On his arrival at Nay Pyi Taw ManiYadana Jade Hall where Jade, Gems and PearlSpecial Sale 2011 will be held, the President waswelcomed by Vice-President Dr Sai Mauk Kham,Patron of Central Committee for organizing Jade,Gems and Pearl Special Sale 2011 Union Minis-ter for Mines U Thein Htaik, Union Ministers,Deputy Ministers, vice-chairmen of the centralcommittee, secretaries and committee members,officials of subcommittees, Patron of MyanmarGems Entrepreneurs Association U Aung KoWin and executives.
The President and party examined petrifiedwoods on display in front of the hall.

Jade, Gems and Pearl Special Sale 2011will be held at Nay Pyi Taw Mani Yadana JadeHall from 1 to 13 July. Altogether 22,317 lots ofjade, 284 lots of gems and 355 lots of pearl will bedisplayed and sold at the sale.
It is learnt that 6700 gems merchants from13 countries have been invited and about 4000gems merchants from eight countries are expectedto visit the special sale.—MNA

United Nations Economic and SocialCommission for Asia and the Pacific (ESCAP)and Myanmar jointly organized the ThirdDevelopment Partnership Forum on ImprovingRice Policies for National and Regional FoodSecurity took place in Nay Pyi Taw the otherday. It was productive of good results fordevelopment of rice production, boostingincomes of farmers and ensuring national andregional food security.
In Asia, food security of a household isinterrelated to rice output as rice is staple foodof Asians. The majority of world people getmore calories from rice than any other food. Taleban threatens more attacksISLAMABAD, 28 June—The Taleban in Pakistan are making
more threats to kill Americans and others as payback for theassassination of Osama bin Laden.
In a video released during the weekend, a Taleban leadervowed the terrorist group would initiate 10 attacks, with sitesin the United States and NATO countries on its target list, ABCNews reported Monday.

Chinese ZTE to start producing tabletsin brazil
RIO DE JANEIRO, 28 June—Chinesetechnology company ZTE will startproducing tablets in Brazil in August,the company’s Chairman, Hou Weigui,announced on Monday.
“We have made partnerships withlocal factories for the local productionof tablets in August,” he said during ameeting with Brazilian PresidentDilma Rousseff. The chairman addedthat the production of tablets iscurrently in test phase in Brazil.
ZTE, which has operated in Brazilsince 2001, first announced its
intention to produce tablets in thecountry in April, when Rousseff madeher an official visit to China.

Today, Myanmar has passed through manyperiods and seen many different policies. All’sconcepts, procedures and future programmes havebeen much different from that in the past due tochanges of everything. To be honest, the peopleof us are very pleased with smooth transformationinto a new system that is going in line with thedesires of today’s people who are thirsty forreforms.
Now, Myanmar has witnessed a constitutionwhich serves as a foundation for building amodern, developed democratic nation. Legislative,executive and judicial powers have been in forcein accordance with the constitution. The peoplehave been bestowed the right to electrepresentatives to Hluttaws of their own accordand the right to stand for election. They are soundfoundations for emergence of a discipline-flourishing democracy system.
It is therefore required of the government,departments and the people including politicalparties to have a sense of democratic process to beable to practise democracy correctly, makinggood use of those sound foundations. In thatregard, the entire people are responsible forhonouring the existing laws, culture, customs andtraditions in exercising their freedom and rights.The Myanmar society will become democraticallydisciplined only if every citizen is capable ofdistinguishing between freedom and duty, anddiscipline.
The entire people including me are keepingtheir eyes on the new government to see what itsformation, concepts, procedures and goals arelike. We have recognized that the government isworking hard to translate its words into reality ina short period. It is commonly accepted that thefirst five-year term is the most indispensable forbuilding a modern, developed democratic nation.Without doubt, the nation’s ultimate goal will bebrought to fruition in no time if the nation can takegiant steps towards the goal in the first five-yearterm.
In the time of the market economy, everycitizen shall have access to jobs. The governmentshall create job opportunities. Every citizen mustwork hard. Only if every citizen works, can theyearn incomes. And the nation’s GDP will be on theincrease. Taking advantages of emergingeconomic opportunities, the people should dobusinesses in accordance with the law to improvetheir socioeconomic status. At the core of thisprocess lies stability and peace. Only with will itbe possible for every citizen to do their businessesand become affluent. So, it is safe to say that

