PREFACE

The Annual Survey of Industries (ASI) is the prime source of industrial statistics

which provides the basic statistics of organized sector of industries. It provides estimates of

various important economic characteristics relating to capital structure, employment,

emoluments, input, output, Net Value Added, etc.

This report on Annual Survey of Industries pertains to the year 2010-11. It is based

on estimates derived from pooling data collected under the statutory provisions of the

Collection of Statistics Act 2008, and the Rules framed there-under in 2011 from Central

and State sector industries. The report consists of introduction, concepts and definitions,

survey findings, summary and statistical tables.

The Directorate is grateful to the Central Statistical Office (IS Wing), Kolkata for

supplying the validated unit level data of ASI for compilation of detailed tables.

I hope the report will be useful to planners, policy makers and researchers.

Suggestions for improvement in the report are welcome.

CHAPTER – 1

INTRODUCTION, SCOPE, COVERAGE AND SAMPLE DESIGN

1.1 The Annual Survey of Industries (ASI) is the reliable source of industrial statistics in the

Country as well as in the State. It provides desirable statistical information to assess and evaluate the

changes in the growth, composition and structure of organised manufacturing sector. The collection

and dissemination of ASI data regularly are prime source of information for industrial policy makers,

planner and researchers.

The main objectives of the survey are :-

(i) To estimate contribution of industrial sector in the economy.

(ii) Systematic study of various structural aspects of the industry.

(iii) To analyses various factors influencing the industrial sector in the Country/State.

(iv) To construct comprehensive, factual and systematic bases for formation of policy.

1.1.1 Uptill 2004-05, Central Statistics Office (CSO), GOI was doing the fieldwork of the survey

with the help of NSSO. One copy of filled in schedules was submitted to DES for processing. After

processing the data, DES releases results in the publication 'Economic Survey of Maharastra'. From

2005-06 onward, the Directorate of Economics & Statistics (DES) is participating in the survey on

residual sample basis. It is the responsibility of DES to timely conduct the ASI in the State and to

publish State level report. This report is based on pooled data of central and state samples of Annual

Survey of Industries.

1.2 Background: The Survey was conducted annually under the statutory provisions of the

Collection of Statistics Act, 1953 and the Rules framed there-under in 1959. From 2010-11 onwards,

the Survey is being conducted annually under the statutory provisions of the Collection of Statistics

Act, 2008, and the Collection of Statistics Rules, 2011.

1.3 ASI Schedule: The schedule for ASI, at present, has two parts. Part-I of ASI schedule, aims to

collect data on assets and liabilities, employment and labour cost, receipts, expenses, input items:

indigenous and imported, products and by-products, distributive expenses, etc. Part- II of ASI

schedule is processed by the Labour Bureau. It aims to collect data on different aspects of labour

statistics, viz. working days, man-days worked absenteeism, labour turnover, man hours worked etc.

SCOPE AND COVERAGE:

1.4 Geographical Coverage: The ASI extends to the entire state.

1.5 Reference Period: Reference period for ASI is the accounting year of the industrial unit

ending on any day during the financial year. e.g. for ASI 2010-11, the data collected from the

respective industrial units relate to their accounting year ended on any day between 1st April, 2010

and 31st March, 2011.

1.6 Survey Period: The actual survey period for ASI is generally September to April every year.

1.7 Coverage of units: It covers all factories registered under the Section 2m(i) and 2m(ii) of the

Factories Act, 1948, where the manufacturing process is defined under section 2(k) of the said Act.

1.7.1 Bidi and Cigar units, employing 10 or more workers with the aid of power and 20 or more

workers without the aid of power and registered under the Bidi and Cigar workers (Conditions of

Employment) Act, 1966 are also covered in ASI.

