Cameron Parish is sink-ing, as is the rest of southLouisiana. This was thesobering report given by Dr.Roy Dokka to the CameronParish Police Jury Tuesdayafternoon.

Dr. Dokka is the director ofthe Louisiana SpatialReference Center at LSU. Inconjunction with the Nat-ional Geodetic Survey beingdone by the National Oceanicand Atmospheric Adminis-tration (NOAA), the LSRC isworking to update verticalbenchmarks in Louisiana.

"Bottom line, for much ofthe state, we haven't knownelevations for a long time,"Dokka said. His job is to "tryto understand what's going onwith coastal Lou-isiana...try-ing to put together the hardscience, the numbers, and fig-ure out the elevations."

The LSRC has completed astudy of subsidence rates forCameron Parish and foundthat it, along with SWLouisiana, is the most rapidlysinking area in the state, con-trary to popular belief. Landin Cameron Parish has beensinking at an average rate of1/2 inch per year since 1965.In 40 years that adds up to 20inches. In 72 years, most ofthe parish could be at orbelow sea level, Dokksaid.

One result of this sinkingis that the area is now muchmore vulnerable to hurricanestorm surge. "If HurricaneAudrey came today, waterwould be pushed much far-ther," Dokk reported. Hebelieves South Louisiananeeds a levee for protection.

A bulletin from LSRCstates, "Currently, 25 to 35

square miles of wetland peryear are lost in Louisiana dueto ground subsidence andcoastal erosion. Cities andcultures are at risk of losingtheir land and having to relo-cate. Flooding and sea levelrise threaten the coastalregion, most of which is onlythree feet above sea level.

“Flood plain models andevacuation plans, developedusing outdated elevations,put the citizens of the low-lying areas at great risk dur-ing heavy rains....Problemswith historic surveys, landmovement, and sea level risehave made the current verti-cal geodetic control inLouisiana obsolete, inaccu-rate, and unable to ensuresafety."

The LSRC's mission is"height modernization" usingGPS measurements and tennew Continuously OperatingReceiving Stations (CORS)around the state. Dokk wouldlike to place a CORS inCameron for accuracy. Thenew data will help surveyorsestablish elevations accurate-ly, allow farmers to plan forirrigation and chemical appli-cation, and alert safety plan-ners to sinking storm evacua-tion routes.

It also adds another com-ponent to the wetlands losspicture. According to Dokka,this subsidence is due to abending of the earth's crustcaused by the weight of tonsof silt deposited along thecoast.

This type of subsidencecannot be stopped; it is a nat-ural phenomenon. Shiftingsalt deposits and faults in theLake Charles area, whichmove as fast as any in NorthAmerica, have accelerated the

Cameron Parish’s popula-tion could nearly double thisweekend as thousands ofFourth of July celebrantsflock to Cameron Parishbeaches--particularly thenewly replenished Holly-Constance beaches.

Theos Duhon, who willtake office as the parish’s newsheriff Thursday, said therewill be about 45 law officerspatrolling the beachesThursday through Sundaykeeping the peace and control-ling traffic.

These will include about 25

parish deputies, 16 Alcohol/Tobacco Control officers, and4 or 5 state police officers.

The biggest congregationof beachgoers will be at Hollyand Constance Beaches andon the πsand replenished areain between.

There will also be celebra-tions in the Big Lake Set-tle-ment and at Myers Landingnear Lake Arthur.

Another popular beachwill be Rutherford Beachlocated south of Creole andOak Grove.

Cameron Parish's newRegistrar of Voters SuzanneSturlese, of Creole, is lookingforward to an interestingtenure of office.

In her previous four and ahalf years as DeputyRegistrar she has seen thefirst electronic voting mach-ines, voter registration bymail, voting by fax, theparish's first recall election,and record absentee voting.

In the next few months,changes in the voting lawswill be implemented, andeventually, all votingmachines in the parish will be

replaced with electronicmachines.

