    LUNGSOD NG LUCENA, Quezon, Hulyo 2 (PIA) -- Magpapagawa ng mga price billboards ang Bureau of

    Trade and Consumer Protection (BTCP) na nasa ilalim ng Department of Industry (DTI) upang ipamigay

    at ikabit sa mga pampublikong pamilihan.

    Sinabi ni Pablito Budoy ng panlalawigang tanggapan ng DTI na ang price billboard ay magsisilbing gabay

    ng mga mamimili upang malaman ang presyo ng mga pangunahing bilihin sa palengke.

    "Ang lungsod ng Lucena ay maaaring makatanggap ng apat na price billboards dahil may mga mga

    satellite markets at talipapa dito," wika ni Budoy.

    Ayon pa kay Budoy, ang ibang bayan sa lalawigan ay makatatanggap ng tig-iisa lamang na price

    billboard habang ang lungsod ng Tayabas ay nabigyan na.

    Samantala, ang pagsasaayos ng mga presyo ay gagawin sa pangunguna ng market supervisor o

    2. Quezon gov't sets agri-tourism expo

    LUCENA CITY, Quezon, July 1 (PIA) --The provincial government of Quezon is set to hold the

    Festival, an agri-tourism exposition on August 12-19, as part of the week-long activities in line with

    Quezon Day celebration on August 19.

    Provincial tourism officer Alberto June Bay said the festival aims to promote agriculture and tourism

    the province of Quezon.

    In preparation, Bay said a meeting with the municipal tourism officers was held recently to finalize thecriteria and guidelines for the festival and grand parade float competition, dance competition, and

    festival queen competition.

    Other highlights of Quezon Day celebration include a state of the province address of Quezon governor

    David Suarez at Sangguniang Panlalawigan Hall on August 12; ribbon cutting and opening of the agri-

    tourism trade at Perez Park; 3rd Quezon artists gallery exhibit at Techno hub lobby, 3rd floor, Pacific

    Mall.

    LUNGSOD NG LIPA, Hulyo 1 (PIA) --Mahigit sa isa sa bawat 10 tao (10.6%) na kabilang sa kabuuan ng

    manggagawa (labor force) sa buong Calabarzon na may edad 15 pataas ay walang trabaho base sa

    resulta sa huling Labor Force Survey (LFS) na isinagawa ng National Statistics Office (NSO) noong

    nakaraang buwan ng Abril 2013.

    Mas mataas ang porsyento ng walang trabaho sa Katimugang Tagalog kumpara sa walang trabaho sa

    buong bansa na umabot lamang sa mahigit sa 7 porsyento (7.5%). Sa kabuuan, ang bilang ng may

    trabaho sa buong bansa ay umabot sa 37.819 M kumpara sa 37.840 M noong nakaraang taon (Abril

    2012).

    Sinabi ni Rosalinda P. Bautista, regional director ng NSO-Calabarzon na kung ikukumpara noong

    nakaraang taon, ang porsyento ng walang trabaho sa buong bansa ay tumaas ng konti mula sa 6.9 na

    porsyento noong isang taon.

    Ang sektor na pang-agrikultura na may bilang na 11.844 M lamang na trabahador base sa huling

    sarbey, ang malaki ang ibinaba ng porsyento ng may trabaho (employment rate). Umabot ang bilang ng

    mahigit sa 624,000 ang nawalang manggagawa sa agrikultura kumpara sa bilang noong isang taon

    (12.468 M), ayon kay Bautista.

    Dagdag ni Bautista na mahigit sa kalahati (52.6%) ng mga manggagawa sa ating bansa ay nasa services

    sector. Ang mga manggagawa na nasa agrikutura ay umabot ng 31.3 porsyento at ang bilang ng nasa

    industriya ay nasa 16.1 na porsyento lamang.

    Sa kabilang banda, ang tinatawag na underemployed o mga may trabaho na gusto pang magkaroon ng

    dagdag na trabaho para madagdagan ang kanilang kita ay umabot sa 7.252 milyon katao o humigit-

    kumulang 19.2 porsyento ng may trabaho sa ating bansa, pagtatapos ni Bautista.