1.7.2 From ASI 1998-99, the electricity units registered with the Central Electricity Authority

(CEA) and the departmental units such as railway workshops, Govt. Mints, sanitary, water supply, gas

storage etc. are not covered, as there are alternative sources of their data compilation for estimation of

Gross Domestic Product by the National Accounts Division of Central Statistical Office, Govt. of

India. However public sector undertakings and eligible captive plants are covered in the survey.

1.8 Unit of Enumeration: The primary unit of enumeration in the survey is a factory in the case

of manufacturing industries, a workshop in the case of repair services, an undertaking or a licensee in

the case of electricity, gas & water supply undertakings and an establishment in the case of Bidi &

Cigar industries. The owner of two or more establishments located in the same State and pertaining to

the same industry group and belonging to same scheme (census or sample) is, however, permitted to

furnish a single consolidated return. Such consolidated returns are common feature in the case of Bidi

and Cigar establishments, electricity and certain public sector undertakings.

1.9 ASI Frame: Availability of a complete and up to date frame listing all the eligible units is an

essential pre-requisite for any large-scale survey. In fact, availability of proper frame is one of the

most critical requirements for working out correct multiplier to arrive at proper estimate. The ASI

frame is based on the lists of registered factory / units maintained by the Directorate of Industrial

Safety and Health (DISH) in each state and those maintained by registration authorities in respect of

Bidi and Cigar establishments and electricity undertakings. The frame is being revised and updated

periodically by the Regional Offices of the Field Operations Division of National Sample Survey

Office in consultation with the DISH in the state. At the time of revision, the names of the de-

registered factories are removed from the ASI frame and those of the newly registered factories are

added. In updating, only new registrations are added to the existing frame.

1.10 Sampling Design: The sampling design adopted in ASI has undergone considerable changes

from time to time, taking into account the technical and other requirements. All the factories in the

updated frame are divided into two sectors, viz., Census and Sample.

1.10.1 Census Sector : The Census Sector has been defined as follows:

a) All industrial units belonging to the six less industrially developed states/ UT’s viz.

Manipur, Meghalaya, Nagaland, Sikkim, Tripura and Andaman & Nicobar Islands.

b) For the rest of the twenty-five states/ UT’s., (i) units having 100 or more workers, and (ii)

all factories covered under Joint Returns.

c) After excluding the Census Sector units as defined above, all units belonging to the strata

(State by 4-digit of NIC) having less than or equal to four units are also selected as census

sector units.

1.10.2 Selection procedure of Sample Sector units: Remaining units, excluding those of Census

sector, called the sample sector, are arranged in order of their number of workers and samples are then

drawn circular systematically considering sampling fraction of 20 per cent for the states within a State

X 4-digit NIC with a minimum of 4 units evenly distributed in two sub-samples.

1.10.3 Selection of State Sample: After selecting the central sample in the way mentioned above,

the remaining units in sample sector, are treated as residual frame for selection of sample units for the

states/UT’s, stratification is done afresh by grouping units belonging to District X3-digit NIC for each

State to form strata. Considering sampling fraction of 10 per cent in general within each stratum, the

sample units are then drawn circular systematically from each stratum. The basic purpose of

introducing the residual sample was to increase the sample size for the sample sector of the states so

as to get more reliable estimates at district level. Validated state-wise unit-level data of the central

sample and the State residual sample surveyed data are combined by pooling to get combined

estimate at the District level.

1.11 Estimation Procedure

Notations:

i = subscript for i-th state

(b) Formulae for estimation of aggregates for a state based on state sample:

The estimate for any characteristic of the enterprise based on the residual sample is to be obtained

first for each district in a similar manner using formula (1) above – assuming that I stand for the i-

th district. Then the estimate for the i-th district based on the state sample will be obtained using

formula(2), where Ŷ” will correspond to the estimate for that characteristic of the enterprise for

the census sector of the i-th district. Note that the census sector of the i-th district will comprise of

all units of the census sector as well as sample sector of the central sample belonging to the i-th

district. Lastly, the state level estimate is to be obtained by using formula (3) above, that is, by

aggregating the estimates over all the districts in the state.