With the strong support ofher husband, Wayne, theirthree daughters, and sixgrandchildren, Sturlese says"I will try to do my utmost tocontinue to keep theRegistrar's office running aswell as it has in the past."

To help in this task, shehas already appointed a ChiefDeputy, Michelle Richard ofCreole. Richard, formerly ofImages photography studioand Farm Bureau, is lookingforward to learning the job.She and husband Philip havethree children.

The Cameron Sheriff'sOffice has released the follow-ing statement regarding thedeath of a local man lastmonth.

"The body of Clyde DewittDoxey was found in the canaljust west of Lambert BayouWier at 12:18 p.m. on May 27,2001. This was in CameronParish northeast of CameronCourt-house.

“Clyde was a native ofCameron Parish, born onJanuary 27, 1977, 27 years ofage. He was residing in LakeCharles at the time of hisdeath. The cause of death wasdrowning according to thecoroner.

“No foul play is suspectedafter an investigation fromthe Cameron Sheriff's Dept.A copy of the investigationreport is being submitted tothe District Attorney's officeand the Federal Bureau ofInvestigations since the deathoccurred on a FederalRefuge."

According to AssistantRefuge Manager Mike Hoff,the Pintail Wildlife Drive atCameron Prairie NationalWildlife Refuge is temporarilyclosed.

Rainfall totals for the yearare 14 inches above averageat the refuge headquarters.Due to this rainfall and satu-rated soils, the shoulder ofthe wildlife drive has slippedinto the canal.

The Pintail Wildlife Drivewill remain closed until theroad shoulder can be re-paired. Repairs should becompleted by mid-July.

While visiting relatives inVeracruz Mexico, Rosario(Charo) Hebert, wife of KeithHebert of Cameron, gaveearly birth to a baby girl, SaraMarie Hebert, on June 18.

Both baby and mother aredoing fine. The family willtravel to Mexico City thisweek to get Sara’s U. S.papers at the AmericanEmbassy.

The family hopes to behome after this holiday week-end.

Cameron Parish's firstnew Sheriff in 24 years takesoffice today, July 1. TheosDuhon, of Sweetlake, bringsalmost 34 years of lawenforcement experience to theposition. He served 9 yearsand 10 months with theCalcasieu Sheriff's Depart-ment and joined the CameronS.O. in 1980 as ChiefCriminal Investigator forSheriff Sono Savoie.

Duhon says his biggestimmediate challenge will bemoney. Two special lawenforcement taxes, one for 2mills and one for 8 mills,come up for renewal this fall.

Boat safetyclass planned

The Creole RecreationDistrict #7 Board will sponsora free boating safety classSaturday, Aug. 7 at the CreoleMulti-Purpose Build-ing. Theclass will be held from 8 a.m.until 4:30 p.m., and is open toall students 13 years andolder.

Anyone born after Jan-uary 1, 1988 is required tohave certification in order tooperate a watercraft, which is10 hp or more as well as awave runner. Wildlife andFisheries will teach the class.Anyone interested should callAngelia Conner at 775-5516prior to the class to register.

Liability insurance hasgone up $48,000 this year,gasoline costs have increasedby almost 50%, and tax rev-enue was cut by about$50,000 when a large busi-ness left the parish last year.

Duhon has a lot of plansfor the future. He wants toget more portable radios intopatrol cars, and maybe somecomputers if funds can befound. In four or five years anew statewide communica-tions system will allow allemergency agencies to talk toeach other.

This homeland securityinitiative will probably havesome federal money to sup-port it. All existing radios willhave to be replaced to accom-modate the new system.

Duhon says he will be pur-suing grants for equipmentand training. In fact, twodeputies have already attend-ed a school on Elderly Abusecourtesy of a grant. DeputiesMilton Collins and ChrisSavoie have already startedusing the information for edu-cation.