stability and peace is the most fundamentalrequirement for shaping the future of the nation andthe people.
The people all accept that today the nation iswitnessing stability and peace at the unprecedentedlevel. The rule of law and security have prevailedthe whole country except some border areas. Everycitizen can do their businesses safely and peacefullyand has freedom of activities under the protectionof the law. Therefore, the people are sensitive toany acts that can harm stability and peace. Theycannot bear the thought of seeing stability andpeace being undermined for some reason. It isabsolutely unacceptable to every citizen that theyare in a state of panic instead of leading a comfortablelife in stability and peace.
Yet, there are certain persons who are attemptingto get the nation in terrible mess the people of us arein fear of. We assume that by misfortune, the nationstill sees those anxious to stir up a variety ofproblems to break up stability and peace. Thepeople of us will be heartrending if constructiveforces’ efforts slow down or come to a halt at theinstigation of destructive elements. We really feelweary with anxiety whenever we think about thenegative impact of such possible disruptions.
From the point of law, NLD is defunct. TheUnion Election Commission issued Announcement(18/2010) dated 9-4-2010 reminding the 10 politicalparties that still met Article 25 of Political PartiesRegistration Law at that time that they could applywithin 60 days for continued existence as politicalparties. However, only five of them did so. It iscommon knowledge that the five political partiesdid not include NLD. It did turn its back on theprocess of election, giving lame excuses. So, NLDis in the list of the organizations that have cannotstand any longer as political parties according tothe law as they have failed to apply for continuedexistence. As is known to all, NLD has beenremoved from the list of political parties that haverenewed their registration and has been dissolvedaccording to Announcement 97/2010 dated 14-9-2010 by the Union Election Commission.
As far as I am concerned, some of the fivepolitical parties that failed to renew theirregistration joined other parties or formed newparties to stand for election. According to therecords, of the 32 parties that took part in the 2010election, 22 won seats. The majority of the partiesthat stood for election enjoyed the rights to be partof Hluttaws and participate in the talks in Hluttawsessions. Without participation in the election,any party cannot enjoy those rights.
If they extended a helping hand in theproceedings in the national interests and stood forelection in line with the democratic practice toenjoy power in spite of different views and stances,it would be acceptable to the people. Nevertheless,the dissolved party claimed that it was opposed tothe 2008 constitution, 2010 election, and both theold government and the new government that waselected in accordance with the constitution by thepeople. Making unreasonable demands, itproclaimed that national reconciliation wasnecessary. All they do with total reliance onexternal elements are contrary to the people’sdesire and interests. It stills clings on to its negativeattitude.
It is said that Daw Aung San Suu Kyi will soonmake a tour of the country. Her followers andsupporters are gushing that the icon must keep intouch with the public. They seem willing to exploitthe public. They also propagate that thegovernment is responsible for security of DawAung San Suu Kyi on her trip. We are deeplyconcerned that if Daw Aung San Suu Kyi makestrips to countryside regions, there may be chaosand riots, as evidenced by previous incidents.
The government has said that Daw AungSan Suu Kyi is just an ordinary public member, soit will not restrict her from traveling and doingthings in accordance with the law, but she shallhonour the laws for the rule of law. For the peopleof us, it is an issue that there may be conflictbetween those who want her to travel and dothings in the framework of the law and her who isalways opposed to their benevolent attitude toher. A broadcast aired on 23 June morning byBBC says that Daw Aung San Suu Kyi lives innon-violence policy, but she can practisealternative policy if necessary.
In fact, the right to renew their party inaccordance with the law is still in the hands ofDaw Aung San Suu Kyi and her members. Thesedays, many organizations are applying forformation of political partiesthat cover the media. If they really want tocontinue party politics they have the rightsto form a party in accordance with the law.