1.12 Estimates of Ratios:

1.13 Publications and Restrictions :

A. The fieldwork of Central Sample of Annual Survey of Industries is conducted by National

Sample Survey Office, Field Operations Division (NSSO, FOD), Ministry of Statistics and

Programme Implementation, Govt.of India whereas, the fieldwork of the State Sample is conducted

by Directorate of Economics and Statistics(DES), Government of Maharashtra. The unit level data

entry, validation etc. of Central Sample and State Sample are done by Central Statistical Office(CSO)

and DES, Maharashtra respectively. State wise final results are published by CSO, Govt.of India The

analysis given in this report is based on unit level data supplied by CSO, Govt.of India. Report by

DES, Maharashtra is based on data obtained by pooling Central and State Samples.

B. It may be noted that these results are not comparable over years because

1) The National Industrial classification (NIC) 2008 has been used.

2) The collection of Statistics Act, prohibits the disclosure of the data relating to individual

factory. As such, in case where the data related to less than three factories in any industry

group or in any district, such data have been reported under ‘Other’ industry group.

3) In the course of tabulation of data the figures were rounded off to the nearest integer at

various levels of aggregation. Consequently, there can be a slight variation in the totals

represented at higher levels of aggregates and the sum of corresponding constitutes published

in the tables.

CHAPTER – 2

CONCEPTS AND FINDINGS

2.1 A number of accounting, economic and other terms related to the factories are used in conduct

of Annual Survey of Industries. For proper compilation / verification of ASI return, it is essential that

the staff engaged in the conduct of ASI properly understands the terminology used in ASI. Therefore

the concepts and definitions used in Annual Survey of Industries are briefly given in the present

chapter.

2.2 Accounting Year: For the purpose of ASI, the accounting year is the period on which the

factory closes its books of account. With the enactment of Income Tax Act, by and large, the

accounting year of all factories is from April to March.

2.3 Reference Period: It is corresponding to the financial year. Reference period for ASI 2010-

11 was 1st April, 2010 to 31st March, 2011.

2.4 Survey Period: The actual survey period for ASI is generally from the month of September to

April in the subsequent year following the reference period.

2.5 Factory: Factory is one, which is registered under Sections 2m(i) and 2m(ii) of the Factory

Act, 1948. The Sections 2m(i) and 2m (ii) refer to any premises including the precincts thereof (i)

whereon ten or more workers are working, or were working on any day of the preceding twelve

months, and in any part of which a manufacturing process is being carried on with the aid of power,

or is ordinarily so carried on, or (ii) wherein twenty or more workers are working or were working on

any day of the preceding twelve months and in any part of which a manufacturing process is being

carried on without the aid of power, or is ordinarily so carried on. Closed factories with fixed assets

on site are also considered as registered factories till they are de‐registered and removed from the

live‐register maintained by the Directorate of Industrial Safety and Health (DISH) in the State.

2.6 Fixed Capital: Fixed Capital represents the depreciated value of fixed assets owned by the

factory as on the closing day of the accounting year. Fixed assets are those, which have normal

productive life of more than one year. Fixed capital covers all types of assets, new or used or own

constructed, deployed for productions, transportation, living or recreational facilities, hospitals,

schools, etc. for factory personnel. It would include land, building, plant and machinery, transport

equipment, etc. It includes the fixed assets of the head office allocable to the factory and also the full

value of assets taken on hire‐purchase basis (Whether fully paid or not) excluding interest element. It

excludes intangible assets and assets solely used for post manufacturing activities such as, sale,

storage, distribution, etc.

2.7 Depreciation: Depreciation is consumption of fixed capital by the factory due to wear and

tear and obsolescence during the accounting year and is taken as provided by the factory, or if not,

provided by the factory this is estimated on the basis of cost of installation and working life of the

fixed assets.