    Samantala, nakatakdang magsagawa muli ng LFS ang NSO ngayong Hulyo kung saan kasabay ang

    sarbey na tinatawag na Annual Poverty Indicator Survey (APIS). Ang APIS ay naglalayong mangalap ng

    impormasyon tungkol sa iba't-ibang non-income indicators na may kinalaman sa poverty o

    kahirapan.

    Ilan sa mga datos na sakop ng naturang sarbey ay ang pagkakaroon ng pamilya ng pansarili at maayos

    na tirahan, maayos at ligtas na tubig na maiinom, may sariling elektrisidad ang pamamahay, pansariling

    sanitary toilet (water-sealed o closed pit) at iba pa.

    Kaugnay nito, muli hinihingi ng NSO ang pakikipagtulungan ng mga sample na sambahayan

    (households) na ibigay ang tamang datos nila sa mga NSO enumerators na bibisita sa kanila. Para sa

    LUNGSOD NG ANTIPOLO, Rizal, Hulyo 1 (PIA) -- Mahigit na P68 milyon grant ang ipinagkaloob ng Australian

    Agency for International Development (AusAID) sa pamahalaang panlalawigan ng Rizal para sa pagpapatayo ng

    mga gusaling paaralan.

    Sa ilalim ng programang Classrooms Construction Initiative-School Building Project for Basic Education (CCI-

    SBP4BE) ng Department of Education (DepEd), may kabuuang 12 gusaling paaralan ang itatayo sa ibat ibang

    elementarya at sekondaryang pampublikong paaralan sa lalawigan.

    Ang two-storey, four-classroom school building na ipatatayo ay nagkakahalga ng mahigit sa P5.7 milyon at

    kumpleto sa pasilidad kabilang ang palikuran ay inaasahang makababawas sa kakulangan ng silid-aralan sa

    mga pampublikong paaralan sa buong bansa.

    Para sa unang grupo ng mga paaralang makikinabang mula sa inisyatibong ito, lima ang mga paaralang

    sekondarya habang pito naman ang mga paaralang elementarya na matatagpuan sa mga bayan ng Baras,

    Binangonan, Rodriguea (Montalban), San Mateo, Tanay at Taytay. Ang bayan ng Rodriguez ang nakakuha ng

    pinakamalaking bahagi ng tulong pinansyal mula sa AusAID at magkakaroon ng 24 karagdagang silid aralan na

    may palikuran ang bawat isa.

    Ang mga nasabing benepisyaryong paaralan ay ang Paenaan Elementary School sa Baras; Susana Madrigal

    Elementary School sa Binangonan; San Isidro National High School, San Isidro Elementary School, Amityville

    Elementary School, Kasiglahan Village National High School, Kasiglahan Village Elementary School at Macabud

    Elementary School sa Rodriguez; San Mateo National High School (Guinayang Annex) at Sto. Nio Elementary

    School sa San Mateo; Tanay East National High School sa Tanay at Muzon National High School sa Taytay.

    Tinanggap ni Rizal Gob. Jun Ynares ang naturang proyekto at pinapurihan ang AusAID para sa tulong at

    inisyatibo nito, na inaasahang makatutulong ng malaki sa kasalukuyang agresibong programa sa pagpapatayo

    ng mga gusaling paaralan na sinimulan niya nang maupo bilang gobernador noong 2007.

    Naniniwala si Gob. Ynares sa kaunlarang pantao bilang susi tungo sa kaunlarang pang-ekonomiya at sa

    progreso, kayat ito ang dahilan kung bakit nai-prayoridad ng batang gobernador ang edukasyon sa kanyang

    12-point development agenda na nakapaloob sa slogan na Only what is BEST FOR RIZAL.

