President’s Report to the Board of Trustees of Northeastern Illinois University 2 November 14, 2019 ACTION ITEM I. A. APPROVAL OF FY21 TUITION AND FEES RECOMMENDATIONS Annually, the Board of Trustees of Northeastern Illinois University sets tuition and fee rates for the next academic year, and the University now requests approval for Fiscal Year 2021 (FY2021) tuition and fee rates. At its August 27, 2019 meeting, the Finance, Buildings and Grounds Committee was provided a Preliminary report on FY2021 tuition and fee setting approach. At the Committee’s October 31, 2019 meeting, detailed information on the University’s budget and tuition and fee modelling for FY2021 were presented and discussed. That information has been provided to all members of the Board. The October presentation and the information item included summaries on revenue sources, 10-year State appropriation history, tuition revenues, student financial aid, enrollment trends, base credit hours not impacted by a tuition increase due to the State guaranteed tuition program, and FY2021 request budget requirements approved by the Board in September. The University provided FY2021 budget and tuition and fee modelling demonstrating:

projected incremental revenues without a tuition increase;

baseline modelling including estimated revenue shortfalls without a tuition increase and with varying assumptions regarding State appropriation and enrollment levels;

multiple scenarios with myriad State funding, credit hour enrollment, and tuition rate increases; and

options to address the shortfall, including tuition and fee rate increases. For FY2021, increases are proposed in the following student fees: Student Union, Computer Resource, Performing Arts, Campus Recreation, Campus Improvement, Library and Parking representing an overall recommended Student Fees increase of 9.7 percent, or $7.10 per credit hour. The Interim Executive Director of University Budgets, Interim Associate Vice President for Finance and the Dean of Students discussed tuition and fee issues and proposals with the Student Government Association at three of their recent meetings. Information was also provided about differential tuition. Northeastern began this semester to charge differential tuition for courses provided by the College of Business and Management (COBM), as approved by the Board in September, 2016. Many variables must be considered when modelling future year tuition rate scenarios, including the continued uncertainty in State funding and the prolonged enrollment declines. The University will continue to work through its formal budget process over the next several months to address expense needs against estimated resources. The Board Finance Committee considered the tuition increases required to meet projected budget shortfalls at differing levels of credit hour enrollment and State appropriation, and recommended to the Board a tuition increase of 2 percent for incoming undergraduate students, a 5 percent increase for graduate students, and a 9.7 percent increase in mandatory Student Fees.

President’s Report to the Board of Trustees of Northeastern Illinois University 5 November 14, 2019 ACTION ITEM I. B. APPROVAL OF STRATEGIC PLANNING DEVELOPMENT FUND: REQUEST AND UPDATE OVERVIEW

Legislative Audit Commission (LAC) University Guidelines established in 1982 and amended in 1997 provide guidance for the University in meeting its financial obligations, including the requirement that all funds remaining in accounting entities at the end of the fiscal year shall be paid into the Income Fund. Such funds then reside as unrestricted net assets, or the “unrestricted net position” as stated in the University’s combined financial statement, Statement of Net Position. The colloquial phrase for such funds is financial reserves. The Guidelines permit the use of non-indentured Income Fund reserves for “equipment replacement, extraordinary maintenance, development, and similar purposes”. The use of indentured capital reserves that are required by a bond indenture, such as University reserve funds tied to debt payments on the parking facility, are specifically limited by the LAC University Guidelines. As approved by the Board at its meeting in September 2015, the University established a Strategic Planning Development Fund (SPDF) within our non-indentured Income Fund reserves. This fund will be used for fostering growth, University improvements, and projects established as priorities by our University Planning and Budget Council (UPBC), expenses that are consistent with the LAC Guidelines. Each year, after the end-of-year operations fund balance becomes known, the Board has the opportunity to set aside for spending some or all of any operations fund positive balance, as outlined by the LAC Guidelines. The University requested and the Board approved in September 2015, that this SPDF be initially funded using $750,000 of the positive balance that remained at the end of FY2015. Additional funding may be approved by the Board from positive balances at the end of subsequent fiscal years, but inadequate State funding did not allow a positive balance in FY2016 and FY2017. In the unrestricted operating budget, it is not uncommon for the University to end the year with a positive balance. There are varied reasons for this occurring. Higher than budgeted enrollment, whether generally or in specific categories with relatively higher tuition such as graduate students and first year students, can provide higher than expected revenues without planned expenses to match. On the expense side, salary funds accrue during position vacancies until new staff are hired, and remain unspent at the end of the fiscal year. FY2018 Update In November 2018, the University requested, and the Board approved a $1.1 million transfer from the positive balance that remained at the end of FY2018 to the SPDF. Of this allocation, the following initiatives were awarded funds from the SPDF:

