According todetails, Khan, a resi-dent of Ahmed Colonyin Toli Chowki, wasrunning a travel agen-cy at Hussaini Alamfor the past few years.

In July and Augustthis year, he had takenlakhs of rupees fromprospective Haj pil-grims and promisedthem their flightwould leave onOctober 23 at 5.30am.

The unsuspectingpilgrims reached theairport but found to

their horror no suchflight was scheduled.

The last flight forHaj had left onSaturday. The franticpilgrims tried to callthe agent on hismobile whichresponded with areply, “out of reach.”Some others got a mes-sage of switched off.Some of the relativesof the victims rushedto his office and foundit locked. There wasnobody to answerabout Khan’s where-abouts.

They dashed to hishome in Toli Chowki

where his wife andchildren expressedtheir helplessness asthey too did not knowwhere he was. In fact,they swore they cameto know of the scandalonly now.

Shahzadi Begum, awidow and a residentof Ali Nagar Jahanumatold Postnoon that shehad saved for manyyears for this momen-tous occasion but nowis left devastated.

The other prospec-tive pilgrims too werein a similar situation.They are now plan-ning to lodge a crimi-nal complaint.

Bid to smuggle gold in pilgrim’s bagPOSTNOON NEWS

AHaj committeefunctionary is sus-pected to have

used a pilgrim’s bag tosmuggle gold but thealert airline securitydetected it before thepassenger boarded theplane to Saudi Arabia onSaturday.

The issue, which

created a flutter amongthe security staff and theHaj committee, led tochaos in the Haj House.Checking resulted in thediscovery of gold anddiamonds wrapped inplastic sachets. The esti-mated worth is around`5 lakh, officials said.

This incidentoccurred where some300 Hajjis boarded the

plane. Questioningrevealed that the pas-senger was being usedby a suspected Haj committee member,though exact detailscould not be ferretedout as yet. Postnoon’srepeated efforts to con-tact Haj committeechairman SyedKhaleeluddin Ahmedproved futile.

Clean up City airLast year we had reported how the

APSRTC in a bid to do their bit toreduce air pollution in the City hadintroduced a fleet of CNG buses. Thefirst such bus had been flagged off onthis day last year and CNG buses wereexpected to ply regularly along Cityroutes. The Telangana JointAction Committee'scall to boycott the

ruling Congress leadersduring Dussera is givingsleepless nights to T-Congress MLAs and ministers.

Ministers, particularly,have become a worried lot.They are facing a lot ofpressure from the party'ssecond-rung leaders andgrass root cadres on theseparate Telangana issue.Besides, the continuousdemand from T-JAC lead-ers that the T-ministersshould mount pressure ontheir party high commandto ensure that the separatestate becomes a reality isalso multiplying worriesof the ministers.

To ward off the troubleto an extent, a few T-minis-ters met with party AP in-charge and Union healthminister Ghulam NabiAzad on Saturday morn-

The used bike mar-ket in King Koti,Ramkote areas,touted to be Asia’s

largest second-hand bikemarket is increasinglybecoming a traffic block,thanks to the inability ofthe GHMC and trafficpolice to restructure busi-ness spaces and traffic asper modern needs.

The four-decade-oldused bike market has beena source of employmentfor over 1,500 workerswho work, repair, modifyand sell the bikes to clientswho come from far andwide. The problem todayis that most of these shopshave encroached upon thefootpaths to showcase

their vehicles. The everrising vehicle populationand the presence ofschools in and around thearea add to the woes of thetravelling public.

While many sympa-thise with those whodepend on the market as asource of economy andemployment, it is,nonetheless, proving aproblem. The Hyderabadtraffic police seem to havegiven up on solving thisproblem.

ACP A Narsing Rao ofthe Sultan Bazaar policestation says, “The GHMChas never raised this issuewith us. The departmenthas never bothered tocheck on the footpathencroachments noraddress this issue with us,despite the market being

around for 40 years in theCity. How are we to take anyaction if the civic body con-tinues to turn a blind eye to it?”