    At dahil dito, itinanghal ang lalawigan ng Rizal bilang Pangunahing Lalawigan sa Kaunlarang Pantao ng United

    Agency for International Development (AusAID) under the Classrooms Construction Initiative-School

    Building Project for Basic Education (CCI-SBP4BE) of the Department of Education (DepEd).

    The two-storey, four-classroom school buildings are complete with toilet facilities. Each school

    building costs more than P5.7 million with complete toilet facility in each classroom.

    For the first batch of school beneficiaries of this classroom construction initiative, five are secondary

    schools and seven are elementary schools located in Baras, Binangonan, Montalban, San Mateo,

    Tanay and Taytay. Montalban has the biggest share among the six schools benefitting from the

    AusAID grant receiving a total of 24 classrooms with toilet facilities.

    The school beneficiaries include the Paenaan Elementary School in Baras, Susana Madrigal

    Elementary School in Binangonan; San Isidro National High School, San Isidro Elementary School,

    Amityville Elementary School, Kasiglahan Village National High School, Kasiglahan Village Elementary

    School and Macabud Elementary School in Montalban; San Mateo National High School (Guinayang

    Annex) and Sto. Nio Elementary School in San Mateo; Tanay East National High School in Tanay; and

    Muzon National High School in Taytay.

    The provincial government welcomed the development and acknowledges AusAID for the initiative

    and grant, complementing the provinces aggressive school building programs since 2007.

    About 30 percent of Rizals annual budget for infrastructure has been allocated for the construction

    of school buildings and other facilities every year. Since 2007, some 209 school buildings have been

    constructed province-wide, adding some 962 new classrooms not including additional 422

    Another 464 classroom packages (with toilet facilities and seats/furniture) will also be given to 91

    elementary and secondary schools and to the growing inventory of classrooms in the province under

    Public-Private Partnership for School Infrastructure Project (PSIP) of the DepEd.

    Outgoing Rizal Governor Jun Ynares said that educational materials and other related equipment will

    continue to be provided by the provincial government, including the needed facilities by the

    University of Rizal System (URS), despite it being a state university with its own allocations from the

    national government. In 2012 alone, the provincial government has appropriated P90 million for URS

    members recently have completed a three-day Financial Management Seminar (FMS) organized by

    the Cooperative Development Authority Rizal, Department of Agrarian ReformRizal and trainingprovider Tagalog Cooperative Development Center (Tagcodec) at Morong, Rizal.

    The joint effort of the various agencies provided members of the Bagumbong Multipurpose

    Cooperative, Niogan Agrarian Reform Beneficiary MPC, Sampaloc ARB MPC, Corazon de Jesus MPC,

    Samahan ng mga Nagkakaisang Magsasaka ng Balimbing, DAR Employees MPC, Magsasaka ng San

    Jose MPC and Daraitan ARC MPC with trainings and workshops on proper financial paperwork and

    documentation in order to enhance the performance of local cooperatives.

    Capability increasing trainings such as the FMS are conducted by the CDA nationwide in compliance

    capabilities as co-op leaders. The 28-hour Financial Management Seminar was held for 3 days (June

    26-28) in order to comply with the required training.

    Reform Program Officer Cecilia Reyes and Tagcodec CEO Violeta Pingo congratulated and reminded

    (CLARK AIR BASE, Pampanga) President Benigno S. Aquino III cited Defense Secretary Voltaire Gazmin forbeing instrumental in modernizing the Philippine Air Force to be at par with world standards.

    The President made his citation of Gazmin during his speech keynoting the 66th Founding Anniversary of thePAF here on Monday.

    "Ngayong umaga, sa pagdiriwang natin ng ika-animnapu't anim na anibersaryo ng Hukbong Himpapawid ngPilipinas, bagong mukha ng gobyerno, at bagong dangal ng kasundaluhan ang humaharap sa mundo. Sa loob

    lamang ng tatlong taon, pinatunayan natin na ang Philippine Air Force ay muling bumabagwis tungo samakabagong lakas, at matatag na bukas," the Ptesident said.