November, 2019 reporting total expenses of $437,817 in FY2019 RECOMMENDED ACTION I request that the Board approve the transfer of $2 million of the unspent budget from FY2019 into the Strategic Planning Development Fund. The SPDF is used to foster growth, address University improvements and projects as established as priorities by the University Planning and Budget Council (UPBC), consistent with the Legislative Audit Commission guidelines.

APPROVAL OF COLLECTIVE BARGAINING AGREEMENT: INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL 399 The University was notified that the labor agreement with the International Union of Operating Engineers, Local 399 was ratified on Thursday, October 24, 2019. The agreement had expired on June 30, 2019. Engineers Local 399 represents 21 employees at the University within Facilities Management. The ratified agreement covers both language and wages for a term of four (4) years. The contract dates are July 1, 2019 through June 30, 2023. The wage agreement for increases in each contract year will be 2%. RECOMMENDED ACTION I request that the Board approve the contract between the University and the International Union of Operating Engineers, Local 399, for the term of four years beginning July 1, 2019 through June 30, 2019 as outlined above.

FIRST QUARTER BUDGET TO ACTUAL The Northeastern Illinois University Board of Trustees at its June meeting approved the University preliminary operating budget, which represented preliminary spending plans for fiscal year 2020 (FY2020). The Board of Trustees approved the final FY2019 operating budget in September 2019. The operating budget for FY2020 totals $150,390,900. Of that total, $88,846,700 is the University’s unrestricted general operating budget supported by State appropriation and student tuition. In addition, the University’s restricted funds budget amount of $61,544,200 is supported by student fee programs, auxiliary services, grants and contracts. At the Board’s request, quarterly reports are provided for the unrestricted operating budget, which supports most University departments and ongoing operations. This report provides an update on first quarter spending in the unrestricted budget and is summarized in Table 1 at the end of this report. Table 1 also includes a comparison with year to date spending from FY2019. Revenues The FY2020 budget includes State support of $35,566,900 for the University’s unrestricted general operating budget, or 40 percent of that budget. University Income Funds are comprised primarily of tuition revenues. The FY2018 budget includes estimated income funds of $53,279,800, or 60 percent of the general operating unrestricted budget. Through the first quarter, the University has vouchered a total of $14,220,409. Of this amount, through the first quarter, $7,579,153 was received. Through the first quarter, 52.0 percent of estimated tuition and income fund revenue was recorded, after adjusting for anticipated waivers and bad debt. These amounts represent the second half of summer 2019 and fall 2019 enrollments. Because the summer term bridges two fiscal years, accruals are made to apportion the tuition revenues and operating expenses between those fiscal years. Enrollment projections and the resultant revenue projections for the FY2020 budget are based upon historical enrollment trends, the advice of Enrollment Management Services, and available current registration data. This altogether resulted in total annual credit hour enrollment projected to decline by 6.3 percent from FY2019 levels. Fall 2019 credit hour enrollments fell slightly short of the budget targets, with final census date hours below last fall by 7.3 percent, instead of the projected 6.3 percent decline. It is important to note that for both the State appropriation and tuition income, revenues are recorded and reflected in this report as they are billed. Final revenue numbers will be available after the University makes all accounting adjustments during the year-end reconciliation period following June 30, 2020 These adjustments are required to account for activity such as class drop refunds, statutory waivers, bad debt allowances, and fees associated with outstanding account balances.