2.8 Physical Working Capital: This is defined to include all physical inventories owned, held or

controlled by the factory as on the closing day of the accounting year such as the materials, fuels and

lubricants, stores, etc. that enter into products manufactured by the factory itself or supplied by the

factory to others for processing. Physical working capital also includes the value of stock of materials,

fuels and stores, etc. purchased expressly for re‐sale, semi‐finished goods and goods‐in‐process on

account of others and goods made by the factory which are ready for sale at the end of the accounting

year. However, it does not include the stock of the materials, fuels, stores, etc. supplied by others to

the factory for processing. Finished goods processed by others from raw materials supplied by the

factory and held by them are included and finished goods processed by the factory from raw materials

supplied by others, are excluded.

2.9 Working Capital: This is the sum total of the physical working capital as already defined

above and the cash deposits in hand and at bank, land, the net balance of amounts receivable over

amounts payable at the end of the accounting year. Amounts receivable includes value of credit items

on revenue account, such as sums due to the factory for goods sold, amounts advanced in connection

with normal factory work, bills of exchange payable to the factory, payments made in advance such

as for fire insurance, telephone charges, rates and taxes, call deposits and security deposits having a

normal life of less than one year, etc. Working capital, however, excludes unused overdraft facility,

fixed deposits irrespective of duration, advances for acquisition of fixed assets, long‐term loans

including interest thereon and investment.

2.10 Invested Capital: Invested Capital is the total of fixed capital and physical working capital.

2.11 Productive Capital: This is the total of fixed capital and working capital.

2.12 Gross Value of Plant and Machinery: This represents the total original (un‐depreciated)

value of installed plant and machinery as at the end of the accounting year. It includes the book value

of own constructed plant and machinery, if installed, and the approximate value of rented‐in plant and

machinery as at the time of renting in but excludes the value of rented‐out plant and machinery. Total

value of all the plants and machinery acquired on hire‐purchase basis is also included. Thus it

represents the gross value of plant and machinery engaged in production process.

2.13 Outstanding Loans: Outstanding Loans represent all loans, whether short‐term or long‐term,

whether interest bearing or not, outstanding according to the books of the factory as on the closing

day of accounting year.

2.14 Rent paid: This represents the amount of royalty paid in the nature of rent for the use of the

fixed assets in the factory.

2.15 Interest paid: This includes all interest paid on factory account on loans, whether short term

or long term, irrespective of the duration and the nature of agency from which the loan was taken.

Interest paid to partners and proprietors on capital or loan are excluded.

2.16 Rent received: This represents the amount of royalty received in the nature of rent for the use

of the fixed assets in the factory.

2.17 Interest received: This included all interest received on factory account of loans, whether

short term or long term, irrespective of the duration and the nature of agency to which the loan was

given. Interest received from partners and proprietors on capital or loan are excluded.

2.18 Workers: Workers are defined to include all persons employed directly or through any

agency whether for wages or not engaged in any manufacturing process or in cleaning any part of the

machinery or premises used for manufacturing process or in any other kind of work incidental to or

connected with the manufacturing process or the subject of the manufacturing process. Labour

engaged, in the repair and maintenance or production of fixed assets for factory’s own use or labour

employed for generating electricity or producing coal, gas, etc. are included.

2.19 Contract Worker: All persons who are not employed directly by an employer but through the

third agency, i.e., contractor, are termed as contract workers. Those workers may be employed with or

without the knowledge of the principal employer.

2.20 Employees: Employees related to all persons engaged by the factory whether for wages or

not, in work connected directly or indirectly with the manufacturing process and include all

administrative, technical and clerical staff as also labour in production of capital assets for factory’s

own use. This is inclusive of persons holding position of supervision or management or engaged in

administrative office, store‐keeping section and welfare section, watch and ward staff, sales

department as also those engaged in purchase of raw materials,etc. and purchase of fixed assets for

the factory. It also includes all working proprietors and their family members who are actively

engaged in the work of the factory even without any pay and the unpaid members of the co‐operative

societies who work in or for the factory in any direct and productive capacity. Persons in the head

office connected with the manufacturing activity of the factory are also included in this item.

