PMGSY- SALIENT FEATURES
• Launched on 25th December 2000
• Provide all-weather road connectivity to eligible unconnectedrural habitations as per Core Network, 2001 census
– 250+ population in Hilly and Tribal Areas– 500+ population in normal plain areas– 100-249 population in LWE districts
• Upgradation of Selected Road Works.
• NRRDA at National Level for technical support to MoRD
• Implementation by the States- SRRDA/ PWD
• Inbuilt 5 year defect liability
• Maintenance budgeted by the States
• Comprehensive MIS (OMMAS)

Quality Monitoring
• A three tier quality monitoring mechanism institutionalized underPMGSY.
➢ First tier- Quality control at PIU level, at the time of construction
➢ Lab is a must for all works – responsibility of the contractor
➢ Second tier- 100 % independent quality inspection of roadsthrough SQMs.
➢ Third tier- Independent National Quality Monitors deployed forinspection at random.➢ guidance and monitoring of quality by a senior independent professional.
➢ All works are graded U/SRI/S
➢ All U/SRI works are expected to be complied with- regularmonitoring of compliance

PMGSY-II - Features
• Union Cabinet approved PMGSY-II on 1st May, 2013.
• Aims consolidation of rural road network, through upgradation of ‘Through
Routes’ and ‘Major Link Routes’.
• 12th Five Year Plan period target - 50,000 Km length under PMGSY-II.
• State-wise allocation based on the pro-rata basis of length in PMGSY [
20-25% of PMGSY targets]
• Criteria for PMGSY II eliglibility
– All sanctions in PMGSY II
– 80% works awrded in PMGSY I
• 13 States have transited to PMGSY II-
– Andhra Pradesh, Karnataka, Maharashtra, Uttar Pradesh, Rajasthan,
– Orissa, Jharkhand, Sikkim and West Begal have not yet transited Chhattisgarh

Maintenance of Rural Roads Network

• Maintenance of roads within 5 year guarantee Period done by contractors
• Payment to contractors on Performance based system
• 5-10% of construction cost budgeted for within 5 years maintenance
• Funds should be credited to the account of SRRDAs
• Post 5 years roads to be taken up for maintenance through state budget
• All states to have Rural Roads Maintenance Policy
• 23 states have notified policy
• Separate budget head to be provided by states
