"Drive in Italy": road safety as a social integration tool

A project devoted to the new Italian citizens: e-learning platform and safe driving courses, promoted by the ANIA Foundation for Road Safety, under the aegis of the Ministry for Integration

It is an e-learning platform in 6 languages, an on-line training pathway to learn the

rules of the road, taking place in the most important Italian cities, also representing a vade mecum including responsible driving behaviours and one thousand safe driving courses as a reward. These are the main features of “Drive in Italy”, the road training

and education project devoted to new Italian citizens and deployed by the ANIA Foundation for Road Safety, under the aegis of the Ministry for Integration.

The “Drive in Italy” Portal is particularly devoted to the new Italian citizens; the access requires a driving licence valid in Italy and a connection to the website

http://driveinitaly.smaniadisicurezza.it by selecting the favourite language among Italian, English, Romanian, Albanian, Chinese and Arabic.

Once registered and after accessing the platform, it is possible to start a training pathway. The objective is to know the Rules of the Road, but also to raise awareness

on the driving behaviour to be adopted according to the reference context (urban, suburban). The one thousand most deserving people that positively pass the on-line driving course

will be given the chance to access safe driving courses in which the techniques to face situations at risk on the road are taught, besides providing the bases to improve the

Foreign driving licences in Italy

EU Member States Driving Licences

If you own a driving licence issued by a EU Member State, such licence shall not be converted.

However, in case it has no expiry date, it must be converted two years after obtaining the

residence in Italy.

It is however advisable to alternatively ask for the conversion or the recognition of validity (for

instance to facilitate the driving licence renewal or duplicate procedures).

The driving licences for which the recognition or conversion are not necessary comply in any

case with the Italian renewal or sanction-levying regulations. During the conversion procedure,

original driving licences are replaced with the Italian ones, whereas in the recognition

procedures original driving licences remain in the hands of drivers, and a label is put on them

in order to allow their identification in the national registry of licensed individuals.

Non-EU Member States Driving Licences

Foreign nationals with a non-EU driving licence may drive in Italy for a maximum period of 1

year (starting from the date in which the residence status is obtained). The driving licence shall

however be accompanied by an international Driving Licence or a sworn translation of the

driving licence.

After one year, in order to continue to drive in Italy, it is necessary to:

• either apply for conversion (when possible);

• or perform the driving licence test

Conversion is only possible in case agreements are in force between Italy and the other

Country involved. The list of Countries whose citizens may ask for the driving licence

conversion is shown in the website: http://www.mit.gov.it/mit/site.php?p=cm&o=vd&id=308

If the foreign driving licence can be converted into the Italian one, it is necessary to go to the

Driver and Vehicle Licencing Agency and perform the procedure that includes:

• the filling out of form TT 2112

• give evidence of the payment of € 9,00 on current account 9001 and of € 32 on current

account 4028 (preprint form available at the post offices and at the Driver and Vehicle

Licencing Agency)

• take with oneself the driving licence owned and a full copy of it

• enclose to the application two photographs, one of which certified, and a medical certificate in

a stamp duty paper with a photograph (and a copy of it) issued by a certified doctor.

In case of a driving licence issued by a non-EU Member Stat, it is also necessary to submit a

stamped document with the translation of the information contained in the foreign driving

licence. The compliance of the translation with the foreign language text shall also be certified

by the representation in Italy of the Country that issued the driving licence. This certification has to be validated by the Prefecture.

Registration of vehicles

Non-EU nationals that intend to register a vehicle in Italy shall reside in Italy and own the

residence permit or the receipt of the application for renewal or for the first issuance of one’s ID.

REGULATIONS

Allowance for households with at least three minor children – Starting from

July 2013, it is also available for long-term foreign residents

15th January 2014 – Publication of the INPS circular letter providing clarifications on the extension of allowances to long-

term foreign residents

The allowance for Households with at least three minor children is a family allowance granted to low-income families with at least three children aged under 18. Before the

recent regulatory amendment, rules expressly stated that applicants had to be Italian or EU nationals and reside in the Italian territory. Following the ministerial provisions,

the entitlement to such allowance was also granted to the holders of the status of political refugee and of subsidiary protection (circular letter no. 9/2010).

Law no. 97 of 6th August 2013 (European Law), stated under art. 13 that the allowance to households with at least three minor children shall be granted – besides to Italian

and EU nationals – also to Third Country nationals with the status of long-term

residents, as well as to the family members that are not citizens of a Member State holding the right of stay or the right of permanent stay.