    "Nagpapasalamat tayo sa dedikasyon at inisyatiba ni Defense Secretary Voltaire Gazmin upang itaas angkakayahan at ang kalidad ng kagamitan ng ating buong kasundaluhan, gayundin sa mahusay at tapat napamumuno ni Lieutenant General Lauro Catalino Dela Cruz sa inyong hukbo.     This year's celebration has for its theme Bridging One Green Cordillera.

    In July 15, 1987, Executive Order No. 220 was issued which resulted to the creation of the CordilleraAdministrative Region (CAR). It consists of provinces, namely: Abra, Apayao, Benguet, Ifugao, Kalinga andMountain Province.

    President Benigno S. Aquino III will lead the distribution of brand new Glock17 pistols to selected personnel ofthe Philippine National Police in ceremonies to be held at the PNP multi-purpose center in Camp Crame,Quezon City on Tuesday (July 2).

    The new handguns form part of the 60,000 pistols purchased by the Philippine National Police through a P1.2-billion budget allocated through the PNP modernization program.

    According to a PNP advisory, around 600 individuals composed of officials of the Department of Interior andLocal Government (DILG), PNP, and the National Police Commission will receive the Glock17 pistols.

    Pangungunahan ng Pangulong Benigno S. Aquino III ang pamamahagi ng bagong pistolang Glock 17 sa mga pilingtauhan ng Pambansang Pulisya (PNP) Martes sa multi-purpose center ng PNP sa Kampo Crame, Lungsod ng

    Ang mga bagong pistolang ito ay bahagi ng 60,000 pistolang binili ng Pambansang Pulisya sa pamamagitan ng P1.2bilyong budget na inilaan sa pamamagitan ng PNP Modernization Program.

Mahigit labindalawang libo animnaraan (12,600)na konsultasyon, paggagamot, at operasyon, bukod pa sa labing apat na libo limamput lima (14,055) naimunisasyon para sa smallpox at cholera ang matagumpay na naisagawa dahil sa Bali Mission.

    Makalipas man ang limampung taon, sumasalamin pa rin ang Congo at Bali Missions sa mga batayang prinsipyongnagbibigay-direksyon sa Hukbong Himpapawid ng Pilipinas hanggang sa ngayon: Ang walang pag-aatubilingpagresponde upang ipagtanggol ang karapatan at kalayaan ng sinumang nangangailangan; ang kahandaang mag-alay ng oras at kakayahan upang bigyang-kalinga ang mga napapatumba ng sakuna, sakit o kahirapan.

    Habang nagbabalik-tanaw tayo sa mayamang kasaysayan ng Philippine Air Force, may isang bagay na kapansin-pansin: kung noong 1963, may kakayahan tayong tumulong at magpadala ng mga squadron sa ibang bansa, bakit

    nitong mga nakalipas na dekada, tila nabalian ng pakpak ang ating Hukbong Himpapawid, at umaasa na lamangtayo sa mga luma at kakarag-karag na eroplano't gamit? Nakalulungkot man pong isipin, umabot tayo sa sitwasyongganito dahil habang lasing sa kapangyarihan ang mga dating pinuno, lantaran ding nababalewala ang kapakanan atinteres ng mga kawal na Pilipino.

    Ngayong umaga, sa pagdiriwang natin ng ika-animnapu't anim na anibersaryo ng Hukbong Himpapawid ng Pilipinas,bagong mukha ng gobyerno, at bagong dangal ng kasundaluhan ang humaharap sa mundo. Sa loob lamang ngtatlong taon, pinatunayan natin na ang Philippine Air Force ay muling bumabagwis tungo sa makabagong lakas, atmatatag na bukas.

    Nagpapasalamat tayo sa dedikasyon at inisyatiba ni Defense Secretary Voltaire Gazmin upang itaas ang kakayahanat ang kalidad ng kagamitan ng ating buong kasundaluhan, gayundin sa mahusay at tapat na pamumuno niLieutenant General Lauro Catalino Dela Cruz sa inyong hukbo. Kitang-kita naman sa inyong aktibong pagtatanod

    kung paano ninyo pinagsisilbihan ang mga Pilipino.

