Manufacturing PMI at 17-month low as new order growth slows to near-stagnation Growth of the UK manufacturing sector slowed further, as companies reported weaker increases in production, new business and new export orders. - here Markit/CIPS UK Manufacturing PMI®, Oct 2014

I News PMG sponsors inaugural meeting of the ‘Women in STEM Plymouth’ group

1. The PMG were proud sponsors of the recently held inaugural meeting of the ‘Women in STEM Plymouth’ group at Langage Energy Centre. More than 70 people turned up for the launch of a new organisation aimed at promoting the contribution of women in science and engineering – including some men! Emma O'Mara, chair of Women in STEM, said the sectors offer excellent career opportunities – and women have a lot to offer businesses too. Emma who has master’s degrees in chemistry and radiation safety, and works for PMG member Babcock International said Plymouth has a slew of excellent manufacturing companies, which offer women great careers with the prospect of travel and progression, and can help students with sponsorship and work experience. Guest speaker was Network Rail project manager Rosie Majer, who talked about the innovative engineering solutions used to repair the Great Western rail line at Dawlish after it was damaged by this year's winter storms. Karen Friendship, managing director of Newnham-based Alderman Tooling Ltd, and Chair of the PMG’s Network members gave the vote of thanks. In January it plans to tour City College Plymouth's engineering facility and next April, the group hopes to tour Babcock's operation, maybe even boarding ships. Productivity in the Manufacturing Sector – a new statistical analysis 2. If you’ve been wondering what has been happening with

productivity rates in manufacturing over recent decades then this new paper from the ONS is designed for you. It presents a range of factors that may have had an impact and is cautiously designed ‘to inform and encourage the debate around manufacturing productivity – not necessarily to provide a comprehensive and definitive explanation’. The key message from this analysis is that manufacturing productivity has risen across a broad range of sub-industries, from textiles to pharmaceuticals. Since 1948 it has grown per annum at almost twice the rate of the services sector which is a phenomenal difference (2.8% v 1.5%). This has been driven by a broad based reduction in jobs (a portion of which could be attributed to outsourcing) that has resulted in broad based capital deepening. The quality of labour has also improved relative to most other industries, with the manufacturing workforce shown to be better qualified and more experienced. A number of other factors may have helped maintain a high rate of productivity growth. The manufacturing industry may have benefited more from technological and ICT advancements relative to services industries, as well as a more globalised economy (propensity to export), while the industry’s high rate of manufacturing R&D investment relative to manufacturing sales may help explain some of the high rates of MFP growth experienced before the economic downturn. Newquay to London, Gatwick route secured 3. A four-year funding deal for flights between Newquay and London Gatwick airport has been

secured, safeguarding the transport link between the South West and London. The Department for Transport (DfT) has today signed a second public service obligation (PSO) to protect the "crucial" route, which contributes millions of pounds to the Cornwall and South West economies. The government is providing £2.5m in addition to £300,000 from Cornwall Council. Three flights each way will take place during the week with two weekend rotations. Approximately 100,000 passengers use the route every year for work or leisure. The services will be operated by Flybe. More - here

MAS urges South West manufacturers to get ‘Fit For Nuclear’ 4. The Manufacturing Advisory Service (MAS) has announced that it has

joined forces with the Nuclear Advanced Manufacturing Research Centre (Nuclear AMRC) to help SME manufacturers in the South West access the UK’s rapidly developing £60bn civil nuclear new build programme and significant opportunities in decommissioning. In total, more than 300 small manufacturers across the country are set to benefit from specialist support as MAS and the Nuclear AMRC roll out the Fit For Nuclear (F4N) programme, which lets companies measure their capabilities against industry standards and helps them bridge gaps to meet requirements. The announcement comes off the back of the European Commission’s decision to give final approval for the construction of the new £24.5bn nuclear plant at Hinkley Point in Somerset. Set to be built by EDF Energy, which along with Areva is giving its backing to the F4N initiative, the new Hinkley Point C nuclear power station will produce 3.3 GW of electricity. The F4N programme offers a business improvement journey that will identify strategy, implement new processes, secure necessary accreditations and provide supplier matching opportunities. It also offers participating SMEs the chance to apply for match funding for business improvement or R&D projects. More - here

Undervalued and Overlooked: UK’s £1 Trillion Mid-Sized Businesses Need More Support 5. Despite their fundamental importance to the economy, the UK's mid-sized firms are undervalued

and overlooked, according to accountancy and advisory firm, BDO LLP. New economic research, recently published, reveals that despite accounting for less than 1% of all UK firms, mid-market companies generate over £1 trillion in revenue every year. This amounts to nearly a third (31.3%) of all private sector turnover, and one in four private sector jobs (over 6.2 million) across the UK. But, according to BDO, the UK's mid-market is caught in a 'policy and profile' gap: too large to benefit from policies tailored to small business, but too small to win the attention that FTSE firms command from the media and policy makers. Alongside the new data highlighting the impact of the mid-market, BDO has published its own Mid-Market Manifesto – a set of policies that could unlock the potential of the UK's mid-market, adding over £1.3 billion to mid-sized companies' GDP contribution and creating thousands of jobs. The policies would benefit all businesses, but address particular areas of concern for the mid-market. More - here