The application for the granting of the allowance shall be submitted to the Municipality

of residence of one of the two parents within the deadline of 31st January of the year following the one for which the allowance is requested. INPS performs a delayed payment of the allowance every six months (within 15th July and 15th January).

The clarifications by INPS

By means of its circular letter no. 4 of 15th January, INPS clarified that Municipalities may accept the applications made by the new beneficiaries as from 1st

July 2013 and, without needing to submit a new application, they will also re-examine the applications submitted before 1st January 2013 for the evaluation and compliance

with the requirements in force. The allowance, in any case, will run as from 1st July 2013.

By means of the circular letter no. 5 of 15th January, INPS also clarified that the application for the allowance can be directly made by the family members of nationals

from Italy, European Union, or of long-term residents not being citizens of a Member State that are however holding a residence permit or the right of permanent resident, although owning the additional requirements provided for by the Law.

Friuli Venezia Giulia – Publication of the Regional Law on the access to

allowances by Italian citizens and migrant nationals

31st December 2013 – Publication in the Regional Official Journal

no. 52 of Regional Law no. 22 of 27th December 2013 on “Inter-sector rules for the access to allowances by Italian citizens and

migrant nationals”

The new law aims to comply with the need of providing some allowances to the

residents in the regional territory according to the equal treatment principle (article 1), while pending the definition of new rules for foreign nationals.

In particular, the law amends the requirements to access some allowances provided for by national regulations, by therefore abolishing the application for a residence in the territory of at least 24 months – such requirement is replaced with the one including

the ownership of a residence permit lasting at least one year.

Tribunal of Florence: the access of foreign nationals to public employment

is also extended to the holders of blue cards and to the family members of refugees

Tribunal of Florence, Labour Division, injunction of 23rd January 2014.

Article 7 of the European Law (Law no. 97/2013) contains a first important openness to the access of foreign nationals to the employment in public administrations.

According to the new rules, competitive state examinations involve not only Italian and EU citizens, but also foreign nationals. Such openness, however, does not only concern

all non-EU nationals, but only: - the holders of an EC residence permit for long-term residents; - refugees and holders of subsidiary protection;

- non-EU family members of EU nationals, holders of the residence permit or of the permanent residence permit.

Italian citizens only are however the only beneficiaries of posts entailing the direct or indirect exercise of public powers, namely related to the safeguard of the national interest (i.e. magistrates, military forces) .

Law no. 97 of 6th August 2013 was first enforced by the judge of Florence that, through

the injunction dated 23rd January 2014, declared as discriminatory a notice for the selection of the technical laboratory staff promoted by the University of Florence in its part in which – by restrictively complying with the regulatory provisions in force – did

not involve two categories of subjects in the group of those possibly involved in the competitive examination: the family members of refugees residing in Italy, and the

holders of the EU Blue card. Conversely, these people as well, according to the judges of Florence, shall be guaranteed the access to the competitive examinations for public employment.

Annual Reports on the main foreign communities present in Italy

With a view to understanding the developmental dynamics of

the different non-EU groups of citizens present in Italy, a series of “Annual Reports on the main Foreign Communities present in Italy” was conceived, promoted by the Ministry of Labour and

Social Policies.

The main objective of Reports is to propose an in-depth analysis of the situation on the

settlement of foreigners in Italy, as generated by the dynamics of migration flows in

the different Communities, showing the progressive and structural consolidation of the

presence in the Italian territory of migrants from some countries of origin rather than

from other ones.

The first ten reports published in 2012 concerned the communities from Albania, Ecuador, Egypt, Philippines, Morocco, Moldavia, Peru, Sri-Lanka, Tunisia and Ukraine. The 2013 edition also included five reports on the communities from China,

India, Serbia, Pakistan and Bengali.

When dealing with each single Community, the Reports also highlighted: - the socio-demographic characteristics, in terms of overall presence by gender and age bracket, region of settlement, types of stay and minors, with particular reference

to the involvement of school pathways. A specific focus is also devoted to the dynamics for the entry in Italy, through the analysis of the flows decree and the planning of

quotas; - the employment condition, with particular reference to the distribution by gender and age brackets, sectors of economic activity, professional and income-related profiles,

and types of contracts. - the labour policies and the welfare measures, in relation to the social security system,

the support measures and the protection of workers’ income (system of welfare support measures).

