1.0 EXECUTIVE SUMMARY
1.1. About Indian oil
Indian Oil Corporation Ltd. (Indian Oil) is India's largest public corporation in terms of revenue
and is one of the five Maharatna status companies of India, apart from Coal India Limited,
NTPC Limited, Oil and Natural Gas Corporation and Steel Authority of India Limited. It is the
highest ranked Indian company and the world's 119th largest public corporation in the
prestigious Fortune 'Global 500' listing in the year 2015. Beginning in 1959 as Indian Oil
Company Ltd., Indian Oil Corporation Ltd. was formed in 1964 with the merger of Indian
Refineries Ltd. (Estd. 1958). Indian Oil accounts for nearly half of India's petroleum products
market share, 35% national refining capacity (together with its subsidiary Chennai Petroleum
Corporation Ltd., or CPCL), and 71% downstream sector pipelines through capacity. The Indian
Oil Group owns and operates 11 of India's 23 refineries with a combined refining capacity of
80.7 MMTPA (million metric tonnes per annum).
There are nine refineries located at Guwahati, Digboi, Barauni, Gujarat, Haldia, Mathura,
Panipat, Bongaigaon and Paradeep these also include refineries of subsidiary Chennai
Petroleum Corporation Ltd. (CPCL).
The Corporation's cross-country pipelines network, for transportation of crude oil to refineries
and finished products to high-demand centers, spans over 11,220 km. With a throughout
capacity of 80.49 MMTPA for crude oil and petroleum products and 9.5 MMSCMD for gas, this
network meets the vital energy needs of the consumers in an efficient, economical and
environment-friendly manner.
2.0 INTRODUCTION OF THE PROJECT
This is Petroleum product storage capacity enhancement project at Ratlam POL terminal,
Bangrod, Ratlam, (Madhya Pradesh) of Indian Oil Corporation Ltd. The present storage capacity
of POL is 77,918 KL. To meet the demand of the petroleum product to the surrounding areas.
IOCL has decided to enhance the storage capacity of the POL and storage facility for Biodiesel.
At present IOCL Ratlam terminal is handling petroleum products such as MS (BSIII), HSD
(BSIII), SKO & ATF (Jet A1). The Terminal also has facility for ethanol storage and mixing in MS
as per guidelines of Govt. Of India. MS and Ethanol fall under Class ‘A’ flammable Petroleum
products while SKO and HSD fall under Class ‘B’ flammable Petroleum product.
The project activities fall under Schedule 6 (b): “Isolated storage & handling of hazardous
chemicals under the category “B” (general conditions apply)” as per the EIA notification 2006
and its amendments. However, in absence of Madhya Pradesh SEIAA/SEAC, we are
submitting our ToR application to EAC, Industry 2, MoEFCC, New Delhi.
2.1 Identification of the Project and Project Proponent
The Indian oil Corporation has 65% share of the bulk consumer business, and almost 6,400
dedicated pumps are in operation for the convenience of large-volume consumers like the
defense services, railways and state transport undertakings, ensuring products and inventory at
their doorstep. They are backed for supplies by 136 bulk storage terminals and depots, 100
aviation fuel stations and 91 LPG bottling plants.