Public education will be astrong focus for the upcomingterm. Identity Theft classeshave already been held, andseatbelt requirement classesare planned for the nearfuture. The state has donatedsome infant seats to distrib-ute with the classes.Firearms locks are availablenow and have been distrib-uted around the parish.

Appointments:Sheriff Duhon ended the

suspense and announced hispick for Chief Deputy today.He is Ron Johnson, ofCameron, who has been aninvestigator for a number ofyears and has been assuminggreater responsibility lately.

Other personnel mattersare pressing as Duhon beginshis term since his entire civildivision has just retired.Danny Laverne has been

The Cameron Chamber ofCommerce and CameronLions Club will sponsor a SaltWater Fishing Rodeo withweigh-in and festivities to beheld at the Jetty Pier Facilityon Saturday, Aug. 7.

Col. C. Kittrell, NewOrleans District Engineer ofthe United States Corps ofEngineers, has announcedJuly 12, as the opening datefor the new short-route deep-water channel from LakeCharles to the Gulf of Mexico.

The channel, to be openedto sea-going traffic in a 24-hour service, will cut the dis-tance by water from LakeCharles to the Gulf from 85 to35 miles, at a great saving intime and money to shippersand those who depend onshipping in their businesses.

Fifty-one men are namedon a city-wide committee bythe Association of Commerceto prepare for a channel open-ing celebration.

About 1,000 invitationswill be sent to ship compa-nies, shippers, and otherusers of the port to make atrip in several small boatsdown the channel, the trip tobegin at 8:30 a.m. the day ofthe opening from the docksdown through the pass to theGulf and a return trip.

Ship-to-shore telephoneservice for the CameronParish coastal area has beeninaugurated by the CameronTelephone Company, it wasannounced this week byWilliam L. Henning, presi-dent.

The new service will per-mit telephone calls to beplaced between shore tele-phones and all types of ves-sels in the Gulf of Mexico.

Anyone on shore whowishes to place a telephonecall to a vessel or offshore rigin the Gulf has only to call theMarine operator to have hiscall placed.

Cameron Parish residentsgathered at the Our LadyStar of the Sea CatholicChurch in Cameron Satur-day evening for an outdoormemorial mass. The Rev.Alcide Sonnier, pastor, saidthe mass at the shrine of theMother of God which standsin front of the church.

The memorial mass washeld to honor the memory ofthe 525 Cameron Parish vic-tims of Hurricane Audreywhich 14 years ago swept intolower Cameron on June 27,taking a terrible toll ofhuman life and property.

The 36-foot high concreteshrine was dedicated onOct.6, 1963. It is a marblestatue of Mary and a childwith the prayerful inscrip-tion: “Do Not Harm MyChildren.”

Louisiana Deep Sea FishingRodeo gets underway inCameron this weekend withthe first activity scheduled forThursday, July 1, at 7:30p.m., a “Blessing of the Fleet”.This will take place in theCalcasieu River in front of thefishing rodeo headquarters.

The Rev. Alcide Sonnier,pastor of the Our Lady Star ofthe Sea Catholic Church inCameron will be on Pete’spier and will bless each vesselas it passes in front of thewharf.

There will be dances,music, carnival rides, a con-cession stand at Miller’sStation for refreshments,bingo, cart races, mini bikeraces, and go-cart races at therecreation center with RayBurleigh in charge. Mr. andMrs. Hersey Duhon are gen-eral chairmen of the on-shoreactivities for the rodeo.

Rodeo President SonnyHackett said all planning hadbeen completed and that offi-cial rodeo headquarters willbe at Pete Henry’s pier.

entrances to the church. Rayand Lynwood also worked onrepairing siding on thechurch, while AaronLagneaux patched a leakyroof.

“Rain, rain go away - comeagain some other day” certain-ly applies to us here in the vil-lage. We have had rain everyday for ages, which means weare house bound, as it is dan-gerous to walk on wet pave-ment. Beau, my dog, and Ihave about had it with televi-sion.