The police officer is notwrong. None of the standingcommittee meetings haveever addressed this issue sofar. Corporator MP SriramChander of the SultanBazaar circle says, “Theproblem with this area isthat the entire market stretchis divided between threemunicipalities — HimayathNagar, Barkatpura andSultan Bazaar. Despite beingunder the watch of three cor-

porators, this issue hasnever been raised in thestanding committee or withthe commissioner.”

The corporator’s stancereflects the GHMC’s apathyto civic problems in the City.Other second-hand bikemarkets have come up apingthe Koti’s example .

Syed Hashmi, a bikerepair mechanic says, “Ihave been working heresince my father set up theshop in 1998. I too under-stand that we are in thewrong, encroaching on thefootpaths or taking up themotor-space of the roads.But what are we to do? Wedo not have an alternative. Ifthe government is willing toprovide us space, I will glad-ly move.”

GHMC punishing honest tax payersThe civic body is all set to make a slew of fresh property tax hike, while it fails to extract several hundred crores owed by big commercial establishments and residential owners.

The GHMC’s ongoingdeliberations on apossible hike in the

property tax to net `1,000crore revenue has givenrise to a new debate onwhether a fresh dose of taxis avoidable by pluggingthe loopholes.

Those who oppose thehike point out that if holesare mended, the corpora-tion could very well col-lect `1,500 crore withoutthrusting additional bur-den on the paying public.

With the 13 lakh prop-erties of different kinds inthe City, around 10 lakhare residential and theremainder comes underthe commercial category.During the last year, theGHMC was able to gener-ate `500 crore and byMarch-end this year, therevenue yielded totalled`641 crore against thebudgeted `653 crore.Instead of tweaking thecurrent mechanism, theGHMC aims at achievingthe target by hiking theproperty tax.

The hike would affecthonest tax payers, while itwill reward those resorting

to short-cuts like under-valuing their propertiesand obtaining court stayorders. According to offi-cials, there are more than 30per cent defaulters in theGHMC limits. Some of thebig hotels, business estab-lishments and corporatehospitals, most of which arelocated in Banjara Hills,have run up defaults ofhuge amounts. Tax evasionand ‘under-valuation’ aresome of the biggest loop-holes being exploited byunscrupulous owners.Getting court stay orders isanother major stumblingblock. Asked if theCorporation could not havefiled a common caveat inthe court to discourage ex-parte stay orders, officialsexpressed ignorance of theprovisions. Rather, an offi-cial offered a queer reason-ing: “Everyone has theright to defend if he is notsatisfied with the govern-ment decision. We cannotcompel them.”

The Opposition TDP is‘opposing’ the moveunconditionally. TDP floorleader Singireddy SrinivasReddy said, “We opposethe hike as it will raise theburden on the commonman who is alreadycrushed under inflation.

Instead of increasing theproperty tax, the GHMCshould look into theoptions where several dis-crepancies can be cleared.”

Officials who are upsetwith the working style ofthe GHMC point out thatthere could be close to 80per cent ‘under-valuation’and the hike would onlyopen more doors for morecorruption. “It will nothelp the corporation butthe valuation officers anddeputy commissions to filltheir pockets,” points outan official on the conditionof anonymity.

LAXITY ANDILLOGICAL DECISIONS The GHMC failed to showits mettle in cases of chequebouncing for property taxamounting close to `70lakh. Another fact that mayraise eyebrows is the penal-ty waiver clause providedby the government at theend of the financial year2011-12. The waiver hadcost the corporation a sub-stantial amount that wouldotherwise have helpedcross the annual targetedrevenue of `700 crore.

Residents feel that thelong-term governmentpolicies, hiking taxes on

one hand and providing awaiver on the other, hasmade a huge dent in theirincome. “It’s the failure ofthe government’s policy,ado pted at each level atmost of the institutions.The common man will con-tinue to suffer due to thismismanagement. If peoplepay their taxes on time,there would be less scopefor officials to reinforce thetax structure,” says SyedBad sha, assistant generalsecretary, United – Feder -ation of Resident WelfareAssoci ations.

However, officials don’tseem interested in rectifyingthe loopholes in the system.When asked about the casesof cheques bouncing, addi-tional commissioner (fina -nce) K Ashok Reddy shrugsoff the problem, citing thisto be the most commonaspect in government orga -nisations. “Cheques bounceand every department facesthis problem. We keepsending notices,” he says.