The expansion project being proposed is important in view of the consistent increase of demand
of Petroleum Product in market. This expansion project is has state as well as nationwide
importance for fulfilling fuel requirement of the end users/ consumers of the areas.
2.2 Brief Description of nature of the Project
This is storage capacity enhancement project of petroleum product at IOCL Ratlam terminal
from 77,918 KL to 1,63,918 KL by constructing tanks of 2 X 10,000 KL MS Tanks, 3 X 20,000
KL HSD tanks and 1 X 6,000 KL Biodiesel Tank at Indian Oil Corporation Ltd.(MD) , Ratlam POL
terminal, Bangrod, Ratlam- 457111 (Madhya Pradesh). In addition to above storage capacity
expansion, following facilities will be added in proposed expansion project.
2nd Spur tank wagon railway loading/unloading facility.
Product pump house for tank wagon unloading.
New mechanized OWS/ETP.
The configuration of 2nd Spur tank wagon Gantry facilities are as follows.
Second spur will be constructed for loading & unloading purpose.
The length of second spur would be around 650 M.
The second spur facility would be used for loading for MS, HSD, SKO & ATF.
Implementation of Automation for loading operation.
The petroleum products are coming to plant by Ratlam Koyali Pipeline, Ex-Koyali Refinery.
Petroleum products are store in respective storage tanks.
2.3 Need for the Project and its importance
Based upon petroleum consumption scenario, need is felt to enhance Petroleum fuel product
storage capacity at Ratlam POL. To meet the demand of the POL product to the end users,
IOCL has proposed to enhance the POL storage capacity of the plant by constructing 2 X
10,000 KL MS Tanks, 3 X 20,000 KL HSD tanks and 1 X 6,000 KL Biodiesel Tank along with
the additional wagon /unloading facility, product pump house and new mechanized OWS/ETP.
This will improve the storage capacity of POL along with the flexibility in loading/unloading
network at existing plant.
2.4 Petroleum Import
At Ratlam terminal the petroleum products are received through Ratlam Koyali Pipeline, Ex-
Koyali Refinery.
2.5 Petroleum Supply
At the Terminal, petroleum products are dispatched by tank truck to consumers. Indian Oil
reaches precious petroleum products to millions of people every day through a country wide
network of about 35000 sales points they are backed by 167 bulk storage terminals and depots
101 aviation fuel stations. Ratlam POL supplied petroleum products to eleven district places in
Madhya Pradesh & Rajasthan.

2.6 Employment Generation due to the Project
The proposed Expansion project will provide indirect employment to about 30-50 persons during
the construction phase only and also in transportation during construction phase.
3.0 PROJECT DESCRIPTION
3.1 Type of the Project
This is the Petroleum product storage capacity enhancement project at existing Ratlam
petroleum terminal at POL terminal, Ratlam Bangrod, Ratlam- 457111 (Madhya Pradesh) of
Indian Oil Corporation Ltd. The present storage capacity of the terminal is 77,918 KL. To meet
the demand of the petroleum product to the surrounding areas, IOCL has decided to enhance
the storage capacity of the terminal. After enhancement the total capacity of the terminal will be
1,63,918 KL. At present IOCL Ratlam terminal is handling petroleum products such as MS
(BSIV), HSD (BSIV),SKO & ATF (Jet A1). The Terminal also has facility for ethanol storage and
mixing in MS as per guidelines of Govt. Of India. After expansion Biodiesel product will be

3.2 Project Location
Ratlam Terminal is spread in an area of 97 Acres and was commissioned in Nov 2009. It is
located 9 Kms away from the Mandsaur Neemuch Highway in village “Bangrod” near Delhi
Mumbai Main Line railway track. Bangrod railway station is situated at a distance of 2 Kms
(North East) and Bangrod village is located at a distance of 2 Kms (South West).
3.3 Topography:
The Ratlam is a city in the north westen part of the Malwa region in Madhya Pradesh state of
India. The city lies 480 meters above the sea level. The site is situated at Latitude
23024’11.48‟N and Longitude 75007’38.40‟E. It has characterized by humid subtropical climate.

3.4 Process Details
Indian oil Corporation Ltd. (IOCL) has established Ratlam POL Terminal for storage and
distribution of petroleum product in the region. The terminal handles petroleum products such as
MS (BSIV), HSD (BSIV),SKO & ATF (Jet A1). The Terminal also has facility for ethanol storage
and mixing in MS as per guidelines of Govt. of India. After expansion Biodiesel product will be
added in POL storage. MS and Ethanol fall under Class ‘A’ flammable Petroleum products while
SKO & ATF (Jet A1), HSD and Biodiesel fall under Class ‘B’ flammable Petroleum product.
At Ratlam terminal the petroleum products are received through Ratlam Koyali Pipeline, Ex-Koyali
Refinery.
The present storage capacity of plant is 77,918 KL. Presently there are total 16 numbers of tanks,
out of which 12 are above the ground and 04 numbers are underground. The petroleum products
are received from pipeline and stored in respective tanks. The terminal has the facility to load the
product to railway wagon as well as truck tanker. Loading/unloading facility consist of 2 Gantries
with 8 bays each and One spur is for Railway wagon loading. The petroleum products pumped by
dedicated pump to tank truck loading, railway wagon loading and dispatched to consumers/ other
deport of Indian oil.