I am now a member of the“Red Hatters” club, here at thevillage, and have been to myfirst meeting. We met in theclub house and went out to eattogether at O’Henry’s, a newrestaurant in town. That issomething the club is good at -- trying out the good restau-rants.

The aim of the club is to getwith other clubs and plantrips and get-aways.

We all wear red hats andpurple outfits (trousers ordresses) to our meetings andalways draw plenty of staresfrom other customers at thevarious cafes we try out.

There will be an openhouse next month for the pub-lic to learn more about theproposed Gulf Landing lique-fied natural gas port in theGulf of Mexico, 38 miles southof Cameron.

The Coast Guard andMaritime Administration willhold the open house 2-4 p.m.,Jul 15, at the Courtyard byMarriott in Lafayette.

The Coast Guard andMaritime Administration re-ported that Gulf Landing“would be capable of storingup to 200,000 cubic meters ofLNG and vaporizing up to 1.2billion cubic feet per day.”

Shell’s plan is to build,own and operate five pipe-lines that would connect withexisting pipelines in the Gulf.

“Gas would then be deliv-ered to the onshore nationalpipeline grid for delivery toany consumption market eastof the Rocky Mountains,”reported the Coast Guard andMaritime Administration.

“The project would consistof two concrete gravity-basedstructures, living quartersand a ship-berthing system.

Gulf Landing would beable to receive and unload upto 135 LNG tankers per year.

Louisiana Department ofWildlife and Fisheries Secre-tary Dwight Landreneauannounced the closure of the2004 spring shrimp season ininside waters within portionsof Shrimp Management Zone3. Zone 3 is that portion ofLouisiana's inside watersfrom the western shore ofVermilion Bay and SouthwestPass at Marsh Island to theLouisiana-Texas state line.

Zone 3 will close at 6a.m.Tuesday, June 29, except forthat portion of the CalcasieuShip Channel originating atChannel Marker 68 south-ward to a point along theinside/outside shrimp line atCalcasieu Pass and includingEast Pass from its origin atthe Calcasieu Ship Channelto the south end of CalcasieuLake and West Pass from itsorigin at the Calcasieu ShipChannel to the south end ofWest Cove which will remainopen until Tuesday, July 6, at6:00 a.m.

The closure was based onrecommendations made byLDWF Marine FisheriesDivision biologists. The rela-tive number, percentage anddistribution of small whiteshrimp immigrating into theareas to be closed has

increased substantially in thepast week and the region isbeing closed to protect thesedeveloping shrimp.

According to MichaelHarbison, Biologist Super-visor of the region, the seven-day season extension limitedto the Calcasieu ShipChannel should provideshrimpers with opportunitiesto harvest immigrating brownshrimp during a period ofhigh tidal ranges predictedfor the next full moon.

Shrimpers are advisedthat the Department maytake emergency action to endthe season extension shouldbiological data indicate theneed to do so or if enforce-ment problems develop.

Effective 6:00 a.m. July 6,all inshore waters from theSouth Pass of the MississippiRiver to the Louisiana-Texasstate line, except for a portionof the Calcasieu ShipChannel are closed to the har-vest of shrimp. Zone 1 willremain open until furthernotice State territorialwaters south of the Inside-Outside Shrimp Line, asdescribed in Louisiana R.S.56:495, will remain open toshrimping.

This past school year, Mrs.Donna Precht’s and Mrs.Valarie Precht’s fifth gradestudents of Grand LakeSchool participated in a pen-pal exchange with an inner-city school in Lake Charles.Students corresponded th-roughout the year with otherfifth grade students of John F.Kennedy Elementary.

The students discoveredthroughout the year that,although diverse in manyways, they all share commoninterests and relate with eachother on various social issues.