2.21 Labour turnover: This measures the extent of change in the working force due to accession

and separation during a given period. The term ‘accession’ was defined as the total number of

workers added to employment during the period, whether new or re-employed or transferred from

other establishments or units under the same management. Inter-departmental transferred within the

same establishments are however ignored. The term ‘separation’ implies termination of employment

at the instance of worker or employers. It includes termination of services due to death or retirement.

As in the case of accession, transfers to other establishments are included but transfers within the

same establishment are ignored. Retrenchment as a result of rationalization or modernization or any

other cause, is also treated as separation.

2.22 Wages and Salaries: Wages and Salaries are defined to include all remuneration in monetary

terms and also payable more or less regularly in each pay period to workers as compensation for work

done during the accounting year. It includes (a) direct wages and salary (i.e., basic wages/salaries,

payment of overtime, dearness, compensatory, house rent and other allowances) (b) remuneration for

the period not worked (i.e., basic wages, salaries and allowances payable for leave period, paid

holiday, lay- off payments and compensation for unemployment, if not paid from sources other than

employers) (c) bonus and ex-gratia payment paid both at regular and less frequent intervals (i.e.,

incentive bonuses, good attendance bonuses, productive bonuses, profit sharing bonuses, festival or

year-end bonuses, etc). It excludes layoff payments and compensation for employment except where

such payments are made from trust or other special funds set up exclusively for this purpose i.e.,

payments not made by the employer. It excludes employer’s contribution to old age benefits and other

social security charges, direct expenditure on maternity benefits and crèches and other group benefits

in kind and traveling and other expenditure incurred for business purposes and reimbursed by the

employer. The wages are expressed in terms of gross value i.e., before deduction for fines, damages,

taxes, provident fund, employee’s state insurance contribution,etc. But benefits in kind (perquisites)

of individual nature are only included.

2.23 Bonus: Profit sharing bonus, festival bonus, year‐end bonus, and all other bonuses and

ex‐gratia payments paid at less frequent intervals are covered by this term.

2.24 Workmen and Staff welfare expenses: These include expenditure incurred by the employer

on the maternity benefits and crèches and other benefits such as supply of food, beverages, tobacco,

clothing and group lodging at confessional rates and educational, cultural recreational facilities and

services and grants to trade unions, co-operative stores, etc. meant for employees.

2.25 Contribution to Provident Fund and Other Funds: These includes old age benefits like

provident fund pension, gratuity,etc. and employers contribution towards other social security charges

such as employees state insurance, compensation for work injuries and occupational diseases,

provident fund- linked insurance, retrenchment and lay off benefits.

2.26 Emoluments: These are defined as the same way as wages but paid to all employees plus

imputed value of benefits in kind i.e. the net cost to the employers on those goods and services

provided to employees free of charge or at markedly reduced cost which are clearly and primarily of

benefit to the employees as consumers. It includes profit sharing, festival and other bonuses and

ex‐gratia payments paid at less frequent intervals (i.e. other than bonus paid more or less regularly for

each period). Benefits in kind include supplies or services rendered such as housing, medical,

education and recreation facilities. Personal insurance, income tax, house rent allowance,

conveyance,etc. for payment by the factory also is included in the emoluments.

2.27 Supplements to Emoluments: These include: (i) employer’s contribution to old age benefits,

i.e., provident fund, pension, gratuity, etc.; (ii) employer’s contribution towards other social security

charges such as Employees’ State Insurance, compensation for work injuries, occupational diseases,

maternity benefits, retrenchment and lay‐off benefits,etc.; and (iii) group benefits like direct

expenditure on maternity, crèches, canteen facilities, educational, cultural and recreational facilities

and grant to trade unions, co‐operative stores,etc. meant for employees.