About the govern-ment’s penalty waiver lastyear, the official describesit as ‘policy’ adopted bythe government. “Lastyear, it was adopted by thegovernment, this yearthey may not,” the officialadded.

the people who camehere were interested incontent selling or buying.Some were also lookingfor funding their pro-jects,” he says, adding, “alot of filmmakers wantedto come down toHyderabad to shoot theirfilms and after they cameto know about the filmrelated programmes andfacilities at AnnapurnaFilm School, most of thedelegates were unhappythat they don’t have sucha school in Mumbai. Thisis a good step forward inour endeavour to reachout to more people.”

Cutting productioncosts was clearly a priorityfor filmmakers and thefacilities at AnnapurnaStudios was a big drawfor the delegates. “Wehave tried to convincethem to also look at postproduction in AnnapurnaStudios. A lot of peopletend to ignore the fact thatpost production and DI isan expensive process,”Sharan adds.

So did they see anynew opportunities toexplore in future? “Yes.We had several screen-writers-turned-directorswho were looking for ven-ture capitalists to fundprojects. So far,Annapurna Studios hasn’tgone big on that front, butlooking at the kind ofresponse we’ve had, ourboard will look into thisprospect of funding goodprojects in near future,”Sharan says.

Threat of a mid-term elec-tions is becoming real, itseems. The TDP, that had

launched a marathon padayatrais all set to wind up its second legof the campaign, fearing a mid-term poll, sources close to theparty told Postnoon today.

The TDP supremoChandrababu Naidu planned tocover 16 of the 23 districts of APincluding seven of Telangana byJanuary next. The remainingseven districts including three inTelangana were to be covered bySeptember 2013. However, the

plan now is to suspend thepadayatra after the first leg forthree reasons: budget session inFebruary, local body electionsand political uncertainty. “Yes,we are yet to decide on the sec-ond phase. Initially, we haddecided to undertake the secondphase during the next monsoon(June-September).

“But, we may not able to holdit as we are expecting drasticpolitical changes in the State. The threat of a mid-term electionis also looming large,” TDPsenior leader E Peddi Reddysaid.

Another senior leader of theparty and MLA Jaipal Yadav also

said that the party is yet to chalkout the schedule of the secondleg of the yatra. “We don’t knowwhat will happen with the sec-ond phase. As of now, the entireparty machinery has put its focuson the ongoing padayatra tomake it a huge success,” he said.

It may be emphasised herethat when the decision to under-take the padayatra was made bythe party president, it was decid-ed to cover all 23 districts of theState in a phased manner.According to this plan, a total 16districts were chosen to be cov-ered in the first leg of the yatraand seven districts in the second phase.

Eminent litterateur and Sahitya Akademi president SunilGangopadhyay died at his South Kolkata residence in theearly hours today following a massive heart attack. Hewas 78. Gangopadhyay's body will be kept in a mortuarytill his son arrives from Boston for performing the lastrites, family sources said.

A prolific writer and winner of several awards,Gangopadhyay was the founder editor of Krittibas, aseminal poetry magazine that became a platform for anew generation of poets experimenting with many newforms. Author of over 200 books, Gangopadhyay excelledin different genres but declared poetry to be his "firstlove".

His Neera series of poems are popular.Gangopadhyay also excelled in short story, novels, travel-ogues and children's fiction.

He had won the Sahitya Akademi Award (1985),Ananda Puraskar (1989) and the Hindu LiteraryPrize(2011).

After serving five years as the Vice President, he waselected the President of the Sahitya Akademi onFebruary 20, 2008. He used the pen-names of Nil Lohit,Sanatan Pathak and Nil Upadhyay.

Unfor tunately,they are likely tocontinue toignore the mostimportant ques-tion posed by theSeptember 11murder ofAmbassadorChristopherStevens and threeother American officials by anIslamic militia that may be con-nected to an Al Qaeda affiliate,namely: “How is it that oneyear after the US providedessential military and diplomat-

ic support to the NATO opera-tion that enabled Libyan rebelsoverthrow dictator MuammarGaddafi, Libya finds itself at the

mercy of hundreds of lawlessmilitias and without a function-ing state?”

