable. We lose public support which is very important in ensuring aviable and doable process, the peace adviser added.

Deles was joined by government peace panel chairs Alexander Padilla (for talks with the CPP/NPA/NDF) and

Miriam Coronel-Ferrer (for talks with the Moro Islamic Liberation Front MILF).

Amid the ongoing impasse in the formal talks (regular track) and the recent closure of the special track betweenthe Government of the Philippines (GPH) and the CPP/NPA/NDF, Deles stressed the need to pursue a processthat the people can relate to and where results can be readily seen on the ground. Thus, the PNoyadministration is considering a new approach that will bridge the gap between the realities of the lives of thegrassroots and the formal peace table.

    "New approach"

Deles related that the new approach will factor in the inputs of different stakeholder groups from nationwideconsulations conducted by the GPH panel on how to proceed with the talks after the failure in February of thespecial track and the 22-month impasse in the regular track.

She said that among the questions raised during the consultations is: Who are we talking to?

For his part, Padilla said, There is recognition on the part of the government that Joma Sison plays a role in thepeace process. But whether Joma Sison actually speaks for the movement is another matter.

Padilla said one indication that Sison may no longer be in control is that in February, he reneged on a proposalhe himself made for a Special Track that was designed to fast-track the talks, effectively killing the initiative andsetting back the peace negotiations.

    Peace zones

Deles stressed that the new approach will not involve the GPH panel in local peace processes. "Local peoplehave primacy over how they want peace to happen in their a reas," she said, citing the concept of peace zonesin Sagada in the Cordillera and Tulunan in North Cotabato as examples of how the people themselves can beinstrumental in promoting peace in their communities. Sagada and Tulunan were declared zones of peace bythe residents who demanded that the military and the NPA refrain from bringing the armed conflict into theirareas by leaving their firearms outside the town limits.

No one had guns in these areas. The people said, 'You are welcome to come in bu t you have to leave guns atsome point', and it did happen, Deles related. Localized peace processes are real, added Deles. And they(people) can make demands on the (military and NPA) forces since they are on the ground. We dont set therules here. The local people decide.

In her statement, Deles reiterated the governments commitment to include the people in the search forsolutions to the challenges besetting the peace process. We will never tire of engaging our people inmeaningful discussions, seeking their help and sharing their same earnest desire and longing for peace. Pleasehelp us convey this message.|TOP|

DOTC pursues 3-year program to reduce domestic shipping costs for inclusive growthSource:http://www.dotc.gov.ph

Manila, Philippines The Department of Transportation and Communications (DOTC) is beginning a three (3)-year program aimed at generating growth for the countrys agribusiness trade, directly benefitting workers in theagricultural and fisheries sectors across the country, in line with President Benigno S. Aquino IIIs push forinclusive growth.

The DOTC announced on Wednesday (May 8, 2013) that it has signed a Cooperation Agreement with the

International Finance Corporation (IFC) to pursue various policy and regulatory reforms in the Philippineshipping sector in order to improve our farmers market access and integration by reducing the cost of domesticshipping.

The project will involve a diagnostic review by the IFC to identify areas where pro-competitive practices will helpmeet these goals. The DOTC will work together with its frontline agencies, the Maritime Industry Authority(MARINA) and the Philippine Ports Authority (PPA), in reviewing the results of the study and implementing therecommendations of the IFC from 2013 to 2016.

This partnership with the IFC is a very welcome development. It will have a major impact on our economy, especially for farmers and fisherfolk who stand to realize the most gains from our policy reforms, said theTransport Department.

The DOTC explained further that, by reducing domestic shipping costs, the prices of commodities will also godown. According to a study prepared by the United Nations Development Program (UNDP) in 2005, 24.2% to43.8% of the wholesale price of food products is on account of transport and logistics costs.

By making it cheaper to move agricultural goods from farms to markets, the prices of these commodities willalso be reduced, making them more affordable to consumers, remarked the DOTC. These benefits are thereason why the DOTC, MARINA, and PPAall of whom share the Presidents vision of inclusive growth lookforward to this project.

This effort is partly funded by the Canadian International Cooperation Agency (CIDA), and will require no coston the part of the Philippine government. It is also part of the IFCs Philippine Agribusiness Trade Logisticsprogram.

According to IFC Resident Representative Jesse Ang, this agreement demonstrates the IFCs confidence in theDOTC, MARINA, and PPAs efforts to undertake shipping and port reforms.

Preliminary data showed that the countrys gross international reserves (GIR) stood at US$83.4 billion as ofend-April 2013, slightly lower by US$0.6 billion than the end-March 2013 GIR of US$84 billion, Bangko Sentralng Pilipinas (BSP) Governor Amando M.
