Presentation to Public Sector Forum 2 nd July 2009 Keith Morgan: Ceredigion CC Mark Davies: Carmarthenshire CC CLAW is the Consortium of Local Authorities in Wales that supports the professional and technical interests of property management in local government in Wales Vision - Influence the national property agenda Mission - Define and promote best practice and innovation in public sector property services CLAWs OBJECTIVES - To promote and support joint working between member authorities and other organisations To promote excellence in the management of property assets, delivery of projects and provision of property services in Welsh local government CLAWs OBJECTIVES (2) To support member authorities through the provision of training, dissemination of best practice, production of standard documentation and commissioning of research CLAWs OBJECTIVES (3) To represent the interests of member authorities through the establishment of links with the Welsh Assembly Government and other organisations To provide consortium arrangements for the procurement of building products and services HISTORY Formed in 1962 Association of Welsh Local Authorities Established to deal with property related matters: Property Management Professional Aspects Technical Aspects PARTICIPANTS Bringing Together: Elected Members Officers Current Membership: All 22 Welsh Unitary Authorities North Wales Police Mid & West Wales Fire and Rescue Service Chairman of Elected Members - Cllr. Goronwy Edwards, Conwy County Borough Council Chairman of Board of Nominated Officers - Keith Morgan, Ceredigion County Council MEETINGS AGM in November Members Spring Meeting Board of Nominated Officers meets 4 times per annum Steering Group meets between 3-6 times per annum as necessary CLAW Working Groups: Asset Management Mark Taylor, Merthyr Tydfil CBC Building Maintenance Adrian Ives, Conwy CBC Building Design Jim Allen, Blaenau Gwent CBC Energy Management John Llewellyn, Swansea CC Land and Estate Management Jonathan Fearn, Carmarthenshire CC M & E Mike Hughes, North Wales Police CLAW Business Strategy 2009 and Operational Plan (for Members) Documents prepared during 2008/09 and adopted at Spring meeting 2009 Business Strategy published and available on website BENEFITS OF CLAW MEMBERSHIP Savings in staff time leading to value for money approach Access to CLAW good practice guidance documents Research and Development centrally undertaken Seminars by Property experts Development of Technical Specifications Access to shared information on benchmarking and performance indicators BENEFITS OF CLAW MEMBERSHIP (2) Central focus for the exchange of ideas and initiatives Unified liaison with and formal representation to Central and Local Government Exhibitions, conferences and training on property matters Pro-active support for Continuing Professional Development CLAW website for sharing information public side bilingual LINKS WITH PARTNER ORGANISATIONS Welsh Assembly Government Carbon Trust Wales WLGA Value Wales Constructing Excellence Wales Local Government Data Unit Wales Welsh School of Architecture (CRiBE) IPF, SCALA, ACES, FPS, COPROP, SCQSLG Collaborative and Procurement Initiatives Training for member authorities on various topics of current interest Review of performance indicator data facilitated through LGDU and IPF Standard Specifications for Mechanical and Electrical Design and Maintenance Works Guidance on Asset Management Planning Collaborative and Procurement Initiatives (2) Annual Awards for: Building of the Year Sustainability Annual Report Showcase for member Authorities Sustainable Design Guide in Preparation Property Maintenance Framework Agreement