The answer is that althoughtheir declared objective was toprotect civilian areas under

threat of attack from Gaddafi’sforces, the US and its alliesactually promoted relativelyrapid and violent regime

change — then leftthe country in thehands of a fledglingrebel political leader-ship with tenuouscontrol over decen-tralized fighters. Inframing its policies,the Obama adminis-tration appears tohave paid little atten-tion to Libyan historyor political realities.Libya was only 60years old and hadweak national institu-tions. It had no histo-ry of democratic elec-tions or political par-ticipation, strongregional and tribaltensions, a historicalbasis for an Islamicmovement, and wasincreasingly awashwith weapons. In thiscontext, the situationin Libya today wasutterly predictable.

Where were theRepublicans on thisissue? During

Congressional debates in June2011, they posed no effectivechallenge to administration pol-icy. They accepted at face valuePresident Obama’s March 28assurance to the nation that

“broadening our military mis-sion to include regime changewould be a mistake” — eventhough it was by then obviousthis was not at all the case. Afterexpressing concerns about non-strategic “humanitarian” inter-vention, fiscal consequencesand evasion of legal require-ments for congressional partici-pation, they did nothing to limitfunding for the president’s poli-cy. Nor did Gov. Romney’s frag-mentary statements during thatperiod offer any coherent alter-native.

Yet there was a reasonablealternative, versions of whichwere put forward by the Afri canUnion (spearheaded by SouthAfrica) and the Brussels-basedInternational Crisis Group.Basically, the parties to the con-flict would have agreed to: acease-fire to be monitored by aUN peacekeeping force, politicalnegotiations to establish demo-cratic institutions, and a transi-tional government that wouldinclude representatives of theformer rebels and those on thegovernment side without bloodon their hands. The linchpinwould be a firm understandingthat Gaddafi would leave poweras part of this package.

Tumultuous times for the UPA

The cumuli of mid-term polls are gathering over the horizon with Mamata Banerjeeleading from the front a rebel threat to dislodge the UPA government. Skeletons

tumbling one after another from the UPA cupboard also are indicating to uncertainpolitical times ahead. Indications to this are available with the hurried preparations of

political parties in AP. The TDP, for instance, eager to make a serious bid for power nextelections, are trying to wind up Chandrababu Naidu’s marathon yatra to start prepara-tions. That no party wants a mid-term election is the only guarantee that the UPA will

survive somehow, albeit hurt and maimed. No doubt, the ruling dispensation at theCentre has lost much of its moral right to continue as reports emerge of massive

bungling. If the situation leads to a snap poll, only the Congress is to be blamed, andnobody else. It is sad that the ruling party has not seen the writing on the wall and

should have gone into fire-fighting rather than shadow-boxing the Opposition.

Obama scores again

Well, Barack Obama seems to havenailed it again this time. He main-

tained the momentum from the seconddebate and contributed the best quotes.Obama was completely on the offence say-ing that his opponent’s policies were inco-herent. Romney was not at all like the manwho was in the first and the seconddebate... perhaps he knew were he stoodwhen it comes to talking foreign policywith a man like Obama. Now it’s all downto the American people.

an antediluvian measure whenthe European Union is propos-

ing quotas for women in theboardroom, and will not help

Germany in its quest to boost itsbirthrate.

For two years in a row, ForbesMagazine has crowned Merkel

the most powerful woman in theworld. Rightly so: She has

steered her country away fromrecessionary waves that haveswept across much of Europe

and the United States. Today, thefate of the EU rests in the hands

of this former physicist whogrew up behind the Iron

Curtain. She is a role model forwomen who aspire to reach the

pinnacle of international politics,but her own government is on

course to set back women inGermany’s workforce. Such adevelopment will ultimately

hurt the economic powerhouseof Europe.

While timely treatment is important for those suffering from breast cancer, post-surgery physiotherapy is equally important and should not be avoided.

“Treatment is important but post-surgerycare is also equally important. You need totake care,” explained Meera’s Doctor.Meera had just undergone a mastectomy

and had been shattered by the breast cancer diagnosisand the subsequent surgery. In despair, she didn’t wantto do anything. But physiotherapy is an important partof post-surgery rehabilitation in breast cancer.