Every major holiday wascelebrated by an exchange ofsome kind -- poetry, cards, etc.The classes prepared andshared activities across thecurriculum, for example, J. F.Kennedy made heart glyphsat Valentine’s Day and GLSstudents responded by creat-ing and sending shamrockglyphs for St. Patrick’s Day.

At the end of the school

year, Grand Lake studentswent to Kennedy school tomeet their pen pals. Gamesinvolving both classes wereplayed, lunch was served, andfriends were united.

Kennedy, in turn, paid avisit to Grand Lake and expe-rienced rural life. Mr. GaryPoole’s Agriculture classallowed the classes to visitthe barn and interact withvarious farm animals. Thestudents viewed student-cre-ated Power Point presenta-tions, and ate picnic luncheswith each other. This was anovel experience for city kids.

The goal of this culturalexchange was to involve twogroups of socially diverse stu-dents in activities designed tofoster acceptance and under-standing of different ways oflife.

Both Grand Lake and J. F.Kennedy found this project tobe a successful one and planto continue it in the future.

Cameron Emergency Med-ical Services (EMS) is nowregistering parish residentswho are confined to home inbed and would need ambu-lance transportation in caseof a storm evacuation.

If you or your family mem-ber will need ambulancetransportation in case of ahurricane evacuation, pleasecontact the EMS office at 542-4926.

Contact information willbe filed along with any specialneeds the patient will requireenroute. The patient’s desti-nation must be prearrangedand be within a reasonabledistance, and a caretakershould be at the location.

Evacuations from privateresidences will be scheduledaround hospital transports,but should be completed wellbefore inclement weatheroccurs.

Deputy Gaspard will alsobe available to assist in spe-cial cases involving women.Duhon says he has no prob-lem with women workingpatrol if they are qualifiedand can handle it. "Lawenforcement is changing, andwe have to change with thetimes," he says.

Also in many situationsinvolving women suspects,having a female officer pre-sent could be a big help.

Other changes in thedepartment's structure willbe implemented overtime.For example, investigatorswill work a 5 and 2 shift,allowing more continuity infollow-up on cases. He plansto assign two full-time nar-cotics officers and looks toacquire a drug dog in thefuture; however, a trained K-9unit will cost between $6,000and &10,000, so finances willhave to be available.

Before other changes areannounced Sheriff Duhonwants to get through the July4 weekend, which is alwaysvery busy.

On motion of Mr. Calzada, sec-onded by Mrs. Harrison the boardunanimously voted to allow

Cameron Food Mart patrons andemployees to park on library prop-erty while the water tower is beingpainted.

No action was taken concern-ing changing the meeting time.

2) Discussions were open ondrainage ditch between Mr.McGuirt and Ms Sonier. Ditch isfilling with silt and need to becleaned out. R .LaBauve motionedto clean out ditch to improvedrainage. S. Benoit seconded themotion. Motion carried unani-mously.

3) Record management understate guidelines were discussed, R.LaBauve motioned to purchase fil-ing cabinets and other office mate-rials necessary to comply withstandards. S. Benoit seconded themotion. Motion carried unani-mously.

4) Relocation of culvert indrainage ditch near Randy Wrighthome still ongoing. Flap gate isbeing repaired for reinstallation.

5) Ongoing flap gate problemson Gulf Way were discussed. Stillno response from the contractor.Drainage Attorney has been con-tacted to issue a letter of responseto correct problem. Awaitingresponse.

6) Discussion for lateral offMeyers Rd on property owned byAllen Devall. Lateral is in need ofcleanout. R. LaBauve motioned tosee if parish will clean out ditchdue to parish right of way if nothire a contractor to clean ditch. B.Seay seconded the motion. Motioncarried unanimously.

7) Installation of culvertbehind Bubba Devall on DevallRd. for Alford Devall was dis-cussed. S. Benoit motioned to sizeculvert and to accept culvertinstallation. R. LaBauve secondedthe motion. Motion carried unani-mously.