    Noong nakaraang taon, umabot sa mahigit dalawamput walong libo at tatlondaang (28,300) sorties, lampas isanglibo at limandaang (1,500) ground operations, at halos apat na libo at pitong daang (4,700) civil military operationsang inyong mga naisagawa. Bukod sa pakikibalikat ninyo sa prosesong pangkapayapaan sa Mindanao, kahanga-hanga rin ang bilis ng inyong pagtugon at pagtulong kapag may banta ng bagyo o anumang sakuna. Nakakatuwaring makita na hindi kayo nadidiskaril sa adhika nating gawing permanente ang tapat at mabuting pamamahala.

    Dahil sa maayos at masinop na pangangasiwa ng inyong pondo, ayon sa DBM, pumapalo sa 99.6 percent angfinancial obligation efficiency ng Air Force.

    Bilib din po tayo sa 410th Maintenance Wing, na sa kauna-unahang pagkakataon ay matagumpay na kinumpuni atpinagana ang isang C-130 transport aircraft. Congratulations! Congratulations! po sa ISO Certification na iginawad sainyo dahil dito. Mulat po tayo sa mga kasalukuyang limitasyon ng ating sandatahan, kaya naman nagpapasalamattayo sa inisyatiba ng Air Force na kumpunihin upang muling mapakinabangan ang ilang eroplano't sasakyan, gayang labimpitong M-35 trucks, isang N-22 Nomad transport aircraft, isang UH-1H Utility Helicopter, isang LC-210aircraft at isang MG-520 attack helicopter.

    Syempre, hindi maaring habambuhay na umasa na lamang tayo sa maya't mayang rehabilitasyon at pagkukumpuning kagamitan. Sa tuwing lumilipad ang Air Force, nakataya sa kalidad ng ating mga eroplano, hindi lamang angtagumpay ng kanilang misyon, kundi ang mismong buhay ng ating mga sundalo. Kamakailan lang, bumagsak angOV-10 630 Bronco lulan ang dalawa sa ating mga kawal. Kasalukuyan pa rin pong nagaganap ang search andretrieval operations, at makakaasa po ang pamilya ng mga piloto sa karampatang tulong at suporta ng inyo ponggobyerno.

    Ang ganitong mga pangyayari nga mismo ang iniiwasan natin simula't sapul pa, kaya naman, nakatutok tayo samodernisasyon ng ating pambansang tanggulan. Mantakin po ninyo: sa unang labingsiyam na buwan ng ating

    termino, halos pantayan ng mahigit dalawamput walong bilyong pisong inilaan natin para sa AFP ModernizationProgram, ang tatlumput tatlong bilyong pisong pondo ng programa sa nakalipas na tatlong administrasyon. At dahilsa pagsasabatas ng New AFP Modernization Act, pitumput limang bilyong pisong pondo ang mailalaan natin saTanggulang Pambansa sa susunod na limang taon.

    Asahan po ninyo bago tayo bumaba sa pwesto, tumatanod na sa ating himpapawid ang mga makabago't modernongkagamitan gaya ng lead-in fighters, long-range patrol aircraft, close air support aircraft, light-lift fixed-wing aircraft,medium-lift aircraft, attack helicopters, combat utility helicopters, air defense radars, at flight simulators. Nananaligako: sa pagsasanib ng mga pagkilos ng pamahalaan upang gawing mas moderno ang inyong mga pangangailangan,at ang panibagong dangal at kumpiyansa ng taumbayan sa ating kasundaluhan, talagang magiging abot-langit angserbisyong hatid ng Hukbong Himpapawid ng Pilipinas.

    Wala pong duda: unti-unti na tayong pumapasok sa panibagong yugto sa kasaysayan ng Philippine Air Force. Ang

    dating pambabalewala sa inyong kapakanan, pinapalitan natin ngayon ng pagtugon sa inyong pangangailangan mula man sa mga modernong eroplano, hanggang sa mga benepisyo't maayos na pabahay. Ngayong pinapalakasnatin ang kakayahan ng ating Hukbong Himpapawid, walang ibang inaasahan ang taumbayan kundi ang buongkatapatan ninyong gampanan ang inyong tungkulin.