FIRST QUARTER BUDGET TO ACTUAL Expenses Through the first quarter, the University spent $17,824,222 or 20.1 percent of the total $88,846,700 general operating unrestricted preliminary budget. Expenditures in the first quarter of FY2020 include a payment of $965,438 to American Campus Community based on occupancy shortfalls in the NEST. The FY2020 budget allowed for this payment and a second payment of an amount to be determined when actual occupancies in the NEST for the fall and spring semesters are realized. Table 1 provides an outline the actual University revenues and expenses compared to budget through the first quarter of FY2020.

CONSTRUCTION UPDATE Electric Cable Replacement Project: Phase 1 The Construction Document Phase has begun. Fifty percent construction documents have been submitted to the Capital Development Board (CDB) for review. Campus Roof Replacements The Construction Document phase has begun. Campus Entrance and Walkway Repairs A/E selection has begun with final selection expected to go to CDB’s board in December. Detention Basin Expansion Grading of the detention basin has begun. The expansion should be complete by mid-December. As of this writing, the following project is on hold pending release of State funding for the Education Building by the Capital Development Board:

President’s Report to the Board of Trustees of Northeastern Illinois University 17 November 14, 2019 INFORMATION ITEM II. H. NEWS AND EVENTS September 20 – November 14 Goodwin VIP reception and Lecture - September 12 Development hosted the VIP reception and ticket distribution for the Brazile/Spicer Goodwin Lecture, partnering with Cultural Events, Marketing and others across campus. Nearly 90 people attended the VIP reception, which featured refreshments, hors d’ oeuvres, and photo ops with the guest speakers. NEIU Weekend – September 13 and 14 This year’s NEIU Weekend event was one of the largest events at Northeastern Illinois University. The two-day program attracted approximately 1,600 guest including alumni, current students, faculty, staff and community members. The weekend included Fall Fest, the Golden Eagle Picnic, La Copa Soccer Tournament and many activities hosted by different departments. Illinois Comptroller Susana Mendoza Visit to NEIU – September 18 The Senior Executive Director of Government Relations hosted Illinois Comptroller Mendoza’s meeting with the President’s Cabinet, members of the Student Government Association, and representatives of the University’s constituent groups including Faculty Senate, University Planning & Budget Council, and University Advisory Council. Trustees Jonathan Stein and Fatima Siddiqua also participated in the visit. Memorandum of Understanding Signing with Illinois Hispanic Chamber of Commerce (IHCC) and NEIU – September 19 President Gibson and Jaime di Paulo, IHCC president and CEO signed a memorandum of understanding acknowledging a partnership between the IHCC and NEIU. Board Chair Jim Palos and State Representative Lisa Hernandez, Assistant Majority Leader, Legislative Latino Caucus Co-Chair and NEIU alumna attended the event. Student Health Services - September 20 - November 13 Student Counseling Services (SCS) Student Counseling Services continues to be well-utilized this academic year; despite the drop in enrollment, the number of students we serve has remained consistent and we anticipate that number to increase as the semester comes to a close. We attribute this in part to our decision to offer evening appointments for students who are unable to attend appointments during our regular business hours, and we have been able to accommodate quite a few students this way, who would otherwise not have been able to access our services. SCS assisted with the Climate Study by having staff available on all three campuses during the recent Focus Groups to meet with students who found the discussions upsetting and needed to talk with someone immediately. Over 200 students completed Bystander Intervention training, hosted by the Student Affairs KNOW MORE campus grant, to learn how to safely intervene to prevent interpersonal violence. Student Health Services provided regular flu clinics, women’s' health clinics, HIV/STI screening, and health education presentations to students at the El Centro and CCICS sites. Through a collaboration of Health Services and the Food Pantry, monthly cooking demonstrations taught students how to creatively include food pantry items in nutritious meals.