Various studies have proven that early physiothera-py, which includes shoulder exercises and massage, canhelp prevent lymphoedema in mastectomy and axillarydissection patients. According to Dr Niti RaizadaNarang, consultant medical haem-oncologist, Fortis hos-pital and Vikram Hospital, Bangalore, “After a mastecto-my or post-axillary dissection, in which lymph nodes areremoved, physiotherapy is advised. Post these surgeries,the lymph nodes of the arm get deranged. There is a ten-dency of lymph congestion known as lymphoedema.Shoulder exercises help prevent this condition. The sec-ond reason is that post-surgery the patient is advised bedrest. However, there is a chance of the patient developingdeep vein thrombosis, infections etc.”

As the patient may not be able to exercise on herown, she requires assistance such as physiotherapy toprevent infections and other medical problems.According to a study, physiotherapy includes manuallymph drainage, massage of the scar tissue, and shoulderexercises by a physiotherapist.

The educational strategy included materials aboutthe lymphatic system and advice on how to avoid injuryand prevent infection.

Post-surgery physiotherapy has many benefits suchas helping to improve the patient’s movements, preventlong-term arm and shoulder problems and lymphoede-ma. Swelling is a common symptom of lymphoedema.

Dr Niti says, “Removal of the lymph nodes preventsnormal lymphatic drainage. This results in a swelling inthe shoulders making them disproportionate. Thisswelling may be permanent and may cause disfigurationas well.” Usually when one refers to physiotherapy peo-ple are hesitant as it involves committing time towards itand regular visits to a physiotherapist. However, Dr Nitisays, “People now understand the process and are more

open to physiotherapy.These exercises need to be doneregularly for better improvement. They are usually andmay need to be done a few times a day. It is a continuousprocess. They are simple exercises such as rotational

exercises or climbing. These exercises can be done any-where, even at work. The job of the doctor and physio-therapist is to explain how the exercises need to be done.There is a lot of information and study material availableeverywhere about these exercises and even YouTubevideos to help a patient learn more.”

Physiotherapy is usually advised for 6-8 weeks aftersurgery. Dr Niti explains, “Post-surgery they are imme-diately referred to a physiotherapist. The physiotherapybegins as soon as the patient’s wound begins to heal oronce the patient regains enough energy. It is a part of thetreatment process.”

Survival reflex sparks male perception bias: study

Humans are predisposed to assume that a hazy silhoutte of a stranger in a dark alley is bound to be that of a man and feel threatened.

PARIS: You glimpse a stranger standing in the street.The light is hazy and the person’s face and clothing areindistinct. Who is it?

Chances are you will think it is a man — and the rea-son for this is a survival reflex, according to an unusualstudy published on Wednesday.

Psychologists at the University of California at LosAngeles delved into our quest for visual clues when weassess other people.

They asked male and female students to look at 21human silhouettes, all of them the same height, but witha progressively changing waist-to-hip ratio.

The figures began with an obviously female “hour-glass” figure and, after incremental changes, ended withan obviously male “hunk” figure.

The volunteers were asked to say whether each of the21 silhouettes was male or female, the idea being to iden-tify the point where they saw a shift in gender.

What was striking, said researcher Kerri Johnson,was a preference for the volunteers to deem a shape tobe a man whenever it was ambiguous — or could readilyhave been taken for a woman.

“I was surprised by the size of the effect. It was amuch stronger effect than I ever imagined,” Johnson saidin a phone interview.

In the natural world, the demarcation between awoman’s shape and man’s shape comes when the ratioof the waist and hip circumferences is 0.8.

But the volunteers, on average, placed the boundaryat 0.68. In other words, an identifiable female shape forthem was close to the idealised curves of a pinup.

Johnson’s team carried out three further studies,using a slightly different methods to see whether theirapproach had been skewed, and found that the bias infavour of men was unchanged.

Are these errors in perception?Not so, said Johnson, who believes it to be an ances-

tral survival mechanism.

A man is likelier than a woman to be a bigger physi-cal threat and our default perception is to prepare forrisk: it’s better to be safe than sorry.

“We suspect that this might be for a self-protectivereason,” she said.

“If you are walking down a dark alley at night, awoman poses no great physical threat to you in general,

but if you encounter an unknown man, he’s more likelyto have a physical formidability that could pose somerisks.”