    Sa susunod na lumipad kayo, tanawin ninyo ang libu-libong islang bumubuo sa ating bansa. Isipin ninyo kung ilangPilipino ang nakatingala, pinagmamasdan ang pagbagwis ninyo sa langit, at buong-pagmamalaki nilang nasasambitna "Salamat at nariyan ang Philippine Air Force. Magandang umaga po.Secretary Arci Balisacan; members of the Cabinet present; Mr. Antonio Kalaw, President of DAP; former chairmen,board of trustees, officials, staff of the Development Academy of the Philippines; fellow workers in government;honored guests; ladies and gentlemen:

    Muli, magandang umaga po sa inyong lahat.

    The Development Academy of the Philippines (DAP) traces its roots to Martial Law a time when the organizingprinciple was to concentrate all agencies, instrumentalities, and powers of government in the hands of thedictatorship.

    Today, a little over 27 years after our nation reclaimed its democracy, the governing principle is the reverse: to placethe powers of government squarely in the hands of the people. Today, instead of working towards absolute power,

    we work for inclusive growth, peace, and stability, on the bedrock of accountability.

    While I may be Chief Executive of the country, it is certainly not within my abilities to personally oversee each andevery office in the country. So I must rely on good managersmen and women in all levels of governmentwho takepride in their jobs and are able to fulfill their demands, towards serving our Bosses, the Filipino people. This is wherethe DAP comes in: through empowering public servants with the added learning, training, and competencies theyneed to meet their responsibilities.

    From diploma courses for intelligence officers, to programs for senior managers and executives, to graduate degreeswith specializations in rural development, security, and local governancethe DAP has a wide variety of programsthat support the bureaucracy. In addition to this, you have also provided technical expertise for a number ofgovernments efforts, including the Results-Based Performance Management System and the Performance BasedIncentive System of which I intend to follow up with Secretary Abad [laughter] as to goal implementation, and the

    crafting of Citizens Charters for government agencies and LGUs. Over the years, the DAP has truly become aninstrument to others to contribute to sustainable development. On this occasion, allow me to extend mycongratulations, and thanks, for all your contributions.

    At the same time, your 40th anniversary also gives us a chance for reflection. Your institution is founded on the basictruth that one must never be complacent and that there are always ways to better our service to our countrymen. Inthe same vein, the DAP can never be complacent. As Mr. Kalaw said earlier, your institution was formed to be onethat looks at development issues and problems with global, futuristic, and non-traditional perspectives. Modules thatmay have been applicable ten, twenty, or forty years ago may not be as effective today. And while the basicrequirements of integrity and hard work remain unchanged, there are other, newer demands now being made ofgovernment workers.

    Today, I challenge each and every one of you to ask these questions of yourselves: Am I training managers to

    perfect the art of red tape? Or am I empowering them to genuinely challenge convention towards improving oursystems? Am I reinforcing complacency and years of routine, or helping government workers find different ways ofsolving problems and contribute to the efficiency of their institutions? There is something I always remind mymanagers: the danger for any bureaucrat is to put red tape ahead of public service.

    This is an issue we must all be concerned with, especially now that things have changed in the Philippines. The worldhas already acknowledged the sea change in governanceour commitment to fighting corruption, instituting goodgovernance, and rendering true service.

    The DAP can help to ensure the permanence of these changes, spurring a virtuous cycle of true public service ineach level of government. After all, the people you educate are involved in the daily operations of government offices,in implementing important projects, and in dealing directly with the public. They are the face of the government; theyare the ones who will show their countrymen that things have truly changed in the Philippines. Through yourprograms, you can foster in them a deep sense of responsibility and service. In this way, long after I step down,government will continue to serve with integrity and pride, and keep us all from backsliding into the corruption andimpunity of the past. Never forget that you are an agency of empowerment. Never forget the role you play instrengthening governanceand in so doing, strengthening the Philippines.

