The 1997 flood changed attitudes.
Minnesota Flood Hazard Mitigation Program began in 1989.
It provides 50% state cost share for projects that will reduce flood damages.
(For large projects in small communities, the state has picked up most of the local
share.)

ObservationsObservations
Money flows to disasters.
Recovery will take longer and cost more than you estimate.
Requiring a higher level of protection should be considered.
Flood Hazard Mitigation is cost effective.
