Urban Health Centers atKoparkhairane – a great idea

The Navi Mumbai Municipal Corporation (NMMC) has start-ed developing two urban health centers at Koparkhairane withthe intention of providing better healthcare services in the city. Now this is a good news.

The civic body is spending a total of Rs 4.20 crore for theseprojects. The health centers are being developed at sector 14 andsector 16. Both the premises will be ground plus one storied build-ings. NMMC has been asked to finish the constructions withinten months. So the buildings should be ready by January next year.

There was urgent need of two more urban centres in Koparkhair-ane node since the population over here has risen considerably. These urban centres will have all the facilities including the re-ception and the medical officer’s chamber, a laboratory, waitinglobby, registration hall, store room and a conference hall at each ofthe premises..

There are a total of 23 urban health centers in Navi Mumbai.Discussions are going on to develop a few more at some of thepopulated nodes.

A huge number of residents of this node are lower middle classand poor people and cannot go to the private hospitals for medicalcheck-ups. The urban health centers are big help for these peo-ple.

Urban Health Centres are state-owned urban health care facil-ities in India. They are essentially single-physician clinics usuallywith facilities for minor surgeries, too. They are part of the gov-ernment-funded public health system in India and are the mostbasic units of this system.

Apart from the regular medical treatments, these centers havesome special focuses. Infant immunization programs: Immuniza-tion for newborns under the national immunization program is dis-pensed through the PHCs. This program is fully subsidized. Anti-epidemic programs: The PHCs act as the primary epidemic diag-nostic and control centres for the rural India. Whenever a localepidemic breaks out, the system’s doctors are trained for diagno-sis. They identify suspected cases and refer for further treatment.Birth control programs: Services under the national birth controlprograms are dispensed through the PHCs. Sterilization surger-ies such as vasectomy and tubectomy are done here. These ser-vices, too, are fully subsidised. Pregnancy and related care: A majorfocus of the PHC system is medical care for pregnancy and childbirth in rural India. This is because people from rural India resistapproaching doctors for pregnancy care which increases neonataldeath. Hence, pregnancy care is a major focus area for the PHCs.Emergencies: All the PHCs store drugs for medical emergencieswhich could be expected in rural areas. For example antivenomsfor snake bites, rabies vaccinations, etc.

The eight elements of primary health care are focused upon:Provision of medical care, Maternal-child health including familyplanning, Safe water supply and basic sanitation, Prevention andcontrol of locally endemic diseases, Collection and reporting ofvital statistics, Education about health, National health pro-grammes, as relevant, Referral services, Training of health guides, health workers, local dais and health assistants and Basic labora-tory workers.

So NMMC needs to be commended for its idea of coming upwith two more Urban Centres.

Navi Mumbai Airport a reality

Navi Mumbai air-port project is a dreamcome true project andwe look forward earlycompletion of the work. The work is going infull swing despite mon-soon rains and inclem-ent weather here. Safe-ty should be the firstoption if a big aeroplanelands in our airstrip.Apart from this therunway does not havethe mandatory sidestrips to cushion planesin case of skids orcrashes. Inaccuratemarkings near parkingbays were anothercause of concern, asthey are important fortake-off, landing andtaxing. Many minorcollisions involving air-craft and ground vehi-cles could have beenavoided had the mark-ings been accurate. Theheight of the hangers isalso a problem as someof them exceed the per-missible limit. Thisaffects the movement ofa big air crafts. Sothere is need for secondAirport in the vicinity.

Navi Mumbai is theideal location for theAirport. It is the rightstep in the right direc-tion by the Govern-ment as Mumbai isovercrowded and thereis lack of space for freemovement of flights.State Governmentshould pressure on Cen-tral Government tomake things move at afaster pace and MoreMan Power is to be en-trusted with the joband the present agencywhich did modernisa-tion work at Mumbaineeds to be given the jobfor the Navi MumbaiAirport as well. sures to step up thework by the year end tostart a Navi MumbaiAirport so that we canstart second modernInternational Airportsin Mumbai by 2020.After the flooding of theMumbai Airport duringmonsoon season, it ishigh time to think of analternative Airport. Ihope that the authori-ties take cognizance ofthis at the earliest andstart second Airportwork in Navi Mumbai. The dream of secondairport in Navi Mum-bai has come true now.

The CIDCO hadstarted the pre-develop-

ment works at theproject site in April2017. The works in-clude cutting the Ulwehill, diversion of theUlwe river, and layingthe high tension cablesunderground. To avoida flood-like situation inthe villages around theairport site, the

Central Water andPower Research Cen-tre, Pune, had recom-mended diverting theflow of the Ulwe river,The City and Industri-al Development Corpo-ration (CIDCO) hascompleted diverting theflow of the Ulwe riverfor the Navi MumbaiInternational Airportproject. This was te-dious work and it wasdone to level a 96-me-tre hill. The target wasto finish it before mon-soon.

The land was hand-

ed over to GVK on July7, 2018 so the work hadalready started. Thusthe delay in handingover the villages willnot affect the progressof the work. The EPCcontract for the airportwork will be finalisedin the coming monthsby the concessionaire of(NMIA)

The structures inthe area is being demol-ished to make way forthe proposed airport.Out of the structuresthat have not been de-molished, most are va-cant and the few whichare still occupied areunder some dispute.

They have been askedto vacate at the earli-est.

Again lots of hiccupsare coming up to face atthis juncture. But resi-dents of Dungi, who livenear proposed NaviMumbai internationalairport, wary of time-lines and flooding.

The ` 16,000 croreairport is being devel-oped under the public-private partnership(PPP) model betweenGVK Group subsidiaryMumbai InternationalAirport (MIAL) and CI-DCO and the deadlinefor the first flight totake off has now beenpostponed from Decem-ber 2019 to mid-2020.New airports have beencoming up across Indiain recent times.