2.28 Compensation of employees: This is the total of emoluments and supplement to

emoluments.

2.29 Mandays Worked: These are obtained by summing up the number of Mandays worked by

persons working in each shift over all the shifts on all days, i.e. both manufacturing and

non‐manufacturing days. This figure excludes persons who are paid but remain on leave, strike, etc.

2.30 Mandays Paid For: The number of Mandays paid for is arrived at by summing up the

number of employees paid for in each shift. This also includes Mandays on weekly schedule holidays

if paid for and those absences with pay as also Mandays lost through lay off/ strike for which

compensation was payable.

2.31 Working Day: Working day means, the days on which a manufacturing process and/ or repair

or maintenance work was carried on.

2.32 Non‐working Day: Apart from manufacturing day and repair and maintenance days there

may be some non‐working days, are those days on which the workers give their attendance but due to

non‐availability of raw materials power etc. no effective work is done. As the workers are paid for

these days such days are also taken into account for the purpose of labour statistics.

2.33 Basic Materials: Basic materials are the materials which are important and of key nature to

the industry on which the manufacturing process is based, e.g. Metal for machine, leather for shoe.

Such material is not lost through the process of production but only changes its forms.

2.34 Consumable Stores: All such materials which assist the manufacturing process and loose

their identity without entering the products are called consumable stores, e.g. cotton waste.

2.35 Fuel Consumed: Fuel Consumed represent total purchase value of all items of fuels,

lubricants, electricity, water (purchased to make steam), etc. consumed by the factory during the

accounting year except those which directly enter into products as materials consumed. It excludes

that part of fuels, which is produced and consumed by the factory in manufacturing i.e. all

intermediate products and also fuels consumed by employees as part of amenities. It includes

quantities acquired and consumed from allied concerns, their book value being taken as their purchase

value and also the quantities consumed in production of machinery or other capital items for factory’s

own use.

2.36 Materials Consumed: Materials Consumed represent the total delivered value of all items of

raw materials, components, chemicals, packing materials and stores which actually entered into the

production process of the factory during the accounting year. It also includes the cost of all the

materials used in the production of fixed assets, including construction work for factory’s own use.

Components and accessories fitted as purchased with the finished product during the accounting year

are also to be included. It excludes intermediate products. Intermediate products in the above context

mean all those products which are produced by the factory and consumed for further manufacturing

process.

2.37 Total Input: This comprises gross value of fuel materials, etc. consumed (as defined above)

and also other inputs viz. (a) cost of non‐industrial services received from others, (b) cost of materials

consumed for repair and maintenance of factory’s fixed assets including cost of work done by others

to the factory’s fixed assets, (c) cost of contract and commission work done by others on materials

supplied by the factory and (d) cost of office supplies and products reported for sale during last year

& used for further manufacture during the accounting year.

2.38 Intermediate Product: This is a product which is obtained during a manufacturing process,

which may or may not be saleable and is not the intended final product.

2.39 Net Value of Semi‐Finished Goods: It represents the excess/deficit of value of the

semi‐finished goods and/or goods‐in‐process at the end of the accounting year over that at the

beginning of year.

2.40 Products: These are defined to include the ex‐factory value (i.e. exclusive of taxes, duties etc.

on sale and inclusive of subsidies etc., if any) of all products and by‐products, excluding intermediate

products, that have been completed during the accounting year for sale whether actually sold during

the accounting year or entered into books. Also include fixed assets produced by the factory for its

own use.