High cost of energy: anti-competitive and could drive investment overseas say manufacturers 6. Britain’s ambitions for a better-balanced economy could be seriously undermined by escalating

energy costs, warns a new report out from EEF, the manufacturers’ organisation. It projects a 50% hike in electricity costs by 2020 and says that this would hit investment, margins and competitiveness, potentially applying a brake to economic growth. In fact, such is the impact that just 4% of manufacturers would be left unscathed. Almost three quarters of manufacturers (73%) say electricity hikes of this magnitude would have a noticeable impact on their profit margins, while over half (53%) say it would hit their competitiveness. Over a third (34%) would be forced to cut spend in other areas of their business. More worryingly, it could lead a quarter of manufacturers (25%) to consider investing in facilities overseas. II PMG Members’ News Plessey turns Plymouth fab into LED factory

7. Plessey has installed a surface-mount LED packaging line at its Plymouth semiconductor fab, which already has a GaN-on-Si LED wafer fab. “The assembly line will enable Plessey to focus on its high brightness LED growth plans based around its solid-state lighting and sensing business, taking new products from concept to production, whilst also functioning as an innovation centre for the next generation of LED packages,” said the firm. Essentially a pilot-scale line, it has a laser wafer saw and includes die attach, wire bonding, phosphor mixing, encapsulation and device separation – finishing with automatic test for plastic leadless chip carrier (PLCC) packages. According to Plessey, the line will provide customers with engineering samples for evaluation and pilot builds ahead of full production. Working samples of LED filament replacement bulbs have already been designed and made within the facility. “The industrialisation of GaN-on-silicon LED technology does not end at producing wafers – it also requires as much attention to the back-end processing to ensure that all the benefits we make at wafer level are fully realised in the final product,” said company operations director Mike Snaith. Plessey’s range of lighting products for will be on show at LuxLive at ExCel in London (19-20 November, Stand D31). More - here and here

III Business to Business – including grants & funding Employer Ownership Fund

11. Earlier this year, Skills and Enterprise Minister Matthew Hancock announced a £30 million fund to increase the supply of engineers, to encourage more women into the sector and to address engineering skills shortages in smaller companies. The fund will enable engineering companies to establish training programmes to develop future engineers and boost the number of women in the profession. £10 million of the fund will be directed to a call to ‘Developing Women Engineers’ and £10 million to a call to ‘Improving Engineering Careers’. A further £10 million will be made available in the autumn to develop engineering skills in smaller companies. The calls have been developed in consultation with professional institutions and leading engineering companies from across the sector. Guidance - here and here

EU SME Instrument: 155 small firms to receive funding in first wave of grants

12. The SME Instrument has successfully taken off and the first beneficiaries have been selected. They will receive their grant agreement for funding under phase 1 in the course of September. Most projects will start on 1 October 2014. In total, 155 projects from 21 countries (EU Member States or countries associated to Horizon 2020) will each receive €50,000 to finance feasibility studies to develop their innovation strategy. In addition, SMEs are entitled to receive "Key Account Management services" from the Enterprise Europe Network, as well as three days of professional business coaching funded under the H2020/ Innovation in SME Programme. Spanish SMEs were particularly successful in the first round, with 39 proposals selected, followed closely by SMEs from the UK and Italy. In total, there were 2,666 applications for the first grants. Successful applicants will be formally notified in August by the Executive Agency for SMEs (EASME) which manages the programme. Máire Geoghegan-Quinn, European Commissioner for Research, Innovation and Science, said: "The response to the new SME Instrument is encouraging. There is clearly demand out

£3m Collaborative R&D funding for new technologies in Off-highways Vehicles

13. Innovate UK is to invest up to £3m in collaborative R&D projects that will enable significant reductions in off-highway vehicle emissions and/or deliver major improvements in their operational efficiency. The aim is to further strengthen the UK's reputation for excellence in the development of world-leading technologies for wheeled or tracked vehicles used in agriculture, construction, mining and other off-highway roles. For more information on this competition, please click here. This competition opens for applicants on 29 September 2014. The deadline for registration is at noon on 5 November 2014 and the deadline for applications is at noon on 12 November 2014.

