Course Code: PoSc 12N

Course Title: Philippine Government and the New Constitution

Course Description: This course is designed to acquaint students with basic political science conceptson the government and the constitution. Students are expected to appreciatethe importance of studying government particularly on how it that it affectssociety and people’s lives. Completion of this course is directed towards

enabling students to actualize their role in governance as informed by how theConstitution limits or regulates the powers of government and safeguards theirfundamental rights as citizens.

General Objectives: 1. To provide pertinent conceptual foundations in political science pertinent togovernment and constitution.

2. To situate said concepts in the context of the Philippine government and itsconstitution.

3. To develop practical knowledge of the salient provisions of the 1987Philippine Constitution as informed by identified from earlier constitutionsand the fundamental changes and the rationale behind them.

4. To develop in students a stakeholder mentality through critical engagementwith Philippine political issues.

Part I Objectives: 1. To be familiar with the elements of the state.

Essence:1) It is an evaluative assessment to be undertaken by one half of the class within half of the semester.

Goals:1) It helps capacitate the other group for essay-writing, the counterpart evaluative assessment.2) It prepares students for the departmental examination on 12 October 2014.

Duration:A maximum of 3 minutes per student-presenter

Technical requirements:Prior to the scheduled presentation, each student-presenter must access, download, accomplish andprint (strictly back-to-back single-paper printing) the Oral Presentation Sheet at tinyurl.com/lbadtpn. Asample of this form is also attached in the Course Orientation Kit. Said sheet is expected to include atone side, a 1-page learning aid. The student concerned must be ready with 5 hard copies of said sheet asaccomplished which shall then constitute as a learning aid. Moreover, given the goal of this evaluativeassessment, the learning aid is expected to serve as a “review material” for the departmental exam.

Hence, it should ideally outline and present the “big ideas”/arguments about the assigned topic(s). Forinstance, it may outline the big ideas/arguments in bulleted presentation as in powerpoint slides thenpresent conceptual flows or answers to important questions about the topic in a concept map/flowchartor as tips in understanding the topic(s). It should also list the references/sources on the space provided.

Essay particulars

Essence:1.

 

It is an evaluative assessment to be undertaken by the other half of the class within half of thesemester.

Goals:1.  It checks for student understanding of topic(s) presented by organizing “big ideas” in a coherent

way and supported by appropriate historical and/or current/contemporary examples.2.  It helps align the development of students’ written communication skill with civic-mindedness

and/or empowered citizenship.

Question source:At least one drill question will be administered during class prior to the scheduled essay submissiondeadline. Essay questions shall be announced and/or posted at Easyclass. Only one essay question willhave to be answered by the student concerned.

Technical requirements:For hard copy submission, students must access, download, accomplish and print (strictly back-to-backsingle-paper printing) the Essay Sheet at tinyurl.com/pn37ac4. A sample of this form is also attached inthe Course Orientation Kit. Make sure to write the chosen/assigned essay question on the spaceprovided for. The technical requirements are stated in the Essay Sheet as earlier mentioned and includethe following:

Introduction

Make sure to paraphrase the chosen essay question by way of introduction. Then proceed to state youranswer to the question briefly. Your essay must be supported by logical explanation and appropriate examples from historical accountsand/or current issues. Direct quotes from sources are permissible provided that: 1) sources are dulyacknowledged by listing your references in the space provided for; and 2) statements that are directlyquoted or paraphrased in the essay do not exceed 10% of the word count. Moreover, since your essay isan academic requirement, your writing must be formal. As such, you must avoid using contractionsand/or informal/colloquial words (e.g. can’t, she’s gonna be, kids), complex sentences, and overly long

Conclusion

After discussing your points and illustrative examples, you are expected to summarize them and re-stateyour position/answer.

Team Project Particulars

1. 

This requirement shall be done by each of the 4 teams: Himig, Oro, Sinag, and Tumpak. 2.

 

Antecedent requirements for this project are the following:a.

 

a compilation in a clear book by the team of news/opinion/feature articles whichillustrate or satirize each identified democracy pulse segment as assigned to specificstudents; and

b.  a court visit by each student in the team.3.  The court visit shall entail for each student to secure her/his own Certificate of Appearance from

the USC Department of Political Science (the yellow form). No other certificate of appearance

shall be allowed .4.

 

Each student is required to schedule a one-time visit during her/his vacant time to any judicialcourt in order to witness an actual court hearing. Be guided also of the following:

a. 

Most court hearings are held in the morning and only during weekdays.b.

 

Proper attire is expected in going to court (i.e. no sandals, shorts, skimpy attire).c.

 

Avoid standing inside the courtroom and maintain silence. Switch any electronic gadgetoff/on silent mode. No video-taking of the proceedings shall be allowed. Misbehavior

could mean contempt of court (i.e. fine or jail).d.  Only one (1) case hearing is required for you to observe and base your

insights/reflections on. Choose well.e.  Immediately after observing your chosen case hearing, let a court personnel sign and

seal (with the court seal) your Certificate of Appearance.f.  Condense your court visit experience remarks and your insights/reflections with PoSc

12N in not more than 140 and 300 characters respectively.5.  The team must accomplish the form provided (go to tinyurl.com/k3ss37b) accordingly. The

signatures of the members are expected to be affixed only after the entries have been placed.

How are out-of-class communication and groupings organized?

The digital platform at www.easyclass.com shall be used for out-of-

class communication. For registration/log in instructions, go to

tinyurl.com/m5gy8cz . Note that failure to register your ISMIS-recorded

surname and given name(s) using normal capitalization will mean

disapproval or deletion in case request is inadvertently approved.