Johnson conceded that there could be cultural or eth-nic factors which influence judgement but argued thatthe same kind of bias would prevail anywhere.

“I think it’s entirely likely that if we were to test thisin different populations we would probably have thesame basic effect, the same pattern of judgement,although the strength of the judgement might vary,” shesaid.

The findings show how gender stereotypes can bereinforced, sometimes dangerously so, said the study.

A woman could struggle if she has a body shape thatis perceived as masculine and thus unattractive.

“Consistent with other research, this is likely to pro-duce preferences for extreme body shapes, particularlyfor women,” said the study.

Holy Motors will probablyremain as one of the

most challenging andpuzzling films to have releasedin a long time. Leos Carax, whodirected the film, almost leaves

no hints to decipher the messagethe film tries to convey and it

gets very frustrating. The film trails Oscar's (Denis

Lavant) life in a day as he travelsacross Paris in his limousine. We

are told that he's a former actorand everyday, as he travels in

the limousine that is equippedwith costumes and props, he

gets a set of assignments whichhe must accomplish. The firstone requires him to pose as a

beggar in a busy street, another

one as an actor performing acro-batics and simulated sex on a

sound stage and there's even onewhere he is a filthy, eccentric

man who must kidnap a model(Eva Green) and take her to acemetery. And there are more

such acts...One way of looking at the

film is that Oscar leads parallellives, something similar to whathe used to do while he was act-

ing in films. There no way ofexplaining some of the events inthe film without suspending our

belief in reality. The film wouldhave been unbearable, if not for

Denis Lavant who captivates ourattention. Having said that, it's

tough to understand what couldhave inspired Leos Carax tocome up with such a bizarre

film.

Thomas Vinterberg'sThe Hunt is one of thefinest films of the yearand it's not without

reason. The film is nothingshort of a masterpiece consid-ering how Vinterberg takes afamiliar subject and still comesup with a gut wrenchingdrama.

The film stars MadsMikkelsen, who plays Lucas, ateacher in a local school, alonely divorcee. He's a wellrespected man in the localcommunity and he yearns tomeet his son Marcus, whonow lives with his mother.Klara (Annika Wedderkopp),the daughter of Theo (ThomasBo Larsen), who's a closefriend of Lucas. Klara bondswith Lucas over long walksand she takes an instant likingfor him. One day, in theschool, Klara kisses Lucas on

the lips and she's dejectedwhen Lucas tells her that sheshould do that only with herparents. In a stunning revela-tion, Klara informs theschool's principal Grethe thatshe's victim of sexual abuseand Lucas is the culprit. Therest of the story is about thefar reaching consequenceswhich Lucas must face and theimpact it has on his life.

The film's biggest successlies in its terrific performancesand the screenplay. There's noteven a single scene in the filmwhich seems unnecessary andthe pace at which the dramaunfolds completely hooks you.In one particular scene, afterLucas is accused of paedophil-ia, he goes to a grocery storeand he's told that he's not wel-come there anymore. When heinsists that he just wants tobuy some pork chops, he's lit-

erally thrown out of the store.There's an undertone of ten-sion and anger throughout thefilm and this particular sceneleaves a lump in the throat.Mads Mikkelsen, best knownfor his role in Casino Royale,delivers a knock out perfor-mance in The Hunt. The subtlenuances in his expressions ashe faces humiliation and therage that comes after beingtormented by the local com-munity deserve an applause.It's a performance so real thatmakes you sympathise withhim instantly. AnnikaWedderkopp is wonderful asKlara and so is Thomas BoLarsen as Theo. CharlotteBruus Christensen's cine-matography is top notch.

The Hunt is a harrowingfilm and it's bound to leave astrong impact on our minds.Three cheers for Vinterberg.

How to play kakuroKakuro is a popular game similar to sudokuin some ways. But is also suitably different.The key question: ‘How do you playkakuro?’, well here are the rules of kakuro.The answer: The kakuro grid, unlike insudoku, can be of any size. It has rows andcolumns, and dark cells like in a crossword.And, just like in a crossword, some of thedark cells will contain numbers. Some cellswill contain two numbers.