8) New culvert prices returnedon bid were discussed. S. Benoitmotioned to raise the total amountpaid by drainage board on the pur-chase of culverts to $350.00 maxi-mum for the purchase of first timedriveway culvert due to theincrease in culvert pricing. R.LaBauve seconded the motion.Motion carried unanimously.

9) Corps/CMD permits werediscussed. R. LaBauve mademotion to approve applications. A.Seay seconded the motion. Themotion carried unanimously.

Fee No. 1 Facility, 701 CedarLake Boulevard, Oklahoma City,Oklahoma 73114-7806. The facili-ty is located in Louisiana PointField, approximately 8.5 milessouthwest of Johnson's Bayou, inCameron Parish.

The principal discharge fromthis proposed source will be madeinto the Gulf of Mexico, waters ofthe state classified for primarycontact recreation, secondary con-tact recreation, propagation of fishand wildlife, and oyster propaga-tion. Young people from acrossLouisiana were named statewinners and alternates invarious contests Thursdaynight June 24, at the finalsession of the LSU Ag-Center’s "4-H University" inBaton Rouge.

Formerly known as 4-HShort Course, this was the90th annual gathering ofyoung people from across thestate.

This year’s expanded 4-HUniversity also included avariety of educational eventsfor contest participants, aswell as a Clover Collegedesigned for those who didnot compete but wanted toparticipate in intensive work-shops on topics such as citi-zenship, technology, science,leadership, volunteerism,character education andpreparing for the world ofwork.

About 2,000 people – 1,800young people and hundredsmore adult leaders and volun-teers – from across the stateparticipated in the 4-HUniversity events on the LSUcampus June 22-25, whichincluded competition for tripsand prizes, educational activ-ities and personal develop-ment sessions, as well as theelection of state 4-H officersand district representatives.

Most of the first-place orstate winners in about 43 dif-ferent contests – which cov-ered areas ranging from childdevelopment to computer sci-ence and from environmentalthreats to public speaking –were awarded educationaltrips or opportunities to com-pete in regional or nationalevents.

In the 4-H University con-tests, state winners and firstalternates from CameronParish were:

While there are two trea-sure sites near the mouths ofthe Calcasieu and Mermen-tau rivers that most likelywill never be found.

One is an iron safe, con-taining $9,000 in gold,thrown overboard near theCameron Parish court houseduring a battle betweenConfederates and two Uniongunboats on May 6, 1864.

The other is the wreckageof the pirate ship Hotspurnear the mouth of theMermentau River, which ranaground and wrecked inNovember, 1820.

In this article published inTrue West magazine inDecember, 1979, the writeroutlined other reputed trea-sure locations elsewherealong the Calcasieu River -the Barb Shellbank, Contra-band Bayou and Island, andold Cidony’s Shipyard.

Those stories originallyappeared in the New YorkHerald and were reprinted ina long, three-column article in“Story of Lafitte on theCalcasieu”, Galveston DailyNews, on April 25, 1895.

Another long article aboutJean Lafitte’s MermentauRiver treasure sites originallyappeared in Cincinnati In-quirer and was reprinted inthe Galveston Daily News onAug. 6, 1897.

In April 1864, the Mer-mentau Jayhawkers owned aherd of 450 stolen cattle andhorses, which they offered forsale to the Union Navy inNew Orleans.

Within days, two Uniongunboats entered the Calca-sieu and dropped anchor infront of the writer’s greatgrandfather’s home (DuncanSmith) at Leesburg, nowCameron.

At daylight on May 6,1864, the entire Confederategarrison from Sabine Pass,including a battery of ar-tillery attacked the gunboats,shortly before the stolen herdwas to be loaded aboard.

A seesawing, 90-minutebattle ensured before both thegunboats surrendered, andabout 20 soldiers and sailorswere killed and many morewere wounded during theonslaught.