Itshould not be so. They should stopdoing so to avert unnecessaryconsequences. They should takeaccount into the desire of the peoplewho are in favour of stability andpeace.
In my opinion, the ultimategoal of a party should be to servethe interests of the nation and thepeople. It should take the politicaltrend only through the hluttaws.And in standing for election for thatpolitical trend, they should respectthe public’s vote in consistence withthe democratic process. Differentparties have different views andconcepts, but should cooperate witheach other for the common goal ofnational interests. In dealing witheach other, parties should exercisedemocratic practice of followingthe desire of the majority andrespecting the desire of the minority.
If a person really appreciatesand values democracy, he shouldfollow and practise democratic
process with heart and soul.Myanmar’s democracy is still in itsinfancy, so it is to be nurtured forgrowth. So, it is vivid that theyshould choose hluttaw politics thatcan inculcate party members withgood habit of exercising democraticprocesses. Therefore, Daw AungSan Suu Kyi and her membersshould take the approach to powerthrough hluttaw politics, standingas a legal party in accordance withthe law and honouring the vote ofthe people.
If a party wants to representthe public, it should try to win publicsupport. To win public support, itneeds to fulfil the public’srequirements. If it trusts the public,it should have enough courage toface the public vote. Today’s peoplefavour development and want tolead a peaceful l ife with highsocioeconomic status for whichstability and peace is a must. So,there is public anxiety over thesituations that can have effects onrestored stability and peace. Thepeople oppose instability and riots.I wish they would understand thatpoint, ease the public worries andrespect public desires. That is thekey to survival of a party.
Now, there is still a way outof disruptions for Daw Aung SanSuu Kyi and her group. If they wantto stand as party in accordance withthe law, there is an opportunity forthem to make a good choice. Thisopportunity is still in their hand, notin the government and the people.Therefore, to choose either ways isup to them.

NAY PYI TAW, 28 June—TheMinistry of Home Affairs today sent aletter to U Aung Shwe and Daw AungSan Suu Kyi, informing that they are toact in accord with the law.
The letter states that NationalLeague for Democracy was permittedto be registered as a party on 27September 1988 in accordance withPolitical Parties Registration Law; thatthe Union Election Commission issuedNotification No.18/2010 dated 9 April2010 announcing that the existingparties, if they wish to remain as politicalparties, may apply to the commissionwithin 60 days in line with PoliticalParties Registration Law Section-25(State Peace and Development CouncilLaw No.2/2010) issued on 8 March2010; that however, the NLD did notapply for continued existence of apolitical party and registration; that so,the NLD became null and void accordingto the law; and that the commissionissued Notification No.97/2010 dated14 September 2010 announcing thatthe NLD was dissolved together withfour other parties by revoking the permitfor continued existence of politicalparties and registration.
In connection with the case, theNLD lodged an appeal to SupremeCourt (Yangon) on 5 November 2010that according to the 2010 Judicial LawSection-5 (a), (h) & (j) and the 1877Specific Relief Act Section-45 & 55,the dissolution of the party was notlegitimate. But the appeal was turned

Authorities concerned trying to exposethree suspects who plotted to blast bombs

daily newspapers have carried the news that explosionsoccurred in Zabuthiri Township of Nay Pyi Taw andChanayethazan and PyinOoLwin townships ofMandalay Region on 24 June morning, destroyingtwo houses and a car and injuring three people.
Thanks to the investigation of authoritiesconcerned in cooperation with duty-consciouspeople, it is learnt that the explosion that occurred ina house in Nay Pyi Taw is owned by Daw Than Myintof Maha Aungmyay Township in Mandalay; and thatit was rented by Sai Hsam and Sai Aik for six monthsfor K 650,000 per month on 24 April. Anotherexplosion that occurred in a house in PyinOoLwin isof Daw Saw Sandar Paing and it was also rented bythe same persons for six months for K 140,000 permonth on 5 May.
According to investigation into the car blast in
Mansdalay, it is learnt that three men bought a Surf withnumber plate 3B/1904 (without license) through brokersHashin and Kyaw Kyaw Htet on 21 June; that one mancarried a packet of money; and that the buyers went inthat car and stayed at Pacific Hotel in Mandalay for anight on 23 June. According to further investigation, itis also learnt that the man who carried the packet ofmoney is Sai Kyaw Myint Oo, an elder brother of SaiMoe Hein, 19, of U Aik Sai of Tainlon Village, MuseTownship, working at Ninja Motorbike Parts Shop ofAhwai (a) Sai Hla Aung on 83 Street between 35th and36th Streets in Maha Aungmyay Township; that Hashinand Kyaw Kyaw Htet confirmed that the car buyerswere Sai Kyaw Myint Oo, Sai Hsam and Sai Aik whenhe was shown the photos from Sai Moe Hein.
Sai Kyaw Myint Oo, Sai Hsam and Sai Aik rentedhouses and bought a cheap car without license withintent to blast bombs in Nay Pyi Taw, Mandalay and