The texts of the reports on foreign communities, edition 2013, are available in the Portal, under the page devoted to “The foreign communities present in Italy”.

Immigration: How, where and when – The 2014 edition of the Handbook for integration is published in the Migrants Integration Portal

Handbook for integration: accompanying foreign nationals

in their integration within the Italian society through the reply to 379 multilingual questions, updated as at January 2014

In order to live well and become integrated within the Italian society, it is important to

know the rules and the organisation of one’s life. This handbook was conceived for both those who intend to come to Italy and need to

understand how to enter, and for those who are already here. Employers as well, both Italian and foreigner, may find in this handbook some pieces of information useful to accompany workers in their integration pathway.

This guide may help solving daily problems: from labour contracts to the school enrolment of their children, from the issuance of the driving licence to the opening of a

bank current account. The latest version of the handbook also contains a new section devoted to information on how to register in the registry of associations and organisations operating in favour of migrants.

Lombardy – First information on how to register illegal foreign minors

in the National Health Service

21st January 2014 – A circular letter, sent to all regional

LHUs, recognises the right to register migrant minors with no residence permit in the Regional Health Service

Starting from 22nd January, foreign minors aged at least 14, having migrants parents with residence permit, may register in the Regional Health Service of Lombardy. The

right to registration also applies to EU minors whose parents are not registered in the register of births, marriages and deaths.

This decision is notified by means a circular letter dated 22nd January sent to the LHUs

of the Lombardy region, through which implementing the provisions of the Guidelines on regional health.

As from 23rd January, foreign parents will be allowed to refer to an LHU that, after verifying the data of minors and their age, issue a paper document through which they

may refer to any paediatrician (eventually always the same one, without any maximum amount of visits) that will provide the health service being subsequently paid directly

by the Regional government. The circular letter also confirms that foreign minors, as well as Italians, may also directly access paediatric health centres without any authorisation issued by the

paediatrician.

The new “experimental charge card” is destined to the fight against juvenile poverty,

starting from the families not involved in the labour market. It is addressed to the households that have been living in Rome for at least one year and with at least one

dependent minor.

The card may be applied for by families: - win an ISEE lower or equal to 3,000 euros, whose adult members are unemployed and at least one of them lost one’s job in the last 3 years, or

- whose employment-related family income in the last 6 months is lower than 4,000

euros The Decree of the Ministry of Labour and Social Policies dated 10th January 2013, in

setting the new criteria for the identification of the beneficiaries of the experimental social card, states that applicants may be

- Italian or EU nationals; - Family members of Italian or EU nationals not enjoying the citizenship of a

Member State, holding the right to stay or the permanent residence permit;

- Foreign citizens holding the EC residence permit for long-term residents.

The application shall be submitted by and under the responsibility of the applicant by filing the form duly signed and filled in. The Experimental Social Card is sent to the address of beneficiaries and recharged by

INPS every two months. There are three ways for applying for the social card in the municipalities of Roma Capitale:

- Online application in the website www.socialcard.roma.it and sending of documents through fax; - Online application in the website www.socialcard.roma.it and sending of documents

through Registered Letter with acknowledgement of receipt; - hand delivery of the application at the desks within the Municipalities and the offices

of the Department of Social Policies, Subsidiarity and Health. For additional information on applicants’ requirements and on the application

procedures, please visit the Social Card website of Roma Capitale.

Besides Rome, the new social card will be tested in Bari, Bologna, Catania, Florence, Genoa, Milan, Naples, Palermo, Turin, Venice and Verona

What is the ISEE?

ISE (the Economic Situation Indicator) and ISEE (the Indicator of the Equivalent Economic Situation) are parameters attesting applicants’ economic situation; they are

used by Authorities and Institutions (public hospitals, LHUs, schools, universities etc.) granting welfare and public services. ISE is a parameter that determines the economic

situation of households. This parameter stems from the aggregate of incomes and of 20% of tangible and intangible assets of the entire household. ISEE, on the contrary, is derived from the ratio between ISE and the number of members of the family

household according to an equivalence scale provided for by the law. Households generally include the declarer, the spouse, the sons, as well as other

cohabiting people, and other dependent subjects for the purposes of IRPEF, although not included in the declarant’s certificate of family status.