Easyclass posts shall be sufficient notice to the class. Check for posts atleast twice a week including Sundays. Strictly no text messaging except

for urgent messages and only via duly chosen team leader(s). Note that

our Easyclass account is solely class-intended. Thus, it will be deleted

after the semester/summer.

Those not regularly online must choose as academic partner

somebody who regularly connects to the internet. Other than

coordinate with each other, academic partners shall also account for

each other during drills and emergencies. Meanwhile, groupings are:Grouping Team (location facing ANFC) Segment as Convenor

KatipunanHimig (H) – front right Pre-midterm

Oro (O) – back right Midterm

MaharlikaSinag (S) – back left Pre-final

Tumpak (T) – front left Final

The Convenor Team co-manages the class with the following roles:

1. 

Facilitate the attendance checking and monitoring 10 minutesafter the second bell/official start of class. The monitoring form is

provided herewith and is also accessible at tinyurl.com/kc3sytd. It must

also ensure that entry into the room is barred within this period. Entry

into the classroom shall resume after this 10-minute period.

2. Help guide the class on the order of the day.

3. Collect papers intended/scheduled for submission to ANFC.

4. Alert ANFC to prepare for dismissal 10 minutes before the next

period. At this time, the team must also submit to ANFC the team

attendance forms, and late slips or other submissions, if any.

5. Help maintain cleanliness and orderliness in the classroom during

and after class especially if ANFC is not yet in or is temporarily out of the

room. This includes ensuring for ready use a clean board and/or

projector and other equipment if and when needed.

Issues affecting any groupings such as  free-loading must be

communicated to ANFC immediately via private message in Easyclass

otherwise, the grouping is presumed to be working as intended, i.e. to

facilitate learning.

Unless otherwise instructed, indicate your Class Locator & Identifying

Code (CLIC) at the top of any hard copy submission:

What are the critical points regarding attendance?

You get one (1) point per ½ hour attended provided that you

accomplish properly the team attendance form provided (also

accessible at tinyurl.com/p4w2rxa). Proper accomplishment is done by:

a. Indicating the class symbol and row numbers on the spaces

provided for. Names must be written legibly.

b.  Indicate the date numerically in the following order: month’s

number, specific date, year.

c.  Choose a signature that is quick and convenient to write and

affix it consistently throughout the semester in the form.

d.  For orderly compilation, each duly accomplished attendance

form must be attached with a double adhesive tape at the part

indicated. The accomplished forms must be submitted to theConvenor Team with one side of the tape unopened.

e.  Each student/partnership/team must have her/his/its own

printout of the required form, scissors, and double adhesive

tape. Sharing is permissible if it expedites the procedure.

f.  Printing/reproduction of the form must comply with the

required dimension since the proper alignment of signatures of

present students is essential in ascertaining attendance.

Note:Monitor your attendance. Once needed, get your RAS from

your college/department. If the dean/chairman is not around,

re-admission. Do not stop securing the note for each subsequent

meeting until you get your RAS or else, you will still be deemed

absent despite class attendance. Documented valid absences may be

granted consideration provided that said documentation is properly

verified by apt person(s), e.g. parent/guardian, doctor, coach.

Absences are presumed upon:

a. 

Failure to present RAS after the first set of absences and after; or

b.  Failure to duly accomplish the class attendance form; or

c.  Three (3) instances of duly-noted tardiness/lateness. 

To adjust a record of absence to late,

you must prepare, sign and submit inclass immediately without demand a

1”x1” Late Slip. Failure to do so properly

will not modify the record of absence.

What are the other important policies to consider?

a. Desired change of schedule must be done officially via ISMIS.

b. Any notice for the class to proceed elsewhere (instead of assigned

classroom) must either be previously announced by ANFC (in class,

online or SMS to and via class reps) or by PoSc personnel.

c. During class, switch off or on silent mode your electronic gadgets.

A warning will be given for the first violation and confiscation upon

subsequent violation(s).

d. Submission deadlines are for strict compliance. Inability to comply

in time must be communicated online and in writing to ANFC on orbefore the deadline with undertaking to submit the pertinent

requirement at a specific later date followed by actual submission.

e. Failure/refusal to follow policies, instructions and/or academic

standards shall be dealt with accordingly.

f.  Grades shall be released via Easyclass Gradebook and ISMIS.

g. Class-related papers shall be disposed of the week after the

following term’s middle examination (midterm or midsummer) and

for graduating students, the day after graduation.

n an article I have read from Philstar, the Supreme Court of the Philippines affirmed the unconstitutionality of

he DAP while partially granting the government’s motion for reconsideration. The magistrates affirmed that a

gnificant portion of the administration's DAP, supposedly created to speed-up public spending, violates Section5(5), Article VI of the 1987 Constitution and the doctrine of separation of powers of the executive and

egislative branches.

AP, even if some parts of it is affirmed unconstitutional by the Supreme Court, is not a sufficient reason to

mpeach the President. Why not? What are the grounds to impeach him? The grounds for impeachment are:

ulpable violation of the Constitution, treason, bribery, graft and corruption, other high crimes, or betrayal of

ublic trust. Is it not that DAP is unconstitutional therefore it is a culpable violation of the Constitution? No, it is

ot. I would like to quote Constitution expert Fr. Joaquin Berna with regards to this.

ntentional violation of the constitution. Negligence, but that's not a ground for impeachment,” Berna said in an

resident. However, there needs to be assessment whether it is betrayal or just disappointment. The Supreme

eriousness as the other grounds of impeachment.” Going with this definition alone, President Noynoy can
