The partners shall be involved by Member States throughout the preparation and implementation of programmes

The Cooperation Programme shall also identify the actions taken to involve the partners in the preparation of the Cooperation Programme and the role of those partners in the preparation and implementation of the Cooperation Programme
Article 8 (Commission Delegated Regulation No 240/2014) Code of Conduct
Member States shall involve relevant partners, in accordance with their institutional and legal framework, in the preparation of programmes and provide the actions taken to involve the relevant partners in the preparation of the programmes and their amendments
LEGAL FRAMEWORK
Objectives:
Targeting Programme strategy and its interventions towards socio-economic and environmental conditions, developmental gaps and potentials pertinent to the involved territory;
Strengthening the actors’ commitment and ownership;
Providing an opportunity for stakeholders participation in order to give an effective added value to cooperation actions.
Expected results:
To obtain inputs on the selection of the Thematic objectives and Investment Priorities of the Cooperation Programme and their justification;
To understand the existing development needs, the actions to be implemented and the target group to be involved from the stakeholders’ perspective;
To know which is the stakeholders’ expected change.

• Creation of a cross-border Observatory, in order to bring the expertise of research Centers representatives of both realities;
• To implement a sustainable development policy in the marine/maritime common area.

18,6% of answers • A: 23,5% perceived a satisfactory level of
cooperation, strengthened by actions to enhance and replicate, such Trans2Care (University of Trieste);
• B: 27,4% perceived a moderate level cooperation, to be empowered through the development of networks and business cluster;
• C: 49,1% perceived a very weak cooperation. Difficulties to access it. The dialogue should be enlarged and made it more systematic.

• Almost 40% indicated private bodies as SMEs, clusters, digital districts,private research centers, IT facilities, employer’s associations;
• Over 50%, indicated other sector actors, in particular civil society organizations, social service centers, cultural associations, patient and medical associations. Particular focus on “Rete EEN” and BSO (Business Sport Organization)

17,5% of answers • A: 18,75% perceived a strong cooperation
level with strong improvement potential offered by territorial entities (such as R&D excellence Centers as the ELETTRA laboratory);
• B:35,4% perceived a weak level of cooperation, but potentially developable through reliable partners and with the SMEs involvement;
• C:41,6% believed the cooperation ineffective to lack of concentration on the objectives.

• Strengthening competitiveness and innovation in the fishing industry and to modernize the port infrastructure

15,3% of answers • A: 28,5% declared the existence of cross-
border experiences of success, particularly in the environmental field; Focus on NAPA (North Adriatic Port association), constituted by the Italian port authorities of Venice, Trieste and the Koper (SLO) and Rijeka (CRO) ports;
• B: 23,8% perceived a medium level of
cooperation, with possibilities of improvement offered by the involvement of SMEs and employer’s association in order to create a stronger synergy;
• C: 42,8% declared that cooperation in this field does not exist;
• 8,7% is not able to answer; • 0,9% believes cooperation is not a priority in

• Less than 30%indicated other sector actors, in particular civil society organizations, associations. Particular focus on NAPA, and “Rete EEN”.
