A fter the C iv i l W ar ou r coun try was bus i ly occup ied w i th the developmen t o f i ts in ternal resources , and for along per iod no approp r iat ions were made fo r i ncreas ing the N avy - sh ip s and g uns were o f the C iv i l War per iod wi ththe de ter io ra t ion due to age and use.
O ther coun tr ies , part icularly Eng land and France , p rofi t ing by the lessons o f ou r war,were rep lacing the i r
wooden sh ips w i th i roncl ads. The B essemer process so lessened the cos t o f produc t ion o f s teel , tha t i t soon rep lacedi ron in sh ip and gun construc t ion .
Our wooden sh ips w i th cas t i ron smoo th bo re guns were exchang ing cour tes ies w i th s tee l sh ips armed w i thbreech-load ing r i fl es , fly ing the flag o f smal l nat ions , wh i le the weal th and resources o f the Un i ted S ta tes were theenvy o f every na t ion o f the g lobe ; i n fact , o u r excess revenue was bank ing up th e currency o f the coun try in thetreasury vaul ts , and unless some leg i t ima te means o f increa s ing expend i tures was adop ted , the revenue from impor tdu t ies woul d have to be reduced .

first o f these vessel s to be comple ted , i n 1885 , was the despatch boat D o lph in o f moderate speed andarmed wi th one 6- inch r i fle and a few rap id - fire g uns , and i t i s in teres t i ng to no te that her fi rs t command ing officerwas Commander Geo rg e D ewey , n ow the Admiral o f th e N avy , who thus in troduced to the wo rld The New N avyand has now hono red th is vo lume by wri t ing i ts in troduc t ion to the publ ic.
A fterward,i n 1888 , the D o lphin was despa tched on a tr ip around the wo rld , be ing absen t for abou t two years.

In 1908 the presen t sla te co lo r was perm an en tly adop ted for al l vesse l s o f the N avy. I t makes the vessel muchless consp icuous when a t sea and is m o re economical .
The D o lph i n was soon fo l lowed by the c ru isers At lan ta ,""Bos ton and Ch icago , and later by the Yo rk
town . These vessels formed wha t was known as the Squadron o f Evo l u t ion , popu larly cal led the Wh i te S"uadron , andwere later jo ined by the B al t im ore ,

""San Francisco and Newark , larg er vessel s , wi th heav ie rarmamen ts . Th is s"uadron , wi th i ts cru ises along the Atlan t ic seaboard call ing a t the pr inc ipa l po rts , a ttracted mucha t ten t ion and awakened a new in terest i n our N avy.
In 1893 the armo red cru iser New Yo rk was completed and , represen t ing as she d i d the la tes t ideas in purelyAme r i can des ig n an d con s truct ion , a ro used g rea t i n teres t i n fo re ign nav ies . When , a t the open ing o f the K a iser W i lhelm Canal , at K iel , Germ any , i n 1895 , the g reat naval powers each sen t several o f the i r lates t sh ips to pa r t ic ipa te i n thecelebrat ion , the New York in comm and o f Cap ta in— afterwards Rear-Admi ral— Rob ley D . Evans , was flag sh ip o f the

Armored cru isers may be l ikenedto a bat tl esh ip i n wh i ch the de fens ive qual i t ies are decreased by reducing the th ickness o f the armo r pro tec t ion and theo ff ens ive"ual i t ies , and by reducing the s ize o f the main bat tery g uns . The torpedo has now come to be reckoned the mo s t fo rmidable o f the naval weapons o f o ffense , and from i tsadop t ion has been evo lved the g rea t flee t o f vessel s adap ted to i ts use wh i ch now forms su ch an impo r tan t par t o f everymodern navy .
The firs t to rpedoes were explos ives carr ied in a me tal case on the end o f a spar in th e bow o f a launch , and e xploded on con tac t o r by a lo ck ' s tr ing I t was wi th a to r pedo o f th i s type tha t L i eu tenan t Cush ing , b lew upth e Con federa te ironclad Albemarle . Th e torpedo boats , on accoun t o f the i r smal l s ize , were restr icted to the v i c in i ty o f the coas t , and a larger type o fvessel , hav ing g rea ter speed and termed torpedo bo a t destroyers , was bu i l t to accompany the batt lesh ips to sea and actas a p ro tec t ion to the larg er vessels ag ains t the attacks o f the to rpedo boa ts.M an has long s tr iven to p roduc e a boa t tha t cou l d be nav ig ated under water , and wi th modem means o f propu l

In the submarine torpedo boat , o f wh ich o u r Navy includes a la rg e flee t , the dre am o f Jules Verne , as po r trayed in h is novel , Twen ty Thousand L eagu es Under the Sea , seems close to real izat ion .
These craft have , as shown in the i l lustrat ions , a ro und po in ted hul l , wi th a low, fla t deck and conn ing tower ,and torpedo tube in the bow. They are prope l led on the surface by g aso lene eng ines , and be low the surface by electr ic mo tors run from s to rage bat ter ies , g iv ing a speed on the su rface o f abou t fourteen kno ts and submerg ed n ine kno ts.When runn ing a shor t d is tance below the surface o f the water a tube called a per iscope , carry ing mirro rs , proj ectsabove the surface and g ives a v iew o f the hor izon .

Ord inar i ly our vesse ls o f th i s cl ass are employed in looking ou t for Amer ican in terests i n var ious par tso f the world , part i cu l arly in Wes t Ind ian , Cen tral American and Ch inese po r ts. Some o f them ,
such as the H el ena,
are o f very shal low draf t fo r serv ice in r ivers and are fi t ted w i th mil i tary masts carry ing rap id- fi re g uns for fir ing overthe r iver banks .

The mos t impor tan to f these are the co l l iers , the lates t type o f wh ich i s the Nep tun e class , wh i ch a re each capabl e o f carrying twelve thousand tons o f coal fo r the fleet . Then there are the supply sh ips carry ing s to res , and fi t ted wi th refr ig era t ing plan ts , andthe ho sp i tal sh ips , fi t ted fo r the care o f larg e numbers o f s ick. Al so a repa ir sh ip , fi t ted as far as poss ib l e , for do ingthe wo rk o f a mach ine shop .