NEWS AND EVENTS Students and staff enjoyed a puppy therapy session at El Centro, arranged by Health Services. Health Services and the Pedroso Center joined efforts to host community service organizations on campus to provide resource information during Domestic Violence Awareness Month. Ruben Figueroa Workshop - September 24 As part of Latinx Heritage Month, the Pedroso Center provided a day long workshop on awareness and dialogue regarding the disappearance of thousands of Central American migrants in Mexico and the inept governmental role. Writing Our Stories: Community Writing Workshop Keynote with John Fountain - September 26 In collaboration with CCICS, the Pedroso Center staff supported and attended the keynote address and 4-week community writing workshop. Freshmen Meet Up - September 26 Student Leadership Development held its monthly Freshmen Meet up in the Pedroso Center. Around 50 first-year students came to meet people and make new friends. With the support of FYE peer mentors the students had snacks, played games, and formed new friendships. Illinois Audit Commission Hearing – September 26 President Gibson and team testified on behalf of NEIU at the audit commission hearing scheduled in Chicago. NEIU Alumni and Family Night @ Chicago Fire – Sunday, September 29 The NEIU Alumni Association hosted NEIU students, staff, faculty, and families at an NEIU Alumni and Family Night @ Chicago Fire. Participants who played during the NEIU La Copa tournament at NEIU Weekend also participated. Faculty/Staff/Retiree Appeal 2019 - October The Faculty-Staff Campaign appeal mailed in late October to nearly 2,000 faculty, staff and retirees of the university, encouraging their continued and renewed giving to the Foundation in support of students, departments and programs. This year, the signatories on the letter were the new Director of the Pedroso Center, Dr. Durene Wheeler, and Director of the Career Services Center, Lynette Correa-Velez. IRA Mailing 2019 - October In mid-October, the Development Office mailed a letter with information on how to support the NEIU Foundation through a Qualified Charitable Contribution via an IRA Required Minimum Distribution was mailed to 2,900 constituents aged 70+. Rainbow Reception / LGBTQ+ History Month Kick-off - October 1 The Pedroso Center hosted a kick-off gathering open to students, faculty and staff as part of LGBTQ+ History Month. New Squad Car - October 1 NEIUPD put in to full-service its new 2019 Ford Police Interceptor SUV. This new vehicle, designated "Squad 5" is the first new squad car put into service in several years.

NEWS AND EVENTS Coffee with a Cop - October 2 NEIUPD participated in the National Coffee with a Cop event. This was the third year in a row the NEIUPD hosted this event on campus. More than 140 people stopped by for a cup of coffee and collegial interaction with NEIUPD officers during a three hour event in Village Square. Los Profesores and Los Trabajadores Reception and Exhibit - October 3 - October 15 As part of the Latinx Heritage Month celebrations the Pedroso Center for Diversity and Intercultural Affairs highlighted the work and accomplishments of a number of Northeastern Latinx identified faculty and staff in a showcase of their photographs and biographies on the Lower Level of the Student Union (Cafeteria). Fall 2019 Diversity Community Internship, Volunteer, and Career Fair - October 3 Career Development hosted the Fall 2019 Diversity Community Internship, Volunteer, and Career Fair. The event was held from noon to 4 p.m. in Alumni Hall. Over 50 employers registered for the fair. Organizations were looking for interns, volunteers, and full-time and part-time employees. 130 students, alumni, and community members attended the career fair. 100 Black Men of Chicago Scholarship Fair - October 5 As a request from the Admissions office, the Assistant Director for Black Student Success of the Pedroso Center presented and recruited along with NEIU Admissions staff at this day long recruitment event held at the University of Illinois Chicago. Hispanic Association of Colleges and Universities (HACU) Annual Conference – October 5 - 7 President Gibson and 28 NEIU representatives attended and participated at HACU Annual Conference held in Chicago. NEIU also sponsored a table at the exhibit hall during the conference. Illinois Department of Veterans Affairs Director Visit to NEIU – October 6 Senior Executive Director of Government Relations hosted Illinois Department of Veterans’ Affairs Director Linda Chapa LaVia met with the President’s Cabinet, NEIU veterans Service staff, and representatives of the Student Veterans Club. Mayor’s Hispanic Heritage Celebration, - October 7 President Gibson and Suleyma Perez attended Mayor’s Lightfoot Hispanic Heritage reception at the Chicago Cultural Center. Domestic Violence Panel Discussion - October 8 As part of Domestic Violence Awareness month, the Pedroso Center along with Student Health Services offered a panel discussion to explore issues of domestic violence and advocacy. Open House and Founder Celebration - October 8 The Pedroso Center held the annual Open House Event with the celebration of the Founding Dean Murrell J. Duster and Vice President for Diversity and Intercultural Affairs. The program was a celebration of the legacy Duster has provided to the founding of the Angelina Pedroso Center for Diversity and Intercultural Affairs and her service to NEIU’s mission of equity, access, and inclusion.