Lt. Benjamin Loring’s(commander of U.S.S. Wave)long account of that battle,and of Duncan Smith’s in-volvement in it, was pub-lished in War of The Rebel-lion: Official records of TheUnion and ConfederateNavies, Series I, Volume XXI,pages 256-259.

Soon after Lt. Loringraised a white flag above hisvessel, the Confederate sol-diers watched in anguish asthe Bluejackets threw every-

thing possible overboard,including the Wave’s ironsafe.

Prisoners-of-war later con-firmed the safe contained$9,000 in gold coins, intendedas payment to the Jay-hawk-ers for the stolen cattle andhorses.

For a few days, theConfederates dived for thesafe in six fathoms of water,but they soon abandoned thesearch because the Confed-erates had to return to SabinePass.

The life of Capt. JamesCampbell, Jean Lafitte’s mosttrusted lieutenant, is perhapsthe best-documented of any ofLafitte’s pirates.

His privateer Hotspur (thesecond of Lafitte’s privateersof that name) was especiallybuilt for Campbell at Lafitte’scommand in Baltimore in1818.

Of special design, the sec-ond Hotspur was a topsail or“hermaphodyte” schooner,fore-and-aft rigged on bothmasts as well as square-rigged on the foremast, a ves-sel “with all wings and nofeet,” that could sail ringsaround the slow Spanishgalleons of that day.

During a 10-months’ voy-age from February toNovember 1820, the Hotspurengaged and captured a num-ber of Spanish plate ships offVera Cruz and Tampico.

After plundering their vic-tims of all bullion, coins, rum,stores and fresh wateraboard, Capt. Campbell andhis men burned the capturedships but released their cap-tives on the nearest land.

With all fresh waterexhausted, the Hotspur sailedup the Mermentau River toGrand Chenier in November1820, and the youngest pirateaboard, a 14-year-old cabinboy named Charles Cronea,deserted the privateer.

As the Hotspur attemptedto return to the gulf, the pri-vateer ran aground in theshallow water offshore.

Capt. Campbell and hiscrew were able only to sal-vage a small portion of theSpanish gold and silveraboard at the time of thewreck.

When they later returnedon another ship to resumesalvage operations, thewreckage of the Hotspur haddisappeared into deeperwater.

The sunken treasures ofthe Hotspur and the Wavewill probably never be foundunless they are dug up duringCorp of Engineers dredgingoperations at Cameron or inthe offshore nets of someshrimper or fisherman.

dumped 8 to 10 inches of rainhere in southwest Louisianain the past week. It’s like theold farmers used to say, if itrains on June 8, it’s the signof lots of rain to come, up to40 days.

May and June are usuallythe best months for largespeckle trout in our arealakes and rivers. If you watchthe full moon, the big sowtrout come in our shallowwaters to lay their eggs. Darkmoon produces some sowsalso, but it’s usually betterwith a full moon. Older guidessay 3 days before and 3 daysafter the full or dark moon isthe best time for large trout.

Topwater lures are best forlarge trout, slower, but it’sworth it. Choose topwaterbaits with a rattle inside, getthe trout’s attention.

There’s lots of freshwaterwith all the rain and we’llalso see lots of water comingdown from our northernneighbors, so anglers willhave to find some salty water.

For the anglers who belongto the CCA’s STAR Rodeohere in our western division,your work is cut out for you.The three top speckle troutare: a 9.45 caught by ChadFaulk, and the second andthird places are two trout, a9.15 and an 8.95 weighed inby Dustin Fuselier. Also, inthe western division thelargest flounder is 5.0 poundsand the sheephead leader hasa 10.25 pounder. No taggedredfish as of now. There’s a15.75 large red snapper lead-ing at this time.

Anglers are catching troutoffshore along the CameronBeach east of the Cameronjetties.

S.T.A.R. anglers trying totop or take first place willhave to catch a 30 inch trout(average weight 10/8) to takethe lead. This can easily hap-pen because Calcasieu Lake’sgot the big one. Remember,only 2 trout 25 inches or overare legal.