2.41 Gross Output: Gross output is defined to include the ex‐factory value, (i.e., exclusive of

taxes, duties, etc. on sale and inclusive of subsidies etc., if any) of products and by‐products

manufactured during the accounting year and the net value of the semi‐finished goods, work‐in

progress (represents the excess/deficit of value of semi‐finished goods or work‐in‐progress at the end

of the accounting year over that of the beginning of the year plus net balance of semi-finished fixed

assets on factory’s capital account) and also the receipts for industrial and non-industrial services

rendered to others, value of semi‐finished goods of last year sold in the current year, sale value of

goods sold in the same condition as purchased and value of electricity generated and sold. Value of

gross output and total output has been used in the text interchangeable to mean the same thing.

2.42 Semi-finished goods: Semi-finished goods refer to the imputed value of all materials which

have been partially processed by the factory but which are not usually sold without further processing.

It includes the work in progress for materials supplied by others, but excludes the value of semi-

finished fixed assets produced for factory’s own use.

2.43 Finished goods: Finished goods of the factory are the ultimate products ready for sale. It does

not require further processing but includes packaging and labeling, etc.

2.44 Imported Materials consumed on actual use: It comprise the portion of materials consumed

and which are imported from other countries. It may be raw material or fuels or components and

accessories of the input basket.

2.45 Industrial Services: Any services taken or rendered from one to another unit resulting in

increase in the value of material during the manufacturing process are industrial services.

2.46 Non-Industrial Services: All such services which do not have a direct bearing on the

manufacturing process but are needed by any manufacturing unit are called non-industrial services,

say transport.

2.47 Net Value Added (NVA): This is the increment to the value of goods and services that

contributed by the factory and is obtained by deducting the value of total inputs and depreciation from

gross value of output.

CHAPTER THREE

SURVEY FINDINGS

3.1 The data collected through Annual Survey of Industries 2010-11 reveals that there were

25,641 factories in the State providing employment to 16.01 lakh persons. The net value added of

these factories together was `. 1,67,122 crore .

3.1.1 Some important economic aggregates based on Annual Survey of Industries (ASI) in the State

for 2010-11 are given in Table 3.1. It is observed that number of factories increased slightly as

compared to 2009-10 over 2008-09. There was sizable increase in employment, emolument as well

as total input, total output, gross value added and net value added.

3.2 The distribution of industries by type of organization in the State during 2010-11 is

shown in Table 3.2. Of the total industries, about 39 percent were from Corporate sector. But the

share of these industries in fixed capital, working capital, total output, net value added and

employment was very high (more than 75 per cent) compared to Non-Corporate sector. Among

Corporate sector, maximum share was of Private Limited Companies.

net value added per employee was higher for Corporate sector (`.12.27 lakh). Whereas, per employee

net value added for Non-corporate sector industries was `. 4.68 lakh .

3.5 The structural ratios derived from economic aggregates are given in Table 3.5. It shows that

fixed capital, working capital and net value added per employee were highest in Joint Sector. Ratio

of fixed capital to net value added and ratio of emoluments to net value added was lowest in Joint

Sector.

3.6 Table 3.6 gives the distribution of industries by size of employment. About sixteen lakh

employees were working in all industries. Of total 25,641 industries, 76.2 per cent industries had less

than 50 employees. Share of working capital, fixed capital & Employment was highest in the size

class of employment 200 to 499. total output and net value added were highest in the size class of

employment 500 to 999 whereas, share of GFCF & total input was highest in the size class of

employment 1000 to 1999 & 2000 to 4999 respectively.

3.7 Structural ratios and technical parameters of industries by employment size are given in Table

3.7. Per employee net value added was highest for industries having employment size 500 to 999.

Further per employee GFCF was highest for industries having employment size 1000 to1999.

Whereas, fixed capital was highest for industries having employment size 2000 to 4999.

3.9 Distribution of industries/factories and their important characteristics by major industrial

group in the state is given in Table 3.9. Of the total industries, following are the major industries

namely food products and beverages (10), coke, refined petroleum products and nuclear fuel(19),

chemicals and chemical products (20), pharmaceuticals, medicinal chemical and botanical product

(21), rubber and plastic product (22), basic metals (24), fabricated metal products, except machinery

and equipment (25), electrical equipment (27) machinery and equipment n.e.c. (28), motor vehicles,

trailers and semi-trailers (29).These industry groups contributed around 60 per cent of total industries

and provided employment to about 10.41 lakh persons. The maximum share in NVA and total output

was of ‘Manufacture of coke, refined petroleum products and nuclear fuel’ industries.