However, in a crossword the numbersreference clues. In a kakuro, the numbersare all you get! They denote the total of thedigits in the row or column referenced bythe number.

Within each collection of cells — calleda run — any of the numbers 1 to 9 may beused but, like sudoku, each number mayonly be used once.

Let’s have an

example to explain this concept more clear-ly:

In the image above, which shows a sec-tion of a kakuro puzzle, you will see thenumbers ‘26’ and ‘14’ in the top row. Lookat the 14. This means that the total of thethree cells underneath must sum to 14.Therefore 9, 4, 1 could be the answer, orperhaps 7, 4, 3 and so on...

So, how do you work out the actualcombination? Well, this is done throughelimination and cross-referencing. Forinstance, as you work out the answers forother kakuro clues, this will naturally limitthe valid combinations, and hence theanswer for this particular run.

Note the second cell in row two — itcontains two numbers, 30 and 11. The 30refers to the vertical run underneath thenumber 30 and the 11 refers to the twocells to the right, horizontally, of the num-ber 11.

PARIS: Next year’s edition of theVolvo World Match PlayChampionship will be held for thefirst time in Bulgaria, the Swedishcar company announced onMonday. SYDNEY: World Anti-DopingAgency chief John Fahey saidTuesday that “everybodydoped” in cycling during theLance Armstrong era and thesport’s administrators at the timeshould take some responsbility.

The US rider’s epic fall con-cluded Monday with the loss ofseven Tour de France titles, leav-ing the sport grasping for a wayto move past a drug-tainted past.

The International CyclingUnion (UCI) supported the find-ings of the US Anti-DopingAgency (USADA), which brand-ed Armstrong the central figurein a sophisticated, systematicdoping scheme.

Fahey said those in charge atthe time must bear some respon-sibility.

“There was a period of timein which the culture of cyclingwas that everybody doped.There is no doubt about that. Theadministrators have to take some

responsibility for that,” theAustralian told ABC radio.

“Is that period gone? That’ssomething which I think the juryis out on and I think UCI are

meeting this Friday to consider anumber of aspects, includingwhat their response must be,going forward.”

Pressed on whether he meant

everyone — literally — in thatera used drugs, Fahey replied:“The evidence that was given bythose riders who are teammatesof Lance Armstrong, one afterthe other, they said the samething -- that you could not com-pete unless you were doping.”

In all, 26 people — including11 former teammates — toldUSADA that Armstrong and histeam used and trafficked inbanned drugs and also usedblood transfusions, and thatArmstrong pressured others todo so.

Ijaz remains on bailuntil next hearingLAHORE: Former Pakistan Test batsman Ijaz Ahmed,charged in a forgery case, has been allowed by a localcourt to remain on bail until the next date of hearing onNovember 10.

Judicial magistrate, Imtiaz Ahmed didn’t issue anyarrest warrants after several hearings of the case, whichdates back to March 2009 when Ijaz was first arrested inthe forgery case.

Two local businessmen had filed a police complaintin 2009 against Ijaz that he issued them forged chequesof around Rs 10 million for a property deal.

Ijaz, 44, spent nearly six weeks in jail until May, 2009but the court later accepted his plea to be allowed bail.

The former hard hitting batsman said he would beappealing the decision.

“I will appeal through my lawyer and try to get myname cleared in this case, which is a false one to defameme,” he said.

Ijaz, who played 60 Tests and 250 One-dayInternationals, remains employed with the PakistanCricket Board (PCB) at its National Cricket Academy inLahore. He has also served as fielding coach of thenational team until recently. PTI

The 43-year-old leg-spinnerannounced his retirement in 2007,only to return as captain and coachof the Rajasthan Royals in the IndianPremier League (IPL) for four years,winning the inaugural tournamentin 2008.

Warne appeared to bring downthe curtain on his stellar, two-decadecricket career at the IPL in May 2011,but went on to join the AustralianTwenty20 team Melbourne Stars forthe Big Bash League’s inaugural sea-son the same year and has contin-ued playing with them.

“I have to never say ‘never’because in 2007 I said I’d never play

cricket again,” Warne told reportersin Melbourne.

“But 18 months later the IPLcame up, so that was something thatinterested me, to captain/coach anddo it the way I always thought itshould be done.”