3.5 Risk Analysis and ERDMP
Since plant is having Hazardous chemical inventory exceeding threshold quantity as per MSIHC
Rule-1989, amendment 2000”. Quantitative Risk Analysis and DMP report has been prepared
and updated regularly. Same shall be reviewed and updated with augmented facility. ERDMP
report has also been prepared and shall be in compliance with PNGRB regulations-2010.
3.6 Liquid Waste Management
There is no manufacturing process as it is only storage and filling plant hence there will be no
generation of Effluent. Domestic sewage is treated in ETP and disposed via soak pits.
3.7 Noise generation and its management
The major source of noise pollution in the industry is the DG set for which acoustic enclosure is
proposed. Also ambient noise levels will be ensured within the ambient standards by inbuilt
design of mechanical equipment and building apart from vegetation (tree plantations) along the
periphery and at various locations within the industry premises.
3.8 Domestic Solid Waste
The domestic wastes generated will be segregated at source. Domestic sewage generated
disposed off via existing Septic tank and scak pit.
3.9 Hazardous and solid waste Management
There will be no generation of any hazardous waste by the plant. Slop oil recovery system and
OWS are in place where slop oil generated during maintenance activity will be stored in slop tank
storage and recycled back to refinery process unit via road transport.
3.10 Hazardous waste Generation and Its Management During Operation Phase
The hazardous wastes generated is petroleum tank bottom sludge, Petroleum tanks are cleaned
once in five year , The type and quantities of Hazardous waste generated from various processes
are minimum. Terminal has the authorization from Madhya Pradesh pollution control board
(1234/HOPCB/HSMD/UR-15/2014) for Trans boundary movement and agreement with RAMKY
Pithampur party (MPPCB approved) for disposal/reutilization process based on quality of waste.

3.11 Power Supply
For the existing project, power is received from MADHYA PRADESH PASCHIM KSHETRA
VIDYUT VITRAN CO. LTD. The power requirement will remain same after the proposed
expansion. Moreover, three DG sets are also there of capacity 2X500 KVA and 1X300 KVA as
per CPCB.

4.0 SITE ANALYSIS
4.1 Connectivity
The Plant site POL terminal is located around the 12 km from Ratlam city
The connectivity of the site to airport, railway and road is as follows:
a. Airport connectivity- The nearest domestic and international airport is Indore,147 KM
b. Rail connectivity- The nearest railway station is Bangrod which is about 0.5 kilometers
from the site
c. Road connectivity- - SH-76 around 8 KM from POL.
d. Hospital- District civil Hospital around 16 KM from POL.
5.0 PROJECT SCHEDULE AND COST ESTIMATES
5.1 Project schedule
The company has proposed to enhance the storage capacity of the Petroleum Product at the
Terminal. 2 X 10,000 KL MS tanks, 3 X 20,000 KL HSD tanks & 1X6,000 KL Biodiesel tanks to
increase the storage capacity from 77,918 KL to 1,63,918 KL along with product distribution
network enhancement by adding 2nd Spur tank wagon railway loading/unloading facility, Product
pump house for tank wagon unloading, New mechanized OWS/ETP. The proposed expansion
project scheduled around one year for completion of work.
5.2 Cost estimates
The cost of the proposed expansion project is estimated to be approx. Rs. 226.69 CR

5.3 Corporate Social Responsibility (CSR) Policy
The company is operative within the overall ambit of CSR provisions of the companies Act 2013
(CSR policy) Rules 2014. Indian Oil shall constitute a Sustainability & CSR Committee consisting
of at least three Directors, out of which at least one Director shall be an independent director.
Indian Oil shall earmark 2% of average net profits earned during three immediately preceding
financial years for ‘CSR budget’ of the year, which will be non-lapsable.