The National Aerospace Technology Exploitation Programme (NATEP) 14. The Aerospace Growth Partnership (AGP) has developed the National

Aerospace Technology Exploitation Programme (NATEP) aimed at small and medium sized suppliers to help them develop their own innovative technologies to enhance their capabilities and increase their ability to win new business with higher tier companies anywhere in the world. This builds on the successful regional technology programme (ATEP) run in the Midlands. By developing a supply chain with a high rate of innovation, rich in new technologies the UK will be better able to offer the right products and services, at the right time and ahead of competition. This will ensure that market opportunities are exploited with high value manufacturing work retained in the UK. The Government’s Advanced Manufacturing Supply Chain Initiative (AMSCI) provides the opportunity to take this forward. See the NATEP flyer or the NATEP Presentation for more info. The collaboration must involve a supply chain partnership and could include an academic partner or catapult centre. The technology developed must have exploitation potential – with end user involvement. Projects must have the potential to create or safeguard jobs and should have a duration of up to 18 months. Your local Regional Aerospace Alliance representative (Pauline Kelly, The West of England Aerospace Forum (WEAF) NATEP Coordinator South West [email protected] 01275 872 353) is available to help you submit an outline proposal using the Outline Proposal Form. Before you begin, you will find it useful to read the following documents:

• NATEP Flyer - an overview of the programme • NATEP Presentation - outlining the bidding process • NATEP guidance notes - how proposals are evaluated

IV Talent Retention & Recruitment Industrial Cadets - helping you to grow a future talent pipeline

19. Industrial Cadets is a new unique industry-led accreditation that provides employers with a structured approach to building a future talent pipeline. Inspired by HRH The Prince of Wales to connect industry with young people, employers provide workplace experiences to enthuse 11-19 year olds, helping them develop personal skills and raise awareness of career opportunities. Employers are using the Industrial Cadets framework to structure and accredit their workplace engagement programmes, accredit existing activities or develop new ones and you can too! With a flexible framework that fits around your business needs. The Industrial Cadets award structure is based on skills and competencies acquired with minimum hours set for graduation at each level. The Industrial Cadets experience is rich, varied and flexible. Each employer works with EDT to decide how to deliver a structured programme of activities including site visits, presentations and talks, hands-on team tasks, workshops and project work. Once the activity has been successfully completed, the young people take part in a celebration event where they graduate as an Industrial Cadet. Graduating Industrial Cadets and companies will then gain exclusive access to the Industrial Cadets Post Graduation Network, an online network designed to give these unique young people further access to career opportunities and resources, providing them with ongoing value after their workplace experience. All of this is designed to help you grow a future talent pipeline and engage young people into a career in industry and alleviate the skills shortage we are currently experiencing in the UK. For more information please visit www.industrialcadets.org.uk or call Gemma Prowse, Area Employer Engagement Manager, EDT on 07789 863399 for more information. Video - here More - here and here

Employability workshops – volunteer companies needed 20. In September, Jobcentre Plus (JCP) ran a series of successful workshops facilitated by employers in

the retail/hospitality industry. JCP is looking to build on this over the next six months and run a further series of employability workshops for unemployed people in Plymouth. It is looking for local companies from all sectors to participate. The workshops can be delivered from JCP premises or from employers' own premises. Each workshop can last 1 - 3 hours and cover any element of employability, some examples being: • CV writing • Interview skills • Job seeking skills • Presentation skills • How to market yourself Employers are encouraged to tell delegates a bit about their business/sector and careers within that sector. If delivered in employers' premises, a tour of the facility is always welcome. The goal is to bring jobseekers close to the business community and to understand what an employer is looking for from a candidate. If your organisation is interested in helping JCP prepare potential candidates for a career in your sector, please contact Dan Mumford on 01752 618237 or email [email protected].

V Events, Training Courses & Other Information FREE Basic Skills Training in English & Maths – PLUS an additional cash incentive to SMEs! 24. For the first time, funding is now available for all businesses, from start-ups to

large multinationals, to bring English and maths into the workplace at no cost to themselves. And for small businesses, there is a supplementary cash incentive to improve their employees' skills. ‘For Business, For Life’ believes that businesses in every sector of the British economy simply can't afford the every-day errors and reputational damage that workers with sub-standard literacy and numeracy can do: the multiplication slip that puts a spanner in this month's sales figures, or the recruitment advertisement seen by thousands of potential customers which contains incorrect grammar or spelling. How the funding works - Basic Skills training is fully funded via the EU's European Social Fund. Plus small and medium-sized enterprises (SMEs) receive £800 in cash per learner for the first three learners (£2,400 max) that complete Basic Skills English or maths training, £400 at the start of the training and £400 when completed. More - www.ncc.ac.uk Alex Turner, Employer Engagement Team Leader, NCC Skills Limited Tel 01582 714 275. Note from the Editor: - although NCC is a national body they tell me that they have two trainers residing in Plymouth and another in Exeter. They will need to batch trainees together to get viable numbers of at least ten. Pl. let me know if I can be of help at all in boosting numbers.

Export survey

40. ‘Are South West businesses making the most of the export market? As the global economic power shift continues, some UK companies are finding more opportunities in rapidly developing markets - but do enough businesses have the ambition and courage to take the first steps? Our 2014 Overseas Trade survey aims to be a key indicator of export activity in the region and find out how South West businesses - both exporters and those which trade solely in the UK - currently view international opportunities. Where are the current and future opportunities? What goods and services are companies able to successfully trade? Or what is stopping you from taking the first steps overseas? This two-minute survey will help us to create an accurate picture of South West businesses' approach to international trade and hopefully ensure other businesses have the confidence to take the right steps for success. Thanks for your time’. Survey - here