    Once again, my congratulations on your 40th anniversary.

    Before I end, may Ill just share a couple of t houghts. When I was looking at all of the programs that you are assistingwith, I think once again we were all deluged with a lot of acronyms. [Laughter] So much so that it has become its ownlanguage. [Laughter] And if we are supposed to use language to communicate, I wonder how many of us really havememorized all of these acronyms so that we continue to communicate.

    Im reminded of a commercial when I was youngeryoure 40 years now, you know 73 marked an important year inmy life. Of course, that was the first year after the imposition of Martial Law. It was the time I graduated from grade

    school. There was a sea change in my life.

    Bottom line was there was a commercial that used to go like this, and to those of you who are roughly my generation,I think youll remember this.

    It went, F-U-R-N-I-T-U-R-E. . All the people who are nodding have admitted they are part of my generation. I wouldlike to inform you that Domus, the fine furniture company, seems to be still operating. I saw a store with that name inGreenbelt. To those of you who are younger, I was also as perplexed when I first heard that commercial because wewere studying English and it said, F-U-R-N-I-T-U-R-E, and I couldnt understand it. So Secretary Julia Abad of thePMS is tasked with providing me with a glossary of all of these acronyms. [Laughter] So I ask you, perhaps its timethat we studied all of these things, and try to come up with some system that even if its the first time youve heardabout it, somehow, the acronym will endeavor to encourage you to perform whatever is necessary, that much better.

    And last point, Im sure youve seen all these new digital watches, which are called now wrist computers. And whyare they called wrist computers? Because in addition being a watch function, it also has instruments for readingbarometric pressure, or altitude, or a whole host of other things. Even with time you have timers, you havestopwatches, you have world time, you have multizone times. Bottom line is, when you get the watch, you get about ahalf-inch worth of instructions. So you will probably be wearing the watch for one month before you understand howto utilize 90% [laughter] of the functions of the watch you were so impressed with. So, each of these watchcompanies in turn provides both the manual and a quick guide, or a startup guide, so that you can utilize the watchright away. So my request to all of you is this: You have the time and the capacity to study all of the problemsbesetting the country to the minutest detail, but if it is left in a thesis presentation, locked up in some library, it doesnot help anybody. Perhaps we should focus that those who are responsible for running this country on a day-to-daybasis need a quick guide at the soonest possible time, and in their free times, can endeavor to more fully understandthe concepts that were illustrated in the quick guide. So together with a more thorough understanding of all of ourprojects, programs, and policies, and agencies and the quick guide perhaps we truly will be more effective to our

    people.

    OWWAs 17 regional welfare offices (RWOs) began receiving application last June 2013 and will end July 31,2013. Same deadline is set in Jeddah, Riyadh and Al Khobar in Kingdom of Saudi Arabia, and Bahrain.

    The qualifying examination which will be administered by the Department of Science and Technology-ScienceEducation Institute (DOST-SEI) is scheduled on September 22, 2013.

    The EDSP is a highly-competitive scholarship program for dependents of OWWAs active member-OFWs. Onehundred (100) slots are up for grabs for the top 100 rankers of the exam. Qualifiers of the exam are given theopportunity to take up four-to-five-year courses in any of the countrys state colleges and universities of theirchoice. Educational grant amounts to P60,000 per school year.

    The EDSP scholars usually graduate with top honors. Last March and April 2013, 29 scholars graduated with

    honors, topped by two Summa Cum Laude, 7 Magna Cum Laude and 20 Laude.

    This October 2013, the nation will once again celebrate the National Statistics Month (NSM). Now on its 24th year,the annual celebration will carry the theme Statistics that Matter to Every Filipino, / "Estadistika na may HalagaSa Bawat Filipino to highlight the importance of data and statistical information in the day-to-day activities ofevery Filipino.

    This years opening ceremonies