3.10 The district wise distribution of industries and their important characteristics in the State for

2010-11 in Table 3.10. It is observed that 57 per cent industries were concentrated in Thane, Mumbai

and Pune districts. In respect of fixed capital, Pune district ranked first followed by Raigad, Thane

and Mumbai. In case of employment, Pune district ranked first followed by Thane and Mumbai.

These districts contributed together to 58 per cent of employment. Though, number of factories in

Raigad was less than 5 per cent, their share in GVA and NVA was highest. Industries located in

CHAPTER -4

SUMMARY

4.0 The Annual Survey of Industries (ASI) covers all factories registered under sections 2m(i) and

2m(ii) of the ‘Factories Act, 1948’ and Bidi and Cigar establishments registered under ‘Bidi and

Cigar Worker (Conditions of Employment) Act, 1966’. Main findings of the survey during 2010-11

are given below.

4.1 Salient features of Annual Survey of Industries 2010-11

� In all 25,641 factories located in the State providing 16.01 lakh employment

� Major industry groups :

� manufacturing of food products (10)

� manufacturing of coke, refined petroleum products and nuclear fuel(19)

� manufacturing of chemicals and chemical products (20)

� manufacturing of pharmaceuticals, medicinal chemical and botanical product (21)

� manufacturing of rubber and plastic products (22)

� manufacturing of basic metals (24)

� manufacturing of fabricated metal products (25)

� manufacturing of electrical equipment (27)

� manufacturing of machinery and equipment n.e.c. (28)

� manufacturing of motor vehicles, trailers and semi trailers(29)

• Total 15,486 (60.4 per cent) industries working of these group together

• Provided about 10.40 lakh (65.0 per cent) employment together

• Contributed to 76.4 per cent of total output and 80.7 per cent of net value added

� Type of organization

• Maximum (60.0 per cent ) factories functioning in Non-corporate sector

• Significant share of Corporate sector in fixed capital, working capital, total output,

net value added and employment (93.1, 87.6, 88.9, 92.2 and 78.5 per cent )

respectively.

• Major share of Public Limited Companies of Corporate sector in fixed capital (57.1

percent), working capital (28.8 per cent), total output (44.2 per cent), net value added

(46.2 per cent) and employment (35.2 per cent).

� Ownership

• Private sector shows highest share (more than 75 per cent) in all the characteristics.

� Employment

• About 76 per cent industries were having employment size upto 50 employees.

• Size class of employment 200-499 had highest share in fixed capital (22.1 per cent),

working capital (30.2 per cent) and in employment (22.3 per cent).

• Total output was 19.5 and net value added was 31.5 per cent in size class of

employment 500-999.

� Fixed capital : 34.21 per cent factories had fixed capital greater than ` one crore. Total fixed

capital of these factories was 98.6 per cent. These factories had maximum share in working

capital (89.5 per cent), total output (94.8 per cent), total input (94.3 per cent), net value

added (96.1 per cent), GFCF (99.0 per cent), employment (84.4 per cent).

� Around 57 per cent industries were concentrated in Thane, Mumbai and Pune districts. In

respect of fixed capital, Pune district ranked first followed by Raigad, Thane and Mumbai. In

case of employment, Pune district ranked first followed by Thane and Mumbai. These

districts contributed together to 58 per cent of employment. Though, number of factories in

Raigad was less than 5 per cent, their share in GVA and NVA was highest. Industries located

in Pune, Thane, Mumbai and Raigad contributed together more than 50 per cent of all other

characteristics such as total input, total output, gross value added, etc.