The ISE/ISEE certificate is issued FREE OF CHARGE by benevolent organisations after drafting – on the basis of the documents produced and of the income statement – the

D.S.U. (the single substitutive statement) signed by the interested party. After processing the information contained in the statement, the workers’ benevolent

organisation issues the certificate, valid for all the members of the household, which shall be delivered to the authority or administration that grants the allowance or the service requested by citizens.

It is possible to submit the statement at any time of the year. Such statement has a one year validity as from its submission, and is valid for all the

members of the household.

Lazio. Foreign Women Cancer Care. A territorial network to facilitate the access to prevention and to the treatment of women cancer

Associazione Italiana Malati di Cancro, the San Giovanni Calibita Fatebenefratelli Hospital of Rome and Cooperativa Roma Solidarietà

– Caritas of Rome (CRS), conceived and launched the pilot project “Foreign

Women Cancer Care

The project objective is to favour - through a process of empowerment of foreign

women present in the territory of Roma Capitale – the taking on of responsibilities on their health, by facilitating (as a fundamental basis for a better integration) the access

to the services of the National Health Service (SSN) on the same footing as national citizens and in a non-discriminatory way.

The information and awareness raising activity within the territory was carried out through:

- The drafting of materials including a leaflet and a guide to the prevention of women cancer, available in Italian, English, Tagalog and Chinese; - A leaflet on breast cancer and on the rights of oncological patients, press releases

and a pathway to access the information point at Fatebenefratelli and the Istituti Fisioterapici Ospitalieri of Rome;

- The launching of the territorial network, that confirmed its availability to spread the project material and to involve the reference community; - The use of web based channels (dedicated portal, web sites of the partners and of the

territorial network, social networks); - The “face to face” activity of the selected cultural mediators, which are spreading the

information materials within the following areas of aggregation: embassies, workers’ benevolent organisations, associations, consulates, churches and places of encounter

between the different communities. The first "Reception and Information Desk for Migrant Women" was unveiled last December 2013 at the Isola Tiberina Fatebenefratelli Hospital of Rome. The date of the

second inauguration is on 29th January 2014 at the Centro Congressi Bastianelli, IRE, Istituto nazionale Tumori Regina Elena, via Fermo Ognibene 23.

Migrant women that decide to address the information desks are welcomed by psychologists and cultural mediators (including in the Chinese and Philippine languages, representing the project’s target communities. Once the access form is

filled out, women receive information on the prevention, diagnosis and treatment of

women’s cancers available at the IFO Institutes - Regina Elena and San Gallicano of Rome, and are accompanied – according to their needs and requests – to the HPV unit

for the prevention of the cervix and of female genitals, to the Medical Oncological Unit in case of breast check up, or to the Psychology Service. In all these pathways, foreign

women are accompanied by multidisciplinary teams including oncologists, psychologists, and cultural mediators. As regards the IFO information desk, opening hours are on Wednesdays and Fridays

from 10.00 a.m. to 1.00 p.m., and on the second and fourth Thursdays of every month, from 2.00 p.m. to 5.00 p.m. In the days mentioned above, it is possible to

contact the dedicated number 06/52663333 for the booking of appointments. As regards the information desk at Fatebenefratelli, the opening hours are on Thursdays afternoon from 1.00 p.m. to 3.00 p.m., and on Fridays morning from 9.30

to 12.30 a.m. In these hours, the presence of cultural mediators in the Chinese, Philippines languages is guaranteed, besides the support of psychologists.

Furthermore, the portal www.womencancercare.it devoted to migrant women is also active, where finding the information needed to access the prevention and treatment paths.

Places of encounter and prayer of immigrants in Rome: sixth edition of the

Guide by Caritas-Migrantes

Presentation of the sixth edition of the Guide drafted by the Caritas and Migrantes Offices of the Vicariate of Rome

This Guide aims to meet the religious needs of migrants. The lives of immigrants, in

fact, besides being characterised by economic, employment, cultural and social aspects, is also defined by deep religious needs.

The Guide shows all the places of worship open in Rome and in the Province of Rome,

and for each of them there is the indication of addresses, hours, name of the person in charge, therefore facilitating contacts as to the acts of worship and related activities.

293 facilities are included and described in the guide, 37 more than in 2011. The places of worship available are: 172 Catholics, 53 orthodox, 27 Protestants, 7 Jews, 25 Muslims, 7 Buddhists, 1 Hindus, 1 Sikh. The guide also contains the distribution of the

places of encounter and prayer within the single Municipalities.