NEWS AND EVENTS National Coming Out Day & Domestic Violence Awareness Resource Fair - October 10 In observance of National Coming Out Day and Domestic Violence Awareness, the Pedroso Center offered a series of events and activities for students, faculty and staff through a resource fair, HIV/HCV Testing, and Coming Out Support Group. Where You From? What You Be About? - October 10 As part of Latinx Heritage Month, the Pedroso Center collaborated with Proyecto Pa’Lante to bring a moving one man show: Where You From? What You Be About? is an autobiographical solo play set in the historically Puerto Rican neighborhood of Humboldt Park in Chicago. Seamlessly moving from the past to present, Where You From? What You Be About? tells the story of how one man and his family reconcile the influences and subsequent death of a family member due to gun and gang violence. New Student Employee - October 10 NEIUPD welcomed its newest member, our current student employee. The NEIUPD over the past three years has hired several student employees who have assisted us in a variety of projects and assignments. Ninth MHFA training - October 12 Student Counseling Services offered Mental Health First Aid training (MHFA). MHFA is an eight-hour certification course designed to help communities better understand mental illness and respond to mental health-related emergencies. The training was provided to 35 students, staff, and faculty. One more class has been planned for December 16. Golden Gala and Alumni Awards Dinner – Saturday, October 12 The Golden Gala and Alumni Awards Dinner is one of two major fundraiser events hosted by Institutional Advancement in partnership with multiple university units. The University celebrated the achievements of five outstanding alumni, including the highest-ranking alumni award – the Distinguished Alumnus Award, this year presented to Mr. Michael Orona, who will provide the keynote address at December Commencement. This year’s gala raised more than $81,300 in scholarships and program support to the NEIU Foundation and NEIU Alumni Association. International Pronouns Day - October 16 In observance of this day of recognition, sharing and seeking education about personal pronouns, the Pedroso Center Assistant Director for Gender and Sexuality provided buttons for individual to declare their pronouns of choice. Annual Diversity Food Fest - October 17 Student Leadership Development hosted the Annual Diversity Food Fest where over 20 student organizations sold food from around the world. The event ran for four hours and was well attended by students, faculty, and staff. This event serves as a fundraiser for the student organizations involved. Spirit Day - October 17 The Pedroso Center along with the Campus Community observed this annual LGBTQ+ national day of awareness of bullying-related suicides of LGBTQ+ students. Students, faculty, and staff wore purple color shirts in support of LGBTQ Youth.

NEWS AND EVENTS Latinx Heritage Month Closing Ceremony: The Quest for Puerto Rican and Mexican Equity in Higher Education: El Centro and Proyecto Pa’Lante at the Core of the Northeastern Illinois University - October 17 A signature program of Pedroso Center, the Closing ceremony was done in partnership with The Council of the Status of Latinx (CSL), El Centro, as well as with Gear Up and other Campus partners. Social Justice Ally Trainings Fall 2019 Cohort - October 18 The Fall 2019 SJAI consists of six, 90-minute workshops focusing on various topics related to social justice in higher education. Unlike the previous structure, all six workshops are in sequence and intentionally designed to challenge participants to be vulnerable with themselves and each other. The training will end November 22. Annual Illinois Board of Higher Education (IBHE) Budget Meeting - October 18 President Gibson and team met with leadership of IBHE to discuss fiscal year 2021 budget request and other IBHE priorities for higher education. NEIU Alumni Directory Launch – Friday, October 18 The NEIU Alumni Association has collaborated with Publishing Concepts (PCI) to complete an all-alumni and certificate holders census and to produce a new alumni directory. During the next several months, PCI will be contacting alumni to request updated contact and professional information. All graduates of NEIU are encouraged to participate. The last printed alumni directory was published in 2006. Golden Eagle 5K Run – Sunday, October 20 The NEIU Campus Recreation revived its Golden Eagle 5K Run. Nearly 100 students, alumni, faculty and staff participated in this year’s race. Money raised via donations and proceeds benefited General Scholarships, the Student Emergency Fund and the Student Pantry. Black Student Networking Luncheon - October 22 In an effort to increase awareness and community, the Assistant Director for Black Student Success, CCICS, Title III, and other campus partners provide a luncheon and resource fair for NEIU students who identify as Black, African American, Afro-Latin and other marginalized groups of the African Diasporas. Faculty Conversations on Classroom, Culture, and Curriculum - October 31 and November 12 This is a workshop series offered by the Pedroso Center and the College of Arts and Sciences faculty to explore issues of culturally relevant pedagogy and cultural practices in faculty teaching. Sciences Career Fair and Symposium - October 29 Northeastern was one of 15 Chicago-area universities involved in the planning of Chicago’s first ever Sciences Career Fair and Symposium held at the University of Illinois- Chicago campus. The fair was open to students and alumni from the 15 area institution participants and featured a wide range of companies with positions of interest to undergraduate and graduate students majoring in life, physical, and social sciences. NEIU Career Development staff collaborated with the fair that ran from 1- 4pm and was followed by a networking reception from 4 - 5pm.