Week 9, June 21 Mondaynight dogfight, had 16 boatsenter. Cody Benton hauled inan impressive 6.19 poundlunker bass to take thisweek’s largest bass, using atopwater frog. He and CodyMcDaniels took first placeteam stringer of 3 bass weigh-ing in at 7.84. Second placewent to Darren Richard and

Todd Conner, three bass,weighing 6.3 pounds, and sec-ond place largest bass of 3.98pounds. Third place stringerwith 3 bass went to ErnestTabor and Jason Guillotteweighing 5.9 pounds.

is illegal, land, water and sea.Don’t throw trash out yourvehicle, or let it fly out of yourboat. If so, it could cost you aticket. Something I didn’tknow until a few weeks ago,federal regulations call forcivil penalties of $25,000fines, up to $500,000 and sixyears imprisonment for toss-ing plastics overboard. Sofolks, be careful what you dowith your trash. Don’t getbashed.

and Pool fishing is still pro-ducing good bass. We all knowcloudy and overcast days arebetter fishing days onLacassine Pool.

Anglers braving all thisrain and lighting storms,caught good bass last week inthe pool. Although LanceMudd caught a 9 pluspounder earlier this year, lastSaturday he stuck anothernice 8.4 pounder. Think ofthis big bass in March orApril, and he would have hada 10 plus pounder.

Cameron Parish PoliceJurors heard a variety ofreports at their agenda meet-ing Tuesday, but added fewitems to next Tuesday's regu-lar meeting.

The new Corps of En-gineers Project Manager,Volker Schmidt, was intro-duced and gave a report onthe Sabine-Neches Waterwayproject status. He said theimpact model has finally beencompleted to the satisfactionof all agencies, but it tookabout a year longer thanexpected.

Everyone now agrees onthe effects the proposed deep-ening of the Sabine RiverChannel would have on bothshores. The Corps has nowmoved into the phase ofstudying how to mitigatethose effects to reduce theimpact.

The Feasibility and En-vironmental Impact Studiesare now being done andshould be finished by early2005. If the project proveseconomically feasible, con-struction could begin in 2006-2007.

The likeliest scope of theproject is a 48' depth and 100'width, which would notchange the current shorelinesat all, according to Schmidt.Preliminary costs range from$268 to $500 million. Furtherpublic meetings are plannedas the studies go forward.

District Attorney CecilSanner reported to the Jurythat a preliminary opinionfrom the Ethics Board indi-cates that all paid FireDepartment personnel maybe prevented from serving ontheir Fire Departmentboards. He will pursue thequestion further, however.

Sanner also explained theprocess for proceeding withparishwide zoning, as pro-posed two months ago. Hesaid the legislature will haveto authorize zoning, and it ispossible they could considerthe issue in next year's fiscalsession. Until then, theparish's committee can beginto meet with other parishes to

learn more about the process.Juror Scott Trahan report-

ed that the Mosquito ControlBoard now plans to purchaseland north of the GibbstownBridge and build a new officethere. He asked Sanner ifthere was any way to preventthis. The Mosquito ControlDistrict was created by theLegislature, and although theJury appoints the members ofthe board, the district isautonomous, according toSanner. Therefore, they con-trol their own money, theirtax cannot be rolled back, andthe Jury cannot direct theirvotes.

Trahan responded thatthey can at least replace theboard members when theirterms are up.

Parish Administrator TinaHorn reported on the dredg-ing of the East Fork of theCalcasieu River, especiallyneeded now to facilitate rigrefurbishment. She said theCorps will not dredge to the25' needed, but they are look-ing into private sources.

Juror Darryl Farque askedif the parish could clean up apile of pilings along the riverto allow additional dockspace, but was told that pub-lic money cannot be used for aprivate purpose. Privateindustry may take on the job.