NEWS AND EVENTS ‘TÚ CUENTAS!’ CENSUS 2020 Town Hall - Wednesday, November 13 The Hispanic Information Telecommunications Network (HITN) collaborated with Northeastern Illinois University and Spanis Public Radio to produce ‘Tu Cuentas!’ Census 2020 Town Hall, a livestream event hosted at Northeastern Illinois University (NEIU) on Wednesday, November 13 at 5:30 pm CST/6:30pm ET. The Town Hall united community leaders, educators, alumni, students and local elected officials for a discussion on the critical importance of accurate count in the Census 2020. Veteran journalist and political commentator Gerson Borrero, host of Estudio DC, moderated the discussion. Corporate and Foundation Support AWARDS AARP: $7,644.37 Work for Yourself @50+ (Johnsson) – This project provides adults, aged 50+, with the resources necessary to understand the challenges and rewards of owning your own business as well as the support to take them from proof of concept to first commercialization. These funds represent two awards, the final payment on the first year of the grant, ($2,644.37) as well as an additional $5,000 to extend the program offerings an additional six months. Greater Milwaukee Foundation – Donald P. Timm Fund: $18,653 Goodwin College of Education Scholarships (Morrow) – These funds are to be used for financial need scholarships for students in the Goodwin School of Education. These funds will be used to support 10 undergraduate and graduate students who demonstrate academic excellence and financial need. Field Foundation of Illinois: $25,000 (Meiners) – PNAP Codirector Sarah Ross at the School of the Art Institute Chicago received the Field Foundation’s Leaders for a New Chicago award which includes a $25,000 contribution to the awardee’s non-profit programming. Healthcare Foundation of Northern Lake County: $8,750 (2 of 4 installments) Community-Based Approach to Improving Access to Healthcare via a Targeted Health Literacy Curriculum (Banas/Gershon WSD 60) - This project will improve the long-term health outcomes of youth through a curriculum that develops health literacy skills and promotes self-advocacy in gaining access to health care. The project will also create a pipeline for linguistically, culturally diverse health professionals, who will serve Lake County’s racially/ethnically diverse population, by promoting health careers. Anonymous Donation: $5,000 The Truth Telling Project (Toffolo) - TTP is one of the coalition leads for the Campaign FOR Truth and Reparations a national grassroots reparations campaign which includes the National Grassroots Reparations Convening in Ferguson (August 8-11) and the National Days of Reparations for Spiritual and Faith Communities (August 11 & December 22). The grant made travel possible for the Ferguson Reparations convening.

NEWS AND EVENTS NoVo Foundation/Waukegan Community School District 60: $15,000 Bibliotherapy – A ‘Novel” Approach to Socio Emotional Learning (Banas) Reading youth novels helps young people acquire the thinking skills to consider multiple viewpoints, respect differences, and become self-aware. Social justice focused curricula is a starting point for this understanding as they can help students “examine sophisticated and politically charged topics in uncomplicated ways”. By prioritizing the reading of multicultural texts and examining injustice in literature and life, teachers can use literature to engage students in thinking critically about issues of equity and justice
